효과적인 함정사업 성과평가를 위한 발전방향 및 성과평가 지표 도출 (The Directions and Indicators Derivation for the Efficiency of Naval Ship Acquisition Programs' Performance Evaluation)

  • Systematic performance evaluation of the Defense Acquisition Program is very important, since they are directly related to national security. In this paper, we reviewed various performance evaluation models from a methodological perspective for pragmatic performance evaluation, and the limitations of each model. In order to evaluate the performance of the Defense acquisition program efficiently, especially for the Naval ship Projects and considering their unique characteristics, both various stakeholders' participation, standard indicators for performance measurement, and tailoring them considering the projects' circumstances are necessary. We also propose indicators, contents, and detailed criteria example for the Requirements management. This approach enables a pragmatic and consistent evaluation of defense projects, and through this, meaningful insights could be acquired with accumulate data.

국가연구개발사업 평가결과가 예산결정에 미치는 영향 분석 (An Impact Analysis of the National R&D Program Performance on Budgetary Decisions)

  • 국가연구개발사업 성과평가제도는 성과와 예산의 유기적인 연계를 강화하고 있다. 본 연구는 국가연구개발사업에 관한 국회의 확정예산을 대상으로 상위평가결과에 영향을 미치는 선행요인을 예산규모, 사업수행기간, 사업의 지속성, 자체평가결과로 분류하고 이들 요인과 상위평가결과와 예산증감율의 관계를 분석하였다. 분석 결과, 예산규모, 사업수행기간, 자체평가 결과는 상위평가결과에 영향을 주는 것으로 나타났다. 또한, 자체평가결과가 예산의 증감에 영향을 주는 상위평가 결과에 가장 큰 영향을 주었다. 본 연구의 결과는 국가연구개발성과평가제도가 국가연구개발예산의 관계를 실증분석을 통해 제시했다는 측면에서 의의를 가진다.

  • 우리나라에서 최초로 실행되는 한기대 IPP 제도는 실행과정에서 많은 어려움이 예상되며, 그 효과성 또한 아직 불확실하다. 따라서 한국형 IPP 제도의 실효성을 평가하고 프로그램 운영체계 및 과정에 대한 개선방안을 모색하기 위해 체계적인 성과평가모형의 개발이 절실하게 요구된다. 본 연구에서는 IPP 제도의 성과평가 방안을 Kirkpatrick의 4단계 평가모형에 기반하여 제시한다. 이를 위해 외국의 다양한 Co-op 평가사례를 분석하여 평가방법과 평가지표를 찾아내고, 이를 Kirkpatrick의 4단계(반응평가, 학습평가, 행동평가, 그리고 결과평가)에 매핑한다. 이러한 성과평가모형을 통해 IPP 프로그램의 성과와 문제점을 파악함으로써 고용노동부나 대학 내 학부 과 등 관련 이해관계자 집단들을 설득하고 지원을 얻는데 활용할 수 있을 뿐만 아니라 IPP 제도의 효과를 극대화시키는데 기여할 수 있을 것으로 예상된다.

  • A Robot Performance Evaluation System(RPES) Program with auto extraction algorism was developed according to the ISO 9283 robot performance criteria. The developed program looks for order point automatically in data that get laser measurement Instrument and estimate performance of robot using this order point. In addition, this program estimates Each Joint Motion of robot. Robot Performance Evaluation System(RPES) Software was developed with Visual Basic satisfying the need of Hyundai Motor Company. The developed system was implemented on NACHI 8608 AM 11 robot. The resulted output shows the effectiveness of the developed system.

대학 장기현장실습 프로그램의 성과평가지표 개발 및 적용에 관한 연구 : 한국기술교육대학교의 사례 (A Study on the Development and Application of Performance Evaluation Criteria for Co-op Programs in Universities: Focused on the Case of KOREATECH)

  • Koreatech has adopted a long-term co-op program called IPP (Industry Professional Practice) to address problems in higher education of Korea since 2012, but it was anticipated to face many difficulties in implementing the program due to lack of relevant experiences in Korea. In this regard, a performance evaluation scheme was urgently required to judge the effectiveness of the Co-op program and improve the operational efficiency at the same time. This study aimed to develop comprehensive performance evaluation criteria for the co-op programs on the basis of Kirkpatrick's four-level performance evaluation model for training programs, and apply it to a real Co-op operation to test its feasibility. For this purpose, thorough review on the training program evaluation literature and in-depth analyses of overseas cases of co-op performance evaluation were conducted. Then, a set of Co-op performance evaluation criteria was developed and applied to the Koreatech's Co-op operation in 2013. Two Co-op student questionnaire surveys were administered before and after Co-op terms to measure students' reactions to the Co-op program (Level 1) and changes in participating students' attitudes and competencies (Level 2). In addition, employment rates of Co-op participating and non-participating students were compared (Level 4). The analysis findings showed that participating students were quite satisfied with their jobs and companies, and the Co-op program was effective to a certain degree at enhancing non-major competencies and attitudes to occupation of students. Together, the employment rate of Co-op participants, particularly in small- and medium-sized companies, grew significantly in comparison with that of non-participants. In the last part, several directions for improving the effectiveness of the Co-op programs were discussed.

사업성과평가 도입이 조직문화의 변화와 조직몰입에 미치는 영향 - 일개 공공병원에 대한 종단적 분석결과를 중심으로 - (Changes in Organizational Culture and Employee Commitment Resulting from the Introduction of 'Business Performance Evaluation Program' in a Public Hospital)

  • The purpose of this study is to analyze the effects of the introduction of 'business performance evaluation program' on the changes in organizational culture and employee commitment. The data for this study were collected three times, in 2006, 2008, and 2009 from the employees at a public hospital in Korea. The main findings of this study are as follows. 1. Organizational culture has gradually changed as the 'business performance evaluation program' was introduced and implemented. Regarding the changes in the different type of culture, we can see that group culture, developmental culture and rational culture has been stronger and, on the other hand, the introduction of 'the program' did not have as much impact on the hierarchical culture as on the other types of culture. 2. The group culture has have more impact on the organizational commitment than other types of culture. In case of the hierarchical culture, however, statistically significant relationships could not be found between the organizational commitment and the introduction of business performance evaluation program.

  • The performance evaluation of AOV(air-operated valve) requires the processes to confirm the actuator system capability. It is necessary to evaluate the thrust of the air actuator for the margin evaluation. In this paper, to evaluate and analysis the air actuator, the performance test system and operating program are developed. This system is composed of several sensors such as pressure sensor, LVDT, and LoadCell which are used to get the data for evaluation. The LabVIEW was used for developing the operating program. The test system and operating program are proved through the actual test of the diaphragm actuator.

과학기술혁신체제 하에서의 국가연구개발 평가 시스템 개선에 관한 연구 : 연구개발 예산평가 시스템을 중심으로 (A Study on the Government's R&D Budgeting Evaluation System in Korea)

  • R&D 규모의 확대는 평가의 효과성과 효율성 제고가 전제이다. R&D 예산 및 사업에 관한 시스템 평가는 예산의 조정 배분과 사업의 성과에 대한 평가로 구분된다. 이 논문은 예산의 조정 배분과 관련한 예산평가 시스템의 운영 측면에서 효율성 및 효과성을 제고하는 것에 중점을 둔 연구이다. 예산평가 시스템의 핵심 관점은 두 가지이다. 하나는 후행단계에서 이루어지는 사업에 대한 조사 분석과 평가의 관점을 예산평가에 보다 긴밀하게 연계시키는 것이며, 다른 하나는 이를 위해서 전반적인 종합조정의 시스템을 재조명하는 것이다. 예산은 정책 기획 집행으로 연결되는 과정이다. 사업을 매개체로 하여 정책에 부합하는 기획내용에 따라 예산을 활용하여 집행하는 것이 바람직한 것이다. 따라서 연구개발사업의 구조 체계와 예산항목(코드) 구조와의 연계 강화가 중요하다. 이것은 의사결정 시스템 차원에서 정책과 예산의 연계와 함께 이루어져야 한다. 또한 예산의 조정 배분, 정책과 사업의 성과평가, 연구개발사업 조사 분석 관련 시스템 상의 연계 강화와 운영일정에 대한 개선이 필요하다. 이를 위해서는 국가과학기술위원회(NSTC)의 기능이 정책기획 중심이 되어야 하며 정책부터 평가까지의 전과정상 객관성과 공정성이 확보될 수 있는 운영지원 체계로 개편되어야 한다. 조정 배분과 성과평가가 유기적으로 연계되는 평가 시스템이 되려면 이들의 집행일정과 조사 분석의 내용과 시기가 보다 효용성이 높아져야 한다.

  • In this paper, the evaluation system in order to achieve the program education objectives of Accreditaion Board for engineering education of Korea, analyze the educational objectives evaluation tool case studies of programs that are run by each university, the program educational objectives to match the actual situation of university I have developed a distinction between questions the evaluation and assessment system. Configuration, execution, measurement, analysis, is a five-step mooring, the evaluation tool, is a graduate research you are currently using the most in Korea, the employer survey, education target assessment model of the program, employment trends of graduates, I decided to graduate focus group interviews. Distinction between questions, the evaluation also developed a questionnaire to derive the important keywords of education for each objectives. Improvement evaluation tool, the evaluation criteria is required, the University is preparing evaluate (NGR) in South Korea engineering education certification next regularly, requires research on semantic analysis of the results of measurement of the educational goals of the program in the future some.

병원 간호사의 질 관리 및 의료기관평가제도에 대한 인식과 간호업무성과와의 관계 (The Relationships among the Perception of Quality Assurance and National Hospital Evaluation Program and Nursing Performance of Hospital Nurses)

  • Purpose: The objective of this study was to identify relationships among the perception of quality assurance and national hospital evaluation program and nursing performance of hospital nurses. Method: The participants were 401 nurses who worked at the A medical center. The data were collected from 25 April to 9 May. 2008. The cross-sectional descriptive survey was done using a structured questionnaire. Result: The perception of the quality assurance correlated significantly with nursing performance. Also, the perception of national hospital program correlated significantly with nursing performance. However, the scores of perception of quality assurance & national evaluation program of hospital nurses is relatively low. Conclusions: These results means positive perception of quality assurance of nurses can produce good nursing performance. It suggests that nurses need more education and training for quality assurance. And the incentives will be needed to enhance the perception of quality assurance. Moreover, the detailed nursing performance indicators should be developed to measure the quality of nursing performance properly.
