An Empirical Analysis of the Crisis and Emergency Management Research Trend in the Field of Public Administration: 1987-2007 (한국 행정학에서의 위기관리 연구경향 실증분석: 1987년부터 2007년까지의 연구논문을 중심으로)

  • This article analyzed the crisis and emergency management research trend in the field of public administration in Korea from 1987 to 2007. The research purpose of this paper is to empirically evaluate the state of art in the crisis and emergency management research trend and explore research topics and methodology for future studies. According to empirical analysis, the main research results are as follows. First, almost all research papers over 80% have been written after 1998 and, especially, 67.6% of all papers have been published from 2003-2007. Second, recently lots of scholars are more interested in the problem solving prescriptive topics than normative and theory orientation. Third, in the Korean public administration, 74.6% of research papers which dealt with crisis, have investigated the disaster crisis including natural and man-made disasters, among conventional security crisis, disaster crisis, critical infrastructure crisis, and living safety crisis. Finally, so far, crisis and emergency management research trend in Korean public administration have consisted mainly of the papers with more descriptive approach and literature survey than empirical approach and survey research.

Ahn's Ilminism and the Qualifying Conditions of the Spontaneous Practical Philosophy (안호상의 일민주의 철학과 자생적 실천철학의 자격 조건)

  • In this article, I intend to try to suggest the more persuasive answer to the basic practical philosophical question 'Does Ilminism meet the qualifying conditions of the genuine spontaneous practical philosophy?' through various social philosophical arguments about it. For that purpose, I carry out the detailed work to examine critically main forms and mattes in the system of Ahn's Ilminsim focused on the three dimensions of the 'establishment', 'contents', and 'role' of theory. And based on the normative and practical philosophical judgement about the 'decisive' limits and problems that is revealed through such the work, the tentative answer which I propose in relation with that question whether Ilminism fully satisfies the qualifying conditions of spontaneous practical philosophy in its truest sense or not is 'No.' At this time, decisive limits and problems refer to fatal main factors which prevent Iminism from gaining the title as a practical philosophy in its truest sense.

Person-centered Approach to Organizational Commitment: Analyses of Korean Employees' Commitment Profiles (조직몰입에 대한 사람중심 접근: 국내 직장인들의 조직몰입 프로파일 분석)

  • Although there is a growing body of research on organizational commitment profiles based on a person-centered approach, it is not widely applied to the commitment research conducted by Korean organizational scholars yet. Therefore, in this paper, we introduced the concept and analytical methods, such as cluster analysis and latent profile analysis (LPA), of the person-centered approach. In addition, we also performed both cluster analysis and LPA to identify types of organizational commitment profiles of Korean employees based on the combination of affective, continuance and normative commitment on the sample from a range of different fields in South Korea (n = 349). Both analyses extracted two comparable sets of 6 commitment profiles. These six profiles were then contrasted with employee turnover intention. Finally, implications for commitment theory, practices and future research issues were discussed.

  • Amid the growing interest of researchers in unethical pro-organizational behavior in recent years, this study validated the effects of organizational identification on unethical pro-organizational behavior while also verifying the mediating effect of organizational commitment in the relationship between organizational identification and unethical pro-organizational behavior. Based on the theory of good deeds and literature review, the hypothesis was established and a survey was conducted on employees engaged in manufacturing in southern area company in Korea. Analysis shows that organizational identifications has a significant positive effect on organizational commitment, and that organizational commitment has a significant positive effect on unethical pro-organizational behavior. organizational commitment has also been shown to play a partial mediating role in the relationship between organizational identification and unethical pro-organizational behavior. Finally, we discussed the significance and direction of future research.

  • This research studies the specific cases of Ryusuke Hamaguchi's re-arrangement of the original novel Net emo Samite mo(2010) by Tomoka Shibasaki to his 2018 film Asako I&II. The study focuses on the difference that has been made between the original novel and the film, which occurred after Ryusuke adapted the novel's "Telling" to the film's "Showing." The presence of the passive protagonist and the repetitions are the elements that have been avoided from the traditional Screenwriting theory for a long. Instead of avoiding it, Ryusuke Hamaguchi inherits these traits of the original novel when re-arranging to his film. Despite the presence of a passive protagonist, Hamaguchi's method of adaption increases the attention of the audience by using the other tools of Hollywood's tradition: the use of goal and want of the protagonist. In addition, Hamaguchi's storytelling strategy captivates both the modern cinema audiences and the classical film audiences by creating a story, which both repetitive structure and normative narrative structure were applied.

International and National Legal Experience in Combating Corruption and the Influence of Information Policy on Improving the Implementation of Anti-Corruption Measures

  • The purpose of the study is to research the legal nature and essence of corrupt behavior, as well as the international and national legal aspects of the fight against corruption. The article discloses the relation between the factual results of the operation of anti-corruption normative and legal acts and the goals and objectives for which they were adopted. The effectiveness of the regulatory effect and quality of anti-corruption legislation is determined by the example of the Russian Federation. The article provides an analysis of theoretical aspects of the theory and history of the formation and development of anti-corruption legislation (on the example of Russia and some other countries, as well as international legal norms) giving several practical examples from foreign legislation demonstrating the structure of the system of government bodies battling against corrupt behavior (including its latent forms). The authors suggest that there is a need for a unified conception of information and propaganda support of state anti-corruption activities. This will make it possible to inform the population that the state is actively working to prevent corruption threats and to bring perpetrators to justice, as well as contribute to citizens' trust in the state policy in this area. At the same time, it is necessary to regularly inform the citizens about the provisions of the anti-corruption legislation, explaining the importance of their observance.

Beliefs of University Employees Leaving During a Fire Alarm: A Theory-based Belief Elicitation

  • Background: Despite workplaces having policies on fire evacuation, many employees still fail to evacuate when there is a fire alarm. The Reasoned Action Approach is designed to reveal the beliefs underlying people's behavioral decisions and thus suggests causal determinants to be addressed with interventions designed to facilitate behavior. This study is a uses a Reasoned Action Approach salient belief elicitation to identify university employees' perceived advantages/disadvantages, approvers/disapprovers, and facilitators/barriers toward them leaving the office building immediately the next time they hear a fire alarm at work. Methods: Employees at a large public United States Midwestern university completed an online cross-sectional survey. A descriptive analysis of the demographic and background variables was completed, and a six-step inductive content analysis of the open-ended responses was conducted to identify beliefs about leaving during a fire alarm. Results: Regarding consequence, participants perceived that immediately leaving during a fire alarm at work had more disadvantages than advantages, such as low risk perception. Regarding referents, supervisors and coworkers were significant approvers with intention to leave immediately. None of the perceived advantages were significant with intention. Participants listed access and risk perception as significant circumstances with the intention to evacuate immediately. Conclusion: Norms and risk perceptions are key determinants that may influence employees to evacuate immediately during a fire alarm at work. Normative-based and attitude-based interventions may prove effective in increasing the fire safety practices of employees.

On a "duality" of the Corps-actant structure in Misaeng: with Jang Geurae as the central figure (『미생』에 나타난 신체 행위소 구조의 이중성에 관한 고찰 - 장그래를 중심으로)

  • This paper attempts to "re-read" the webtoon Misaeng, which was once an important issue in the field of public discourse on "labor". Our hypothesis was that the dual actactial structure of Misaeng's hero Jang Geurae gave a dual structure to the entire text, which leads to the discovery of text meaning that was not mentioned in the existing discourse. This is based on the concept of 'meta-story character', which Hiroki Azuma talked in his postmodern literary theory. To verify this hypothesis we analyzed the text by applying the Parisian semiotics, more specifically J. Fontanille's theory. Jang Geurae is observed to be a actant of dual structure divided into 'character' of the enunciated level and 'player' of the enunciation level. Considering this characteristic of the hero, Misaeng can be interpreted as a metafiction that shows the 'shifting' between the subject of the enunciated level and the subject of the enunciation level. On the level of 'character' Jang's existence mode turns out to be "Deficiency (actualized)", but on the level of 'player' Jang 's existence mode turns out to be "Inanity(potentiallized)." His somatic responses also show a duality, which is represented by Fontanille's corps-actant model, where on the level of 'character' the somatic actant of Jang consists of 'Moi-chair(ego-flesh)' and 'Soi-idem(self-idem)', and on the level of 'player' it consists of 'Moi-chair(ego-flesh)' and 'Soi-ipse(self-ipse)'. The former mainly acts as a 'role' and takes charge of exteroceptive perception, while the latter mainly acts as 'attitude' and takes charge of interoceptive perception. Because of this dissociative nature of actant, Jang's two 'self' draw the re-adjustment of values without serious conflict between the collective norms and the individual identity. This is in sharp contrast with other characters who struggle with the conflict between the environment and "self". It becomes customary to adopt norms that are suspected to ineffective, but if you raise questions, the normative system can be updated. On one axis of Misaeng there are characters who have lost themselves in customs. On the other axis, there is Jang who can not help dismantling the existing ineffective norms and updating the normative system. Jang's existence mode seems to be one of many possible modes generated by this era where people share no longer solid community values, His actantial structure also communicates with readers of these days who put themselves more in subject of enunciation level than of enunciated level.

  • Many customers of individual countries are interested in overseas direct purchase. B2C is not limited in a domestic market anymore. There are giant online shopping sites such as Amazon and eBay around the world. Many local and overseas customers can access and purchase products via B2C sites. Market size of overseas direct purchase has been dramatically increased. Overseas direct purchase can be closely associated with trade or international commerce due to the massive increase. This study aims at gaining a better understanding of overseas direct purchase in the country-level not customer-level. Specifically, this study examines relationships between overseas direct purchase and customer determinants including openness, innovativeness, and strategic confirmity to normative institution. Also, moderating effect with external environments such as logistics infrastructure and market uncertainty. Relying on RBV, TCA, Institutional theory, and OSAM model, this study justifies how internal and external determinants can increase or decrease consumer awareness on overseas direct purchase.

Creative City and Creative Class: Conceptual Issues and Critiques (창조도시와 창조계급: 개념적 논제들과 비판)

  • The theory of creative city can be seen as one that reflects a relationship between recent change of economic environment and socio-spatial reconstruction in the so-called 'cultural turn' to deindustrialization. This paper considers approaching methods to knowledge-based economy or cultural economy as a context of development of theory of creative city, and suggests types of conceptualization of creative city. Then it reviews creative perspectives which can be found in recent domestic and oversea research trends on creative city, especially relating its nature with neoliberalism. Finally this paper discusses critically the concept of creative class as a social constitution of creativity or creative economy, and that of creative city as its spatial constitution. The concept of creative class can be criticized in terms of ambiguity of the concept of class, class-biased and economy-privileged idea, market valorization of culture, individualization against community, normalization of flexible labor market, and uncertainty of economic success of creative city. The concept of creative city can be criticized in terms of limitation of interests to city, ignorance of national and global dimensions, decontextual normative vision, legitimation of neoliberal city, lack of proof of causality between creative class and economic success, polarization of within and between cities.
