Research on make-or-buy decision making strategy using system dynamics: Focused on Korea's military improvement project (시스템 다이내믹스를 이용한 제조-구매 결정 전략: 한국의 방위력 개선 사업을 중심으로)

  • Strategic decision on the execution of national security improvement project is greatly important for the present and future national security. Though, the importance of strategic decision, decision making process has been executed under one-way thinking framework. This research provides a decision-making tool with make-or-buy approach for the national security improvement policy execution methods: foreign purchase and military R&D project, and, via simulation, confirms dynamic change of military capability index respect to change in ratio of foreign purchase and military R&D. A result shows that current ratio of foreign purchases and military R&D is insufficient for national security improvement policy goal. Applying the model from this research provides an appropriate ratio for short term and long term defense strategy and policy goal, and consequent result of increase in national security capability. Thus, this research model can be effectively utilized for national security improvement project.

  • The purpose of this paper is to examine whether strategic decision-making processes are related to decision effectiveness, using a longitudinal field study design. We studied 120 decisions to determine if procedural rationality and political behavior influence decision success, controlling for the goodwill of the environment and decision implementation. Our results indicate that decision-making processes are indeed related to decision success. Results are discussed in terms of the importance of strategic choice in environmental organizations. these studies often provided simple fragments of empirical tests without a well developed theoretical framework. This study attempts to fill this gap by examining policy adoption, specifically by investigating influences on policy decision making across 120 nations using multiple-regression analysis. The greater the number of international NGOs in which a national governmental participates, the more the nation is apt to adopt international environmental policies to see how real affect.

  • Recently, deep learning and machine learning have attracted considerable attention and many supporting frameworks appeared. In artificial intelligence field, a large body of research is underway to apply the relevant knowledge for complex problem-solving, necessitating the application of various learning algorithms and training methods to artificial intelligence systems. In addition, there is a dearth of performance evaluation of decision making agents. The decision making agent that can find optimal solutions by using reinforcement learning methods designed through this research can collect raw pixel data observed from dynamic environments and make decisions by itself based on the data. The decision making agent uses convolutional neural networks to classify situations it confronts, and the data observed from the environment undergoes preprocessing before being used. This research represents how the convolutional neural networks and the decision making agent are configured, analyzes learning performance through a value-based algorithm and a policy-based algorithm : a Deep Q-Networks and a Policy Gradient, sets forth their differences and demonstrates how the convolutional neural networks affect entire learning performance when using pixel data. This research is expected to contribute to the improvement of artificial intelligence systems which can efficiently find optimal solutions by using features extracted from raw pixel data.

  • Objectives: To assess the current public participation in-local health policy and its implications through the analysis of policy networks in health center programs. Methods: We examined the decision-making process in sub-health center installations and the implementation process in metabolic syndrome management program cases in two districts ('gu's) of Seoul. Participants of the policy network were selected by the snowballing method and completed self-administered questionnaires. Actors, the interactions among actors, and the characteristics of the network were analyzed by Netminer. Results: The results showed that the public is not yet actively participating in the local public health policy processes of decision-making and implementation. In the decision-making process, most of the network actors were in the public sector, while the private sector was a minor actor and participated in only a limited number of issues after the major decisions were made. In the implementation process, the program was led by the health center, while other actors participated passively. Conclusions: Public participation in Korean public health policy is not yet well activated. Preliminary discussions with various stakeholders, including civil society, are needed before making important local public health policy decisions. In addition, efforts to include local institutions and residents in the implementation process with the public officials are necessary to improve the situation.

Family Decision-Making Process of wedding Process (결혼 과정에 대한 의사결정 유형에 영향을 미치는 요인 탐색)

  • The purpose of this study is to identify variables that influence the family decision-making process when planning a wedding. In this case the planning refers to: the procedure of the wedding: yedan, which means presents for parents and relatives: and yemul, which means wedding gifts. Decision-making was categorized into four types: decisions led by the bride and groom, decisions led by the groom's parents, decisions led by the bride's parents, and co-decisions by the two families. Resource theory was used as a conceptual framework. Data for this study were collected from 305 adults who got married after 1977 and lived in Seoul. Multinomial logistic regression models were used to analyze the data. Variables determining the decision-making of wedding procedure were the groom's age at marriage, the level of familism, and the major source for the wedding expenses. When it came to decisions on yedan, gender, the bride's year of education, and the major source for wedding expenses had significant influence on the decision-making. Variables that affected decision-making on yemul were the bride's year of education, and the major source for wedding expenses. This study suggested the power structure among bride, groom, and their parents through variables which exert influence on family decision-making.

Political Rationality of Natural Resources Policy - Analysis of Residents Gratification - (자연자원정책의 정치적 합리성에 관한 연구 : 주민 만족도를 적용하여)

  • This study analysed the influencing factors involved in deciding the policy through the analysis of procedure in the policy on the natural resources in local governments. To evaluate the political consensus of decision making in policy determination as political rationality in natural resources policy, we analyzed the degree of the satisfaction from the residents. Among the analysis factors of the satisfaction of natural resources policy, the most significant independent factors were the goal and the method of the policy, the institutional conditions and interested groups, the appropriateness of the content of decision making, supervising and controlling, cooperating relations, the effect of policy, and the consistency. From the analysis of the effect and the goal of policy, we found $70.5\%$ of residents was against the policy and only $27.8\%$ consented. Considering the appropriateness of supervising and controlling in accordance with the process of the policy decision and its execution, the influence of local governments and institutions concerned enjoying comparatively more economic benefits was strong, however, the involvement of the residents and supervising and monitoring institutions were found negligible.

  • This article deals with the multiple alternative proposal of Venture Business policy. when Decision makers meet a very complex and important business to take a good choice. It might not be easy that we make a decision and accept the decision as an exact result of analysis at a complication and uncertain situation. This is the reason why the original research use Statistical Survey method and Visual Decision Making Process(VDMP) to improve decision analysis method. Therefore, Our research suggests that the VDMP utilized in the strategic decision making situation as a group decision adding tool, can be applied in the development of a process vision and implementation plan. as a result, researcher describe step by step the process of VDMP

A TQM case of Centralized Sequential Decision-making Problem

  • This paper considers that a public department under specialized TQM manpower constraints have to implement multiple total quality management (TQM) policies to promote its service performance (fundamental goal) by adopting a centralized sequential advancement strategy (CSAS). Under CSAS, the decision-makers (DMs) start off by focusing specialized TQM manpower on a single policy, then transfer the specialized TQM manpower to the next policy when the first policy reaches the predetermined implementation time limit (in terms of education and training). Suppose that each TQM policy has a different desirous education and training goal. When the desirous goals for all TQM policies are achieved, we say that the fundamental goal will be satisfied. Within the limitation of total implementation period of time for all policies, assume the desirous goals for all TQM policies cannot be achieved completely. Under this premise, the optimal implementation sequence for all TQM policies must be calculated to maximize the weighted achievement of the desirous goal. We call this optimization problem a TQM case of "centralized sequential decision-making problem (CSDMP)". The achievement of the desirous goal for each TQM policy is usually affected by the experience in prior implemented policies, which makes solving CSDMP quite difficult. As a result, this paper introduces the concepts of sequential effectiveness and path effectiveness. The structural properties are then studied to propose theoretical methods for solving CSDMP. Finally, a numerical example is proposed to demonstrate CSDMP′s usability.

Division of Labour in Risk Governance: Cases of Public Deliberation for Radioactive Waste Management in the UK and Korea (기술위험 거버넌스에서의 역할분담: 영국과 한국의 방사성폐기물 관리 공론화 사례)

  • In order to deal with uncertainty and conflicting interests in technological risk policy-making, various participatory decision-making models have been practiced. This participatory approach is an alterative to the traditional process of science and technology policy-making where scientific experts provide evidence and government officials make decisions. However, there still remain different opinions on who should play what kind of role in decision-making process. Therefore this paper examines the division of labour in the public deliberations for radioactive waste management policy carried out in the UK and Korea. It discusses the ways in which various actors are defined, and the rationales are employed for allocating actors to certain roles and participatory methods. In so doing, this paper unfolds the ways in which the participatory decision-making process for risk governance is delivered in real policy context. Similarities and differences revealed in the division of labour of two cases contribute to development of radioactive waste management policy and the policy instruments for risk governance.
