This study is to analyze the Korean translation of "Goseong Chongswaerok" by O Hoeng-muk as a local governor through political ecology. It focuses on how O Hoeng-muk recognized and wrote the interrelation among weather, agriculture, local resident's life, and local policy. The results are summarized in the followings. Firstly, weather was recorded into three types of expression, simple and dynamic expression and agriculture-related expression. Its dynamics was much meaningful and important when weather was related to local resident's life and local or non-local economy and politics. Secondly, weather and local government were conflict under a particular natural condition like severe drought. And society and politics are affected by such a conflict. Thirdly, local people's demonstration was occurred under a certain condition. Bounded agency can be founded in O Hoeng-muk's behavior as a local governor like jinhyul(賑恤), rain rituals, tax collection. Fourthly, the interrelation among weather, agriculture, local people's life, and local policy implemented in a particular local like Goseong ought to be interpreted in terms of multiple scales.

As Social Welfare Service Act was revised in 2011 and its enforcement decree was revised in 2012, the function of local social welfare center was classified into 3 functions such as case control function, service supply function and local society systematization function. Therefore, from 2013, local social welfare center faces the assignment to establish its status as a core subjectivity of local social welfare while maintaining function, role, business, program, service and organization system required for local social welfare center. Currently, there are internal and external limit factors for local social welfare center to perform its original function. The external limit factors are competition with similar organization, diversification of welfare desire depending on social change, insufficient service network construction and lack of partnership between private sector and government. The internal limit factors are lack of local social organization's ability, program issue, insufficient resource, insufficient manpower, etc. In order for local social welfare center to overcome the limit factor and establish the core status for improving the life quality of resident, it should concentrate its ability on local society systematization, construct human & material support network related to local social welfare, minimize social education program and simple relief project gradually, suggest the reasonable direction for village to nurture resident organization, develop the program based on the research on local resident's desire and create the partnership between private sector and government.

Local resources can be employed as an original resource for local revitalization. This study has investigated the local resource, and then categorized these to suggest the implication available to the industrialization. Local resources were classified into 5 categories(with 25 subcategories), including remains and ruins, ethnic custom, manners and customs, people, traditional food and the principal product, and the natural ecology environment. Three phases were carried out in this study. We made lists of local resources and analyzed applicable resources among the lists. Also, we selected the target resources for the survey in Gimpo, and also analyzed the application for industrialization. Of all these resources, 560 cases were first investigated, then 51 local resources were in-depth analyzed. Based on this result, the application plan was investigated, dividing the central resources and the connection resources.

This study is to analyze the local community-connected Education for Sustainable Development (ESD) programs that 17 clubs' students and teachers developed and implemented for their ESD club activities in elementary and middle schools. For this study, ESD elements in the programs are analyzed and the way of connection between the local communities' organizations and the ESD clubs is inquired. The process of ESD club activities is also analyzed and the change of students after the local community-connected ESD club activities is examined. Finally, the way of dissemination to local communities after ESD club activities is inquired. This study is to contribute to the practice of the local community-connected ESD in a way that develops core competencies in elementary and middle school students that will allow them to build a sustainable future in local communities.

This article concerns a property of local rings and domains. A ring R is called weakly local if for every a ∈ R, a is regular or 1-a is regular, where a regular element means a non-zero-divisor. We study the structure of weakly local rings in relation to several kinds of factor rings and ring extensions that play roles in ring theory. We prove that the characteristic of a weakly local ring is either zero or a power of a prime number. It is also shown that the weakly local property can go up to polynomial (power series) rings and a kind of Abelian matrix rings.

Fracture behaviors of pipes with local wall thinning is very important for the integrity of nuclear power plant. In pipes of energy plants, sometimes, the local wall thinning may result from severe drosion-corrosion damage. However, effect of local wall thinning on strength and fracture behaviors of piping system were not well studied. In this paper, the monotonic bending tests were performed of full-scale carbon steel pipes with local wall thinning. A monotonic bending load was applied to straight pipe specimens by four-point loading at ambient temperature without internal pressure. From the tests, fracture behaviors and fracture strength of locally thinned pipe were manifested systematically. The observed failure modes were divided into four types; ovalization, ovalization+cracking, local buckling and local buckling+cracking. Also, maximum load was successfully evaluated.

It is often assumed that atmospheric observations at remote sites represent long-range transport of airborne material, and local influences are overlooked. We evaluated the impact of local input on the rainwater composition at Gosan Station, a strategic site for monitoring the continental outflow from Asia. We analyzed a 14-year record of rainwater chemical composition archived by the Korea Meteorological Administration and detected local terrestrial contribution for nitrate, sulfate and ammonium. We also measured the chemical composition of rainwater sampled simultaneously at multiple locations within the premises of the Gosan Station, from which local influence with meter-scale spatial heterogeneity could be discerned. We estimate that the local input accounted for at least ~10% of the wet deposition of nitrogen and ~12% of the wet deposition of sulfur during the 14 years. This highlights the significance of the local influence, which should be carefully assessed when interpreting atmospheric observations at this site.

Local decentralization and administration innovation is the most important problem the government confronted with at the present time. So local government must be follow them. Therefore, local government need to prepare whole process on this. From now on, local government must be develop own innovation model and strategy then, forward with innovation plan classified by step. This study reviewed the significance and necessary of local administration innovation and examined the necessary of level diagnosis of local administration innovation. And We diagnosed administration innovation of C province, then analyzed the result and proposed Altitude plans of administration innovation.

Managing of local government public service business is innovation strategy of local government public service business using choice and competition principle. Managing strategy of local government public service business is new paradigm for innovating public service business and role structure of government. Local governments in Korea are involved in three types of online shopping sites : 'direct operation', 'outsourced operation', and 'sales agency.' They are different in terms of the site operator and the charging mechanism among a local government, the site operator, and local producers. This study analyzes their differences in site traffic, local producers' participation, promotion, and partnership. The results from the investigation of 72 shopping sites are the following. First, shopping sites of the 'direct operation' type and the 'outsourced operation' type show significantly higher participation of local producers. Second, the 'marketing agency' type has significantly higher number of promotional activities than the 'oursourced type' which has significantly higher number than the 'direct operation' type. Third, the number of partnerships in the 'marketing agency' type is the highest. The 'direct operation' type is the second and significantly higher than the 'outsourced type.' On the basis of the analysis results, this paper suggests an incubation ecosystem model as a better way of involvement by local governments in online shopping sites.
