Automatic Detection Approach of Ship using RADARSAT-1 Synthetic Aperture Radar

  • Ship detection from satellite remote sensing is a crucial application for global monitoring for the purpose of protecting the marine environment and ensuring marine security. It permits to monitor sea traffic including fisheries, and to associate ships with oil discharge. An automatic ship detection approach for RADARSAT Fine Synthetic Aperture Radar (SAR) image is described and assessed using in situ ship validation information collected during field experiments conducted on August 6, 2004. Ship detection algorithms developed here consist of five stages: calibration, land masking, prescreening, point positioning, and discrimination. The fine image was acquired of Ulsan Port, located in southeast Korea, and during the acquisition, wind speeds between 0 m/s and 0.4 m/s were reported. The detection approach is applied to anchoring ships in the anchorage area of the port and its results are compared with validation data based on Vessel Traffic Service (VTS) radar. Our analysis for anchoring ships, above 68 m in length (LOA), indicates a 100% ship detection rate for the RADARSAT single beam mode. It is shown that the ship detection performance of SAR for smaller ships like barge could be higher than the land-based radar. The proposed method is also applied to estimate the ship's dimensions of length and breadth from SAR radar cross section(RCS), but those values were comparatively higher than the actual sizes because of layover and shadow effects of SAR.

A Study on the Range of Damage Effects of Benzene Leakage Accidents using the KORA Program (KORA 프로그램을 활용한 벤젠 누출사고 피해영향범위에 관한 연구)

  • Benzene is a class 4 hazardous material according to the Act on the Safety Control of Hazardous Substances. This study qualitatively evaluated the damage size of a "toxic" accident and "pool fire" accidents based on benzene in a virtual scenario of a fire and leakage accident during unloading at a port facility. The KORA program was used as an evaluation method, which is supported as a universal program by the National Institute of Chemical Safety. The range of damage effects of a benzene-induced fire and leakage accident was predicted. In the case of toxic damage range, the accident's damage effect range for the "worst case scenario" was reduced by up to 5.11% with a decrease in the size of the leakage hole. In the case of the leakage time, the damage effect range increased to 145.12% with a 10 min leakage time compared to that of a 5 min leakage time and went up to 20 min (212.29%) with a 20 min leakage time. In the case of pool-fire-induced damage, the damage effect range by radiant heat in the "worst case scenario" was 228.8 m in radius from the center of the handling facility. In the "alternative scenario," the damage effect range by radiant heat was reduced by up to 8.26% compared to that in the "worst case scenario" since the size of the leakage hole was decreased by reducing the cross-sectional area of the pipe.

  • The Institute Time Clauses-Hulls 1/10/83 has been using widely with attachment and/or endorsement of the Institute Warranties 1/7/76 stipulating vessel's trading limits. Taking into consideration of several changes and renewals on the contents of the Institute Time Clauses-Hulls for clarifying the clauses themselves with development on technology of vessel's construction and navigational equipments up to the present, the clauses on the Institute Warranties 1/7/76 should have been changed and/or renewed. Moreover, the insured still has been burdening additional premium in vessel's navigating and / or calling to the areas stipulated in the Institute Warranties 1/7/76 regardless of any changes of marine business environments. Thus, this study aims to analyze the Institute Warranties 1/7/76 as well as to suggest a reasonable level of additional premium for breach of Institute warranties through not only a comparative analysis between the Institute Warranties clauses and those of the corresponding Institute Warranties using in the Japanese Fire and Marine Insurance companies but also consideration of current circumstances on changes in climatic conditions, vessel design, navigation and communication requirements and capabilities.

A Study on Launching of New Climate System and Greenhouse Gas Emissions Regulations in China's Ports (신기후체제의 출범과 중국 항만의 온실가스 규제에 관한 연구)

  • In Climate change is a global issue that requires global responses. As a key factor in climate change, greenhouse gas (GHG) emissions have attracted increasing attention the international community. One of the crucial global efforts to alleviate climate change is the establishment of an international climate change regime, comprising rules, norms, principles, procedures that are applicable to a wide range of activities. The International Maritime Organization (IMO) received a mandate from the Kyoto Protocol to regulate shipping GHG emissions. However, the IMO Convention and the UN Convention on the Law of the Sea also provide regulations on regarding GHG emissions. To execute its mandate, the IMO has developed various regulatory initiatives. In addition, the Chinese government has declared new regulations which designate parts of its coastal waters as emission control areas (ECA). Owing to the growing recognition of the benefits of ECA, ships, including ocean-going vessels that operate in areas near the Pearl River Delta, Yangtze River Delta, and the Bohai Sea will be obliged to use fuel containing less than 0.5% sulfur. China's shipping industry is playing a growing role in the international shipping market, and its response to these initiatives will have a substantial effect on the future application of these regulations. This study analyzed the GHG mandates of the IMO and the Chinese government, and then examines the main outcomes that have been achieved.

Using the Gyeong-in Ara Waterway to Revitalize Coastal Shipping (연안해운 활성화 측면에서의 경인아라뱃길 활용 방안)

  • Many countries are developing transportation technologies aimed at reducing environmental pollution and the environmental burden. For example, environmentally friendly transportation routes and methods are being used to improve inland waterways in Europe. Against this backdrop, a case study was conducted on special cargo (weight cargo, earth and sand, etc.) on Korea's Gyeong-In Ara Waterway, an inland waterway connecting the Han River and the West Sea, serving a distribution function. The results of the analysis showed that coastal shipping could be promoted using the waterway, including a positive synergy among environmental, economic, and social aspects. That is, by shifting from overland transportation to marine transportation, it is possible to reduce environmental pollution, ease traffic congestion, decrease traffic accidents, and shorten the licensing period for the weight cargo demand of the northern area of the Han River. In this respect, the Gyeong-in Ara Waterway could become an environmentally friendly transportation route, promoting coastal shipping in Korea. However, for this to occur, support systems such as subsidies for marine transportation and using the inland waterway are required, as happens in the EU. Furthermore, existing policies to promote coastal shipping should be improved and applied more broadly.

The Strategy for the Position and Development of the Land Logistics System of the Korean Peninsula (한반도의 동북아 육상물류체계 위상과 발전 전략에 관한 연구)

  • Northeast Asia is changing rapidly, including becoming an increasingly important part of the world economy. Various logistical systems and networks are being established in this area, including South and North Korea, China, Japan, Russia, and Mongolia. Thus, a new systematic logistical network and development strategy is required. The division of the Korean peninsula has for a long time made the region ineffective in terms of land logistics. South Korea's connection to Eurasia is blocked by North Korea, which means it is essentially treated as an island. Furthermore, South Korea does not have an efficient logistics system or effective vision and strategy. Northeast Asia has the potential to be one of the largest economic communities in the world, similar to the EU and North America. Thus, a united Korea can play an important role as the land bridge of Northeast Asia and the logistical hub of the region. This study reviews the logistical position, tasks, and problems of the Korean peninsula and suggests a desirable development strategy and vision. Specifically, after examining the conditions for a land logistical system, focusing on railways, this study proposes several future-oriented development strategies and tactics that will position the peninsula as a logistical hub in Northeast Asia. We anticipate that this study will serve as the basis for future research that will investigate the topics presented here in more detail.

A Study on the Necessity of the Resurrection of Administration Organization for the Realization of Super Nation of Maritime and Fishery (해양강국 실천을 위한 행정조직 부활의 필요성 연구)

  • The Roman thinker, Cicero said, "The Nations that rule the sea, rule the world". In the world history, the countries done critical roles, have emphasized the importance of the sea. The world history is called as the histories of the countries which governed the sea, such as Phoenicia, Greece, Carthago, Roma, Portugal, Spain, England, and USA. The sea is not only the political, economical, social and cultural basis, serving as the origin of resources and channel of communication, logistics and distribution but also the area of dreams and imaginations and ground of potentiality and visions. This paper reviewed the major countries and their histories to realize the vision of Korea, super power country of maritime and fishery. Main maritime policies and its core issues and prospects of Korea were reviewed. And on the basis of these reviews, the vision of super power country of maritime and fishery was suggested. The vision, the 5th super power country of maritime and fishery in 2020, and 10th country of maritime technology level in 2020 and their details were proposed also. For achieving the vision, the resurrection of MOMAF is necessary and its reasons and 5 necessities were suggested. And the directions of the resurrection of MOMAF were proposed in terms of two viewpoints, policy/functional and institutional basis. I think Korea, the super power country of maritime and fishery, can be realized only when MOMAF may be resurrected.

A Study on the Navigational Conditions in the Ulsan Approaching Waters (울산항의 항행환경 조사.분석)

  • Natural environment, topographical conditions and marine traffic flows were investigated and questionnaire surveys were performed for the purpose of understanding the cause of marine accidents. The frequent cases of ships' dragging have happened at the anchorages of E-1, E-2 and E-3. The anchorage area is insufficient for the accommodation of a number of ships, the dolphins at the nearby piers are located near a narrow fairway. SBMs' are positioned too close to the fairway. It shows that many crossing marine traffic flows occur in all areas of the port. Marine casualties are concentrated mainly at No. 1 fairway, M1-M7 waters close to the dolphins and Gwanjeolgot, "E" anchorage and the waters close to the fairway "come and go" areas. The marine traffic flow is mainly caused by the ships' movement at the inter-port and most of the ships are the dangerous cargo carriers. And small ships like the tug-barge are moving disorderly in the ports. Furthermore, the fairway‘s layout is crossing each other. Questionnaire surveys of the users and experts shows that the LANBY that can distinguish the fairway of "come and go" ports is required.

GPS-based monitoring and modeling of the ionosphere and its applications for high accuracy correction in China

  • The main research conducted previously on GPS ionosphere in China is first introduced. Besides, the current investigations include as follows: (1) GPS-based spatial environmental, especially the ionosphere, monitoring, modeling and analysis, including ground/space-based GPS ionosphere electron density (IED) through occultation/tomography technologies with GPS data from global/regional network, development of a GNSS-based platform for imaging ionosphere and atmosphere (GPFIIA), and preliminary test results through performing the first 3D imaging for the IED over China, (2) The atmospheric and ionospheric modeling for GPS-based surveying, navigation and orbit determination, involving high precisely ionospheric TEC modeling for phase-based long/median range network RTK system for achieving CM-level real time positioning, next generation GNSS broadcast ionospheric time-delay algorithm required for higher correction accuracy, and orbit determination for Low-Earth-orbiter satellites using single frequency GPS receivers, and (3) Research products in applications for national significant projects: GPS-based ionospheric effects modeling for precise positioning and orbit determination applied to China's manned space-engineering, including spatial robot navigation and control and international space station intersection and docking required for related national significant projects.

  • Japanese waterfront project consisted actively from an early stage in 1980's, and the project which activated an area in a destination in a various part of Japan was implemented. For a study to however conscious whether the user in water front be of the waterside space in such waterfront project paper its number is very small. A questionnaire survey was put into effect targeted for 17 points of Japanese typical waterfront project paper completed in about 1990 by this research. With the foundation of this, a member item mean, it was possible to classify development paper of 17 results factor analysis is by 4 kind type of the aquarium type, the natural type, the middle type and the artificial type. And it was possible to classify the motive item conscious of the waterside space by 7 kinds, a view, smell, hearing, sense of touch, the taste, existence of facilities and activity behavior. When seeing the motive item in the center, sight was highest by 57% and about 8%, sense of touch, hearing and olfactory three senses had the lowest taste by 1%. "With aquarium" existence of facilities including etc was about 12 %, and activity behavior including Hitoshi who" can clear a quay" was about 6 %, and it appeared.
