Servant leadership has been noticeable in the last decade in the leadership literature on account its focus on serving others first. The target of servant leadership is not the organization, but rather the followers and their development and also the ability to motivate others to become servant leaders. Serving leadership has been recognized as a leadership philosophy that addresses ethical concerns, which is linked to ethical leadership. This study aims to investigate the relationship between dimensions of servant leadership and public service motivation of civil servants. Data were collected from civil servants working in public organizations at district level in Ho Chi Minh City of Vietnam through survey forms. The research hypotheses are tested by factor analysis and regression. The results report that 7 dimensions of servant leadership positively affect public service motivation in the following ascending order: Empowerment, standing back, forgiveness, humility, integrity, accountability, and courage. On the other hand stewardship has an insignificant impact on the role of leading and supervising. Our study contributes to the existing literature on servant leadership as well as public service motivation by throwing light onto a so-far neglected transitional country like Vietnam. Thereby, this study proposes a number of implications for the leaders to improve leadership style to enhance public service motivation of civil servants.
Community-Based Participatory Research(CBPR) has gained attention as a public health approach to develop community health interventions to address health disparities in recognition of the community relevance of specific health issues associated with social determinants of health. It emphasizes community involvement in equal partnership with researchers and public health professionals to address community-identified needs. The characteristics and principles of CBPR discussed in this paper highlight participatory nature, capacity development, partnership building, and process-orientation of CBPR. A 6-step process model for community empowerment is then introduced as a CBPR operationalization strategy. Mixed methods research approaches are valuable in CBPR as well as process evaluation. For the application of CBPR in Korean contexts, the Diffusion of Innovation theory is suggested as a theoretical framework for implementation. Building public health partnerships between public and private sectors to create partnership synergy is a necessary condition for successful CBPR for health promotion in Korea. Accompanying critical factors for the CBPR application include: common understanding of CBPR and its values, establishment of the definition of 'community,' 'community-based' and 'participation' in community health, development of accommodating research infrastructure for CBPR, recognition of the importance of program evaluation (particularly process evaluation), and training CBPR specialists.

Methods: A cross-sectional study was conducted with 217 elderly people from a welfare center in D city. Data were collected using a self-administered questionnaire survey consisting of ageism experience, social participation attitude, social support, and empowerment. For data analysis, descriptive statistics, t-test, one-way ANOVA, Pearson correlation coefficients, and multiple regression were performed using SPSS/WIN 21.0 program. Results: As a result of analyzing the correlations among the variables, the discrimination experience of the elderly showed negative correlations in social participation attitude and child relationship support. The factors affecting the discrimination experience of the elderly include gender, job, smartphone use, and child relationship support had a significant effect. The explanatory power of the discrimination experience of these factors was 15.4%. Objectives: This study investigated the role of information and communication technology and women's empowerment in contraceptive discontinuation in Indonesia. Methods: The study used data from the 2017 Indonesia Demographic and Health Survey and monthly contraceptive calendar data. A Gompertz proportional hazards model was used for analysis. Results: The 12-month contraceptive discontinuation rate was higher among women who had used the Internet in the past year, women who were mobile phone owners, and women who reported having fully participated in household decision-making than among their counterparts. These factors significantly impacted the risk of contraceptive discontinuation in Indonesia, even after controlling for contraceptive method, age, parity, contraceptive intent, education, work status, place of residence, and wealth status. Conclusions: After adjustment for the control variables, a higher risk of contraceptive discontinuation was associated with having used the Internet in the past year, owning a mobile phone, and not participating in household decision-making. Higher contraceptive discontinuation risk was also associated with using contraceptive pills, older age, lower parity, intent of spacing births, more education, current unemployment, and rural residence, and the risk was also significantly higher for those in the lowest household wealth quintile than for those in the fourth household wealth quintile. The association of contraceptive discontinuation with the use of modern information and communication technology and relatively disempowerment in household decision-making may imply that information regarding family planning and contraception should be conveyed via social media as part of setting up an eHealth system. This must include a strong communication strategy to empower and educate women in contraceptive decision-making.
The purpose of this research is to strengthen rural community empowerment by creating a tourism farm as a plan to reduce relative poverty and to improve the quality of life by creating jobs and increasing the income of local residents in underdeveloped countries. To do so, literature review, stakeholder interviews, on-site investigations, focus-group interviews, a project meeting for residents and a questionnaire survey were performed and analyzed and the results were as follows. First, Uganda has the potential to increase agricultural production based on its warm climate, fertile land and abundant natural resources. The quality of life of local residents is expected to be improved by realizing high-added values through the convergence of the conventional existing agricultural industry and other industries if the agricultural technology is properly transferred based on abundant labor force and low labor expenses. Opportunities for the success of the project can be spread to other rural villages across the country. Second, since local residents are now cultivating sugar cane, cassava, matoke, banana, coffee and so on as a farm owner, tourism agriculture with high-added values can be promoted by vitalizing communities based on farming technology to be transferred and a cooperative farm. It is also necessary to implement a rural community empowerment project to do so. Third, the university that is the cooperative partner of the project is positively considering to train experts by establishing a community development department, and, if necessary, a technical training center to educate the general public, which is expected to create synergic effects through the convergence of education, agriculture and tourism.
Public participation in the decision making for scarce health resources is important because health policy requires trust based consensus, which can be achieved by public's understanding and involvement of related policies. In the past, opportunities for interaction between health policy decision makers and lay public were rare in Korea. As political impulses towards public participation in health policy have increased, a few of deliberation methods were attempted. However, there is little research, reporting such cases with a critical examination of relevant theories and previous studies. We first critically review the literature on public participation within theories of democracy, governance, and empowerment. Next, we report a case of a citizen council experiment, which was held to examine public's preferences among different benefit options regarding new drugs and medical technologies. Specifically, in an one-day long citizen council with a total of 28 lay public, twelve questions of whether a drug or a technology should be included in the benefit package of health insurance were asked. Pre- and post-surveys investigated participants' perception of public engagement in health policy. Although it was experimental, the citizen council ensured that lay public could be careful enough to rationally compare the costs and benefits of different options and collectively make decisions. Further, results from pre- and post-survey showed a strong willingness of members to be involved in health care decision making. In the conclusion, we emphasize that better theories and methods need to be developed for more cases of citizen participation in health care policy and management.
This paper argues that media criticism should be reestablished as an academic movement leading to the maintenance and maturity of democracy. Korean democracy has been withdrawn both procedurally and practically. However, the Korean media do not properly monitor democratic retreat. The purpose of journalism is to provide people with the information they need to be free and self-governed, and the public sphere is a condition of deliberative democracy. This paper proposed three practical strategies for media criticism. First, it is the overcoming of the conservative-progressive frame. It is important to look at what kind of media is responsible for democratic retreat. Second, media criticism should be expanded on workers and capitalists. Korea's labor relations are as distorted as the public sphere. Korean journalism did not set agenda for labor relations. Most reports were 'capitalist bias'. Finally, Media criticism should be the empowerment of the people who are the sovereigns of the media.
