  • This study aims to present a framework involving smartness components and indicators of tourism destinations. This work had three phases. The first phase extracted the components and indicators of smartness evaluation in tourism destinations and validated them by experts' opinions. The second phase determined the effectiveness of each element of smartness using an online questionnaire tool, a survey of 320 tourism experts at the level of 12 selected urban tourism destinations, and a factor analysis method, in addition to measuring the level of their smartness. The third phase of the research analyzed the difference between the smartness of the selected urban tourism destinations using a One-Way Analysis of Variance and the Tukey Test. The results indicated six components and fifty-seven indicators. Also, a substantial difference between the smartness of urban tourism destinations was proved. This study substantially contributes to the existing body of knowledge by offering the smartness indicators within a detailed package of six components with a systemic, holistic, and integrated perspective. The results help policymakers and decision-makers evaluate and improve the smartness of tourism destinations. As a result, it is possible to achieve the goals of smartness of urban tourism destinations, including equality, livability, sustainability, and effectiveness of resource management by using different technologies, especially with the emphasis on two aspects: (1) increasing the quality of the tourism experience, and (2) improving the residents' quality of life.

  • This paper shows procedure and strategies to improve military facilities and local residents' welfare through a civil-military sustainable cooperation project. Military installations tend to impede urban developments, so that a few civil compliant have been often filed. Meanwhile, it is sometimes impossible to relocate military units due to their own unique purpose, even though they belong to core sites of civil developments, which are generally indispensible due to urban expansion, magnified road networks and so on. The solution to offset these conflicts between civil and military demands, which are associated with military units and urbanization surrounding them, is to establish sustainable strategies which enable both civil and military be beneficial. In this study, it is described, decision making procedure to make some facilities of a military unit be better as well as promote local residents' welfare through securing high-quality sports facilities. Delphi-technique and Paired Comparison Method are used to collect civil and military opinions regarding sustainable agreements. As a case study, a civil military cooperation project between a military unit and a local government is introduced. With successful projects, it is expected that the better installations could lead positive images of a military unit, provide advanced athletic environments for both local residents and military personnels, and lessen defense cost to maintain them. Moreover, this project will go down as a paragon of civil military sustainable cooperation.

The result showed that those individuals or groups who responded to the survey were all positive about preservatory effect of Nature Restoration Period in the valley; however they also showed major perceptional differences as to the ways in which the nature restoration period managed. They also disagreed among themselves on the assessment of the extent of damage that could be generated due to the restoration, the appropriateness of the Nature Restoration Period as a management policy and maintenance of the policy in the future. The appropriateness as a policy and the extent of damage due to the Nature Restoration Period particularly showed some serious perceptional differences among five resident groups based on the location of their towns. To minimize current conflict and achieve the goal of Nature Restoration Period, the park management authorities need to communicate more actively with the stakeholders of the local community and NGOs, and secure their support and cooperation by accommodating their ideas and opinions to build a strategic partnership.

In order for Korea's urban regeneration to be settled successfully in the early stage, it is necessary to analyze and review the opinions and business performance of the urban regeneration areas. The purpose of this study is to evaluate the urban regeneration planning factors affecting urban regeneration on the satisfaction of citizens, public administration and region. This study surveyed the residents and experts of the Yeongju city, Gyeongsangbuk-do, where urban regeneration is actively doing with active participation of residents and local government. Based on the data of the survey, this paper performed frequency analysis, correlation analysis and multiple regression analysis as a analytic methods. The results revealed that 'community factor' was the most important factor to the satisfaction of residents in the urban regeneration project in progress. In the final stage(at present), both 'community factor' (0.387) and 'physical factor'(0.454) were found to have a significant effect on satisfaction. While the satisfaction from 'the economic factor'(0.111) has slowed but it has increased with 'the physical factors' in the process of regeneration project, 'the social factors'(-0.007) shows a downward trend. If the role of social factors and community factors are supported at the beginning step of the urban regeneration project, the physical factors and economic factors are continued to lead a sustainable urban regeneration in the long term.

The researchers delivered the 3 independent questionnaires to the three types of the community people who are residents, social service providers, governmental officials in charge of local social services. An in-depth analysis was performed to identify the different perspectives of the stakeholder toward the community needs on the basis of the combined approach with the order ranking method and two independent sample T and Z tests. As the result, the three noticeable findings were discovered as follows: First, while the social service providers reported the community needs at the most serious level, the residents expressed the community needs at the least serious level. Second, the stakeholder showed more diverse opinions for the needs of the service activities than the community problem. Third, there was a difference among the stakeholder in the degree of consensus according to the two different analysis methods. The researchers discussed the implication of the major findings in relation to the community needs assessment, and suggested the practical recommendations to improve the activities of the community needs assessment for the community welfare planning in Korea.

  • There is growing concern about landscape agreement with regard to a variety of activities within resident-based agreements in Korea. This study aims to investigate the communication method of the agreement contacting process and its essential role as a bottom-up resident-based process. The study site is Gobuk Market in Suwon city, where a resident-based landscape agreement was successfully made. In this study, the author implemented in-depth interviews and a literature review to understand the meaning of the agreement contracting process and participants' opinions regarding the Gobuk Market case. During the landscape contracting process, the level of participation of residents, experts and the government changed. The study found that diverse communication methods, such as training, agreement information sessions and seminars were conducted during the process of the resident-based landscape agreement and it is crucial to construct healthy relationship among stakeholders. Furthermore, the experts' role is crucial in establishing agreement among residents initially. However, as local empowerment and the willingness of local people grow, each stakeholder's role is changed by stage. Therefore the Central and Local Government have the necessary task of providing institutional strategy. This study has offered practical information on how each stakeholder played their individual role within the landscape agreement.

  • This study targets the city of Paju, Gyeonggi-do, where many challenges are facing ecological assets management due to the increase in recent development. Using the survey data provided by the National Institute of Ecology in Korea, the study analysed the differences in the local residents' perception of local ecological assets. The Q methodology, which is useful for revealing differences in opinions, was applied to classify the narrative groups, which had different points of view in evaluating each asset. Next, the study compared the differences in perceptions of the vulnerability of ecological assets. As a result of the analysis, the city of Paju was divided into two main narrative groups: a 'Nature Conservation Group' and a 'Heritage Conservation Group'. The Nature Conservation Group wanted to prioritize ecologically valuable assets, such as wetlands, brackish zones, and forests. The Heritage Conservation Group preferred preserving ecological assets having a cultural contexts, such as royal tombs, graves, and the surrounding landscape. Evaluating the ecological assets, the two groups identified 23 ecological sites under threat from development among the 25 ecological sites considered. The Nature Conservation Group noted the importance of sites such as the Sannam Wetlands, Gongneungcheon, Gongneungcheon Brackish Zone, and Simhak Mountain. These were considered to be the most vulnerable ecological assets in the city. The study found differences in the perceived values for each ecological asset by residents. The results can serve as useful data for decision-making on ecological asset management in the city of Paju.
