Analysis on the Key Factors of Entrepreneurship Education for Public Technology Commercialization : Focusing on the Performance of Korean I-Corps Project (공공기술 사업화를 위한 창업교육의 핵심요인 분석 : 한국형 아이코어 사업성과를 중심으로)

  • As the main purpose of R&D changes from the center of knowledge creation to the center of economic value creation through technology transfer and commercialization, public technologies can also secure economic feasibility as well as make a social contribution. Korea has been focusing on fostering core human resources who can lead the commercialization of basic and original research results by launching the 'Support project for exploring startups linked with public technology-based markets' since 2015 in order to promote public technology startup. This study is based on the results of a survey for the purpose of analyzing the performance of this project. In addition, this study derived four factors related to the I-corps project performance from the results of this survey and verified the relationship between these factors through structural equation model analysis. In summary, it was confirmed that 'Application Level' and 'Business Model,' which are positively affected directly from 'Entrepreneurship Learning,' have positive effects on 'Financial Resources'. Furthermore, the indirect effect of 'Entrepreneurship Learning' on 'Financial Resources' was verified. In particular, the high level of impact of 'Entrepreneurship Learning' on 'Application Level,' and the impact of 'Application Level' on 'Business Model' and 'Financial Resources' were also positive.

Comparison of Raw Material Inventory Management Policies for a Precast Concrete Production Plant (프리캐스트 콘크리트 제작공장에 대한 원자재 재고관리 정책 비교)

  • In this study, we compare and analyze the performance of three inventory management policies for raw material inventory management in a Precast Concrete production plant: Fixed Order Quantity Policy (FOQP), Fixed Order Interval Policy (FOIP), and (s, S) Ordering Policy (sSOP). In order to make more realistic conclusion, we developed and utilized the ARENA simulation model, a performance evaluation tool that considers the variance of raw material demand and supply for the entire production process in a PC production plant using multiple raw materials. For the three policies, reorder point, order quantity, target level, and order interval parameters were initialized by using Economic Order Quantity (EOQ) model and then optimized through OptQuest. As a result of optimization, inventory management costs were reduced by an average of 97.28% compared to the EOQ model that does not consider the variance of demand and supply. After setting three influencing factors, Project Occurrence Cycle (POC), Raw Material Lead-time (RML), and Unit Stock-out Cost (USC), a performance evaluation was conducted for the three policies. As a result of evaluation, the inventory management costs of FOQP and sSOP, which determine order intervals by considering inventory levels by real-time or daily, were 30.6% and 27.9% lower than FOIP with fixed order intervals respectively. In addition, inventory management costs were affected by RML and USC factors excluding POC, but the differences were 2.17% and 2.09% respectively, which were not large due to the optimization of parameters for responding the variance of raw material demand and supply.

Classification of 18F-Florbetaben Amyloid Brain PET Image using PCA-SVM

  • Amyloid positron emission tomography (PET) allows early and accurate diagnosis in suspected cases of Alzheimer's disease (AD) and contributes to future treatment plans. In the present study, a method of implementing a diagnostic system to distinguish ${\beta}$-Amyloid ($A{\beta}$) positive from $A{\beta}$ negative with objectiveness and accuracy was proposed using a machine learning approach, such as the Principal Component Analysis (PCA) and Support Vector Machine (SVM). $^{18}F$-Florbetaben (FBB) brain PET images were arranged in control and patients (total n = 176) with mild cognitive impairment and AD. An SVM was used to classify the slices of registered PET image using PET template, and a system was created to diagnose patients comprehensively from the output of the trained model. To compare the per-slice classification, the PCA-SVM model observing the whole brain (WB) region showed the highest performance (accuracy 92.38, specificity 92.87, sensitivity 92.87), followed by SVM with gray matter masking (GMM) (accuracy 92.22, specificity 92.13, sensitivity 92.28) for $A{\beta}$ positivity. To compare according to per-subject classification, the PCA-SVM with WB also showed the highest performance (accuracy 89.21, specificity 71.67, sensitivity 98.28), followed by PCA-SVM with GMM (accuracy 85.80, specificity 61.67, sensitivity 98.28) for $A{\beta}$ positivity. When comparing the area under curve (AUC), PCA-SVM with WB was the highest for per-slice classifiers (0.992), and the models except for SVM with WM were highest for the per-subject classifier (1.000). We can classify $^{18}F$-Florbetaben amyloid brain PET image for $A{\beta}$ positivity using PCA-SVM model, with no additional effects on GMM.

  • Amyloid brain positron emission tomography (PET) images are visually and subjectively analyzed by the physician with a lot of time and effort to determine the ${\beta}$-Amyloid ($A{\beta}$) deposition. We designed a convolutional neural network (CNN) model that predicts the $A{\beta}$-positive and $A{\beta}$-negative status. We performed 18F-florbetaben (FBB) brain PET on controls and patients (n=176) with mild cognitive impairment and Alzheimer's Disease (AD). We classified brain PET images visually as per the on the brain amyloid plaque load score. We designed the visual geometry group (VGG16) model for the visual assessment of slice-based samples. To evaluate only the gray matter and not the white matter, gray matter masking (GMM) was applied to the slice-based standard samples. All the performance metrics were higher with GMM than without GMM (accuracy 92.39 vs. 89.60, sensitivity 87.93 vs. 85.76, and specificity 98.94 vs. 95.32). For the patient-based standard, all the performance metrics were almost the same (accuracy 89.78 vs. 89.21), lower (sensitivity 93.97 vs. 99.14), and higher (specificity 81.67 vs. 70.00). The area under curve with the VGG16 model that observed the gray matter region only was slightly higher than the model that observed the whole brain for both slice-based and patient-based decision processes. Amyloid brain PET images can be appropriately analyzed using the CNN model for predicting the $A{\beta}$-positive and $A{\beta}$-negative status.

Consideration of Traditional Markets' Impact on the Self-Consciousness of Retailers: A Focus on the S Marketing Area (전통시장 상권 활성화에 대한 상인들의 의식구조 고찰 : S상권을 중심으로)

  • Purpose - This study used empirical methods to investigate the consciousness structure of vendors in the S marketing area, which is a commercial revitalization district in the country, and examined its effect on their business activities. Based on the results derived through the performance of an actual proof analysis, this study aims to facilitate the promotion of changes in the consciousness structures of traditional market vendors, with a view to allowing them to adapt to the current economic realities in the country. Further, this study aims to provide suggestions that would improve the efficiency of the commercial revitalization program of the government. Research design, data, and methodology - This study examined all the stores in the S marketing area using a questionnaire survey conducted over three weeks beginning on July 4, 2012, and involved the performance of a data analysis on 1,859 samples. The questionnaire consisted of two parts. The first part addressed the market revitalization and the second part addressed the store management strategies. Questionnaire responses were calibrated based on a Likert scale. Statistical analysis was conducted using PASW version 18.0. Results - The results of the analysis of the consciousness structure of merchants in the S marketing area have led to the discovery that they have a medium level of satisfaction with market revitalization. There was a difference in the perceptions of the concept of store management between merchants and customers. Merchants have poor strategies for store management, which do not go much beyond an imitation of the practices of large domestic discount stores. Conclusions - The appearance of big discount stores and the accompanying changes in people's consumption patterns have led to a decline in local market areas. The government has sought new ways to secure autogenic power for local markets. To create regional economies, the government enacted a revised "Law for creating traditional markets and shopping streets" in 2010 and introduced a commercial district revitalization program. This program, which originally supported only the S marketing area, has subsequently expanded into neighboring shopping districts so that the whole of the regional market can be revitalized. However, since the revitalization of the traditional market and the government support required for it were mostly limited to facilities, the result has not proved to be effective. Although there are several reasons why the government investment was characterized by poor efficiency, traditional market vendors' consciousness structure, which did not adapt well to the vagaries of time and its consequent changes, was a major cause. Only when vendors have a true merchant spirit can they have a real service focus that will enable them to clearly understand the distribution organization. This will have the effect of bring about complete customer satisfaction and will ensure the survival and development of traditional markets.

The Numerical Study on Effect of the Droplet Sizes on Internal Mass Transfer in the Spray Type Scrubber (분무형 스크러버에 내에서 액적크기에 따른 물질전달에 관한 전산해석적 연구)

  • As regional air pollution gets worse by the sulfur oxides emitted from various types of vessels passing through the many countries, the International Maritime Organization establishes the emission control areas and regulates sulfur dioxide in those areas. In order to satisfy these regional regulations, the fuel selection method and the exhaust gas post-treatment device are applied to the ships. Due to the economic reasons, the post-treatment method of exhaust gas for reducing the amount of sulfur oxides discharged is mainly preferred. The scrubber which is dominantly used in the ships are the spray type system where the sprayed liquid drops used for capturing the soluble sulfur dioxides in the exhaust gas. The performance of the spray type system depends on the size distribution of the sprayed droplets. In order to evaluate this performance, we designed counterflow type scrubber and cyclone scrubber and evaluated the desulfurization efficiency and the amount of droplet evaporation according to the size of each droplet by using computational fluid dynamics. The Eulerian-Eulerian analysis method was used because the scrubber had a gas-liquid two-phase flow inside the scrubber. When the diameter of the droplet was $100{\mu}m$, $300{\mu}m$, $500{\mu}m$ and $700{\mu}m$. As a result, both of scrubbers showed high desulfurization efficiency and low evaporation amount at $500{\mu}m$ and $700{\mu}m$.

Southeast Asia and ASEAN in 2016: Disappointing Records and Increasing Uncertainty (동남아와 아세안 2016: 기대와 혼돈 속에 커져가는 불확실성)

  • This study surveys and reviews political change, economic performance, and regional cooperation that were carried out in 2016 by Southeast Asian countries and ASEAN. This paper reports that what has followed the inauguration of new governments in Myanmar, the Philippines, Vietnam, and Laos fails to live up to the expectation and optimism that arose in the aftermath of elections and party congresses that took place in the first half of the year. In other countries such as Malaysia, Thailand, and Cambodia, where authoritarian regimes are faced with strong oppositions, the prospects for democratic change worsened to a substantial degree, as schisms and internal strives complicated the opposition camp as a result of instigation and intervention by the authoritarian leaders and their followers. In stable political systems, both democratic and authoritarian, no significant changes that may entail serious political implications were noticed. In 2016, the national economy of almost each and every country continued its slow but steady recovery that had started in 2014 and grew by 5% on the average. For 2017 onward, however, the earlier optimism that it would grow at least as fast dimmed down as uncertainty about the world economy looms larger due to the unexpected win by Donald Trump as U.S. president and the expected 'hard landing' of the Chinese economy around 2018. ASEAN declared the launch of the ASEAN Economic Community (AEC) only one day before the New Year, but its track record looked already bad and unpromising by the end of 2016. ASEAN leaders were tied up by their domestic politics and affairs too tightly to take time off to work seriously to observe the schedule as laid out in the AEC Blueprint 2025. Korea's relationship with Southeast Asian countries and ASEAN was "as good as it gets" in 2016 as ever but could become subject to tough review in the near future, if the Ministry of Foreign Affairs is found out to have been implicated in the ongoing Choi Sun Sil scandal and if the opposition wins the next presidential election to be held by this year.

A Study on Improvement of Korean Port Incentives (우리나라 항만 인센티브제도 개선방안 연구)

  • This study explores the incentive system in Korean ports to become a global logistics hub in Asia or to be competitive among Korean ports as a regional hub. First, we identified the types of port incentives in Korea and in overseas ports. We selected potential incentives applicable to Korean ports and compared whether they were meaningful, efficient, and effective in the short and long term. We selected IPA (Importance-performance Analysis) as an analytical method and surveyed users and experts. The results show that it is necessary and effective to provide incentives for new shipping companies, both export and import shippers, while setting criteria for reasonable incentives. Factors needed for improvement included simplifying and calculating the incentive request process, incentives for terminal operators, and new incentives, in addition to existing incentives. Policy-making organizations will also need to collect feedback on institutional improvements and raise awareness among users. Key factors for improvement include providing incentives for existing shipping companies. In particular, in order to actively manage systematic and efficient policies, incentive criteria for existing shipping companies need to be reconsidered.

Analysis of Performance in Fostering the Companies Occupied in Technopark and its Characteristics: Focusing on Growth Path and Type (테크노파크 입주기업 육성의 성과 및 특성 분석: 성장경로 및 유형을 중심으로)

  • This study analyzes the performance and characteristics of the fostering policies for the focusing on growth path and type occupied in the Technoparks. First, the companies occupied in the Technoparks have shown the characteristics of landing on an actual growth phase beyond the start-up and fostering phases, and when considering the possession of a dedicated R&D organization and the portion of highly educated technical personnel having masters and doctorate degrees, these companies have also entailed the characteristics of being a technological innovation company. Second, about 30% of the companies that left the Technoparks secured their own factories and offices after standing alone, indicating that the fostering function after startup in the Technoparks has been performing a significant role on the growth path of start-up companies from a temporal perspective. Third, a majority of the companies occupied in the Technoparks were composed of scale-up companies or preliminary scale-up companies that contained promising innovative growth potential. However, it seems to urgently require the acceleration of innovation because many companies are categorized into a stagnated growth type that demonstrates a high R&D investment but low sales revenue growth.

Optimal Design and Economic Evaluation of Energy Supply System from On/Off Shore Wind Farms (육/해상 풍력기반 에너지생산 공정 최적 설계 및 경제성 평가)

  • This paper presents a new framework for design and economic evaluation of wind energy-based electricity supply system. We propose a network optimization (mixed-integer linear programming) model to design the underlying energy supply system. In this model we include practical constraints such as land limitations of onshore wind farms and different costs of offshore wind farms to minimize the total annual cost. Based upon the model, we also analyze the sensitivity of the total annual cost on the change of key parameters such as available land for offshore wind farms, required area of a wind turbine and the unit price of wind turbines. We illustrate the applicability of the suggested model by applying to the problem of design of a wind turbines-based electricity supply problem in Jeju. As a result of this study, we identified the major cost-drivers and the regional cost distribution of the proposed system. We also comparatively analyzed the economic performance of on/off shore wind farms in wind energy-based electricity supply system of Jeju.
