본 연구는 직업능력개발훈련 교·강사의 보수교육과정을 살펴보고, 마이크로 크리덴셜을 적용하기 위한 방안을 살펴보기 위해 수행되었다. 이를 위해 K대학교 능력교육개발원의 직업능력개발훈련 교·강사의 보수교육과정 현황, 마이크로 크리덴셜의 특징, 보수교육과정과 마이크로 크리덴셜의 연계가능성을 살펴보고, 스타훈련교사의 인터뷰를 실시하여 분석한 결과는 다음과 같다. 첫째, 디지털 인증서에 대한 인식은 훈련과정 이수시 디지털 인증서인 디지털 크레딧, 디지털 뱃지 발급과 보수교육의 공인된 자격과정에 대한 인식은 대부분 긍정적으로 인식하고 있었다. 또한, 보수교육의 마이크로 크리덴셜 적용방안으로 다양한 사례로 보수교육보다 혜택을 주는 방안, 보수교육의 체계화, 자격과정의 체계화 및 등급화, 자격과정의 학점화 등을 제안하였다. 둘째, 마이크로 크리덴셜을 적용한 보수교육 활용성 제고를 위한 제도적 보완장치로 NCS기반 전공 보수교육 확대 필요성, 효율적인 학습콘텐츠와 학습방법 제공, 최소 이수시간 설정 등을 언급하였다. 그리고, 직업능력개발훈련 교·강사의 이해도 제고방안으로 가장 많이 응답한 내용은 마이크로 크리덴셜 홍보방안이었다. 셋째, 보수교육기관과 직업능력개발훈련 교·강사의 역할에서 보수교육기관은 교육품질 유지에 대해 가장 많이 언급하고 있으며, 직업능력개발훈련 교·강사의 역할로 가장 많이 응답한 내용은 적극적 참여였다. 본 연구로 직업능력개발훈련 교·강사의 보수교육과정과 마이크로 크리덴셜 간의 자격연계로 전문성 제고와 실무역량 이력 포트폴리오를 실질적으로 제공할 수 있는 직업훈련 환경구축을 기대한다.

The purpose of this study was to determine the factors that influence the training quality of Van Lang University's Finance Banking faculty (VLU). Another goal was to discover a way to increase training quality and give students the greatest experience possible. To achieve the following goals, qualitative research was used in combination with questionnaires and document reviews. A total of 700 surveys were sent out, with 624 responses. In-depth interviews with 12 graduates were conducted during the qualitative stage to obtain their perspectives on their time at VLU. The impact of five factors (instructor qualification, facility, education program, accessibility, and student interaction) was investigated in this study, and the findings revealed that all of them significantly mediated the relationship with the training quality of VLU's Finance Banking faculty. The findings show that it is vital to improve the training quality to increase student satisfaction and boost their academic abilities. With the framework from this study, policymakers, researchers, and institutes can cooperate in developing and upgrading the general training quality at higher education institutions in Vietnam. Improving the training quality of a faculty will continue to be a challenge. Therefore, this is a topic that requires continuous research.

정부는 검정형 자격제도의 한계를 극복하고 관련 산업계에 적용가능한 실무능력 인재 양성을 목적으로 과정평가형 자격제도를 운영하고 있으며, 지적분야도 지적산업기사 등급의 과정평가형 자격제도를 운영중에 있다. 그러나 과정평가형자격의 교육훈련과정에 지적분야가 아닌 측량분야의 능력단위를 교육함으로서 과정평가형 자격제도의 취지와 맞지 않는 부분이 있다. 따라서 본 연구는 지적분야의 과정평가형 자격제도를 면밀히 분석하고 그에 따른 개선방안을 제시하였다. 첫째, 지적분야의 NCS는 2014년 개발이후 별다른 보완·개발이 이루어지지 않아 현행 법령과 맞지 않는 부분이 다수 존재하므로 이에 대한 보완개발이 필요하며, 둘째, 현행 지적분야 과정평가형 자격제도에 활용하고 있는 측량분야의 선택능력단위를 지적분야의 NCS 능력단위로 개선할 것을 제안하였다. 또한 현행 지적분야의 NCS의 12개 능력단위를 필수능력단위로 지정하고 교육·훈련을 운영한다면 충분히 지적기사 등급의 역량을 갖춘 실무인재를 양성할 수 있을 것이므로 지적기사 등급의 과정평가형 자격제도 도입을 제안하였다. 그러나 실질적인 제도운영 및 적용을 위해서는 과정평가형 자격제도 교육·훈련에 활용되고 있는 지적분야 NCS의 보완·개발이 반드시 선행되어야 할 것이다.

민간자격 국가공인제도가 시행된 지 5년이 넘었지만, 동 제도의 효과에 대한 검증이 이루어지고 있지 않다. 이러한 현실에서 동 연구는 민간자격 국가공인사업의 전반적 운영현황을 살펴보고, 공인민간자격이 자격취득자에게 미치는 경제적 효과, 경제외적 효과를 살펴보았다. 그 결과 민간자격 공인 후, 자격 취득자의 취업촉진에 다소 긍정적 영향은 있으나, 임금, 승진 등의 경제적 효과는 없었다. 경제외적 효과에 있어서도 고용불안 감소와 같은 심리적 만족은 있으나, 직무수행능력 향상, 인력의 전문성 향상 등과 같은 실질적 부분의 긍정적 효과는 없는 것으로 나타났다.

Objectives: The purpose of this study is to provide comprehensive information of qualification systems of developed countries needed to establish our national system for QI(Quality improvement) specialists. Methods: All articles related to any applicable domestic or foreign countries' laws, operational status, and detailed programs for professional qualification system of QI were reviewed. Result: In the United States, a non-profit organization, Healthcare Quality Certification Commission (HQCC) has set the policies, procedures and standards in the field of health care quality. And qualification system of CPHQ (certified professional in healthcare quality) has been operated in order to authenticate the qualifications in the field of quality management. IBQH(international Board for quality in healthcare), a qualification system of experts in the United Kingdom, was designed to assist the qualification of professionals to improve the quality of healthcare. In addition, Health Research Center of Feinberg School of Medicine in Northwestern University has been operating Master's and doctoral degree programs in the field of the quality of care and patient safety and IHI (institute for healthcare improvement) open school was operating a professional training course related to the quality of care and patient safety. Conclusion: Quantity and complexity of information of the quality of care and patient safety have been increased. For reform of the health care system, a special training course of the expertise and leadership are needed. So far, there is no national professional certification courses in our nation. Therefore essential job skill should be acquired individually. For systematic and effective quality improvement activities, the educational and certification system with professional development model are needed.

본 연구는 NCS 기반으로 개편된 미용사(피부) 검정형 자격과 과정평가형의 자격시험에 관한 선행연구의 체계적 문헌 고찰을 통해 국가기술자격 미용사(피부) 종목 과제 및 평가방법에 대해 비교·분석 하였다. 검정형 자격은 암기 위주의 이론시험과 단순 기능 반복을 통한 작업능력을 기반으로 평가가 이루어져 자격과 일이 상호 연계되지 않고 있고, 과정평가형 자격은 상대적으로 시험 집행을 시작한 기간이 짧은 상태로 시행기관에서의 자체 내부평가의 신뢰성 저하 문제가 지속적으로 나타나고 있다. 향후 현재 평가에 반영되고 있지 못하는 다양한 능력 단위를 적용하여 실기시험 평가 항목에 포함할 수 있는 상위자격의 신설 및 실기시험 평가방법 개선 등을 통해 현장과의 연계성을 제고시키고 관련 분야의 현장 적응 및 재교육 시간 단축 등의 자격제도 혁신이 필요한 것으로 사료된다.

Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. At this point of time, the Ministry of Land, Transport, and Maritime Affairs introduced the Maritime Safety Audit(MSA) in amendment of the Korea Marine Traffic Law. audit results were survey for the last two years. As a result, appropriate certificate appears 11% among audit report, is an urgent need for improved quality of audit reports. This study is aimed to propose about Audit Personnel Education & Training System. To these solve, this paper analyzed the tendency of Audit Personnel Training. And also the opinions of user and experts were investigated and analyzed using Questionnaire survey methods. As a result, this paper was suggested, the construction of Audit Personnel Training System and the curriculum and training contents for 5-days of basic course, 2-days of expert course, 3-days of Qualification Maintain course.

이 연구의 목적은 전자분야의 국가기술자격 운영현황 및 문제점을 검토하여 전자분야 기술사, 기능장, 기사, 산업기사, 기능사 자격의 새로운 발전방향을 제시하는데 있다. 전자분야 자격이 발전되기 위해서는 전자분야 자격에 대한 직무분석 작업을 실시하여 산업현장의 기술변화 내용을 수용할 수 있어야 한다. 따라서 전자분야 자격에 대한 명확한 직무분석 작업을 통하여 시험과목과 출제 기준이 재정비되어야 할 것이며, 검정 내용이 산업현장의 변화를 지속적으로 수용할 수 있도록 지원되어야 한다. 또한 전자분야의 자격종목이 효율적으로 그리고 효과적으로 개선될 수 있도록 하는 정책적 지원 및 노력이 지속적으로 이루어져야 할 것이다.

That the arbitration will begin with an arbitrator to be done by the arbitrator is not too much to say. The arbitrator shall have a decisive influence on the outcome of an arbitration in any arbitral right to award arbitration. As demonstrated in sayings like "Good arbitration is a good arbitrator" and "Arbitration is as arbitrator", professionalism and fairness are the basis for the arbitration procedure. Parties qualifications and authority of the arbitrator shall be a dispute-resolution process, requiring special attention and special care because the careful review of the arbitration award itself exerts a significant influence on the selection of an arbitrator. Therefore, this paper, first, analyzes the meaning of international arbitrators as a general overview of international arbitrators, qualifications, etc. and looks for focuses of the role. Next, the purpose of this paper is to seek ways to expand trade and international arbitration institutions in international transactions by examining training plans such as for international arbitrators.

본 연구는 노인스포츠지도사 자격 취득과 관련하여 실효성을 살펴보고, 개선방안을 제안하고자 하였다. 이와 같은 목적을 달성하기 위해 본 연구에서는 2015년부터 2017년까지 전라남도 노인스포츠지도사 자격 취득 연수프로그램 참가자를 대상으로 하였으며, 총 113명이 설문에 응답하였다. 수집된 자료는 IBM SPSS Statistics 25.0 프로그램을 이용하여 빈도분석을 실시하였으며, 이에 따른 결과는 다음과 같다. 첫째, 노인스포츠지도사 자격증 취득 당시 응답자는 스포츠분야에서 일하고 있다는 응답이 가장 많았으며, 다양한 능력을 겸비하기 위해서 자격을 취득하였다라고 응답하였다. 둘째, 노인스포츠지도사 자격 취득에 따른 기여도와 관련하여 취업과 업무능력 향상도에 따른 기여도에 있어서는 '그렇다'는 응답이 가장 많았으나, 임금상승이나 승진과 관련한 기여도에 대해서는 그렇지 않다는 응답이 가장 많았다. 마지막으로 자격증 활용정도와 관련하여서는 활용도가 낮다는 응답이 가장 많았으며, 그 이유로는 자격 취득자에 대한 혜택이 없기 때문이라는 응답이 가장 많았다. 따라서, 노인스포츠지도사 자격증 취득이 앞으로 업무처우에 있어서 중요한 기준이 될 수 있어야 할 것이며, 이와 같은 제도 마련에 힘써야 할 것이다.
