Comparative Study of Educational Needs between Public Officials and Private Employees for Health and Welfare (보건복지전담 공무원과 민간 보건복지종사자의 교육요구 비교)

  • The purpose of this study is to compare the educational needs of public officials and private employees for health and welfare in order to improve education program. Data were collected from 2,290 public officials and 1,991 private employees and were analyzed using frequency analysis and independent sample t-test. Private employees recognized that education and training are more enough than public officials. In addition, private employees took the gathering training classes more than public officials. Private employees reported that they are more satisfied than public officials with regard to leader consideration, peers' will of participation and institutional conditions. However, public officials reported that they are more satisfied than private employee officials with regard to the degree of sharing of information and education for new policies. Public officials preferred three or two days of training, but private employees preferred one or two days. Both public officials and private employees preferred gathering training classes and blended learning as an effective education type. Based on this research, invigoration of health and welfare education and the management of its plan were discussed.

Opinions on 'Dagagu' Housing Purchase and Public Rental Program of Public Officials and Professionals in the Area of Social Welfare (다가구주택 매입임대사업에 대한 공무원 및 전문가 의견 조사)

  • The purpose of this study was to identify the perceptions on 'Dagagu' Housing Purchase and Public Rental Program of public officials and professionals in the area of social welfare to suggest ideas for improvement of this program. Data were collected from 146 public officials and 108 professionals in the area of social welfare. Respondents showed that the perception on this program was not high, especially respondents working in Seoul showed lower perceptions than respondents in other localities in spite of experience of pilot program executed in Seoul. Respondents also thought that this program will take an realistic role to improve housing welfare for urban poor. Other opinions to practice this program were also suggested.

A Study on Awareness of Job Characteristics and Job Satisfaction of Landscape Architect Public Officials in Korea (조경직 공무원의 직무특성 및 직무만족 인식에 관한 연구)

  • In the case of the government, which plays a pivotal role in the landscape architecture system, the management of positions in landscape architectural organizations is lacking. At the local government level, while public officials for managing landscape architecture are being hired, there are problems and vulnerabilities in both management and system operations as such public officials recruited for positions in landscape architectural services operate under the forestry service. Accordingly, this study analyzed the Korean administrative system of public officials in the landscape architectural service and their satisfaction with the organizational culture and behavior. The aim was to provide practical data for improving the job satisfaction of public officials in landscape architectural service and enhance the status of landscape architecture. First, a survey was conducted regarding current organizational culture/behavior and job adequacy, and differences when compared to different job series with regards to the public officials in the landscape architectural service. The results indicated that job satisfaction of those in landscape architectural service was generally high, but they showed strong centralization, i.e., orders from superiors and limitations on autonomy. Second, an analysis was conducted to improve the organizational culture/behavior and job satisfaction of public officials in the landscape architectural service, and a comparative analysis was conducted on the differences between the analysis result and preceding studies by the Ministry of Government Administration and Home Affairs(2006). The results indicated that organizational commitment/satisfaction of public officials in the landscape architectural service was relatively low among those who had a great amount of work experience related to forestry. Therefore, it was shown that it is necessary to ensure expertise in landscape architecture. Third, a comprehensive analysis was conducted regarding the influences on "working environment", "legal system" and "job allocation" in regard to public officials in land architectural service. The results indicated that satisfaction in the value system was high when given significance to the job as public officials in land architectural. However, their satisfaction in the land architectural system was low due to the lack of independence in their positions, the vulnerable legal system of land architectural service and low employment rates. Fourth, current public officials in landscape architectural service process tasks such as forestry, architecture, city planning and administration that are not related to their area of expertise. Therefore, an analysis was conducted on whether there is a difference in the job satisfaction of public officials in landscape architectural service according to statistical variables. It was identified that "legal system", "job satisfaction" and "organizational commitment" with regard to public officials in landscape architectural service can be improved through ensuring their expertise. This study suggests the following tasks to further inquire into landscape architecture in general. First, establish an identity of work allocation for public officials in the landscape architectural service, and second, establish an organizational constitution according to the positions in landscape architectural service. Accordingly, it is necessary for interested parties of landscape architecture to devise practical strategies so that such tasks can be converged administratively and reflected in policies.

A Review on Smoking Patterns among Public Officiers (일부 공무원들의 흡연유형에 관한 고찰)

  • The purpose of this study is to identify the smoking patterns and their relevant factors of the public officials who are placed to guide people's way of thinking as conservative middle-income group and thereupon, provide for basic data which can be used to reduce the diseases and death rate caused by smoking in terms of preventive medicine. For this purpose, 170 public officials working for the government agencies located in seoul were surveyed for Jan. 10-Jan. 20, 1995. The results of survey can be analyzed/summarized as follows; 1. In terms of daily smoking frequencies, 50 officials $(29.4\%)$ are driven by stress to smoke. Among these offcials, 250nes $(50.0\%)$ smoke 20-30 times a day. Meanwhile, 22 officials $(12.9\%)$ answered that they smoke for pleasure and comfort, and among them 6 officials $(21.4\%)$ smoke 20-30 times a day. 26 officials $(15.3\%)$ are found to be nicotine­addicted physically or psychologically, and to 10 of them $(35.7\%)$ smoke 20-30 times a day. On the other hand, 10 officials $(5.9\%)$ have habit of smoking and 4 of them $(40.0\%)$ smoke 20-30 times a day. 2. Out of 50 officials $(24.9\%)$ who began smoking on impulse, 44 actually stopped smoking, and the rest 6 officials did not even implement their plan. In view of successful cigarette-stopping, only 8 officials $(15.4\%)$ out of 44 impulse-driven smokers succeeded in stopping cigarettes, while the rest 36 failed all. Meanwhile, out of those 84 officials $(64.6\%)$. Who smoked for reduced stress, 28 ones succeeded, while the rest 56 ones failed. Out of 20 officials who were nicotine-addicted but attempted to stop smoking, only 2 smokers succeeded and the rest 18 were all failures. 3. Factors involving smoking and Their patterns 1) By age group (30's, 40's and 50's), the smoking patterns can be grouped into stress-removing, nocotine-addictive and habitual ones, respectively. 2) By acadeic background, our officials smoke on impulse or due to nocotine addition. 3) The length of career is co-related with nicotine addition. 4) The ownership of house is related with smoking for comfort or less stress. 5) The number of children is related with impulse-driven smoking or smoking for comfort.

  • The purpose of this research was to evaluate rural housing environment through evaluation of the two parties, public officials, the interest group and residents, the beneficiaries surveying general understanding and measuring difference in understanding between public officials and residents. Through the difference in understanding, this study was to propose effective promotion method and desirable direction of rural housing environment. For progress hereafter, by seeking active involvement of residents, this study proposed possible renewal plan of residential environment. Process of this study was first, research documents to examine several rural housing environment related promotions, and several analysis techniques like principal component analysis, multiple regression analysis used to understand different ideas Opinion of Public Officials and Inhabitants. Then take surveys of residents living in renewal zone, and surveys of public officials of borough, which already performed renewal projects to evaluate comprehensively as either residents' or administrators' view.

Sanitary Officials' Affairs State and Attitude about Transfer of Sanitary Affairs Control to Health Center (위생담당 공무원의 직무실태와 위생업무의 보건소 이관에 대한 태도)

  • This study was performed to investigate contents of affairs and job satisfaction of sanitary officials at sanitary department and health center. and to assess attitude about transfer of sanitary affairs control to health center and to devise Improving program of sanitary affairs. Four-hundred and fifty-five sanitary officials were sent a postal questionnaire and eighty-four percent completed and returned the questionnaire (382 persons). The major results are as follows: The major sanitary affairs performed by sanitary officials were permission and filing of restaurant business (15.1%), supervision and regulation of that (14.4%). Sanitary officials answered that supervision and regulation of insanitary and/or subquality foods, planning of food sanitary administration, and permission and filing of restaurant business were their important affairs. They replied that the most serious problem of sanitary affairs was 'lack of contribution to the public health' (40.9%), 'putting first in supervision' (26.4%), and 'lack of personnels' ( 19.1 %), and the most important thing to improve sanitary affairs was the substantial inherent affairs. And they indicated that the agency to be desired for sanitary affairs control was the sanitary department (51.6%), the health center (25.4%), For the degree of satisfaction in affairs, 29.1% of sanitary officials felt proud, 59.6% felt overwork, 59.3% hoped transferring to other worksite and the major reason of transferring was lack of promotion opportunity in officials of sanitary department. disciplinary punishment and social corrupt view in officials at health center. The 41.1 % of sanitary officials at sanitary department didn't know that sanitary affairs had been stated as affairs of the health center in Community Health Act. After transferring affairs control to the health center, 14.4% of them felt more proud of affairs but 20.0% less proud. 23.2% more satisfactory but 22.4% more dissatisfactory. and 64.8% answered that sanitary affairs did not change. The results indicate that sanitary affairs should be changed to supervise and control insanitary and/or subquality foods, so that they play an important role at health promotion, and make sanitary officials feel proud at their own work.

  • The purpose of this study is to understand the relationship experience of social welfare dedicated public officials with clients. To achieve this purpose, we collected data through in-depth interviews with social welfare dedicated public officials, and analysed the data using by phenomenological approach. The results of study are as follows; the clients relationship experiences of social welfare dedicated public officials are figured in the five categories, seven themes and 28 sub-themes. The categories are 'the context of the relationship', 'the subjects of the relationship', 'the impact of the relationship', 'the conditions of the relationship', 'the aspects of the relationship'. Based on these results, we suggested some policies and practice guidelines to consider in order to support the improvement of the relationship between social welfare dedicated public officials.

  • This study was carried out for the purpose of awareness survey for safety and fire fighting safety of lives and general safety for fire-fighting sector workers of Chung-nam region. The study was carried out in the questionnaire survey. The questionnaire respondents were 534 people such as fire-fighting public officials, fire-fighting company worker and safety-related public officials. The results of the questionnaire were subjected to statistical processing, such as frequency analysis using SPSS win 19.0. The reliability of the questionnaire in this study is a Cronbach' ${\alpha}=0.710{\sim}0.807$. According to the survey results, Only 15% of the surveyed are think that peoples safety consciousness was high, the remaining respondents think the low level of safety consciousness of peoples. According to the findings of the fire-fighting related safety consciousness, fire-fighting public officials safety consciousness level was 4.2 at standard 5 and safety-related public officials was 3.59. Safety consciousness level order was fire-fighting public officials > Fire-fighting company workers > safety-related public officials. According to the survey, the efforts to decrease the difference in recognition for safety is required.

The Effects of Public Service Motivation on the Innovative Behavior of Public Officials : With a focus on the mediating effects of ethical leadership and the moderating effects of organizational culture (공무원의 공공봉사동기가 혁신행동에 미치는 영향: 윤리적 리더십의 매개효과와 조직문화의 조절효과를 중심으로)

  • This study aims to examine the mediating effects of ethical leadership and the moderating effects of organizational culture in relation to the impact of public service motivation on innovative behavior by public officials. This research utilizes data from the 2021 Public Employee Perception Survey conducted to public officials by the Korea Institute of Public Administration. Public service motivation had a positive effect on innovative behavior and ethical leadership, while ethical leadership had a positive effect on innovative behavior. In addition, ethical leadership mediated the relationship between public service motivation and innovative behavior. Under organizational culture, hierarchical and innovative cultures exhibited moderating effects. The policy and practical implications of these findings are as follows. First, it is important to build ethical leadership in order to retain the national competitiveness of public officials and encourage innovative behaviors that can adapt to changes at public organizations. Second, the competition rate for public service examinations has fallen recently. This may be interpreted as an unfavorable perception of public service bureaucracy among the MZ generation. Consequently, in line with the changing times, the organizations of public officials must adopt to a future-oriented, innovative culture. Third, it is necessary to explore alternative methods for developing an innovative culture, such as giving greater flexibility and autonomy through transfer of authority to public officials who address the public directly.
