우리나라는 전자금융거래시 공인인증서를 사용하도록 법으로 규정되어 있다. 그러나 공인인증서는 윈도우 운영체제의 인터넷 익스플로러 환경에서 사용되는 액티브X에 기반하고 있어 다른 웹브라우저에서는 사용하기 어려운 문제가 있고 따라서 다양한 인증기술의 개발에 저해요소가 되며 관련산업 발전에도 지장을 주고 있다. 또 공인인증서는 사용자 PC나 USB에 파일로 저장되기 때문에 유출될 수 있는 안전성 문제도 가지고 있다. 이에 정부에서는 공인인증서 의무사용 규제를 완화하여 다른 인증기술을 사용할 수 있는 길을 열어 놓았으나 승인받은 대체기술이 없어 사용하지 못하고 있고 국회에는 공인인증서 폐지를 골자로 하는 관련법 개정안이 제출되어 있다. 개정안은 관련업계의 이해타산과 역학구도에 따라 찬반양론이 팽팽히 맞서는 가운데 9월 정기국회에서 통과여부가 결정나게 된다. 본 논문에서는 공인인증서 의무사용 규제완화에 대한 논란에 대해서 알아보고 개선방안을 모색해본다.

The purpose of this study is to make profits and enhance national competitiveness through the globalization of Korean food. For this purpose, this study analyzed the certificate of qualification for Korean cooking technicians in the field of technical cooking. The results of presenting the perception, motivation for acquisition, and improvement measures of the Korean cooking certificate are as follows. First, as for the perception, if Korean cooking technicians acquire the certificate, they are acknowledged to acquire the qualifications and basic technology as licensed cooks in Korean food; however, they cannot practically execute cooking affairs. They cannot receive additional marks in time of employment. Getting the special education in cooking schools is helpful to acquiring the certificate. Second, the motivation for acquisition results from its advantage over other types of business, and a hope for running Korean food restaurants. Third, the improvement measures cover changing examination contents to be utilized in practical affairs, improving cooking methods, fair evaluation, and considering excessive technicians not to depreciate the value of the certificate.

본 연구대상은 S지역을 중심으로 헤어 국가기술자격증 취득자 미용인 남·여 118명을 대상으로 2021년 6월 28일부터 7월 11일까지 설문조사를 실시하였고, SPSS.WIN 22.0 프로그램을 이용하였다. 헤어 국가기술자격증에 대한 인식이 직무활용성 및 자격증취득 만족도에 미치는 영향, 헤어살롱 현장에서의 직무활용성이 자격증취득 만족도에 미치는 영향을 알아보고자 한다. 첫째, 헤어 국가기술자격증에 대한 인식의 필요성, 효용성이 직무활용성에 영향을 미치는 것으로 나타났다. 둘째, 헤어 국가기술자격증에 대한 인식의 필요성, 효용성이 자격증취득 만족도에 영향을 미치는 것으로 조사되었다. 셋째, 헤어 국가기술자격증의 직무활용성이 자격증취득 만족도에 영향을 미치는 것으로 파악되었다. 연구결과 현장에 투입될 수 있는 요건을 갖추게 해주며, 헤어살롱 현장에서 활용성이 자격증 취득만족도에 미치는 영향으로 중요함을 알 수 있다. 이와 같은 결론을 바탕으로 연구의 제한점을 고려하여 후속 연구를 위한 제언을 하면 다음과 같다. 본 연구 연구에 참여한 헤어 국가기술자격증 취득자 미용인이 S지역으로 한정되었다는 점이다. 추후 표본 집단의 규모와 지역을 다양하게 확대하여 전반적으로 폭 넓은 연구가 반영되어야 필요성이 있다.

본 연구는 NCS기반 음료자격증교육만족도가 전공만족도 및 취업준비행동에 어떠한 영향을 미치는지를 분석하여 개선방안을 제시하고자 실시하였다. 연구대상자는 수도권에 위치한 호텔관광전공 학생들을 대상으로 2018년 5월1일부터 6월30일까지 설문조사를 실시하여 총 300부 중 271부를 분석에 사용하였다. 연구결과 본 연구에서 설정한 가설은 모두 유의적인 정(+)의 영향을 미치는 것으로 분석되었으며, 특히 '교육과정', '담당교수', '자격증의 효용성', '자격증 유형', '교수만족도', '전공교수'의 항목에서 중요한 영향을 미치는 결과가 도출되었다. 이에 호텔관광계열학과에서 음료자격증 교육프로그램 운영 시 위의 항목을 우선시 하여 학생들의 만족도를 높이는 교육프로그램이 운영되어야 할 것이다. 또한 음료자격증은 취업준비와 전공만족도에도 중요한 영향을 미치는 만큼 학생지도에 있어 전략으로 활용하여 학과의 만족도와 취업률 향상에 일조하는 방향으로 운영되어야 한다.

본 연구는 미용사(메이크업) 국가기술자격증 응시 경험자 및 취득자 220명을 대상으로 자격증 취득을 위한 교육인식 하위요인(필요성, 효용성, 가치, 비용, 적절성)이 현장활용성 및 만족도에 미치는 영향과 각 요인간의 상관관계를 분석하였다. 메이크업자격증 실기 과정 중 활용도 높은 종목은 뷰티메이크업으로 선택하였다. 자격증 교육인식에서 필요성이 높게 나타났고 비용, 연간 시험 횟수에 대한 인식이 낮게 나타나 개선이 필요한 것을 알 수 있었다. 현장활용성에서 뷰티메이크업 활용을 높게 인식하였고 자격증 취득에 대해서 높게 만족하였으며 급여에 대해서는 낮게 인식되었다. 국가기술자격증 교육인식 하위요인 중 필요성, 비용, 적절성이 현장활용성과 만족도에 유의한 정(+)의 영향을 미쳤고 그 중 적절성이 현장활용성에, 비용이 만족도에 가장 큰 영향을 미치는 것으로 나타났다. 따라서 메이크업 자격증 분야의 세분화 및 전문화와 취득을 위한 비용 절감 및 활용성이 높은 이론 및 테크닉 개선을 위한 노력이 필요하다.

To resolve difficulties of export process and strengthen competitiveness, Korea National Food Safety Certificate (K-NFSC), a comprehensive food safety support system, has been promoted to introduction. K-NFSC is at a developmental stage where the government certifies the safety of exported K-foods by developing Korean certification system based on HACCP and food safety management added for international use, and provides consulting on regulations of customs clearance and safety test analysis of food intended for export. To apply for the Global Food Safety Initiative (GFSI) technical equivalence in 2022, developmental direction of Korean certification system is set referring to FSSC22000. If selected as participants of an export supporting project, regulatory information such as customs clearance procedures and food labeling will be provided. In addition, the results of safety test analysis will be certified to help export products pass customs entry. K-NFSC is expected to support K-food exports and be growth engine for K-food industry.

현대사회의 미용은 예술과 과학이 융합적으로 접목된 전문 직종으로서 이, 미용인으로 입문하기 위하여 국가기술 자격증 취득은 일상적 통관 절차이다. 또한 예비 미용인이 선호하는 이, 미용 국가기술 자격증과 취업 분야에 대한 객관적 자료 제시가 필요한 시점이기 때문에 미래 미용산업에서 성공을 설계하는 뷰티아카데미 수강생들이 선호하는 이, 미용 국가기술 자격증에 대한 인식과 동향을 다각도 분석하였다. 분석 결과 선호하는 국가기술 자격증과 희망하는 취업 분야는 매우 높은 상관성을 보였으며 남성, 젊은 연령층, 미혼자, 학생층에서는 개인의 적성과 흥미를 우선순위로 선택한 반면 30대 이상, 기혼자나 이혼자, 자영업자, 회사원, 주부에서는 취업 전망의 선택 비율이 월등히 높았다. 본 연구를 통해 미용 인재의 본질적 성향과 발전 방향에 대한 모색을 도모할 수 있으며, 향후 국가기술 자격증 교육에 대한 바람직한 연구개발의 방향을 설정하고 뷰티아카데미 시장의 활성화에도 크게 기여하리라 사료한다.

With the development of networking technology, it has become common to use various types of network services to replace physical ones. Among all such services, electronic voting is one example that tends to be popularized in many countries. However, due to certain concerns regarding information security, traditional paper voting mechanisms are still widely adopted in large-scale elections. This study utilizes blockchain technology to design a novel electronic voting mechanism. Relying on the transparency, decentralization, and verifiability of the blockchain, it becomes possible to remove the reliance on trusted third parties and also to enhance the level of trust of voters in the mechanism. Besides, the mechanism of blind signature with its complexity as difficult as solving an elliptic curve discrete logarithmic problem is adopted to strengthen the features related to the security of electronic voting. Last but not least, the mechanism of self-certification is incorporated to substitute the centralized certificate authority. Therefore, the voters can generate the public/private keys by themselves to mitigate the possible risks of impersonation by the certificate authority (i.e., a trusted third party). The BAN logic analysis and the investigation for several key security features are conducted to verify that such a design is sufficiently secure. Since it is expected to raise the level of trust of voters in electronic voting, extra costs for re-verifying the results due to distrust will therefore be reduced.

Small boat operator's certificate of competency took up 39.0% of total license holders and required for at least 19,000 boats in 2013, was proposed the improvement items by reviewing the acts and criteria related to the current test and analyzed the questions of set at examinations. About 31% of questions of the current written test are unsuitable for the target boat and operational knowledge of the operator. It is appropriate that the subject categorization criteria and contents of the subjects will be improved to include practical details related to safe ship operation, and the number of questions increased according to each subject category in amended examination after January 1st, 2017. The interview test should be improved so that the questions can be forwarded in a clear manner through formulation of practical problems, photos, etc. considering the real situations such as high age/low education status of testee and it is necessary to lengthen the interview time per testee. The test and interview personnel should consist of a human resource pool with experience in small boat operator training and workers of related areas familiar with field terminology. Furthermore, the test should be divided into small boats of 2 to 5 tons and those exceeding 5 tons according to the tonnage of small boats.
