Forecasting the Effects of the Claims in the Korean Construction Industry (국내 중재사례를 통한 주요 건설 클레임 예측 방안)

  • Various risk factors are known to be the nature of construction project execution process. These factors lead to potential claims, dispute mediation, arbitration, and litigation which can result in huge loss of money and time. Therefore, it is necessary for construction companies in Korea to improve overall project management capability through the evaluation before entering into the overseas construction market. Also, after examination of the claim and dispute caused by construction project risks, a substantial degree of influence and active preparation for the claim and dispute management should be confirmed via the effect analysis of the each factors. Main claim causes were derived through claim and dispute cases involved with domestic construction projects. As a prediction result of the main claim, 16.1% of the construction change claim, 5.7% of the bad faith claim and 2.7% for the construction delay claim were found to be the portion of the total construction cost. As a result of this analysis, risk management methodology was suggested to improve a project management capability for domestic construction companies through analysis result of the main factors of construction claims.

Major Risk Factors to Implement CM at Risk Pilot Project on the Public Sector (시공책임형 CM 발주방식 공공부문 시범사업 사례를 통한 리스크 도출)

  • The buildings are getting enormous and more complex as well as the requirement of the owner which wants diverse and efficient. Moreover advanced management is necessary for construction services and a new method of delivering project is now required. In order to expand the delivering method and the construction industry, we have to introduced the CM at Risk method. However, despite the fact that six years have passed already the CM at Risk regulation was introduced, the contract amount in significantly lower than that of the CM for fee, and also there is no CM at Risk project in the public sector. As a result, three pilot projects are currently underway for the LH(Korea Land & Housing Corporation) in order to set up a CM at Risk for the public sector. However, detailed regulations related to CM at Risk have not yet been implemented in Korea. Therefore, in this study, I am trying to understand the risks that could incur when practitioners participate in the three pilot projects that are currently underway and employed in the public sector wherein the CM at Risk is normally introduced. Based on the results of this study, It will be able to utilize as a basic data for future CM at Risk delivery system improvement and enactment.

  • Construction Management at Risk (CMAR) is a project delivery method that enables CM companies to deliver projects at a Guaranteed Maximum Price (GMP). General contractors can apply CMAR from the initial design phase right through the construction phase to reduce risks and improve project performance. One of the major advantages CMAR offers is that it permits a general contractor to provide a comprehensive suite of preconstruction services, including estimating, a constructability review, value engineering, drawings and a specification review, green building, and Building Information Modeling(BIM), among others. However, general contractors in South Korea currently provide only limited preconstruction services using CMAR because few CMAR projects have yet been implemented in Korea and their experience using the method is therefore limited. This benchmark study of how foreign general contractors utilize CMAR in their projects, particularly during the preconstruction process, its purpose, and the roles and responsibilities of each of the different participants in successful implementations thus provides invaluable information and will serve as a useful guide for Korean contractors seeking to incorporate CMAR preconstruction services in their projects and thus improve the competitiveness of their construction businesses.

Implementation of Git's Commit Message Classification Model Using GPT-Linked Source Change Data

  • Git's commit messages manage the history of source changes during project progress or operation. By utilizing this historical data, project risks and project status can be identified, thereby reducing costs and improving time efficiency. A lot of research related to this is in progress, and among these research areas, there is research that classifies commit messages as a type of software maintenance. Among published studies, the maximum classification accuracy is reported to be 95%. In this paper, we began research with the purpose of utilizing solutions using the commit classification model, and conducted research to remove the limitation that the model with the highest accuracy among existing studies can only be applied to programs written in the JAVA language. To this end, we designed and implemented an additional step to standardize source change data into natural language using GPT. This text explains the process of extracting commit messages and source change data from Git, standardizing the source change data with GPT, and the learning process using the DistilBERT model. As a result of verification, an accuracy of 91% was measured. The proposed model was implemented and verified to ensure accuracy and to be able to classify without being dependent on a specific program. In the future, we plan to study a classification model using Bard and a management tool model helpful to the project using the proposed classification model.

Understanding TOT and Divestiture PPP Project in China's Water Market: Centered on SWOT Matrix (중국 TOT와 자산매입 수처리 민관합동투자사업의 이해 : SWOT 분석을 중심으로)

  • A variety of PPP (Public-Private Partnerships) schemes including BOT, TOT (Transfer-Operate-Transfer), and divestiture has been employed in the Chinese water sector. Although the two latter emerging models have been implemented in their full applications lately, there has been no follow-up for identification of opportunities and challenges inherent in those schemes in relation to the market participation of foreign investor. This study undertakes in-depth analysis on the TOT and divestiture projects in the SWOT (Strengths, Weaknesses, Opportunities, and Threats) matrix and measures the level of agreement on each SWOT through a survey among the Chinese water market experts. The findings can be used to support foreign investors in managing the weaknesses and threats that, unless properly managed, can be evolved into potential project risks, while fully benefiting from the strengths and opportunities of the two schemes.

  • Recently, with achieved US$ 500 Billion international cumulative construction order, the Korean government presented overseas construction industry visions for international orders of US$ 100 Billion and entering the top five countries in global construction market. Also, Korean companies are developing strategies for expansion of international markets. However, ODA loan projects are low risk for the Korea Construction companies trying to advance their overseas business. This study provides data-based advice on securing competence for Korean construction companies entering the global market through the ODA loan projects. To analysis construction firm's competitiveness for ODA loan project, FGD was utilized and BSA model was applied to the valuable analysis. Competencies highly assessed were construction quality control, relationship building through high-level diplomatic activities, and project management. Competencies requiring urgent improvement were handling risks of local countries, financing projects, and developing know-how within participating companies.

Modular Building Construction Process Development by Benchmarking International Best Practices (선진 사례 벤치마킹을 통한 국내 모듈러 건축 시공 프로세스 제안)

  • The purpose of this study is to provide a domestic applicable modular building construction process by benchmarking international best practices. In this study, we derive the risk factors that may occur in performing a modular construction projects and the modular construction management factors through case analysis. In order to effectively respond to risks in performing a modular building projects, we propose the modular building construction process which is separated by a transportation, lifting, assembly steps based on the unit module construction sequence. It is the key to providing management information and guidelines for the design, production, construction participants by reflecting the information for each step in the process. This study would prevent a potential hazard which may occur in the construction process. Consequently, It could result in saving the entire cost of modular construction project as shortening the project schedule and could improve workability of modular construction.

Risk Factors Influencing the Delays on the Remodeling Construction Works - Focused on Office Building Projects - (리모델링 공사의 공기지연을 야기하는 리스크 요인 - 오피스 건축물을 중심으로 -)

  • There have been frequent reports of schedule delays due to various risks of remodeling projects, which are different from new construction. Therefore, this study was carried out to analyze the risk factors inherent in the remodeling project and the likelihood of schedule delay occurrence in the remodeling construction work. To analyze the relationship between the risk factors and the likelihood of schedule delays of remodeling projects, (1) a prototype of the office building remodeling work was developed through the analysis of existing case and literature, (2) a questionnaire survey was conducted on 29 construction managers who have been or are currently conducting remodeling projects, and (3) after evaluating the reliability of the collected questionnaire results, the relationship between the two elements, which denotes (i) likelihood of schedule delays per each work, (ii) importance of risk factors, and (iii) risk factors affecting schedule delay in remodeling work, was suggested. Using the results of this study, it is expected to develop a plan for preventing the schedule delay of the office building remodeling work through control the risk factors that may cause schedule delays.

A Database Model for Financial Feasibility Study of Buildings Offered for Sale (분양형 건축물의 재무적 타당성검토를 위한 데이터베이스 모델)

  • The purpose of this study was to make a database model for financial feasibility study of buildings offered for sale which is helpful for improvement of business ability in construction and confidence of a project from a related participant. At first, we studied several thesis and met some professionalist which work for construction and did a first survey for examining latest situation of a feasibility study in construction. As a result, even though feasibility study is important, factors for information management wasn't systemized. So we did a second survey for fixing Factors of the database model. The database model was composed of the factors that we got from the second survey. ER(Entity-Relationship) analysis was used to making it. We expect thar we can get more reasonable information to study financial feasibility study and can diminish risks of project through the database model. So the result of this study was to make a database model for more reasonable financial feasibility study of building offered for sale.

Factors Affecting the Project Performance of Software Development Outsourcing (소프트웨어 개발 아웃소싱 프로젝트 성과에 영향을 미치는 요인)

  • SDO(Software Development Outsourcing) projects have been consistently increasing and expanding but also have many failures. In order to improve SDO performance, the factors affecting SDO performance are investigated in this study. SDO has relational risk as well as performance risk in nature, and the factors affecting the SDO performance caused by these mixed risks are drawn from the prior studies. With field survey targeted client IS personnel who experienced SDO, 214 survey questionnaires are collected and analyzed. Research results show that vendor power, client requirements certainty, goal clarity and goal alignment affect the SDO performance. However, vendor knowledge and client knowledge do not have much effect on SDO performance. The results of this study can be effectively utilized to decrease the failures of SDO and increase the possibility of success.
