Accounting for Trends in Income Inequality Among the Elderly (노인 소득불평등 추이의 영향요인)

  • This study examines recent trends in income inequality among the elderly in Korea. Aggregate income inequality trends are explained by examining evidence from inequality index decomposition by population subgroup and by income source. Data come from Korean Labor and Income Panel Study(KLIPS). The results are as follows. First, elderly income inequality increased from 1999 to 2002, and then decreased until 2008. Second, household composition changes appear to have disequalizing influence. The proportion of elderly people who are economically dependent on non-elderly family member or living with adult children has declined. Equalizing influence of private transfers also decreased between 2002 and 2008. These results indicate that the redistributive role of family has weakened over time. Third, the improvement of education level and changing occupational structure among the elderly household head contributed to increase in elderly income inequality. Fourth, earning's factor share has declined steadily, and the diminishing role of earnings provides equalizing influence on elderly income inequality from 2002 to 2008. Fifth, the impact of recent expansion of social insurance has changed over time. Inequality contribution of social insurance income increased from 1999 to 2002, and then decreased from 2002 to 2008.

  • The feasibility study is an evaluation and analysis of the potential of a proposed project. It is based on extensive investigation and research to support the process of decision making. A systematic approach to determining the optimum use of scarce resources, involving comparison of two or more alternatives in achieving a specific objective under the given assumptions and constraints. Economic analysis takes into account the opportunity costs of resources employed and attempts to measure in monetary terms the private and social costs and benefits of a project to the community or economy. Cost-benefit analysis (CBA), sometimes called benefit-cost analysis (BCA), is a systematic approach to estimating the strengths and weaknesses of alternatives that satisfy transactions, activities or functional requirements for a business. It is a technique that is used to determine options that provide the best approach for the adoption and practice in terms of benefits in labor, time and cost savings etc. The CBA is also defined as a systematic process for calculating and comparing benefits and costs of a project, decision or government policy and projects.

Issues and Perception on Management Fee and Rental Payment Overdue of Permanent Rental Housing Residents (영구임대주택 입주자의 관리비 및 임대료 체납 실태와 의식)

  • Permanent rental housing, the construction of which was strongly financed by the central government, is regarded as a social housing for those who fall within the lowest income bracket. Differing from "public rental housing", offered to tenants for sale after a five year rental period, this type of housing is intended for rental use on a long-tenn basis. At present, about 190,000 permanent rental housing units exist in Korea. According to a statistics, 15.6% of its residents did not pay their management fee and rental payment in 4 or more months in 2005, which places stress on the housing management. Based on the "eviction condition" stipulated in the tenancy agreement for permanent rental housing, a householder owning assets or a vehicle which is not used as his means of living, who is overdue with his management fee and rental payment for a long time, may be evicted from the house. However, there are many conflicts and problems between administrators/housing managers and residents in the process of enforcing this regulation. The purpose of this study is to explore the key issues associated with the present situation and the reasons why so many management fee and rental payment for permanent rental housing are overdue. For the purpose of research, data were collected from 10,990 permanent rental housing residents nationwide via a questionnaire survey in February 2007. One third of the respondents had an experience of more than 2 months overdue since they have moved in current residence. For further analysis, the respondents were divided into three groups, based on their working ability. The major finding showed that the group of respondents who have working ability required a more practical plan, such as employment, to have a sustainable life, while the other group of no labor force indicated a need for more housing allowance from the government. To suggest more specific alternatives for the subject of housing payment overdue, further comparison study should be performed between the residents of permanent rental housing and other low income tenants in private housing sector.

A Study on the Recognition of Korean Traditional Snacks of Parents and Teachers at Children's Foodservice Facilities in Daejeon, Chungnam and Sejong (학부모와 어린이급식소 교직원의 전통간식에 대한 인식연구 -대전·충남·세종지역을 중심으로-)

  • The purpose of this study was to increase the utilization of traditional snacks in the Daejeon, Chungnam and Sejong regions by investigating the awareness of traditional snacks by parents and teachers of Children's foodservice facilities. The survey method was a self-monitored survey, and 576 people (298 parents, 278 teachers) were used for statistical analyses. 66.4% of parents believed that the snacks provided at facilities are nutritious, and that traditional snacks are rich in nutrition but difficult to cook (66.1%). Further, 77% of parents preferred traditional snacks, and 92% thought that traditional snacks should be passed on to future generations and continuously developed. Increasing the number of stores selling traditional snacks (41%) and a generalized awareness of traditional snacks (34%) are needed to expand the use consumption of traditional snacks. For teachers of Children's foodservice facilities, 92.8% said that the number of snacks provided per day was twice, and snacks were made and served more than twice a week (77.7%). The reasons for not making these traditional snacksit more often were the long cooking time (47.1%) and lack of labor (20.5%). There were no differences in the perceptions of traditional snacks among the types of children's foodservice facilities, but the private and public facilities showed a higher usage demand than the family type foodservice facilities for of traditional snack-focused food education programs. In order to increase the utilization of traditional snacks, it is necessary to create programs according to the facility types and to develop traditional snacks to meet the needs of consumers. The results of this study are expected to be used as basic data for the development of instructions and programs for increasing the consumption of traditional snacks at children's foodservice facilities.

  • This study analyzed how the situation of the elderly problems around the issue appeared on theory and field. First was to identify elderly issues with a theoretical argument about the elderly problem, from the perspective of structural functionalism, conflict theory, symbolic interaction theory. The issues of older issues was selected to increase, divorce increases and remarried decline in the elderly, exclusion from the labor market, and dilemmas, such as political participation and volunteering in the elderly households study the current situation and their problems for them. the results in terms of social issues the first solution to the problem, the elderly, it is necessary to switch recognition for the elderly. Second, we need to remove negative perceptions about older people. Third, we must establish a complementary relationship between the state and the private sector.In conclusion, it should be full in order to solve the elderly problem in terms of social issues, not limited to the elderly problem in the elderly subject matter of an individual or family corresponds to publicize it as a social problem social preemptively.

Research on Factors that Influence Interorganizational Relations of Job Center Consultants (고용지원센터 상담직원의 조직연계 활동에 영향을 미치는 요인에 관한 연구)

  • The purpose of this dissertation is to positively analyze the characteristics of job center consultants' interorganizational relations and factors that influence this linkage in order to better understand the employment service of South Korea. The material utilized for analysis was collected by surveying consultants and managers of 38 job centers and 364 middle managers while applying the method of hierarchical regression. The following is the summary of the research results. First, there is a difference in the influence factor between the number of consultant's organization linkage and frequency of contact. As seen from this result, if the number of organizations a consultant links is affected by the organization's objective working conditions such as the organization structure, position, and primary responsibilities, then the frequency of contact which indicates intimacy by frequent contact depends on the professional ability of the person in charge rather than objective conditions. Second, the analysis result of influence factors according to the type of organization also displayed different influence factors based on the type. Public organizations and economics related organizations are existent in all areas in the form of municipal offices, public corporation, the Chamber of Commerce and Industry, and labor organizations. Therefore, rather than the personal ability of the person in charge or the influence of other work environments, information of the organization and the actual activities of the head are more influential. On the other hand, private organizations embrace service organizations, employment target related organizations, corporations; they are differentially distributed, which is why they are more influential in organizational reform, decentralization, communication, and the professional ability of the person in charge is significantly influential.

Socioeconomic Characteristics of Poverty by Types of Household with Children: Comparing Male-headed, Female-headed, and Dual-parents Household (유자녀가구 유형별 빈곤의 사회경제적 특성연구: 남성한부모가구, 여성한부모가구, 양부모가구 비교분석)

  • The purpose of this study is to investigate the economic deprivation of male-headed or female-headed households. Household having children under the age of 18 are categorized into three types according to the gender of household head: male-headed household, female-headed household, and dual-parents household. The findings from data, for this study came from the Korean Labor Panel Study in 2003. The analysis shows that the household's age, education, residence types, etc are key explanatory variables in determining whether to be in poverty. While the public income transfer is most effective in reducing poverty in female-headed households, the private income source is relatively more useful among male-headed families. Since single-household families are particularly at risk, public policy makers should pay special attentions to developing and expanding welfare-to-work programs which provides work incentives to overcome relative poverty and community networks on child care.

The Research About Suitability of The Cost of Work According to The Alteration of Design Literature (설계도서 변경에 의한 실 공사비의 책정에 관한 연구)

  • The purpose of this thesis is to provide an appropriate trade-off information for the conflicting interests caused by the various factors between building owner and contractor during selecting the contractor and performing the construction work, in which the construction was contracted by open bidding from the government or private organizations. In order to propose the legitimate evidence, the differences between the domestic contract sheet of drawing change and the process of drawing change and those of the foreign countries were compared and analysed. The number of construction ordered in Youngdong area in 2001 whose construction expenses are more than 100,000,000 won is 218 items and 147,005,000,000 won in total cost. Among them, the number of 218 items whose total cost amounts to 16,705,000,000 (11.36%) is in case of increase of construction expenses due to the drawing changes, and the number of 48 items whose total cost amounts to 2,009,000,000 won (1.37%) is the case of decrease. In conclusions, the contractor could have more benefits than the building owner in case they submit the detailed estimate sheet without eliminating the increasing expenses of construction. It is shown that the building owner's loss is increasing whenever the labor cost is higher than material cost. Therefore, this thesis proposes a proper standards for the harmonious compromise between the contractor and the building owner for the problems caused by the drawing changes when the contract agreement is occurred.

Regional Disparities of Demand and Supply in Welfare Service Delivery (공공사회복지서비스 전달의 지역별 차이 : 서울시 주민센터 사회복지공무원의 기초수급자 관리를 중심으로)

  • This study aims to elaborate differences of demand and supply in welfare service delivery upon regions. For this purpose, in-depth interviews were conducted with 15 welfare bureaucrats from Dong offices among largest and smallest portions of recipients in Seoul. The results indicated that there were significant differences in the proportion of welfare bureaucrats versus welfare recipients (11-450 households) of the National Basic Livelihood Guarantee System, the amount of available private sector resources, and the difficulty of providing visitation counseling upon regions. Research implications were discussed further to address regional disparities of welfare services.

Determinants of Seafarers' Employment Stability (외항선원 고용형태 결정요인에 관한 연구)

  • Like most developed countries, South Korea is experiencing a severe lack of seafarers. Because young people's demands for a high quality of life has led them to seek shore-based careers. The wage difference between seafaring and shore-based careers has been decreasing gradually, however South Korea's unique Boarding Service Reserve System Policy has helped recruit and retain young sailors and, since 2017, the government has focused on creating new jobs and stabilizing the status of irregular workers in both private and public sectors. It specifically established the Economic, Social & Labor Council to carefully analyze seafarers' employment stability, which previously had been overlooked in the country. This research used the Binary Logit Model (BLM) to analyze the determinants of seafarers' employment stability in both permanent and non-permanent positions. We found that seafarers' employment stability correlated highly with their education level. This means that seafarers who graduated from the above mentioned two maritime universities would have more job stablity than those who graduated from maritime high schools or general universities. Other independent variables, such as the shipping company, vessel, hip management companies, work assignment, rank, and license had no significant impact on employment stability.
