Management Effectiveness Evaluation (MEE) Indicators Development in Protected Forest Areas (산림보호지역의 관리효과성 평가지표 개발 연구)

  • In order to develop the indicators which evaluate the management effectiveness for the protected forest areas in Korea, candidate indicators were listed based on literature and experts interviews, then questionnaire survey on the experts were conducted. 5 elements of context, planning, input, process, output and outcome and 32 indicators were selected. Context element includes 6 indicators of 1) documentation and assessment of values; 2) documentation and assessment of threats, 3) influence of government policy, 4) related regulations, 5) community cooperation and 6) the structure of management organization. 6 indicators of Planning element were 1) the management objective, 2) protected area design, 3) protected area size and number, 4) representation, 5) standards and categories and 6) management planning. Input element of 3 indicators were 1) management staff, 2) funding, 3) establishment and application of information. Process element were consisted of 1) governance, 2) management guidelines, 3) human resource management, 4) law enforcement, 5) eco-management, 6) disaster management, 7) education program and 8) research and monitoring. The element of outputs and outcomes were 1) accomplishment of plan, 2) accomplishment of program, 3) private land management, 4) threats change, 5) biodiversity change, 6) ecosystem health and vitality, 7) impact on community, 8) international management level and 9) visitors' satisfaction and variation in civil compliant. It is recommended to have further research on evaluation methods development by applying those above developed indicators for the protected forest areas to ensure the practicality of the indicators.

Application of Analytic Hierarchy Process to the Performance Management of University Organization (대학조직의 성과관리를 위한 계층분석과정의 적용)

  • This study is to apply of AHP to the performance management of university organization. Especially, in the present study, the authors modeled performance evaluations for S university administration hierarchically and analyzed the weights of those. The domains of performance evaluations were divided in five domains: strategy, resource management, process, finance management, and customer management, referred to the viewpoints of BSC. The results of analysis revealed that strategy was the most important element of evaluation in the first stage and except for strategy and finance management which consist of the single element of evaluation respectively in the second stage, the efficiency of administration supporting service was the important element of evaluation. The weights of performance evaluations, however, revealed in different as the class of position. Finally this study showed that the weights of performance evaluations computed in the present study can be used as those of evaluation indices for S university administration.

  • This study aims to assess MEE(management effectiveness evaluations) on PAs(protected areas) for forest genetic resources which play an important role in biodiversity conservation, and then to suggest better ways to manage PAs for forest genetic resources. This study applies same indicators of the MEE on PAs as the ones described in the prior study(Ryu et al. 2011). The indicators applied are composed of five elements, thirty-two indicators which all would be grouped into one element by each traits. Overall indicators belonging to the element of output and outcome are comparatively low. Especially the ones related to the change of biodiversity, degree of ecosystem health, variation of civil complaint and visitor satisfaction are ranked mostly low. The element of input shows the low rank on the number of staff and budget. The score of indicators related to the identification of the threats of PAs and local communities' supports turn out to be low in the element of Context. The element of process, however, has scored low on Staff management, Education/Awareness programs and Governance, while the law enforcement, management regulation and capacity to prevent forest disasters have made relatively high score. Meanwhile, all indicators in the element of planning have scored relatively high as compared to the indicators belonged to other elements. This study suggests to strengthen a few constructive proposals, such as facilitating efficient management framework for PAs, developing local community cooperation program, establishing survey, research and monitoring system, and registering PAs to the WDPA(World Database on Protected Areas) according to the IUCN categories.

Design and Implementation of EMS(Element Management System) based on TMN Architecture (TMN체계의 EMS(Element Management System) 설계 및 구현)

  • We have implemented the telecommunication management functions based on TMN (Telecommunications Management Network) architecture that is standardized by ISO/ITU-T. TMN has been developed to manage heterogeneous networks, services and equipment. In this paper, we first analyze the detailed functions of EMS (Element Management System) that performs core functions in the subnetwork management of TMN architecture. We propose an implementation method of EMS for efficient subnetwork management and verify its performance and functionality through detailed implementation and various testing. The proposed EMS consists of EML-Manager module and NML-Agent module. The EML-Manager module controls NEL (Network Element Layer) through the CMIP operations on the managed-objects. The NML-Agent module processes the requests from NMS (Network Management System) in upper layer. We have implemented NMS that performs only the NML-Manager function to test the proposed EMS, and we have used NE-Agent that was designed and implemented by the B-ISDN Lab. of Yeungnam University. The implemented EMS has three management functions: configuration management function, performance management function, and fault management function. We confirmed that the EMS operated normally as we tested the EMS. As further research works, the implementation of NMS with both NML-Manager function and SML-Agent function is required.

Study of Fashion Retail Management Curriculum - 4-year Colleges in Korea and the USA - (패션 소매 경영과정을 위한 교과과정 연구 - 한국과 미국 대학교를 중심으로 -)

  • The purpose of this study was to compare the curricula majored in fashion retail related area at 4-year colleges in Korea and the USA. Courses were divided into 15 elements including basics, design, production, textile, marketing, industry, merchandise planning, promotion, consumer behaviour, management, business, organization, internship and etc.. The research findings were as follows: 1. Most of 'industry' related majors in Korea consisted of fashion manufacture-oriented curricula elements including design, pattern making, tailoring, draping and textile sciences. 2. Fashion Marketing major stressed on a merchandising element and a marketing one, and the Fashion major focused on the promotion element and the merchandising element as well. However, the retail element was less focused than other elements in the Korean colleges. 3. Fashion Retail related majors in the USA College were likely to focus on the practical fashion retail management elements including retail, marketing, management, business, organization behavior and internship specialized by the major. The different curricula between two countries were clearly existed in terms of the major name and the construction of the course element. The results made in the research would be applied with some modification or adjustments in the fashion retail oriented curricula in order to produce the competitive retail human resource in Korea.

  • The purpose of this study is to found out that how well yield management, the element of Marketing mix possible to control, is composed and is conducted in strategic level in Italian Restaurant of domestic Hotel and that how much menu which is the element of Yield management contributes to growth of sales. As a result of this research, it is found out that all of three hotels have a different characteristic promotion hold by 10% in F/B. By that reason, out saucing is need to hotel management, but Restaurant should be activated continuously.

The Modeling of the Element Breakdown Structure(EBS) Applicable to Construction Fields for the Integration of the Construction Information in Apartment (공동주택에서의 건설정보통합을 위한 실무형 부위별 분류체계 구축에 관한 연구)

  • The drawing information takes the most essential part of construction information. The management of construction information through drawing information facilitates input, output and search process, thus helping maximize the usage of construction information by effectively sharing construction experience and drawing information. This paper shows how construction information can effectively used to increase the productivity of the construction process as a whole. Construction information was extracted and classified by the elements of building which are the basic and very end components of building, to accumulate information of each construction phase. Based on the result, the Element Breakdown Structure(EBS) was developed for the practical usage of construction information integration.

  • 본 논문에서는 CORBA(Common Object Request Architecture)기반의 TINA(Telecommunications Information Networking Architecture) 분산체계에서 통신망 하부 장비들이 SNMP(Simple Network Management Protocol) 혹은 TMN(Telecommunications Management Network) 체계로 혼재되어 관리되는 네트워크의 NE(Network Element)들을 효율적으로 통합 관리할 수 있는 Generic Interface Adaptor(GIA)를 제안하고 이를 설계 및 구현하였다. GIA는 message mapping, protocol conversion 및 DBMS를 이용한 Object Abstract Translation(OAT)을 통해서 각 관리체계에 맞도록 관리정보를 변환시키며, 이를 통해 TINA EML(Element Management Layer) component와 SNMP NE agent 간의 상호연동을 가능하게 한다.

  • As remodeling project is progressed in the constraint which is utilization of existing resource, the subject of remodeling and extend of construction are affected by the correlation between building element. Therefore, this research analyze the correlation between component of building element in the design phase and proposed the diagram model for correlation between building element and proposed selection method of alternative plan for optimized combination of building element in remodeling project.

The Study on the Cost Analysis Based on ABC System in Clinical Laboratory (활동기준원가시스템을 이용한 임상병리과 검사 서비스 원가 분석)

  • The main purpose of this study is to compare the traditional cost system and ABC(Activity Based Cost) system of clinical laboratory department in a hospital. The study subject was 296 services in clinical laboratory from March, 1997 to August, 1997. In a new costing system, cost for a lab test consist of direct cost element, activity based cost element, and allocated common cost element. In a traditional cost system, cost elements included direct cost element and indirect cost allocated based on test volumes The major findings of this research were as follows. 1. In the application of ABC system, total cost was analyzed as follows. Direct cost was 39.3% of total cost. Activity cost and allocation were 20.9% and 39.8%, respectively. The results of analysis to use traditional cost system were as follows. Direct cost was 39.3% and it was as same as the result of direct cost of ABC system. Indirect cost was 60.7%. 2. Activities of clinical laboratory of subject hospital were registration, pre-test operation, test, test result handling, delivery, culture, post-test operation, technical support, management support, and educational support. 3. The differences of the case of higher number of test case being carried out, the cost of ABC system was lower than the cost of traditional cost system. Otherwise in the case of lower number of test case being carried out, the rests have not been appropriately evaluated, and effective management were needed in clinical laboratory.
