An Analysis of Container Port Efficiency in ASEAN

  • In order to improve the overall ASEAN maritime transport network, each port's efficiency is regarded as a crucial factor that should be calculated periodically. This study evaluated the relative efficiency of container port operations of 32 ports belonging to 9 ASEAN nations using Data Envelopment Analysis (DEA). It found that 2 out of 32 ports in 2010 were measured as efficient ports. This study yielded two major findings. Firstly, the ports assessed as inefficient need to benchmark similar ports in size and structure from the ports that are assessed as efficient to improve their efficiency. Secondly, these results could be used to determine potential candidates and country for an international port development co-operation programme with Korea to improve the performance of the entire ASEAN port network by developing the infrastructures of ill-equipped ports.

경기도의 항만 거버넌스 재정비방안 (Re-Organization of Port Governance in Gyeonggi Province)

  • 본 연구는 퍼지계층분석법을 이용하여 현재 복잡한 구조로 이루어진 경기도의 항만 거버넌스에 대한 최적 대안 도출하고 시사점을 제시한 연구이다. 선행연구를 토대로 항만 운영의 고도화, 항만의 적기개발, 항만 안전관리, 지역과의 상생발전을 항만 거버넌스의 주요 역할로 선정하였다. 그리고 경기도의 항만 거버넌스 재정비 방안으로서 국가주도형 항만공사와 중앙-지방 연합형 항만공사를 대안으로 선정하여 각 역할에 대한 중요도를 분석하였다. 그 결과 항만 운영의 고도와, 항만의 적기개발, 항만 안전관리 측면에서 국가주도형 항만공사 설립이 타당한 것으로 나타났으며 지역과의 상생발전 측면에서는 중앙-지방 연합형 항만공사 도입이 타당한 것으로 제시되었다. 따라서 경기도의 항만산업 활성화를 위해 단일화된 거버넌스 구조로서 지자체가 참여하는 국가주도형 항만공사 설립 방안을 제안하였다.

  • 본 논문의 목적은 우리 항만이 동북아 거점항만으로 변신하는데 필요한 항만공급사슬전략을 도출하여 거점항만으로의 발전전략의 적합성을 분석하였다. 경쟁항만의 발전 잠재력을 충분히 고려하고 우리 항만의 시설${\cdot}$서비스수준의 미흡성을 하루속히 보완하는 유연한 항만 공급능력의 확보, 항만리드타임(접안시간, 양하역시간 등)의 최소화와 뭍류서비스를 극대화${\cdot}$다양화할 수 있는 모듈방식의 항만운영의 다양화가 필요함을 검증하였다. 특히, 거점항만 개발전략에서 다양한 부가서비스의 제공과 실질적인 부가가치를 창출할 수 있는 방향으로 항만배후부지 개발이 매우 중요한 것으로 나타나고 있다.

  • 항만공사는 항만을 관리하는데 가장 유용한 형태이다. 우리나라는 이와 같은 항만공사를 곧 부산에 설립하려고 한다. 그러나 가덕도에 위치하는 부산신항은 행정구역으로는 부산과 경상남도에 걸쳐 위치하고 있기 때문에 항만관리체계의 형태가 불투명하다. 연구의 방법론은 속성간 중복도를 고려하여 연산 할 수 있는 계층퍼지분석법(HFP)을 이용하였다.

  • The purpose of this research is to suggest the activation plan of Busan port. In the past years, Busan port enjoyed the golden days because of the China's rapid economic growth. But China's continuous development of ports, the trend of increasing container ship size and increasing direct call to China are coming threats to Busan port. So Korea needs to revise the 'Northeast Logistics Hub' strategy because it is considered that Korea ports continuously will handle China's transshipment cargoes. But now China's transshipment cargo share has decreased by direct call to China ports. It means that China has a lot of its local cargoes, so many ship companies change liner service route to handle China cargoes except Bussan ports although Busan port is included in the main trunk route. In the future, Bussan port will not be able to compete again about throughput with China ports if Busan port's transshipment cargo share decreases. So we must find out and develop Busan port's strength which is the competitive edge. By good luck, Busan port has a few opportunities such as the developed feeder network service and geographical advantages. Busan port has many feeder network service like spider's web in any northeast countries so we can suggest that if Japanese shippers use Busan port to distribute their cargoes to Japanese local areas, its transport costs are cheaper than when they use Japan's main ports. In this paper analyzed side of cost when they use Bussan port like hub to distribute their cargo to their local areas. Because most companies tried to reduce the total cost about logistics. Finally, this paper suggests when northeast shippers(China, Japan) use Bussan port which is more economical than their local main ports.

광양항의 Global e-Port화 전략에 관한 연구 (A Study on the Global e-Port's Strategy of Gwangyang Port)

  • The management strategies of each company has been changed fundamentally owing to the emergence of digital economics by using internet. Therefore the efficient management of global e-port causes the main issues not only effect the survival and growth of ports but also exert new opportunities and fatal threats on them. Under the circumstances of these change, the Kwangyang port have to introduce e-biz for the purpose of increasing the level of their competition. The focus of this article is to suggest some strategies on the implementation of Kwangyang Global e-port in Korea. To analyse the e-port realities, I first reviewed the trends of e-marketing and e-biz. I chose and analysed website of four ports like Hongkong, Singapore, Antwerp and Hamburg as successful global e-port models. This article is focused to suggest the theoretical background by analysing the strategic points of Kwangyang global e-port which are divided in 6C: Contents, Communities, Connection, Commerce, Communication and Customization. This paper analyses many problems of Gwangyang port and presents various develpment ways to activate Gwangyang port. In order to be a global e-port, first of all Gwangyang port must improve global web-site by 6C. And also Gwangyang port have to constitute logistics hub site, create infrastructure needed to run electronic business more easily over the internet, establish nationwide network of industries, build up marine and port logistics information system.

부산항부두관리공사의 민간화 방안에 관한 연구 (A Study on Contracting-Out of Busan Port Pier Management Corporation)

  • 본 연구는 현재 통폐합 위기에 처한 부산항부두관리공사의 답당 업무인 국제여객터미널, 크루즈터미널, 연안여객터미널 등 항만시설 관리업무의 합리적 민간위탁 방안을 모색하고자 하였다. 이러한 연구목적을 달성하기 위하여 이들 항만시설 관리의 위탁기간, 위탁의 당위성(장점), 위탁범위와 위탁비용 등을 탐색하였다. 연구의 결과, 부산항부두관리공사 자체를 주식회사 형태로 민간화하고, 항만시설 관리업무를 동 법인에 위탁시키는 방안이 최선의 대안으로 도출되었다.

Prospects for the Management of Shanghai Harbour

  • This Article analyses the present situation of Shanghai Harbour and the Harbour's important role in the development of chinese economy. The article forecasts that the yearly tonnage turnover of the port will reach about 200 million tons in the year of 2000, possibly reach to 270--300 million tons by the end of 2020. it also forecasts that the container handling capacity of the port will be 2 million TEUS in 2000 and 6 million TEUS in 2020 respectively. In order to keep pace with the present situation of opening up and developing Pudong new area, this article suggests that the strategic target of the management and development of Shanghai Harbour should be : grasp the opportunity of opening up and developing Pudong, take the building of the deep-waterway port as the main task, which can accept the third or fourth generation international container ships, bring into full play the traditional advantages the Harbour has, unfold the businesses in other fields, participate in the marketing competition, speed up the development of the Harbour itself, make efferts to build Shanghai Harbour into a port-industry-trade-transportation integral modernized international deep-water key port.

  • This study define the concepts of port logistics service by investigating various elements of port logistics service and grouping them in six attributes using a Data Mining technique. The QFD (Quality Function Deployment) technique is applied to measure the quality of port logistics service, and those results are analyzed. The DMQFD (Quality Function Deployment using Data Mining) model proposed in this study is a model for analyzing of port logistics service quality which is produced by combining those two stages. Using the DMQFD model, the requirements of customer could understand more correctly and systematically, and it could be an alternative tool to accomplish a customer satisfaction.
