A Study on the Improvement of Manning Standards of Small Vessel Operator in the Ship Officer's Act (선박직원법상 소형선박조종사의 승무기준 개선에 관한 연구)

  • The necessity of improving manning standards in the Ship Officer's Act has recently been strongly advocated by the fisheries industry. The fisheries industry maintained the position of the relaxation cf current manning standards. However, the Labor unions, Marine Officers Association, and Radio Officers' Association persisted to strengthen the standards or to keep the current standards. This paper studies the appropriateness of current manning standards and proposes its improvement scheme to secure the safe operation of vessels.

  • The purpose of this study was to find out morbidity rate and pattern of occupational disease and affect of variables related disease of Fishing sailors'. The subjects this study were 624 fisheries sailors' who took a safety education course in Korea Institute of Maritime and Fisheries Technology. This questionnaire was focused on finding the basic data for prevention of occupational disease and promotion health on the fishing sailors'. The collected data were analyzed by using descriptive statistics, Chi-square, cross tab by SPSS package. The result of this study are as follow. 1) The morbidity rate within recent 12 months was 70.2%. There were significant differences of occurred disease in age, rank, perceived health status, fatigue symptoms, rest time, workload, overtime duration 2) The more aging(p<0.01), perceived fatigue(p<0.01), workload(p<0.01), overtime(p<0.05) and the less perceived health status(p<0.01), rest time(p<0.01), the higher morbidity rate. 3) Considering disease unable to work more than 4 hour, the number of those who had musculoskeletal disease were 20.9%, which revealed the highest rate, digestive disease 14.3%, traumatic disease 13.5%.

  • The youth unemployment problem has become a consistent issue with the number recently surpassing 1million. The marine and fisheries sector, being no exception, is having problems attracting outstanding individuals to the sector on the one hand, and in providing high quality jobs on the other, resulting in an imbalance in the supply and demand of the marine and fisheries sector workforce. In order to supply a workforce that meets the future and on the ground demands, addressing of the qualitative rather than the quantitative aspects of the imbalance issue is more important. Thus, the following strategies are recommended: 1) focus on developing a highly skilled workforce that corresponds to future and on the ground demands; 2) improve educational infrastructures such as training equipment, and enhance the professional capacity of school teachers; 3) establish an integrated system for the management of the education and re-education of human resources.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20, 2008, the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1, 2011. The present state of the education and training for marine pollution prevention managers on board ships was surveyed and analyzed In order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of KIMFT for marine pollution prevention manager on board ships are classified into a regular course of 21 classes for 3 days, a reeducation course of 18 classes for 2 days and a NLS course of 17 classes for 2days. The annual numbers of trainees in 2008 were 516 persons for regular course, 1085 persons for reeducation course and 135 persons for NLS course in KIMFT. The trainee demands for the education and training were attempted to be predicted on a basis on annual increase rate of ships. The predicted demands for the education and training are changeable depending on the major factors such shipping market, naval architecture industry, etc.

  • 이 연구는 우리나라 해기사의 선상 의사소통 능력을 제고하기 위한 방안과 정책을 제안함으로서 국내 해기인력의 일자리 창출 및 해양사고 예방에 기여하는 것이 목적이며, 선상 의사소통 능력의 제고를 위하여 해사 직무영어 교육용 교재의 개발 계획, 온 오프라인용 컨텐츠 개발 보급 계획, 해사 영어능력의 다면 평가 및 인증을 위한 해사영어 구술시험 개발 및 시행 계획 및 해기사 면허시험의 영어구술평가의 도입 방안 등의 기본계획과 그 표본을 개발하고자 하는 것이다. 이와 같은 연구의 필요성을 식별하기 위하여 해기사 양성교육기관의 재학생과 교원, 승선 중인 해기사와 육상 근무 중인 해기사 등을 대상으로 선내의사소통 현황, 해사영어교육에 대한 현황과 개선 방향, 해사영어 교육과 평가방안 등에 관한 설문조사를 실시하여 분석한 결과의 요약이다.

  • GMDSS(Global Maritime Distress and Safety system) is a new communication system for the distress and safety at sea which is utilizing the recent advancements in satellite communication and positioning system, digital communication system, computer and microelectronic technology, etc., and will completely substitute the current communication system by 1999. Although the improvements of education for producing qualified Radio Operators as well as the establi-shments of policy for accepting the system are required, the educational institutions and relating administ-rations have not yet prepared the rational and concrete schemes on the educational methods and accepting procedures for the system. In this study, as the result of analyzing the GMDSS, courses of training and relating data, the authors suggested principles for improving the course and contents of education and rational schemes for balan-cing the demand and supply of Radio Operators. The authors expect not only the consequences of this study can be utilized as reference materials for the instruction to ratio communication in the organs of education but also that the following effects can be obtained by the study. 1. Security of distress and safety communication system at sea by the establishment of relating regula-tions. 2. Rationalization of the management of radio communication at sea and improvement of the communi-cation system on the vessel. 3. Upgrading the quality of Radio Operators and presenting schemes for current qualified persons. 4. Activation of industry producing radio instruments. 5. Balance of the demand and supply of Radio Operators and development of shipping industry.

A Study on Changes of Maritime Ability according to the Training Period and Boarding Semester (실습선 교육 기간과 승선 학기에 따른 해기능력 변화에 관한 연구)

  • This study conducted a self-assessment survey on 50 evaluation items for students majoring nautical science who boarded H University training ships in order to ascertain the degree of improvement in their maritime ability according to the STCW agreement and training period. The trainees' maritime competence and basic understanding of maritime functions were evaluated, and an in-depth analysis was conducted to see how these have changed since their embarkation. The analysis showed a significant improvement in their understanding of maritime functions after the third evaluation in both the first and second semesters. The results also showed areas the trainees need to improve on for each semester's embarkation group, and an additional study plan is needed to make up for the lack of nautical skills in the training course. The result of analysis on the degree of improvement of maritime ability according to the training period of training ships derived from this study can be used for the reorganization of training ships and maritime college curriculum in the future.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention law" had entered into force from January 20. 2008, the education system for marine pollution prevention manager is scheduled to change in some ways. Major changes in education/training institutions, education/training courses, trainees, marine pollution prevention manager's works and business, marine facilities and educational subjects are summarized, comparing between new "marine environment management act" and old "marine pollution prevention act".

As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20. 2008. the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1. 2011. The present state of the education and training for marine pollution prevention managers of marine facilities was surveyed and analyzed in order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of FHRDI for marine pollution prevention manager of marine facilities have been conducted as a regular course of 21 classes for 3 days. The average annual number of trainees in FHRDI for 6 years from 2003 to 2008 was 187 persons and the annual number of trainee was 202 persons in 2008. The trained demands for the education and training are expected to increase sooner or later, depending major factors such as the extension of fields and ranges for marine facilities and marine environment management business due to the enforcement of new "marine environment management act".
