OCSP 서비스를 이용한 공인인증서 사용이력 확인 시스템 (A History Check System of Public Electronic Certificate using OCSP Service)

  • 공인인증서는 본인 확인을 위한 중요한 수단으로 금융거래, 전자정부, 전자상거래 등 주요 경제활동에서 사용되고 있다. 그러나 공인인증서의 부정 발급 및 해킹 등으로 피해 사례가 증가하고 있으나, 사용자는 자신의 공인인증서가 언제, 어디서 사용되었는지 확인하기가 어려운 현실이다. 따라서 제안하는 시스템은 OCSP 서비스 과정에서 공인인증서를 이용하는 기관에 대한 기관코드를 사전에 부여하고, 이용기관에서 공인인증기관에 인증서 검증 요청 시 기관코드를 OCSP Request의 Extensions 부분에 삽입하여 메시지를 전송하며, OCSP 서버는 기관코드를 추출하여 요청기관을 확인하고 해당 결과를 데이터베이스의 이력관리 테이블에 기록하게 된다. 본 논문에서는 인증서 검증 서비스인 OCSP를 사용하여 사용자가 공인인증서 사용이력을 확인할 수 있는 시스템을 제안하고 구현하여 금융사고 등을 방지하고 대처할 수 있도록 한다.

공공부분 성과평가에 대한 공정성 지각이 조직성과에 미치는 영향에 관한 연구 (A Study on the Influence of Justice Perceived in the Performance Evaluation on Organizational Performance in Public Sector)

  • The importance of performance management has been on the rise, which led to public sectors utilizing BSC performance management system as a tool for adaptability, effectiveness, efficiency, and reorganizational abilities by the public sectors. However, due to lack of fairness of evaluation of performance management, it is difficult to expect high level of acceptance by organizations. Therefore, the purpose of the research is to analyze the acceptance of performance management system by organizations via stabilizing the system within the organization group. The research will utilize BSC performance management system of private sectors to introduce the system to public sectors to show the correlation between fairness of performance management and acceptance of performance management. Theoretical background for correlation between fairness of performance management and acceptance of performance management was created through reviews of documents and theories focusing on performance management. The methodology of the research was shaped through surveying members of organizations of public sectors. To analyze the findings of the data SPSS was exploited to find the statistics regarding frequency, degree of reliability, relevance, and recurrence. To summarize the research findings, the perception of performance management by organization members of public sectors shows positive correlation between fairness and acceptance of performance management, also acceptance of performance management shows positive correlation regards to organization performance. In spite of the findings of the research, the fairness and distribution of performance management was not great. Limitation occurred due to lack of perception and knowledge of performance management of respondents of the survey.

  • 우리나라는 2011년 3월에 「공익신고자 보호법」을 제정하여 민간부문에서 발생하는 공익침해 행위로부터 공익신고자를 보호하고 있다. 대부분의 공익침해행위는 조직 내부에서 은밀하게 이루어지고 있어 조직 내부의 문제점을 잘 알고 있는 조직 구성원들의 신고로 인하여 외부에 알려지게 된다. 그러나 공익신고자는 신고로 인하여 불이익을 받게 되므로 신고를 주저하게 된다. 또한 실질적인 보호조치가 미흡하여 신고자를 효과적으로 보호하기 위한 비밀보장, 신변보호, 책임감면, 불이익조치 금지 등 제도적 장치를 강화하는 방안이 필요하다. 따라서 공익신고자 보호의 취지에 맞게 공익신고자에 대한 실질적인 보호조치가 필요하며 그에 상응하는 보상체계를 확대하는 방안도 필요할 것이다. 이에 본 연구에서는 현행 우리나라 공익신고자 보호제도에 대한 주요 내용을 검토하고, 공익신고자의 보호 등을 위한 합리적인 개선방안을 제시하고자 한다.

공공 문화예술기관의 운영역량 분석 (Analysis of Operational Competency of Public Culture & Arts Institution)

  • 이 연구의 주요 목적은 공공 문화예술기관의 운영역량 분석을 통해 향후 공공 문화예술기관의 활성화 방안 을 제시해 보는 것이었다. 이 연구의 분석 결과를 요약하면 다음과 같다. 첫째, 기존에 공공 문화예술기관의 운영 역량 변수는 (1)예술성, (2)공연의 편의성, (3)조직관리이고, 성과변수는 (4)운영성과인 것으로 나타났다. 둘째, 공공 문화예술기관별로 예술성은 큰 차이가 없으나 공연의 편의성, 조직관리, 운영성과는 차이가 있는 것으로 나타났다. 따라서 향후 진정한 문화예술산업의 발전을 위해서는 기관별로 예술성의 콘텐츠 차별화를 통해 운영성과 및 산업의 활성화를 도모해 나가야 할 것이다. 셋째, 공공 문화예술기관의 운영역량 순위는 예술성이 가장 높으며, 다음은 운영성과, 조직관리, 공연의 편의성 순으로 나타났다. 따라서 공공 문화예술기관의 운영효과를 위한 시스템 개선은 공연의 편의성, 조직관리, 예술성 순으로 역량 개선이 이루어져 나가야함을 시사하고 있다.

의료기관 학습조직 운영효과에 관한 연구 (A Study on the Effectiveness of Learning Organization Managed by Medical Center)

  • This study was designed to suggest a learning organization in a medical center by examining the factors to influence effectiveness of the learning organization. We collected the data of 586 persons who participated once or more times in the learning organization managed from 2000 to 2002 by Y Medical Center located in Seoul, and included the data of 285 persons in the final analysis. The results of the study are summarized as follows. First, as the results of examining the regression coefficients to predict the effectiveness of and satisfaction with the learning organization through the learning level, learning method and learning organization constructing level as the general variables, the important influential factors were shown as follows: 1)knowledge creation, knowledge storing, private learning, organizational learning, and learning organization construction of occupational and human levels as the factors to predict the working competency; 2) learning organization construction of the human level as the factors to assume the duty satisfaction; 3) gender, working years, private learning, team learning and organizational construction level for the prediction of the organizational commitment; and 4) medical technical service, knowledge creation, organization learning, and constructing level of the environmental and human levels for the assumption of the satisfaction with experience in the learning organization. Based on the study results of the effects in managing the learning organization, we can conclude the followings. First, the members who are in various working positions and occupations need to continuously participate in the learning organization. Second, to raise the organizational outcome from the management of the learning organization, it is necessary to establish systematic concepts in the constituents of the organizational effectiveness such as working competency improvement, duty satisfaction and organizational commitment, and the experience satisfaction of the learning organization. Finally, the future of the organization depends on the learning competencies of the organization members. To continuously exist and develop the organization, the private learning of the organizational members should be constantly spread and shared over the organizational level, and the usual innovations such as repetitive and habitual organizational learning should be generally tried out throughout the whole field of the management.

경찰조직 여가스포츠참여자의 참여만족과 조직유효성 및 조직헌신도의 관계 (Relationships Among Participation Satisfaction, Organizational Effectiveness and Organizational Commitment in Leisure Sports Participants of Police Organization)

  • 본 연구는 경찰조직 여가스포츠참여자의 참여만족에 따른 조직유효성 및 조직헌신도의 관계를 규명하는데 목적이 있다. 연구대상은 2009년 광주광역시에 근무하고 있는 경찰공무원 중 여가스포츠에 참여하고 있는 경찰공무원을 대상으로 편의표본추출법을 이용하여 5개 경찰서를 선정, 총 200명을 표집하여 불성실하거나 수거되지 않은 27부를 제외한, 최종 173부의 설문자료를 사용하였다. 분석 결과는 다음과 같다. 첫째, 참여만족의 하위변인인 공익기여, 사회인정, 개인성취는 조직유효성의 하위변인인 직무만족과 조직 몰입 모두에 영향을 미치는 것으로 나타났다. 둘째, 참여만족의 하위변인인 공익기여, 사회인적, 개인성취는 조직헌신도의 하위변인인 가치헌신에는 공익기여, 사회인정 변인에서 영향을 미쳤으며, 근속헌신에는 공익기여와 개인성취에서 영향을 미치는 것으로 나타났다. 셋째, 조직유효성의 하위변인인 직무만족, 조직몰입은 조직헌신도의 하위변인인 가치헌신에는 모두 영향을 미쳤으며, 근속헌신에는 조직몰입만이 영향을 미치는 것으로 나타났다.

  • The purpose of this study is to suggest the possibility of complexity use these facilities for elderly welfare facility or public health facility and community center in rural. For this purpose this article researched into elderly welfare facilities, public health facilities and social welfare centers. And we studied of village community center, life pattern in old people in rural. With a rapidly increase in population of older people in rural, there is a great demand for the construction of complexes facilities. Particularly, there was highly demand for the public health facilities and the welfare programme of physiotherapy facilities on village community center in rural. However, there is not a intersection of space composition and specification function between elderly welfare facilities and public healthcare facilities and community welfare centers in this time. Accordingly, in the future plan for community center in rural, it is necessary to consider integration with public health facility. And it is necessary to compose the community center in consideration of the spatial organization of complexity as a possibility of community welfare activities.

  • The public-private cooperation in package deal has been studied for the overseas energy resources acquisition. The effectiveness of the package deal has not been successful because the deal has led by the government organizations. It is difficult for the plant EPC companies to join the packaged deal due to the lack of the whole responsibility organization to support the participation of the package deal. The followings are suggested as the ways to strengthen of the public-private cooperation in this study. 1) the relevant public enterprise privatization 2) establishment of the joint model for leading the plant EPC companies to the package deal 3) establishment of the whole responsibility organization for the public-private cooperation.

  • A major effect of electronic commerce on the Internet is that it reduces transaction costs and creates an efficient market. Thus, an information strategy for developing of regional economy must be changed toward 21st century of electronic commerce era. In this paper, we present an information strategy for activating the electronic commerce of regional small and medium-sized business organizations. The paper stresses creation of a network organization comprising local government, regional business organizations, universities, research institutes, and citizens' coalitions as groups of organizational actors. Necessary conditions of a successful network organization in electronic commerce are to build the public key infrastructure for developing the trust of transactions among partners, and to create an information center to manage a web of partners. In the network organization, the information center must play critical roles as a creator of value and the certification authority in order to issue and manage participants' electronic certificates.
