We study the existence of solutions for overdetermined PDE systems that admit prolongation to a complete system. We reduce the problem to a Pfaffian system on a submanifold of the jet space of unknown functions and then express the integrability conditions in terms of the coefficients of the original system. As possible applications we present some local problems in CR geometry: determining the CR embeddibility into spheres and the existence of infinitesimal CR automorphisms.

In this paper we propose and analyze two a posteriori error estimators for the stabilized $P_1/P_1$ finite element discretization of the Stokes equations. These error estimators are computed by solving local Poisson or Stokes problems on elements of the underlying triangulation. We establish their asymptotic exactness with respect to the velocity error under certain conditions on the triangulation and the regularity of the exact solution.

Differential inequalities occurring in problems of obstacle contact problems are recast into variational inequalities and analyzed by finite element methods. A new a posteriori error estimator, which is essential in adaptive finite element method, is introduced to capture the errors in finite element approximations of these variational inequalities. In order to construct a posteriori error estimates, saddle point problems are introduced using Lagrange parameters and upper bounds are provided. The global upper bound is localized by a special mixed formulation, which leads to upper bounds of the element errors. A numerical experiment is performed on an obstacle contact problem to check the effectivity index both in a local and a global sense.

Owing to the nature of locality in mask layouts, it appears that most mask layout problems can be solved by transforming a part of the given mask layout into a better layout segment continuously toward a global suboptimal solution. This notion of local transformation addresses major weak points of existing mask layout processing systems, which lack both extensibility and unifiability. This paper attempts to elaborate upon developing a new rule-based mask layout transformation system wherein most of the mask layout problems can be solved under the unified framework of local mask layout transformation. The rule-based mask layout transformation system is applicable to various mask layout problems such as net extraction, mask layout compaction, mask layout editing, and design rule checking. The experimental results show that the rule-based expert system approach is an efficient means of solving those mask layout problems, and thus confronting major drawbacks of existing layout processing systems.

본 연구는 그동안 지자체에서 시행해오던 환경영향평가 제도 현황 및 운영실태에 대한 분석을 통해 지자체 환경영향평가 운영체계의 성과와 한계를 파악하고 이를 개선하기 위한 정책 방안을 제시하는 것을 목적으로 한다. 연구 과제 수행 방법으로는 행정분권화에 따른 지자체 환경영향평가의 긍정적·부정적 영향에 대한 선행 연구 고찰을 바탕으로 서울시, 제주도, 부산시, 대전시 등 주요 지자체들의 환경영향평가 조례 현황을 분석하고 해당 지자체 담당 공무원들과의 심층 인터뷰를 통해 협의 및 운영실태, 그리고 제반 문제점들을 파악하고자 하였다. 분석 결과, 지자체 환경영향평가제도 시행의 주요 성과는 지역 특성에 부합하는 평가대상 및 항목의 선정과 지속적 평가관리가 가능하고, 자체적인 사후조사 관리 등을 통해 평가 협의 후 지자체의 모니터링 및 관리 감독 기능이 강화될 수 있다는 것이었다. 주요 문제점으로는 지자체의 장이 사업 승인권과 환경영향평가 협의권을 동시에 갖게 됨으로써 발생하는 의사결정과정의 문제, 환경평가 부서와 타 부서와의 업무협력 시스템이 유기적으로 작동하지 못하는 문제, 평가담당 부서의 조직과 인력의 열악함, 그리고 심의위원 전문인력 풀 확보의 어려움과 비효율적 운영시스템 등이 도출되었다. 또한, 평가 대상사업 및 범위의 조율 과정에서 중복규제 가능성의 문제가 빈번하게 제기된다는 것도 지자체 환경영향평가 제도 이행상의 주요 문제로 제기되었다.

The construction industry in the local areas business as the archetypal local one is effectuating industrial production, create employment and so on to perform a significant part in keeping local economy also reviving sluggish economy. The construction stagnation in market may cause severe economic depression in local which leads to having a crippling impact on local constructive industry, in terms of the phenomenon is on the interrelation between the local construction industry and local economy, with regard to local economy which is not covered by firm based industries is wield strong influenced over by construction industry. The object of this study is to research possible improvement factors on the preferential basis by only companies' efforts, therefore the policy of government or local self-governing body in support may be unnecessarily involved after grasping faced practical problems at regional construction companies from analysing the present condition of local construction marketplace and companies.

Now, the population and economical power is deeply concentrated to Seoul-metropolitan region, therefoere the provinces is so lagging behind and the country cannot get balance development. And, like metropolitan region, the more outer the living area of local wide-area city is spreading, the more serious wide-region transportation problems are. But the railroads near wide-area city fun seldom commuter train, so they cannot absorb the transportation demand of wide-area city metropolitan region. To solve above transportation problem, local wide- area cities try to make a subway or a light rail transit. But it is so difficult because the limit of public finance and original small capacity of light rail. In the paper, I propose 'Local city wide-area electric railways' system of the consortium of 'Local wide-city and province transportation union', Korean National Railroad (KNR) and local capital. A 'Local wide-city and province transportation union' operates commuter railways directly using the facilities of KNR, and local capital invests to the stations of above railways system. Therefore the commuter railway system around local wide-city region will be constructed quickly and the stations will be the strong point of local development and investment.

A new filled function method is presented in this paper to solve box-constrained nonlinear integer programming problems. It is shown that for a given non-global local minimizer, a better local minimizer can be obtained by local search starting from an improved initial point which is obtained by locally solving a box-constrained integer programming problem. Several illustrative numerical examples are reported to show the efficiency of the present method.
