Korea's public assistance system, represented by NBLS(National Basic livelihood Security), has disclosed critical problems despite the rapid increase in its budget, such as decreasing work incentive and deepening welfare trap. These typical problems of classical welfare system have been commonly witnessed in many other advanced countries. Therefore a number of efforts have been exerted to correct these problems by transferring the existing welfare system into a welfare-to-work(or workfare) system, and the most common one of such efforts is introducing the EITC(Earned Income Tax Credit)-type programs. They have already been implemented in many countries such as the USA, the UK and France, also Korean government decided to launch EITC program in 2009. This paper aims to propose some measures to improve Korean EITC program. For this, an optimization problem is constructed from the government's viewpoint. Optimal EITC program is defined to be a solution to the problem - a combination of phase-in rate, phase-out rate, and maximum credit that maximizes labor supply increase under a exogenously given budget constraint. Using a mechanism design analysis, we derive and characterize the optimal EITC program. Analysis results implies that Korean EITC structure needs to be modified so that phase-in rate is larger than phase-out rate and the upper limit of phase-out range becomes larger. Comparative static analysis results show that the feature of the optimal EITC program is sensitive to the change of income distribution, suggesting that if beneficiaries are categorized into different income groups, then it is desirable to apply distinctive EITC programs to each group.

Ministry of National Defense, MND, established a "Master Plan of Military Facility" in 2010 based on the defense reform to prepare for future war. It was a plan for consolidating small military facilities into battalion units, reflecting on and preparing for the needs of various changes in defense environment as well as balanced growth of ROK Army, Navy, and Air Force. However, to move forward with "Military Facility Master Plan," current design criteria for military facilities need to be revised to be enacted due to numerous calculation errors in facility footprints because of the absence of a sound facility criteria. Because the future war environment will be changed from Platform basis to Network Centric Warfare basis, Command & Control capability of C4I systems is getting more important. Therefore, Successful mission accomplishment can be secured by convergence of facility and military Information Technology(IT). So, MND should quickly prepare for the operational guidance, design criteria and policy that are suitable for Network Centric Warfare accomplishment, and implement infrastructure of IT and installation of C2 facility in conjunction with consolidation movement of military facilities. In this paper, we propose the defense I3A framework in order to solve this problem.
Gambling is prevailing in our society and the family problems of gamblers are also serious. In order to reduce the problems of gamblers and their families, the basic research on gambling would be the first step. In light of this, this study is a survey which has two objectives: to grasp the overall conditions of gambling and the proportion of pathological gamblers; to find the differences between the pathological gamblers' group and the general group in terms of various aspects of family relations in Choongchung area. The findings of this study is as follows, The respondents tend to gamble most with korean playing cards, either in winter or regardless of seasons. They tend to gamble most with family members, relatives, or friends. About 20% of them gamble more often than once a month, and 60% started gambling in their twenties or thirties. The proportion of pathological gamblers was found to be 11.6% of the sample of this study, with men and rural area residents to be significantly more than women and urban area residents. In the various aspects of family lives, such as marital satisfaction, family relations, family violence, family history of addiction, how to spend leisure time with family, it was found that the pathological gamblers' group has significantly more problems than the general group. On the basis of the above findings, the suggestions were made as follows. Firstly, the counter plan to gambling is necessary in the rural area, especially in winter time. secondly, positive leisure activities which substitute gambling needs to be developed, especially for men. Thirdly, family education and family therapy Program is required for the pathological gamblers and their families. Fourthly, governmental policy is necessary for the budget to prevent and treat gambling problems.

Cultural industry along with cultural content that forms the center of cultural industry is the field whose interest is continually increasing due to the increase of weight in the national economy and the strengthening of importance in future value. Cultural content, particularly, accounts for the essential position in starting a business around one-person business, which recently arouses high interest in a nation. However, it is true that the debates on the rapid growth and identity of cultural content in contrast to the reinforcement of its position, and the criticisms about the lack in development of material and cultural content in staring a business show the limitation of overall cultural content in Korea. This research examines recognition of cultural industry or cultural content through terminologies of definition as well as the relationships of configures in accordance with the outcome of cultural content. Findings demonstrate that cultural content in Korea revealed the highest cultural orientation which is the same as existing interpretations, and as comparison objects, entertainment industry in the U.S. and creative industry in the UK contained the highest part of entertainment and creativity respectively. It reflects that mythical elements of language that has been discussed from the structuralist perspectives are projected in the relevant field. In conclusion, the conceptual definition of cultural content has the structure to project advantages and disadvantages of existing culture, and this limitation needs to be overcome in securing the items and business value in starting a business.
Objectives: As a newcomer to the medical tourism industry, Korea needs to differentiate itself from the leading competing countries to vitalize its early-stage medical tourism industry. This study aims to introduce a strategic plan to vitalize the Korean integrated medical tourism so that Korea can differentiate itself from competing countries and create high added value. Methods: The concept and actual conditions of medical tourism and Oriental medical tourism were examined. A plan to differentiate Korea from the competing countries in the medical tourism industry was studied to create high added-value through strategic vitalization of its medical tourism industry. In order to develop such medical tourism, Korean medical practice, which integrates Western and Oriental medicine, is to be developed through mutual understanding and fusion of other disciplines among medical doctors and Oriental medical doctors who are working in local healthcare for health promotion of local residents and disease prevention and control. This will play a key role in developing a unique medical tourism product of Korea by means of strategic alliances as an integrated medicine. Manpower specialized for integrated medicine is to be specially supplied for Oriental medicine-related business lines at city, county and borough levels, among local governments, that are enthusiastically carrying forward Oriental medical tourism with an interest to promoting more active and strategic business development and raise the effectiveness and efficiency of public health centers handling related medical tourism. Currently, despite the quantitative growth of domestic journal, objective and metric criterion to evaluate the contents and quality of those journals is inadequate. As a result, depending on a foreign citation index like SCI to evaluate the research result is causing some problems such as, thesis of an excellent standard being presented and published in foreign countries, thus, neglecting journals written in Korean. Hereat, the Korea Citation Index(KCI) is constructing a database of the journals published by academic associations; scientific paper information, articles information, and bibliographic, analyzing the quoting relation. Consequently, KCI is providing the basic information and the corresponding quoting relations of journals and papers on its webpage. This study compares the impact level of domestic accounting related journals by KCI and analyzes the network among journals using the cross-citation frequency from a social network analysis point of view. As a result, Accounting-related journals are now more desirable than the location in order to have a variety of interdisciplinary research needs to be encouraged. Through this exchange of other disciplines and actively made, which is the phase of apparent accounting-related journals expect to be greatly enhanced looks.
