목포 신외항에서 처리 중인 자동차, 철재 화물을 확대하고 다른 종류의 화물 유치를 위해서 목포 신외항에 필요한 항만선택 요인이 무엇이고 우선적으로 해결해야 할 사항이 무엇인지 중요도 분석을 실시하였다. 목포 신외항의 항만선택 요인을 4개의 대분류와 13개의 중분류로 계층화하고 AHP분석법을 이용하였다. 그 결과 '항만시설', '국제항만과의 접근성', '항만시설 이용요금', '인접도시·항만과의 연결성' 등의 항목이 중요하게 평가되었다. 평가대상자를 선주 및 화주, 항만운영사·하역사, 공무원으로 구분하여 그룹 간 인식의 차이가 있는지 분산분석(ANOVA)을 실시하였다. 그 결과 선주 및 화주와 항만운영사·하역사 관계자들은 비슷했고 공무원 그룹과는 차이가 있었다. 응답 특성이 비슷한 선주 및 화주와 항만운영사·하역사를 '항만실무자' 그룹으로 공무원은 '항만정책수립자' 그룹으로 구분하여 그룹 간 인식의 차이를 검정하였다. 그 결과 일부 대분류 항목에서 차이가 있었고, 중분류 항목에서도 '인접 배후산단 보유', '하역장비', '24시간 항만 운영', '내륙운송 비용', '국제항만과의 접근성', '마케팅 및 인센티브 지원' 항목에서 통계적 차이가 있었다. 즉 '항만실무자' 그룹은 화물의 창출과 처리 생산성을 높일 수 있는 항목이 중요하다고 평가하였고, '항만정책수립자' 그룹은 항만 인프라, 타 항만과의 연결성, 인센티브 지원 등 항만개발 및 정책 등의 항목을 중요하게 인식하고 있었다.

우리나라의 항만은 정부가 제공해야 할 사회간접자본으로 인식되고 있으며, 개발에 많은 재원이 소요되므로 정부에 의해 개발되어 왔다. 그러나 이러한 개발정책은 급속히 증가하는 항만수요에 대응하는데 있어서 재정적 문제에 직면하게 되었다. 이러한 배경에서 근년에 들어 정부는 항만건설에 민간자본을 유치하고 그 기업으로 하여금 투자재원을 회수하기까지 일정 기간동안 항만을 상업적으로 운영하도록 허용하는 방안을 시도하고 있다. 현재 여러개의 항만이 이러한 방식으로 개발되고 있으며 그 중 일부는 머잖아 개장하게 되는 시점에 있다. 그러나 이러한 항만들은 현 시점에서 볼 때 원활히 운영되는데 있어서 문제점들이 예상되고 있다. 본 논문은 이러한 민자항만의 현황을 조사, 분석하고 문제점에 대한 개선방안을 제시하고자 한다.

목포항 접근 항행구역은 30마일 구간의 협수로로 이루어져 있으며 항로가 여러 지점에서 교차하고 있어 교통이 혼잡한 수역이다. 특히 목포구를 제외한 외측수역은 항로지정이 되어 있지 않으며 어망 및 광업권이 산재하여 선박의 안전운항을 위협하고 있다. 따라서 본 연구에서는 주변환경 및 항행 위해요소 분석, 교통실태 관측조사 및 해양사고 분석을 통한 해상교통환경 평가를 실시하여 항행안전을 위한 대안을 제시하였다.

본 연구의 목적은 인접한 2항만 간 화주의 항만선택에 관한 행동을 분석하기 위한 것이다. 이를 위해 본 연구에서는 퍼지추론법과 뉴럴네트웍 모델을 이용하여 항만선택 행동모델, 즉 퍼지-뉴로 행동모델을 구축하고 부산항과 광양항을 대상으로 화주의 항만선택 행동을 분석하였다. 또한 로짓모델과 비교하여 퍼지-뉴로 모델의 판별 우수성을 검정하였고, 서비스 수준과 화물량 등의 파라미터를 변경한 항만선택 행동을 분석하였다.

Sea level (MSL, MHWL, or MLWL) change has been main concern to scientists and engineers and it can be primarily due to both change of climate and vertical movement of land. This paper reports the intensive analysis of the sea level changes and broad discussion of the future at the southwestern coast of Korean peninsula. Regression analysis was conducted to investigate general tendency and periodicity of the sea levels at the six different study sites such as Gunsan-I(inner port), Gunsan-O(outer port), Mokpo, Yeosu, Heuksan and Jeju and the results were compared with global values. Besides the changes of sea levels due to global warming, the influence of the man-made structure such as seadike and seawall was attempted to quantify using the minimization of the Root Mean Square(RMS) error. The results show that it is a general tendency that the values of mean sea level rise at the southwestern coast of Korean Peninsula, especially at Gunsan-I and Jeju, are somewhat larger compared to global average values. There is also some evidence that tidal amplifications are found just after construction of man-made structure at Gunsan-I and Mokpo. However, both sites show different mechanism in relation to tidal choking, tidal flat and river discharge. The impact due to construction of man-made structure is considerably larger at Mokpo site, while the impacts due to man-made structure and the effect of sea level rise are relatively identical at Gunsan-I site. This study is expected to provide some intuition to future design.

The Korea's West Coast has been considered as the gateway to the economies of Southeast Asia and China. Thanks to geographical advantages, harbors located in this region have been playing a vital role despite the fact that most harbors in this region are the small and medium ones. The GunJangHang is such harbor. This paper aims to investigate the important role of this harbor, as well as to analyze the competitiveness of GunJangHang port with those of the luncheon phosphorus port, Pyongteak port, and Mokpo port regarding the rapid increasing cargo volume through this region recently.

The Port Development has been achieved by the Government because it needs large scale of funds. However, since 1994, the Govenment has been implemeting private investments for constructing and operating the ports and so on. Although the Government had high expectation that it could expedite the expansion of the port facilities, there were many problems in view of construction, management, financial and social environment. This study figure out that most of the important reasons are the uncertainty of risk allocation between private investors and the Government, using with Analytic Hierarchy Process. It is expected that the results of this study will encourage more private investors to participate in port private investments in the future.

목포 인근해역 특히 목포구 외측수역은 항로지정이 되어 있지 않고, 시하도 이남부터는 해상교통관제도 실시되고 있지 않으며, 항로가 여러 지점에서 교차하기 때문에 사고 위험이 높은 실정이다. 따라서 본 논문에서는 목포 인근해역에 대한 전문가 집단의 의견을 수렴하고, 해상교통환경 및 국내$\cdot$외 항로설계기준을 검토하여 목포 인근해역의 해상교통시스템을 설계하였다.
