Opportunities and Limitations of the Establishment of Institutional Capacity for the Formation of a Regional Industrial Cluster: A Case Study of the IT Industry in Chun-Cheon City (지역 산업클러스터 형성을 위한 제도적 역량 구축의 가능성과 한계: 춘천시 IT산업을 사례로)

  • The aim of this paper is to explore opportunities and limitations of the top-down approach to build institutional performance by analyzing the process of local government-led cluster's initiatives. In doing so, this paper investigates processes of the design and implementation of cluster's policy as well as firms' innovative capacities. As the result, it reveals the fallacy of the local government's policy in planning industrial clusters, the inconsistence of cluster initiatives due to changes of regional vision providers, weakness of innovative performance of IT firms supported by the local government in the region. It should be concluded that Chun-cheon City did not succeed in accumulating institutional capabilities which were crucial to implement a cluster initiative.

  • In this research, we analyzed the research and development process of small and medium enterprises, and diagnosed the problem of the research and development process of domestic small and medium enterprises, and evaluated the influence of innovative ability on the speed of research and development and corporate performance. In evaluating these effects, it is possible to grasp the direction of power generation according to the type of analysis, taking into account the meltdown factor of factors related to innovative capabilities. The main purpose of this research is to confirm the influence on the speed of research and development according to the innovative capacity and business environment and to verify the reliability and validity of the research by Klumbach alpha Was used. In this research, we analyzed how the speed of R & D affects R & D activities, it is a research aimed at the necessity of a resource-based approach to the internal capacity of a company, Have a valuable value. Based on the influence on the company, each factor is a research that analyzed the influence on R & D and financial indicators through maintaining company's development level, Research that has practical value that can base on the development of R & D capacity on corporate strategy formulation.

7-Dimensional Telescope (7DT) for multi-messenger astronomy

  • The 7-dimensional Telescope (7DT) is an innovative multiple telescope system that can perform a rapid identification of optical counterparts of gravitational-wave (GW) sources and a wide variety of other astronomical projects. This telescope is being developed as a part of the recently approved National Challenge program, the GW Universe project, with a full operation planned at the end of 2023. The word 7-dimension stands for x, y, z positions, the radial velocity, the time, the wavelength, and the flux of astronomical sources, implying the telescope's capability of performing time-series wide-field, IFU-type spectroscopic observations. The 7DT is composed of about twenty 0.5-m wide-field telescopes, and it can obtain spectral-imaging data at 40 different wavelengths to the depth of 20 AB mag with 3 min exposure for a given epoch. In this talk, we will introduce the telescope system, and outline its scientific capabilities with an emphasis on multi-messenger astronomy and a few other key science topics.

A Novel Method to Estimate Heart Rate from ECG

  • Heart rate variability (HRV) in electrocardiogram (ECG) is an important index for understanding the health status of heart and the autonomic nervous system. Most HRV analysis approaches are based on the proper heart rate (HR) data. Estimation of heart rate is thus a key process in the HRV study. In this paper, we report an innovative method to estimate the heart rate. This method is mainly based on the concept of periodicity transform (PT) and instantaneous period (IP) estimate. The method presented is accordingly called the "PT-IP method." It does not require ECG R-wave detection and thus possesses robust noise-immune capability. While the noise contamination, ECG time-varying morphology, and subjects' physiological variations make the R-wave detection a difficult task, this method can help us effectively estimate HR for medical research and clinical diagnosis. The results of estimating HR from empirical ECG data verify the efficacy and reliability of the proposed method.

  • Purpose: The purpose of this study is to introduce the development trend of international standard in the innovative management system and propose the application method of the standard for SME certification system. Methods: This study is based on literature studies and case studies considering the initial stage of development of standards as well as lack of domestic and international research examples. In the literature review, we focused on the characteristics of the innovation management system standards at the national, regional and global level. We examined case studies of Spain and Portugal as case studies. Besides, the evaluation items and certification status of domestic innovative SMEs certification were also searched to find out how to introduce them in Korea. Results: The results of this study can be summarized in three major points. First, new international standards of innovation management are being developed under the ISO management system standard and are currently in the DIS stage. Second, in the case of Spain adopting the national innovation management system standard, it has been reported that the innovation management system standard has a significant effect on the innovation ability and management performance. Third, it was not easy to establish a standardized innovation process between the innovation based on creativity and the standardized based product. The Oslo manual was not enough to provide enough guidance in this area. Conclusion: Companies that want to strengthen their organizational innovation capabilities from a management system point of view and Policymakers that want to plan the upgrading and integrated certification operating system of the domestic innovation SME certification need to consider the ISO 50500 series as a global level standard other than the Oslo manual.

  • This study attempts to empirically analyzes whether the establishment of a company-affiliated research institute affects corporate performance and innovation-oriented enterprises, and suggests implications for policy establishment. Logistic regression analysis was used to analyze if the establishment of an affiliated research institute and internal competency variables affect innovation and innovative performance-type companies. As a result, the establishment of an affiliated research institute was found to have a positive effect on the probability of belonging to an innovation-oriented company group, and it was found that it had a significant effect on business performance. In particular, there was significant effect on the production capability among internal competencies and the inclusion of innovative business groups is analyzed to have a mediating effect. Based on the research, the policy directions for encouraging the establishment of an affiliated research institute of small and medium-sized enterprises and revitalizing the research institute were suggested, and limitations and future research directions were suggested.

  • Many companies are trying to acquire innovative technologies and relevant knowledge by sending R&D work overseas. Although recent research has been focusing on the aspects that motivate MNCs to establish offshore R&D facilities, such as cost reduction and market expansion, little is known about external or circumstantial factors influencing the performance of global R&D activities. Searching for enhancers of offshore R&D facilities, we investigated the relationships between the performance of offshore R&D and the technological capabilities of a parent company, its home country, and its R&D hosting country. Both patent data of ED and the ED R&D scoreboard of 134 overseas R&D labs from 46 MNCs, dating from the period of 2003 to 2005, are used in the analysis. The same time period is applied in calculating the RTA of each country. Regression analysis results support our main hypothesis that the technological capabilities of the parent company and the hosting country positively affect the performance of overseas R&D.

Design and construction of fluid-to-fluid scaled-down small modular reactor platform: As a testbed for the nuclear-based hydrogen production

  • This paper presents the construction results and design of the UNIST Reactor Innovation platform for small modular reactors as a versatile testbed for exploring innovative technologies. The platform uses simulant fluids to simulate the thermal-hydraulic behavior of a reference small modular reactor design, allowing for cost-effective design modifications. Scaling analysis results for single and two-phase natural circulation flows are outlined based on the three-level scaling methodology. The platform's capability to simulate natural circulation behavior was validated through performance calculations using the 1-D system thermal-hydraulic code-based calculation. The strategies for evaluating cutting-edge technologies, such as the integration of a solid oxide electrolysis cell for hydrogen production into a small modular reactor, are presented. To overcome experimental limitations, the hardware-in-the-loop technique is proposed as an alternative, enabling real-time simulation of physical phenomena that cannot be implemented within the experimental facility's hardware. Overall, the proposed versatile innovation platform is expected to provide valuable insights for advancing research in the field of small modular reactors and nuclear-based hydrogen production.

Critical Success Factors of Large Design-Build Projects in Vietnam

  • Design-build (D&B) has been broadly perceived as an effective project delivery method and become popular in the world. However, the implementation process of this innovative procurement method in Vietnam encounters difficulties due mainly to unfamiliarity and inexperience with the approach. Critical success factors (CSFs) which could be used to enhance the project execution are useful to practitioners in Vietnam if identified. A questionnaire survey was employed to identify CSFs of D&B projects in Vietnam. Parties' competence, especially financial capability, and contract documentation are the most important factors significantly affecting project success. It was also shown that the perspectives of two principal parties in D&B projects on the CSFs are statistically correlated. The identified CSFs were then validated with some various D&B projects. The execution results of CSFs' were compared with the projects' performance measured try key performance indicators (KPIs). The most important success factors of this study were also compared with other countries'. The validation and comparison results provide project participants with some useful information to perform D&B projects better. Practitioners should well perform the identified CSFs to enhance the chance of the success of D&B projects in Vietnam. The findings of this study are useful not only to Vietnamese practitioners but also to others who are concerned about D&B method and plan to employ it in Vietnam in future.

  • As business paradigm shifts toward the convergence of technology and industry, so-called the fourth industrial revolution, research and development on enterprises is becoming the core capability of growth momentum for the future. Accordingly, Management of Technology (MOT) is being paid attention to construct systematical planning and operations on technological strategy, thereby increasing the importance of cooperative relationship in MOT-relevant domains. Due to this reason, academia manages the family membership system that enables mutual collaborations between academia and industry to achieve their win-win strategy and makes customized cooperative systems to share their human and property resources systematically. Particularly, it is vital to operate the family membership system effectively and efficiently in the MOT domain because family enterprises need to endeavor the establishment of value-toward technology strategy within the framework of those cooperative systems. For such the purpose, this paper presents the analysis of the state-of-the art of the family membership system managed by Graduate School of Management of Technology at Pukyong National University. This paper also proposes vitalization strategies of this membership system so that famliy enterprises located in the east-southern area in Republic of Korea can gain MOT-oriented innovative capability.
