This study analyzed vegetation structure of natural monuments Koelreuteria paniculata community in search of a conservation and management plan. Plant sociological analysis of Koelreuteria paniculata community indicates that it can be classified into Achyranthes japonica subcommunity and Rhodotypos scandens subcommunity and Trachelospermum asiaticum var. intermedium subcommunity. While Koelreuteria paniculata community of Ahnmyeondo is composed of sub tree layer and herb layer, those of Pohang and Wando are composed of tree layer, Sub tree layer, shrub layer, herb layer. The results of tree vitality analysis showed that those in Ahnmyeondo appeared to be relatively low when compared to those in Pohang and Wando-gun. This can be understood in two different aspects: disease and insects vulnerability due to a relatively simple structure and lack of competitive species, and decreased vitality / natural branch losses due to crown competition arising from high density. The result of soil characteristics analysis showed that soil texture, soil pH, organic matter, $p_2O_5$, exchange positive ion were sufficient for tree growth while total nitrogen was not, so that discretion would be needed for fertilizer application. As there were damages of disease and inscet, but only for 10~15% of the entire area; it still requires consistent preconsideration. The study suggests the management methods for preservation of Koelreuteria paniculata community. First, securing designated areas is necessary in order to minimize environment deterioration due to surrounding development. Especially, for sections with decreased areas, expansion of designated areas through land purchase should also be considered. Second, artificial interference may affect the livestock. Therefore, monitoring of artificial interference is necessary, based on which protection projects must be conducted. Third, from analysis of young plants which influence the maintenance mechanisms of Koelreuteria paniculata community, a decrease compared to the prior year was observed; investigation is needed. Therefore, an active management policy through status examination of livestock such as germination and young plants is necessary.

This study analyzed the Planting Prototype of Haengdan(杏壇)is the One of the traditional planting techniques and the value of natural monument plant and derived the value of the ginkgo tree in Sejong-ri as a natural monument. The results are as follows; First, ginkgo trees have high environmental adaptability, practicality and visual value. There were also many ginkgo trees that were deeply related to Confucian and Buddhist ideas. Ginkgo trees accounted for the largest portion of the number of old tree designated as natural monuments in recognition of their value. Second, after analyzing the historical and cultural values of ginkgo trees, ginkgo trees became the place of gardens and buildings by symbolizing Confucius(孔子)' Confucian ideas. In Buddhism, it was related to the creation of temples or the achievements of ancient monks. The people had a symbol of the prosperity of their offspring and the succession of the family. Third, in 1024 gongdobo, the grandson of Confucius, rebuilt the shrine, installed the platform in the central position and planted ginkgo trees. It originated from what he called "the "haengdan(杏壇)." The tree was then recorded as "heungheang(紅杏)" which was written by Wang Jae-jin's poetry during the Ming Dynasty. Thus it was misused as apricot tree. The cause of this is due to the same kanji reading. or it can be seen as influence on the taoism. But Korea has been sticking to the use of the first ginkgo trees. Forth, biologically, the Sejong-ri ginkgo tree is characterized by the composition of a pair of male trees. The landscape is contrasted with the twisted male tree and vertical female trees. In addition, in terms of authenticity and integrity, the relationship between Admiral Im, Nan-Su(林蘭秀) of the Goryeo Dynasty and the ginkgo tree is found in various literature.

The traditional village forests called Dangsan forest and Bibo forest in Korea represent unique cultural landscape with a history of more than several hundred years. The Natural Monument # 405 named 'Roadside forest in Sachon-ri, Uiseong' was established by the ancestors who settled in the village about six hundred years ago. The Dangsan ritual had been held in the forest and the ritual started to be held at a shrine since early 1700's. Although the place where Dangsan ritual was held has been transferred from forest to outside forest, the status of Dangsan forest was not changed. The forest has not been known as a Dangsan forest. Instead, it has been known as a Bibo forest with a name meaning roadside forest. It is our duty to hand historic monuments on in full richness of their authenticity. No new construction, demolition or modification which would alter the mass and colour must be allowed. Furthermore, every means must be taken to facilitate the preservation of the monument and to reveal it without distorting its meaning. The 'Roadside forest in Sachon-ri, Uiseong' is a deciduous forest composed of Quercus aliena, Quercus acutissima, and Sophora japonica, with a size of $920{\times}90m$ at the side of a stream. An old Sophora japonica tree known as a scholar tree indicates that this forest is related to confucianism. The name 'Roadside forest in Sachon-ri, Uiseong' does not seem to be correct. In fact, the traditional village forest in Sachon-ri was a riparian buffer. The 'Roadside forest in Sachon-ri, Uiseong' need to be changed to 'Dangsan forest in Sachon-ri, Uiseong'. With a correction on name and authenticity restored, the value of cultural heritage in Sachon-ri would be recognized effectively.

In this study, we evaluated the slope stability of the Pohang Daljeon-ri columnar joint (Natural Monuments # 415) and calculated the maximum energy, jumping height and moving distance of rockfalls using a simulation. Based on the results, we established the range of rockfall risk. The slopes of the Pohang Daljeon-ri columnar joint have dip directions of 93.79°, 131.99°, 165.54° and 259.84° from left (SW) to right (NE). Furthermore, they have a fan-like shape. The Pohang Daljeon-ri columnar joints are divided into four sections depending on the dip direction. The measurement results of the discontinuous face show that zone 1 is 125, zone 2 is 261, zone 3 is 262, zone 4 is 43. The results of slope stability analyses for each section using a stereographic projection method correspond to the range of planar and toppling failure. Although it is difficult to diagnose the type of failure, risk evaluation of currently falling rocks requires further focus. The maximum movement distance of a rockfall in the simulation was approximately 66 m and the rockfall risk range was the entire area under slope. In addition, it is difficult to forecast where a rock will fall as it rolls in various directions due to topographic factors. Thus, the installation of measures to prevent falling is suggested to secure the stability based on the results of the rockfall simulations and its probabilistic analysis.

The objectives of this study are to investigate the natural heritage and scientific value of various geosites on Udo Island, and to evaluate the sites as natural monuments and as world natural heritage properties. Udo Island includes a variety of geoheritage sites. Various land forms formed during the formation of the Someori Oreum formed by phreatomagmatic eruptions. The essential elements for the formation of Udo Island are the tuff cone, overflowing lava and overlying redeposited tuff sediments. Various coastal land forms are also present. About 6,000 years B.C., when sea-level rose close to its present level due to deglaciation since the Last Glacial Maximum, carbonate sediments have been formed and deposited in shallow marine environment surrounding Udo Island. In particular, the very shallow broad shelf between Udo Island and Jeju Island, less than 20 m in water depth, has provided perfect conditions for the formation of rhodoids. Significant amounts of rhodoids are now forming in this area. Occasional transport of these rhodoids by typhoons has produced unique beach deposits which are entirely composed of rhodoids. Additional features are the Hagosudong Beach with its white carbonate sands, the Geommeole Beach with its black tuffaceous sands and Tolkani Beach with its basalt cobbles and boulders. Near Hagosudong Beach, wind-blown sands in the past produced carbonate sand dunes. On the northern part of the island, special carbonate sediments are present, due to their formation by composite processes such as beach-forming process and transportation by typhoons. The development of several sea caves is another feature of Udo Island, formed by waves and typhoon erosion within tuffaceous sedimentary rocks. In particular, one sea cave found at a depth of 10 m is very special because it indicates past sea-level fluctuations. Shell mounds in Udo Island may well represent the mixed heritage feature on this island. The most valuable geoheritage sites investigated around Udo Isalnd are rhodoid depostis on beaches and in shallow seas, and Someori Oreum composed of volcanoclastic deposits and basalt lava. Beach and shallow marine sediments, composed only of rhodoids, appear to be very rare in the world. Also, the natural heritage value of the Someori Oreum is outstanding, together with other phreatomagmatic tuff cones such as Suwolbong, Songaksan and Yongmeori. Consequently, the rhodoid deposits and the Someori Oreum are worth being nominated for UNESCO World Natural Heritage status. The designation of Someori Oreum as a Natural Monument should be a prerequisite for this procedure.
The Conservation Decree of the Chosun Treasures Historic and Natural Monuments (hereinafter referred to as the Conservation Decree), which was enacted during the Japanese colonial period, was preserved in accordance with the provisions of article No. 100 of the constitutional law. However, legislative attempts were made to replace the Conservation Decree during the US military administration and early Korean Government. The first attempt was about the National Treasures Historic and Natural Monuments which were brought in by the Legislative Assembly of South Chosun (1947) during the US military administration. The second was a bill by the government for preservation of historical interests (1950), which was submitted to the National Assembly on March 15, 1950 (the so-called Preservation Act (1950)). These two bills were amended and supplemented on the basis of the existing contents of the Conservation Decree. Afterwards, from 1952 to 1960, the legislation of the Cultural Heritage Protection Act (1959) and the Cultural Heritage Bill (1960) were subsequently introduced and enacted. The government's attempt to enact such a cultural property bill was aimed at the legislature to replace the preservation order system that had been in effect since the Japanese colonial period. However, due to the political situation at the time, these laws did not reach final legislation. In October 1960, the government enacted the Regulations for the Preservation of Cultural Property, which was an administrative edict that was promulgated and enacted in November. This was the first official cultural property decree introduced by the Korean government. With the enactment and promulgation of the Cultural Heritage Protection Act in January 1962, Korea's judicial cultural property legislation was established, based on the Korean government's unremitting efforts and experience in legislation of cultural property. In that context, the Cultural Heritage Protection Act is a historical product. The Cultural Heritage Protection Act, which was enacted in 1962, is known to emulate or transplant Japan's Cultural Heritage Protection Act (1950). It was not fully recognized that it was an extension of the Korean government's legislative process of cultural property during the period of 1945-1960. Therefore, it is important to examine the legislative process of cultural property from 1945 to 1960 to understand the background of enacting the Cultural Heritage Protection Act in 1962 along with the establishment of the Korean Cultural Property Law.
This study was conducted in order to provide essential data and relevant management proposal to conserve and maintain big and old trees in a rational way. For the field survey, 77 big and old trees preserved by the laws in Chollabuk-do, Korea were investigated. The study results are summarized as follows : 1. To conserve and manage big and old trees, the valuable trees have been designated as natural monument trees and protection-needed trees. There are 141 individuals of 37 species designated as natural monuments and 10,049 individuals of 102 species designated as protection-needed trees. 2. Management budget for natural monument trees was devoted at 70% from the national expenditure, but that for protection-needed trees was devoted at 98% from the local expenditure. 3. Standardized sign boards and sign stones for natural monument trees were well placed and other protection facilities such as fences, branch supports and branch holdings were established. On the other hand, management of protection-needed trees was deficient overall. 4. Problems for designation process and management of protection-needed trees could include items such as insufficient management budget, various development activities, land ownership, misjudgement of tree age and species identification, unsatisfaction of sign board placement, insufficient surgery for damaged trees, pavement around tree root system and environmental pollution around the trees. 5. In order to improve the existing management methods of big and old trees, the following schemes were suggested : the development of practical criteria for natural monument and protection-needed trees, nationwide surveys of big and old tree resources, the security of national budget, securing sufficient spaces for the tree growth, specialization of management systems, extended practices of tree form management, establishment of permanent standard signs and consideration of opinions of village residents.
The Democratic People's Republic of Korea did not have direct legislation on natural environmental conservation until the early 1970s when the regime was still in the early stage. The Law on Land was enacted in 1977 to provide the legal basis for protecting the natural environment, including land protection, protection zones, and forest formation and protection. The enactment of the Law on Environmental Protection in 1986 made progress on environmental conservation in the DPRK. The constitutional amendment in 1992 stipulated "the preservation and creation of the natural environment as the responsibility of the state." Based on the Framework Law on Environmental Protection, subordinate statutes in various fields were enacted after the1990s. While the committee designated and managed the protected zones in the early days, the Framework Law on Environmental Protection established the ground for the designation of legally protected areas, and the Law on Protection of Scenic Spots and Natural Monuments enacted in 1995, and the Law on Environmental Protection enacted in 2009 provided the details. Furthermore, the types of nature reserves include biosphere reserves, primeval forest reserves, animal reserves, plant reserves, and scenic reserves. The 2nd National Biodiversity Strategy and Action Plan established in 2007 based on the Convention on Biological Diversity(CBD) stated 326 protected zones in the DPRK. However, the 2018 United Nations list of Protected Areas shows only 31 registered zones, indicating the need to establish basic information on protected areas in DPRK. This study can provide basic information for a better understanding of the nature conservation system in the DPRK. Considering that environmental protection activities such as protection of endangered species and recovery of environmental pollution are subject to exceptions under the current sanctions against North Korea (UN Security Council, the United States), it will be possible to contribute to identifying possible inter-Korean cooperation projects in the field of the natural environment.
Inorganic binders were studied in order to apply a conservation material for stone monument. A pure inorganic binder and 3 species of inorganic binder which contain additives on the basis of a pure inorganic binder were selected as test samples. Through the application of inorganic binders on Geochang granite investigate their influences on stone. pH 4.0 and 5.6 acid solution, respectively were manufactured on the basis of the acidity of domestic rainfall. Alkaline water with pH 8.0 and deionized water with pH 6.85 were prepared as control group. Changes in weights of inorganic binders were not definite according to the acidity of water while weight losses in inorganic binder type were greater after reaction with the water. The compressive strengths of pure inorganic binder was largest before the test but its decrease rate were larger after reaction with the water. Water absorption rate of inorganic binders are 6.72 to $12.44kg/m^2{\cdot}t^{1/2}$ after reaction with the water. Such high absorption was considered that it forced water to move deep into inorganic binder and made the components of inorganic binder dissolve. Acidities of the water of pH 4.0, 5.6, 6.85 and 8.0, respectively were changed to pH 9.0-10.0 after reaction with the inorganic binders. Ion concentrations in the water changed after reaction with the inorganic binders and $Mg^{2+}$, and $K^+$ significantly increased, dissolved from the binder. The high concentration of ions detected showed that the binder reacted with water and formed white salts with high solubility such as $MgSO_4{\cdot}nH_2O$, $KNO_3$. Ion concentrations significantly decreased from the binder after treatment with consolidant and water repellent.

This study is designed to deduce an implication for an effective implementation of the Special Act for Conservation, Management and Utilization of World Heritage in Korea which was legislated in February, 2020. To draw an implication, which is regarded as highly valuable for preparing for the implementation of the act, several case studies were performed focusing on four World Natural Heritage sites in Japan, and the result is as follows. First, it is enormously crucial for the central administration agencies and the local government to have a system through which they communicate one another regularly. All the target areas in Japan consist of three national parks and a prefectural park with natural monuments, and the national forest covers a tremendously large proportion of the areas. The Japanese central agencies including Ministry of the Environment, Forestry Agency and Agency for Cultural Affairs have communication with the local government through a system named Regional Liaison Committee in order to manage the sites effectively. Also, in the case of Japan, de facto administrating agencies involving non-profit organizations and the tourism association also participate in the regular conferences to communicate. Second, a specific committee consisting of academic advisers is strongly needed. In the case of Japan, Scientific Committee provides academic grounds for the management plan established by the members of Regional Liaison Committee, and an active system which allows the members to organize consultative committees and subcommittees has been established. Scientific Committee plays an important role in preventing the local government, which tends to manage the world natural heritage in more economically profitable ways, from damaging the environment of the site. The establishment of this type of committee is thought to be extremely desirable because the World Natural Heritage requires comprehensive and sustainable management plans on the ecosystem. Third, establishment of comprehensive management plan based on continuous monitoring on the environment and detailed action plan is exceedingly needed. To sum up, it is vital to establish a management plan considering environmental aspect, and detailed guidelines, which help execute the plan both properly and effectively, are required for systematic and sustainable management.

② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
