  • GS건설은 당사에서 수행하는 모든 Project에 종합건설사업관리시스템인 TPMS (Total Project Management System)를 적용하고 있다. 국내 현장(現場)은 물론 해외에서 수행하는 모든 Project에도 TPMS를 적용하여 공사를 수행하고 있는데, 특히 해외 현장에서는 당사만이 아닌 협력업체부터 자재업체는 물론 발주처까지 함께 TPMS를 사용하여 성공적으로 사업을 수행하고 있다. 이렇게 적용된 당사의 TPMS는 단순 문서 공유 범위를 넘어 각 이해관계자가 원하는 정보를 실시간으로 얻을 수 있고, 모든 정보를 별도의 가공 없이 Project 내 말단 엔지니어의 입력한 결과가 최종적인 현황으로 집결되어 보여지므로, 실무자에게는 업무 효율성의 증대를 가져오고 있으며, 이해 관계자들에게는 당사의 투명한 업무 수행 결과 공유를 통한 신뢰를 구축하는 성과를 거두고 있다. 본 논문에서는 이러한 성공 사례를 문서관리를 중심으로 공유하고 당사의 향후 추진 방향에 대해 설명하고자 한다.

SD를 이용한 공공 프로젝트의 지체요인 분석 (Delay Factor Analysis of Public Project Based on System Dynamics)

  • The purpose of this study is to find what causes make public projects hold off, going beyond the planned deadline and budget. Using System Dynamics(SD) and their derivative Urban Dynamics(UD) models, it intends to analyze major feedback loops based on VENSIM and to simulate them with STELLA software, all of which are interrelated with various causes of project delay. To prevent or ameliorate project delay, first of all it advises to focus on endogenous delaying factors not exogenous ones. These factors either reinforce or balance certain loops in complex causal structure, In the case example on the Cremation Building Project in Cheongju, Residents’ participation demand make negotiation put off and delayed negotiation reinforces administrative-expediency planning in order to observe a time limit, on the other hand, once building consensus, it increase both the level of planning performance and public trust. In the meantime, the real planning process used to neglect residents opinions and manage public grievance only through compensation, he a result of simulation, visible fruit of negotiation in the initial phase seems to be not satisfactory owing to funds and time consumed, but after reaching an mutual agreement among stakeholders, planning performance is effective and strategic than administrative-expediency planning viewed in both financial and time angle. It proposes to devise specific tools schematizing project implementation. In order to upgrade the quality of project management, it recommends for planners to adopt key concepts based on SD/UD diagrams and causal loops, which would contribute to enriching Planning abbots.

성공적인 IT프로젝트 수행을 위한 PM 역량에 관한 연구 (A Study on the PM Competencies for Successful Completion of IT Project)

  • The revised "Software Industry Promotion Law" has been effective from 2013. This law is to be basis of the domestic public information sector and increases the opportunities for small and medium-sized firms in participating the public IT projects. The shortcomings of this law may be the increase of the risk and the decrease of quality of projects. These suggest that the competencies of project manager (PM) s are critical. Also, in general, an SI (System Integration) project is a one that provides a customer with a customer-tailored system for system integration. Particularly, in an SI project involved in a public institution or a large corporation, the ripple effect of success or failure of a project is becoming greater as the system requires higher cost and more time due to high complexity and large scale. One of the solutions to address these problems is to investigate the competencies of a PM. Thus, in this paper, we derived the major competencies using the RGT (Repertory Grid Technique) and categorized the resultant constructs using the content analysis. In addition, we analyzed the level of importance of competencies by applying the AHP (Analytic Hierarchy Process). The conclusion was that Problem-solving Skill and Leadership were the most important competencies of a project manager.

  • 본 연구는 균형성과지표와 6시그마 추진기업의 6시그마 프로젝트 평가시스템을 통합한 프로젝트 평가시스템의 대안을 제시하고 있다. 균형성과지표 차원의 재무, 고객, 내부 프로세스, 학습과 성장 4개의 관점에서 목표와 평가지표를 토대로 재무관점의 4개, 고객관점의 6개, 내부 프로세스 관점의 5개, 학습과 성장관점의 6개의 평가지표가 연구결과이다. 본 연구의 결과는 실무적으로 적용가능한 지표이며 향후 연구과제로는 특정기업에서 본 지표를 바탕으로 검증연구 및 전략적 체계도와 연계한 통합 시스템에 관한 연구이다.

  • 정부 재정지출의 효율성 제고를 위해 도입된 총사업비관리제도는 그간 대형 신규 공공투자사업 추진 시 적정한 절차를 순차적으로 거치도록 의무화하고, 총사업비 증가율을 억제하는 등 일부 성과가 있었다. 도입 18년이 지난 시점에서 공공건설사업의 사업비 관리의 근간이 되는 총사업비관리제도에 대한 적용 실태 및 제반 운영에 대한 사업참여자들의 인식을 조사하고, 설문을 통하여 운영상의 문제점을 도출하여 이에 대한 개선방안을 제시하였다. 기본적으로 공공건설사업의 사업비 관리는 사업 초기 단계에 예산을 정확히 산정하고, 후속 단계에서 이를 지키려는 노력을 시행하며, 확정된 예산에 가장 부합하는 사업의 가치 확보라는 개념에 입각해서 계획하고 관리하여야 한다. 공공건설사업의 총사업비관리의 체계화하고, 담당자의 전문성을 제고하는 한편 발주처의 자율성을 확대하여야한다. 무엇보다도 총사업비관리 대상사업의 적기 준공을 유도하여 사업기간 지연으로 인한 총사업비의 증액을 방지 할 수 있는 여건 조성이 필요하다.

부트스트랩 자료포락분석을 이용한 프로젝트 관리 조직의 효율성 분석 (Efficiency Analysis of Project Management Offices Using Bootstrap DEA)

  • The purpose of this study is to analyze the efficiencies of project management offices in large information system construction projects using the data envelopment analysis. In addition, we tried to estimate the confidence interval of those efficiencies using bootstrap DEA to give a statistical meaning. The efficiency by the CCR model is analyzed as eight project management offices are fully efficient and 22 project management offices are inefficient. On the other hand, there are 15 project management offices are fully efficient, but 15 project management offices are inefficient in the BCC model. As the result of the scale efficiencies, of the inefficient project management offices, 13 project management offices are inefficient in scale. It is possible to eliminate the inefficiency in the CCR model by improving their project performances. And, the nine project management offices showed that the inefficiency was due to pure technical efficiency, and these companies should look for various improvements such as improvement of project execution system and project management process. In order that the inefficient project management offices be efficient, it is analyzed that more efforts must be made for on-budget and on-time as a result of examining the potential improvement potentials of inefficient project management offices.

원자력 통합안전경영시스템을 이용한 요르단연구로사업의 문서관리 (Document Management for Jordan Research and Training Reactor Project by ANSIM)

  • Project management is a tool for smooth operation during a full cycle from the design to normal operation including the schedule, document, and budget management, and document management is an important work for big projects such as the JRTR (Jordan Research and Training Reactor). To manage the various large documents for a research reactor, a project management system was resolved, a project procedure manual was prepared, and a document control system was established. The ANSIM (Advanced Nuclear Safety Information Management) system consists of a document management folder, document container folder, project management folder, organization management folder, and EPC (Engineering, Procurement and Construction) document folder. First, the system composition is a computerized version of the Inter-office Correspondence (IOC), the Document Distribution for Agreement (DDA), Design Documents, and Project Manager Memorandum (PM Memo) works prepared for the research reactor design. Second, it reviews, distributes, and approves design documents in the system and approves those documents to register and supply them to the research reactor user. Third, it integrates the information of the document system-using organization and its members, as well as users' rights regarding the ANSIM document system. Throughout these functions, the ANSIM system has been contributing to the vitalization of united research. Not only did the ANSIM system realize a design document input, data load, and search system and manage KAERI's long-period experience and knowledge information properties using a management strategy, but in doing so, it also contributed to research activation and will actively help in the construction of other nuclear facilities and exports abroad.

  • This paper presents a system architecture and database of construction quality management system which encourages real time information tracking and monitoring. It improves the real time quality record tracking by using QR code technology in the project delivery. The advantages and issues relative to QR code and the database structures of the tracking system are presented. Conventional project scheduling system, operation modeling and analysis system, and quality management system are hybridized using QR code technology. The system improves project quality management by tracking the atomic tasks which consists of a construction process at the lowest level of construction hierarchy. It analyzes the quality records to determine the causes of abnormality and/or nonconformity. Using QR code technology, the construction quality management system may be more effective than the conventional one. It was confirmed that the quality management processes in construction project delivery can be more visible and controllable by integrating QR code technology, project scheduling system, and quality management system.

  • The nuclear power plant construction project is large-scale, has various stakeholders and computer system, and is produced and managed a large amount of information. The domestic nuclear power plant construction project has accumulated data based on many years of experience in the system. It has the competitiveness to suggeest alternatives that meet the requirement of the client in the overseas nuclear power plant project. Earned value management, which integrates schedule and cost, is possible to risk management. It was developed the earned value management system considering the the actual data properties and types of the preceding nuclear power plant construction projects. It will be able to increase the nuclaer power plant export competieiveness. Therefore, it was palned to carry out future stuies so that it be able to complement the measure to integrate cost and schedule in consideration of actual data(quantity of activity, etc.).

  • This paper presents the Case of Systems Engineering Application for the Railway Total-Safety Project. Key points to consider for project are: 1) Establish the SE Based-Project organization system, 2) Define the SE Activities, 3) Manage technically the SE Based-Project, etc. They were of much help that the Railway Total-Safety Project which were efficiently implemented and managed. As I take it, the Systems Engineering is very reasonable approach for the systematical and technical conduct of a project.
