The recent stagnation of construction market draw more attention to construction technology development which is believed to be playing a important role in increasing the competitiveness of the construction industry. Thus, increasing pressures has been on the government playing a catalytic role of strengthen technology competitiveness. Hereupon, this study analyzed technology skill evaluation items of the Pre-Qualification system to facilitate construction technology development at the national level and tried to show the correlation between the PQ system and patent application through multilateral analysis of patent applications. Analysis results are intended to provide basic reference in decision-making process related to governmental regulation improvement especially on the PQ system. This research also attempted to draw implications to increase the use of technology related regulations such as patent & utility model based on PQ system analysis results. To do so, a comprehensive trend Analysis on the PQ system has been conducted from the view points of construction technology. Similar analysis has been done with the patent system & Utility model system. Based on Analysis result, implications of regulation improvements was outlined to promote construction technology development, due to eventually increase the competitiveness of Korean construction industry.

This study was performed to compare the perceived importance and performance frequency of the core nursing skills between general and special department. Subjects were 182 nurses who work on the hospital. Data was collected using items made by Korean accreditation board of nursing education and analyzed by frequency, mean and t-test. There were differences of importance and frequencies about nursing core skill between general and special wards. Core nursing skills of general wards were higher importance on intradermal injection(p=.011), transfusion(p=.028), simple catheterization(p=.047), cleansing enema(p=<.001), preoperative and postoperative care(p=.035), management administration(p=.027) and oxygenation with cannular(p=.002) than special wards. Actual performance frequency core nursing skills of general wards were higher similar on transfusion(p=.002), intermittent tube feeding(p=.032), simple catheterization(p=<.001), cleansing enema(p=<.001), preoperative care(p=.001), postoperative care(p=<.001), management administration(p=.001), protection equipment for quarantine room and waste disposal(p=.021), oxygenation with cannular(p=<.001) than special wards. It is needed to develop efficient and sequential program to learning the nursing core skills for nursing students.

This study aimed to evaluate correlation between self-evaluation factors(satisfaction, linkage with major, suitability of management, verbal and non-verbal communication) and academic achievement of medical students according to introduction of explanation meeting in cadaveric dissection. The study was carried out that medical students(n=57) explained cadaveric structure to health allied sciences students and discussed with each other. Just after the meeting,, medical students filled out a questionnaire on impact of self-evaluation factors and communication. We analyzed these factors and their scores using frequency analysis, T-test and analysis of variance. Regardless of their gender, age, previous experience, the majority of the students gave high scores in all of self-evaluation factors. Among them, only verbal communication factor was closely related to their academic achievement(p<0.05). The verbal and non-verbal communication also had a high correlation of 0.673(p<0.01). The explanation meeting provided chance to learn further with positive attitude to medical students and motivated them academically. Additionally, they realized that communication skill played a key role in transmitting medical knowledge to others. Therefore, introduction of communication-based explanation meeting would be very useful tool in improving educational efficiency.
In order to utilize 6-month precipitation forecasts (6 months at maximum) of Global Seasonal Forecast System version 5 (GloSea5), which is being provided by KMA (Korea Meteorological Administration) since 2014, for water resources management as well as other applications, it is needed to correct the forecast model's quantitative bias against observations. This study evaluated applicability of bias-correction skill in GloSea5 and selected an optimal method among 11 techniques that include probabilistic distribution type based, parametric, and non-parametric bias-correction to fix GloSea5's bias in precipitation forecasts. Non-parametric bias-correction provided the most similar results with observed data compared to other techniques in hindcast for the past events, yet relatively generated some discrepancies in forecast. On the contrary, parametric bias-correction produced the most reliable results in both hindcast and forecast periods. The results of this study are expected to be applicable to various applications using seasonal forecast model such as water resources operation and management, hydropower, agriculture, etc.

The existing test-based qualification system does not sufficiently reflect the demand for skills in industries and there exist concerns regarding its efficacy. In response, an innovative national technical qualification system, which uses a course-based qualification system, has been introduced to supplement the test-type qualification system. This study investigates the impact of the national technical qualification system on companies' decisions concerning employment by analyzing survey data from companies that employed persons who obtained course-based qualifications. Analysis results found the degree of company demand for skills had a positive impact on overall employment decisions. Especially, it was highly likely for those companies that experienced loss due to the lack of technology in the past to decide continued employment and expansion of employment. This suggests that it is necessary to design the national technical qualification system in response to the demand for technological skills of each industry in the future.
Objective: The purpose of this study is developing parents' character competency reinforcement program for the prevention of child abuse based on the critical competencies suggested by Character Education Promotion Act. Methods: For the development of the program, the literature review about child abuse prevention program in domestic and international research was conducted. Also, we conducted focus group interviews with kindergarten (n = 3) and elementary school (n = 4) teachers who experienced abusive parents for grasping their characteristics as a qualitative data collecting strategy. Results: As a result, parents' character competency reinforcement program for the prevention of child abuse was composed of a total of 7 activities; 'Understanding me and child', 'Anger management training for parent', 'Improving effective communication skill with child', 'Practicing two-way communication with child', 'Arts and Culture experience with child', 'Understanding my and child's feelings', 'We need a whole village to raise a child'. This program curriculum can be greatly four parents' character competency parts; self-management competency, communication competency, sensitivity competency, community competency. Conclusion/Implications: The program developed in this research can utilize the basic framework of the program to strengthen parent's toughness ability and it is crucial to develop customized toughness capacity increasing plan according to parent's characteristics It will be essential information.
As the global economy becomes globalized, there is a growing demand for nurturing talent to enhance the competitiveness of individuals and countries. Studying abroad is one of the ways of education to gain high qulaity education and skills, and get closer to the local market, the international market. This study sought to define the factors of global competence and artistic competence for foreign students in Korea, and to clarify the impact of global competence and artistic capacity on the intention of start-up, networking behavior, mediating and regulating effects of social support. The results of the empirical analysis of Chinese students studying in Korea in this study are as follows. First, three sub-factors (knowledge, skill, attitude) of global competency have been shown to have a positive influence on networking behavior. Second, three sub-factors (expression, creativity, media) of artistic competence were having a positive impact on networking behavior. Third, networking behavior has been confirmed to have a positive effect on the intention of start-up. Fourth, the results showed that social support regulates the relationship between networking behavior and start-up intent. Fifth, it was confirmed that networking behavior has the effect of mediating global capabilities and intention to start a business. This study is meaningful in verifying that the networking behavior of students studying abroad plays a positive role in the intention of starting a business by studying the intention of students to adapt to the new social culture, educational environment in foreign countries.

Purpose: The purpose of this study is to develop and evaluate the curriculum, that was the continuing professional development program, for cultivating physician's competencies in public health. Methods: This study was conducted through in-depth interview and survey in the frame of ADDIE, from 2 May to 30 June in 2019. Participants were 7 physicians by in-depth interview and Respondents were 46 physicians worked in public health by survey. Results: The results were analyzed and described in the frame of ADDIE model. In the stage of Analysis, physician's core competencies in public health was presented to practical education, management of organization and labor force, communication with community, and director' role of public health center in the community as core competencies by in-depth interview. The skill - knowledge-attitude competencies were highest in order in the survey for placing priority (by Borich score) of 29 core competencies. In design stage, the educational objective of curriculum was established, that is to develop the competencies of knowledge, skills, and attitude needed for physician of public health in 21th century. In development and implementation stage, it is important to decide to lecturer, to get in advance educational materials to do the maintenance and management of curriculum. In the stage of evaluation, the educational satisfaction was high on the whole and educational effect was statistically significant. Conclusions: This study was an initial study of Korean doctors, and it aims to pursue competency-based education as a continuing professional development (CPD) beyond continuing medical education (CME) including knowledge, skills, and attitudes.

Streamflow prediction is a very vital disaster mitigation approach for effective flood management and water resources planning. Lately, torrential rainfall caused by climate change has been reported to have increased globally, thereby causing enormous infrastructural loss, properties and lives. This study evaluates the contribution of rainfall to streamflow prediction in normal and peak rainfall scenarios, typical of the recent flood at Piney Resort in Vernon, Hickman County, Tennessee, United States. Daily streamflow, water level, and rainfall data for 20 years (2000-2019) from two USGS gage stations (03602500 upstream and 03599500 downstream) of the Piney River watershed were obtained, preprocesssed and fitted with Long short term memory (LSTM) model. Tensorflow and Keras machine learning frameworks were used with Python to predict streamflow values with a sequence size of 14 days, to determine whether the model could have predicted the flooding event in August 21, 2021. Model skill analysis showed that LSTM model with full data (water level, streamflow and rainfall) performed better than the Naive Model except some rainfall models, indicating that only rainfall is insufficient for streamflow prediction. The final LSTM model recorded optimal NSE and RMSE values of 0.68 and 13.84 m3/s and predicted peak flow with the lowest prediction error of 11.6%, indicating that the final model could have predicted the flood on August 24, 2021 given a peak rainfall scenario. Adequate knowledge of rainfall patterns will guide hydrologists and disaster prevention managers in designing efficient early warning systems and policies aimed at mitigating flood risks.
Ever since the day of pre-modernized society where the farming skill had been in the stagnant condition, the common farmwoodlands have been utilized in common (collectivelly) by villagers in order to harvest farmwoodlands and fuelwoods. Later, during the process of modernization, most of the common farmwoodlands were transferred into national or public forests by the administrative enforcement, but there were still various types of village (common) forests such as the common forests owned by joint owners, village block associations, village forest productive societies, Village Forestry Association(V.F.A.), and the national or public forests leased to V.F.A. As Village Forestry Association is organized with a few villages, each of common forests ow nod to the villages is obliged to be diversely controlled by other managers than the chief of V.F.A. Therefore, it is to be desired that the control of common forests should be under Gun Forestry Association Union. While the rate of the use of common forests for fuelwoods and cemetery has been considerably high, villagers wish to promote the timber forest establishment through the collective management by their improved farming skills and economical situations. In these present circumstances the village forest productive societies should be guided to work in closer cooperation with Gun Forestry Association Union. Since the management of common forests is still extensive, it still remains in the semi-management condition under which we can not find any management plan or measure to control forest damage. Especially the small area common forests should have appropriate size for the joint management. This will promote the forest productivity through the lease for reforestation of disposable national forests or public county forests and the contracts for profit sharing. Today owing to increasing forest value, frequent dispute has occurred on the common right telated to the village forests and rationalization of forest management has been disregarded. If a necessary measure were taken to control the dispute such as transferring the registeration right of ownership to the village forest productive society, the confidence of local inhabitants can be regained and the productivity of forests can be naturally increased.
