The Promotion of Experiential Marine Sports by Developing aPlan for Fishing Village and Port (어촌·어항을 활용한 해양스포츠 체험관광 활성화 방안)

  • The plan of developing a fishing village and port will be indirectly funded by the government. In the short term, there will be five different multi-functional fishing village models which are based on the first industry to attach to the third industry of marine sports experience tourism. In the long run, they have to be reached gradually. The popular scenic spot of the marine sports experience tourism is made by human resources and fundamental installations considering that it must be done in unpolluted water. It is necessary to separate the fish harbor into two sides. One side is an existing fishing industry. The other side is made up of several pontoons for the marine sports equipment of the marine mooring. It is necessary to build facilities, such as the mooring facility, the storage facility, the repair-check facility, supply-cleaning facility, information booth, accommodations, education facility, and a marine culture exchange facility.

  • Overhead cranes which carry heavy items in construction or production areas consist of structure and electric modules. More than 80% of breakdowns bring out of the electric module. As operators do not know all about cranes, it sometimes takes much time to repair the cranes. In order to resolve this problem, the expert system which can diagnose causes of faults and give instructions for repair to operators, has been developed. The scope of the paper is limited to the electric module. First of all, analyzing symptoms and causes, we have developed a rule base with the expert system shell, EXSYS. Furthermore, for the facility maintenance including repair instructions against the causes, the instruction data base was developed with FOXPRO. On the other hand, for the help of user's understanding the fault causes, the graphic animation module which shows malfunctioning component ports or motions in 3D was developed with the graphic software, TOPAS VGA.

  • With the rapid development of IT technology, recently, the development of IT convergence technology related to the facility diagnosis is prevalent, and the study for the efficient integrated management scheme is required to handle all relevant information, from the design to the maintenance, including the stage of repair. In this paper, an efficient scheme to process the complex data for the facility and its diagnosis is proposed based on IT convergence technique and the real-time complex data management is designed. In order to evaluate the performance of the proposed system, the real-time management system is designed for a particular facility, and the comparative results show the good performance of the proposed system.

  • The purpose of this research is to identify problems and solutions of domestic Life Cycle Cost analysis in BTL(Build-Transfer-Lease), a PFI(Private Finance Initiatives) project. It is expected BTL would be quite effective delivery method for public construction introducing the private's major capital investments and technologies, and obviously LCC analysis is becoming more important factor for success of BTL projects. Nevertheless, there are still some complicated issues in LCC analysis, a technique for selecting the optimal VE(Value Engineering) proposals and estimating OM&R (Operation, Maintenance, & Repair) cost of the buildings, and has been applied limitedly. This research mainly focuses on educational facility, as most frequently delivered by BTL currently, especially with two levels (Alternative LCC and Building LCC) , which is occupied main potion in BTL project. In addition, it identifies four main problems and suggests their solutions through case studies focusing six major factors (WBS, Repair Information, Life Cycle, Time value of money, Repair Information Database, LCC Model) from three projects. Advanced development of this research requires closer partnership between the private / public sectors, and their long term strategies.

Determining Major Items of Scheduled Maintenance for Apartment through Case Data: Focused on Improving the Establishment Standard for Long-term Repair Program (사례 데이터 분석을 통한 공동주택 계획수선 주요 항목 도출: 법령 상의 장기수선계획 수립기준 현실화를 중심으로)

  • The long-term repair program is significant as the execution standard for apartment in repair construction, and provides the basis for effective facility management through appropriation reserve and preventive maintenance. Considering its importance, the government legislates the items, cycle, and ratio for long-term repair. However, the frequent changes, controversies on repair, and difficulties in using appropriation reserve are caused as the items have not been revised on time reflecting up-to-date construction technologies. In order to resolve these problems, it is required to improve the standard by evaluating the appropriateness of repair items throughout the analysis of actual conditions. This study aims to suggest the revision plan for the criteria with the major items based on the status identified by the actual long-term repair programs and historical repair construction data. To do this, the adoption ratios of items to program are reviewed by collecting the real cases of the long-term repair programs. Developing improvement plan was approached in two ways such as "exclusion method" deleting minimum unnecessary items and "selection method" sorting out items with high adoption ratio and evidence of repair in a positive manner. Aa a result, the major items were identified as 118 items and 73 items by exclusion method and selection method respectively from the current 147 items. The outcomes of this study are expected to contribute enhancing the practicality of the standard in that the regulation for long-term repair program should periodically reflect the status of currently applied construction methods and materials.

  • Rock drop obstacles on major roads in the border area in South Korea has been installed and operated to prevent and block the movement of enemy units. However, the increase in traffic volume due to the development of the border region causes many problems such as road traffic congestion due to rock drop, traffic safety, and impaired urban aesthetics. Therefore, this study aimed to provide guidelines for demolition and replacement facility installation for rock drop obstacles, which are differently applied to each unit, and to suggest the direction of the Ministry of National Defense's policy regarding maintenance cost for necessary rock drop obstacles required for operation. In this study, as part of a guideline study on the removal of rock drop obstacles and the installation of alternative facilities, a standard unit price was suggested for essential rock drop obstacles, so as to be used as judgment data when deciding whether to remove rock drop obstacles.

  • Rail transit agencies in Korea have been struggling to set up a performance-based rail facility maintenance plan because there are no formal definition and decision criteria for aging infrastructure. This study investigates the definition of aging infrastructure through extensive literature review and identifies benchmarking criteria through comparison with rail transit facility management systems in Korea and United States. As results, an aging infrastructure should be defined considering both service age and performance level of a facility. The priority of repair/replacement should be also determined with reasonable criteria based on relationship between service age and performance level. To determine the definition and decision criteria, a practicable classification system for aging rail transit needs to be established in accordance with classification system for performance assessment. Furthermore, a comprehensive database needs to be built including useful life, performance level, and maintenance cost of each component of rail transit. It will allow establishing an efficient budget execution plan for aging infrastructure.

  • The existing drainage facility management system is not systematically computerized, and it is difficult to manage each drainage facility on-site due to insufficient information and location management. Currently, in the current drainage system management, repair technicians recognize the information of the drainage facility by recognizing the QR code at the site. These methods have difficulty locating QR codes in the field, and the problem is that they incur additional maintenance costs due to loss and breakage of QR code attachments. The GPS-based drainage management system proposed in this paper stores and manages each drainage facility's data including GPS information, allowing applications to use the location and information of drainage facilities based on user location data.

  • The research which sees the fact that about model found of the duty factor whom follows in old person welfare facility worker holding office duration and organized performance researches in purpose. From theoretical background about the old person welfare facility system investigated a theory about the duty factor and organized performance of literature investigation and the old person welfare facility worker. A theory analysis of positive data led based on about the effect factor of the causality which the duty factor of the old person welfare facility worker reaches in organized performance under verifying boil the modulating effect of holding office duration. The repair which is a duty factor of the old person welfare facility worker, according to the holding office duration which is a personal quality factor job satisfaction the promotion and organized natural features, business environment and organized structure are organized performance and organization immersion and loyalty degree different assumed with the fact that will affect. From positive analysis about the research object verifies a suitable degree about demographics school register analytical and study model, structural equation model leads and construction verification and modulating effect analysis under executing boil.

  • The purpose of this study is to investigate maintenance states and problems analysis of permanent rental housing. The research method of this study includes a survey of maintenance states and an interview with facility managers who have enough practical experience. The results of this study are as follows: (1) the repair rates for the items which are within the required maintenance cycle are investigated $25\%$ on average. (2) the current regulation of maintenance cycles and repair rates are not adequate to Permanent Rental Housing.
