A Study on Teachers' perceptions and attitude toward students' piracy of digital contents (학생들의 디지털 콘텐츠 불법복제에 대한 교사들의 인식과 태도에 관한 연구)

  • This study focuses on a comprehensive set of potential determinants of teachers' attitude and efforts for preventing students' piracy of digital contents. The proposed model is based on the theory of reasoned action, developed by Ajzen and Fishbein. The model was tested using responses from 177 teachers. Partial least square method was used to analyze the results. The hypothesized model was largely supported by this analysis, and the overall results indicate that intention for preventing students' piracy of digital contents is mostly influenced by the attitude and the social influence. The perceived level of recognition as well as the punishment for digital contents piracy has also been found to have some direct and indirect impact on the intention. But, on the contrary to our expectation, the teachers' efficacy has no influence on either the attitude or intention. As a conclusion, the academic and practical implications of these findings are discussed.

  • In West Africa and Southeast Asia including Somalia, piracy attacks still take place that threaten safety of ships and the lifes of seafarers. In order to protect Korean flag ships and the seafarers on board from piracy attacks, the government of the Republic of Korea established the Act to Prevent Piracy Attacks on International Ships on Dec. 27, 2016. This act legally provides for the establishment of Maritime Security Operatives (MSO) on board ships navigating high risk areas to ensure security. Furthermore, mandated training for MSOs is required to prepare them to carry out their duties effectively. In this paper, a new training course for MSOs according to domestic law is suggested through analysis of IMO documents and the MSO training provided by foreign nations.

A Chunghae Unit Study on the NCO Effectiveness of Anti-piracy Operation (청해부대 대해적작전의 네트워크작전(NCO) 효과 사례연구)

  • In this paper, I have measured NCO(Network Centric Operation) Effectiveness of Anti-piracy Operation at the Chunghae Unit. For quantitative analysis, Network Centric Operations Conceptual Framework(U.S Office of Force Transformation) is applied. In accordance with the framework, the Chunghae unit anti-piracy operation scenario is analysed. The scenario is devided with two case(only voice communication and networking). The element of analysis be composed of the organic information, networking, share-ability, and individual information. As a result of analysis, the individual information of first case(only voice) gets 0.59 points. The other side, second case (networking) gets 1 points. This means that NCO has effect on the Chunghae Unit's mission. In addition, I stated the tactics advantage of NCO related a fighting power.

Copyright Issues in Nigeria: Analysis of Nigerian Copyright Commission Cases Between the Years 2008 - 2018

  • Nigeria Copyright Commission is saddled with the responsibility of ensuring adherence to the copyright law in Nigeria. However, it has been observed in the last decade that copyright right issue is still rampant in Nigeria. Therefore, this study analyzed cases that the Commission in involved in between years 2008 to 2018. The study adopted citation analysis. The study collected data from three selected law reports, which include Intellectual Property Law Reports, Nigerian Weekly Law Reports and Nigeria Law Intellectual Property Watch. It was found that Nigerian Law Intellectual Property Watch has the highest number of reports of cases involving Nigerian Copyright Commission while none was reported by Nigerian Weekly Law Reports. It was also found that most of the cases handled by the Commission were on copyright infringement. The study concludes that Nigerian Copyright Commission has been paying credible attention to issue that surrounds software infringement but there has been little attention paid to book piracy. Moreover, it was established that the poor attention given to book piracy may entrench the publication of pirated copy and would subsequently lead to poor library service provision at the long run.

Korean Firms' Intellectual Property Rights Protection Strategies to Deter Counterfeiting and Brand Piracy in Global Markets (한국기업의 해외시장에서의 위조상품 대응전략에 관한 연구)

  • Recently, there has been rapid and spectacular increase in world wide counterfeiting and other forms of piracy. According to the World Customs Organization(WCO), counterfeiting accounts for 5 to 7 percent of global merchandise trade, equivalent to lost sales of as much as US$512 billion last year. Also Korean firms' damages arising from the infringement of intellectual property rights in global markets, especially in China market, are increasing. However, the existing studies on the intellectual property rights(IRP) protection have mainly focused on legal protection. Because the law is often not the best defense against theft of intellectual property rights, we must develop more effective defensive weapons for protection of IRP. Given this troublesome trend, the intention of this paper is to discuss strategic and tactical efforts, including legal protection, that can serve as proactive measures to deter counterfeiting and thus to assure the protection of Korean firms' intellectual property rights.

선박조종시뮬레이터를 이용한 해적 대응훈련에 대하여

  • 2011년 1월 21일 새벽 대한민국 해군 청해부두는 "아던만의 여명"이라는 작전명으로 소말리아 해적에 납치되었던 M/T "삼호주얼리"호를 구출하였으며, 이 작전결과 피납선박 및 선원 21명을 구조하였으며 작전 중 선장이 부상을 입었으며 해적 8명을 사살하고 5명을 생포하는 전과를 올렸다. 한국해양수산연수원은 2011년도 도입한 Full-mission Shiphandling Simulaor(다기능 선박조종시뮬레이터)를 설치하면서 항행, 조종훈련 및 비상, 선교조직훈련 뿐 만 아니라 Offshore훈련과 Dynamic Positioning System Operator훈련, Ice Navigation훈련, 테러방지 훈련(Anti-Terror Training) 및 해적대항 훈련(Anti-Piracy Training) 등 Crisis Management훈련을 할 수 있는 기능을 추가하였으며, 특히, 테러방지 훈련(Anti-Terror Training) 및 해적대항 훈련(Anti-Piracy Training)에 대한 훈련과정을 소개하고자 한다.

Regulation and Its Tasks of Privately Contracted Armed Security Personnel on Board Ships Against Somali-based Piracy (소말리아 해적행위 대응을 위한 민간무장보안요원 승선의 규제 및 그 과제에 관한 연구)

  • The increased threat to commercial shipping by Somalia-based pirates has triggered an increased use of PMSC(Private Maritime Security Contractors). The use of PMSC to protect merchant ships against Somali-based piracy threat seems to have been most effective counter-piracy measures. However, there are various legal and practical questions around using PMSC and PCASP(Privately Contracted Armed Security Personnel) on board at sea. This paper aims to study the regulation and its problems of PMSC and PCASP on board to protect merchant ships against Somali-based piracy in the Indian Ocean and Gulf of Aden. In particular, this paper focuses on the legal issues including jurisdictional issues of PCASP on board merchant vessels, use of force by PCASP in self-defense, and authority for using PMSC. Currently, the legal framework relating to use of PMSC and PCASP on board protecting ships from Somali-based piracy is complex, sometimes ambiguous or inconsistent, and currently in a state of flux. Thus, this paper concludes that at this juncture an effort to coordinate this legal framework is necessary, as regards both the interpretation of existing rules related to PCASP on board merchant ships under UNCLOS(United Nations Convention on the Law of the Sea) and the creation of new rules. Also, this paper suggested that there is an urgent need to establish the PMSC-specific laws in Korea.

  • The wide use of digital media during the past few years, has led to an increase of digital piracy and tampering. To deal with these problems, the concept of digital fingerprinting has been introduced. Digital fingerprinting is an effective method to identify users who might try to redistribute multimedia content. In this paper, we propose new digital image fingerprinting techniques using watermark shifting scheme and concept of domain.

Integrative Analysis on Digital Piracy: Focused on Attitude, Personal Norm, and Habit (디지털 콘텐츠 불법복제 행동에 대한 통합적 분석: 태도, 개인규범, 습관을 중심으로)

  • The rapid development of information and communication technology has made it for people to pirate digital contents easily and quickly. Although many studies have investigated the underlying factors that lead to an individual engaging in digital piracy, few studies have provided holistic and integrative view on this issue. Therefore, this study attempts to build integrative research model based on theory of planned behavior (TPB), norm activation model (NAM), and habit. For this purpose, this study develops nine hypotheses that explain the relationship between attitude, personal norm, habit, and behavioral intention, and tests them with survey data collected from 337 participants. The results of this study show that attitude, perceived behavioral control, personal norm, and habit have impact on behavioral intention of digital piracy while subjective norm does not affect behavioral intention. This study contributes to expand existing studies by identifying the relationship between attitude, personal norm, habit and behavioral intention.
