An Effectiveness Analysis of Climate Change Policy in South Korea (한국 기후변화정책의 효과분석)

  • South Korean central government has launched the first comprehensive climate change policies in 1999, and they have been renewed every three year. The third policies ended in 2007. However, it is quite rare to analyze whether the climate change policies are effective against climate change. In this context, this paper aims at analyzing the effectiveness of climate change policy which was launched for seven years from 1999 to 2007 in South Korea. The effectiveness analysis of policy can be done in terms of the individual policy and/or all policies being synthesized as a comprehensive unit. Employing the latter methodology, this paper analyzed the effectiveness on the basis of economic growth as independent variable, greenhouse gas emission as dependent variable, and energy use and its process as intervening variable. Seven analytic indicators covering the three variables were selected on the basis of two points in time before and after climate change policy having been launched. The seven indicators were analyzed in terms of three aspects. They were the change in the state of each indicator, the effectiveness of climate change policy from 1999 to 2007, and the effectiveness process from 1999 to 2007. The effectiveness process was analyzed in terms of the relational context and its flow processing path. Economic growth was advanced remarkably with increase in the total consumption of energy. As a result, greenhouse gas emission increased. However, energy efficiency increased with significant decrease in energy intensity, carbon intensity, and energy elasticity. The expansion of new and renewable energy over total energy supply was not effective significantly on the decrease in greenhouse gas emission. The processing path of climate change policy being effective advanced toward increase in energy efficiency through energy intensity rather than toward sustainable development. Such a way of the effectiveness of climate change policy implies that most policies focused on adaptation rather than on mitigation.

Using the PAPM to Examine Factors Associated with Stages of Adoption for Stomach Cancer Screening (위암검진행태 단계의 관련요인 : PAPM을 적용하여)

  • Objectives: The aim of this study was to determine the distribution of stages of adoption in stomach cancer screening and elucidate differences among stages. Methods: A randomly selected sample of 712 Korean males and females aged 40 years or over were interviewed. Stomach cancer screening intention and behavior, sociodemographic characteristics, beliefs, self-efficacy and reinforcing characteristics were assessed. Results: The majority of participants were not on-schedule screening(unaware 3.2%, unengaged 20.8%, deciding about acting 24.0%, decided not to act 9.6%, decided to act 14.5%, acting 9.7%, maintenance 18.3%). Perceived susceptibility, perceived barriers, self-efficacy, other cancer screening experiences were significantly associated with higher compared to lower Precaution Adoption Process Model(PAPM) stages. Conclusions: This study appears to be applicable of the Precaution Adoption Process Model to understanding stomach cancer screening behavior. Our results suggest that it is needed to develop the tailored message for adherence of stomach cancer screening.

A Life-Process Analysis of Broaching Tool (브로칭 공구의 수명 분석)

  • Broaching machine is widely used for machining inner shaped slots in the work-pieces, and provides vertical motion (usually hydraulically powered) between tool and work-piece. In this study, we modelled the tool life process and investigated economic tool life of broaching machine. Tool life process is divided into wear-process and succeeding failure process. Wear process is defined as machining wear and failure process as 'chipping' occurred by random shock. We modelled wear process as linear regression function for products amounts and assumed failure process as Poisson process. Economic tool life is defined as the number of lots which minimizes average tool related cost per lot and analyzed by using age replacement policy technique. As tool-related cost factors, we consider tool replacement cost, tool maintenance cost and quality costs of products. The results of this study can be applied to analyze life process of general machining tools.

Evaluating Teacher Policy of Park Geun-hye Government (박근혜정부의 교원정책 평가)

  • This Study aims to evaluate teacher policy in the Park Administration and to suggest tasks based on the results. To attain the aim, it describes overall teacher policy process in Park Administration and evaluates teacher policy based on the criteria which was driven from the CIPP model. The conclusions are summarized as follows. First, the environmental suitability of the situation assessment was met in general. The reason for this was that the teacher policy of the Park Geun-hye government was introduced reflecting changes in the environment and demands of policy stakeholders. The validity and feasibility of the policy objective of the input evaluation were not satisfied. There were deficiencies in the objectives of the policy measures. The objectives of the measures were not linked to the policy objectives. The budget necessary for policy enforcement were not secured. In future policy design, efforts should be made to examine whether the policy goals are valid, to secure resources necessary for policy implementation and to increase the feasibility of policies. The procedural rationality of the process evaluation and the suitability of the means were not met. Discussion with the interest group was omitted, it was not clear whether the implementation of the policy was linked to the policy goal. In the future, it will be necessary to focus on procedures such as communication and collaboration with stakeholders, to make immediate revisions in case of problems. The effectiveness and satisfaction of the output evaluation were low. Because the validity of the policy objectives, the suitability of the means, and procedural rationality were not satisfied. In the future, it will be necessary to systematically design policies and communicate with stakeholders in the execution process to prevent policy failures and actively.

An Inspection-Maintenance Policy for a System with Various Types of Maintenance (다수의 보수형태를 갖는 시스템에서의 검사.보수정책)

  • An inspection-maintenance policy is investigated for a system having various states. A policy is characterized by the type of maintenance and the next inspection time. Maintenance actions are classified into various types according to the depth of maintenance. Policy evaluation criterion is the expected cost accumulated up to the failure of the system. The problem is formulated as a Markov decision process and an optimal policy is found by using a policy improvement procedure. A numerical example illustrates the policy for a system having five states.

A Theoretical Aspects of Entrepreneurship Policy (기업가정신 정책의 이론적 측면에 관한 소고)

  • This paper reviews the theoretical background of the entrepreneurship policy recently prevailing in Korea. First of all, we define the entrepreneurship policy as the one that the government increases the supply of the individual entrepreneurs with entrepreneurship and supports their venture creation activities by intervening the entrepreneurial process. We distinguish the entrepreneurship policy from the small and medium-sized enterprises policy and the venture firm policy. As for the legitimacy of the entrepreneurship policy, we introduce the market for entrepreneur, examine the factors resulting in the market failure, and argue the necessity and the principles of government intervention to the market. Based on the entrepreneurial process, we establish the framework of entrepreneurship policy and examine the transmission channels by the policy area. The channels are (1) demand side, (2) supply side, (3) decision-making of establishing a new firm, (4) resources obtaining. Lastly, according to the transmission channels, we classify various entrepreneurship policy tools being presently implemented by the Korean government. However, since this study is a exploratory economic analysis of entrepreneurship policy, the approach and contents of entrepreneurship policy can be varied according to the research agenda and policy intension.

Performance Analysis of the Block Production Line in an Engine Production Plant (엔진 블록 가공라인의 물류분석)

  • Tool shop of the D Heavy Industries Co.(DHI) fabricates engines for a bus, truck, small ship. In order to increase the production capacity of engines, DHI will be established the new tool shop that consists of a block line, head line, assembly line, test line and AS/RS in 1999. In order to assure the production capacity designed of the new tool shop for producing engines and improve the production process of it, it is needed to find a bottleneck process and an optimal way of allocating workloads among machines and workers to maximize the production. In a way to solve this, we model the engine fabrication process of the tool shop and analyze its performance by computer simulation. In this study, we at first identify the bottleneck processes of the engine fabrication process under the designed operation policy. Then, we derive some alternative operating policies applicable to the new tool shop of an engine, and analyze the optimal operation policy by comparing the performance of the tool shop following each alternative policy.

Principles and Methodologies for STI Strategy Development: Experience and Best Practices from the Republic of Korea

  • This paper articulates the STI strategy development principles and methodologies that have been elaborated through iterative processes of STI strategy development cases for the past ten years. The consultation cases include poverty traps in Nepal and Laos, African health challenges in Nigeria and Tanzania, and ASEAN global challenges in Indonesian Water, Vietnamese Green Energy, and Filipino Food, in partnership with some multilateral agencies.The iterative elaboration process has continued with consultation activities on Thailand and on Cambodia, Laos and Myanmar in planning partnership with Thailand. The principles were originally conceptualized from the benchmarking process of the Korean STI development experience. They were further incorporated as methodologies with which relevant planning bodies are guided to address individual and regional challenges through science, technology and innovation strategies. The methodologies are strong in providing plausible holistic perspective scenarios by which various stakeholders can be engaged in the planning and implementation process. But it is heuristic in nature and can be learned only through on-the-job training process. This is the structural limitation for scaling up.

Policy Process and Conflict Management of Local Government -A Case of Namyangju City's Landfill Site Construction for Incineration Remnants- (지방정부의 정책추진과 갈등관리 -남양주시 소각잔재매립장 입지선정 및 건설갈등 사례-)

  • The purpose of this paper is to highlight the importance of conflict management by local government by explaining a peculiar case of Namyangju city's construction project of landfill site for incineration remnants. Policy stage and internal dynamics of conflict between city and opposition group of local residents are used as major tools of case observation. From this analysis, this study finds that the conflict management effort of local government is critical to bring a success of a public policy. The local government needs to assess possible sources of conflict, and to prepare reasonable solutions through sincere communication with local residents. Also we need to reconsider the concept of administrative efficiency. Sometimes "slow" is better than "fast". Authoritative and hasty policy process may face unexpected obstacles, then consume more time to fulfill the policy goals. It means that the local government needs to spend more time for policy formulation. It also shows the importance of democratic process in reaching a public policy decision. In conclusion, this study confirms that the cooperative relationship between local government and residents, so-called governance, is the key to the success of public policy.

A Study of Teachers' Perception on the School Autonomy Policy (학교자율화 추진계획에 대한 교원의 인식 분석)

  • The purpose of this study was to see teachers' perception on the School Autonomy Policy and to give some suggestions for better settlement of the policy. To achieve the above aim, we used survey method to 390 teachers and analyzed 363 responses with SPSS program. The research findings are as follows. Most of teachers supported the intent and aim of the School Autonomy Policy, however, the respondents showed conflicting responses on the contents, process, core subject according to their interests. In other words, respondents who have more teaching career including principals answered positively on the policy and it's process than lower career teachers. Lower career teachers expressed very negative recognition and little understanding for the policy itself. From the result of the survey, it could be suggested that the teachers' cooperation, especially lower career teachers' conciliation, is very important to settle down the School Autonomy Policy successively.
