This study aims to clarify how commissioned welfare volunteers could play a role of evacuation assistance for people with special needs in case of flood disaster which occurred in Sayo-cho, Hyogo prefecture by Typhoon 9th in August, 2009. Both questionnaire research and interview was conducted to commissioned welfare volunteers. As a result we found that the delay of official evacuation council caused some confusion. As commissioned welfare volunteers had not got enough information on evacuation assistance from local government it was difficult to decide and initiate early evacuation against flood disaster. Development of collaboration with community manpower is inevitable for effective evacuation assistance on elderly and disabled people.

The purpose of this study is to analyse the current status and to suggest some strategies for vitalizations of the citizen participation in Korean public library administration as a part of exploring ways toward the development of public libraries in the time of localization. The concepts, types, needs and some problems of the citizen participation in local public administration are examined as a theoretical framework for this study. Public library board system in America and public library council system in Japan are investigated on their history, legal status, composition, function and are evaluated as a citizen participation system. Results of the survey on actual conditions of the institutional device for citizen participation in Korean public library administration, library administration committee, are presents. And some strategies for vitalizations of the system are suggested.

Developers have, for some time now, recognised the benefits of acquiring "brownfields" sites for future urban development. The term “brownfield” generally refers to sites that have been previously occupied and in most cases this occupation has been for industrial usage. A key issue that developers face when considering the acquisition of a former industrial site is contamination and the costs associated with remediating the land to a level that renders the site suitable for its proposed use. Understanding all of the issues and implications associated with the remediation of contaminated land can be quite daunting. The process of remediation brings together a number of stakeholders that all have some influence on the outcome of the works. The stakeholders include the vendor, the purchaser, the regulatory authorities i.e. EPA and council, the Site Auditor and local residents. Careful planning and negotiation with the above stakeholders should be considered before committing to any remediation project.n project.

This study is the research of occupation distribution about citizen members of autonomy organization in Cheongju area. Investigation of autonomy organization members acting as local readers makes it possible to understand direction for community promotion. Result of this study sums up two type occupational categories. First, in urban area independently managers is above participation ratio in public affairs appeared. On the other hand, ratio of private organization, employee, and experts are low. In rural area, it shows the participation ratio of functional representatives and farmers highly. Second, with investigation of detailed occupation, most independent contractors and such as architecture, real-estate, whole and retail sales, restaurant, nursery, and private educational institute. And small number of insurance, news paper, car sales, gas station mangers participate in autonomy organization. Private organization consist of educational organization, social welfare corporate and district head council, as well as some teachers and farmers.

Phase noise of oscillator gives the performance degradation significantly when a high carrier frequency and low transmission rate are used. The BER(Bit Error Rates) degradation of QPSK(Quadrature Phase Shift Keying) transmission is analyzed with the oscillator phase noise level specified in downstream physical interface of LMDS(Local Multipoint Distribution Services) which is described in DAVIC(Digital Audio Visual Council). The model used for the phase noise is a power-law model. We also investigated the effects of the various transmission rates on system performance. For the transmission rate below 0.5 Mbps, the BER performance is severely degraded and we verified that the transmission rate, 20 Mbps, is adequate for the downstream of LMDS systems.

Tall buildings' implementation has often lacked urban design and architectural guidance. There are many examples of tall buildings that have been inappropriately located, designed, and built, and consequently dissatisfaction with high-rise development is wide-spread. This paper attempts to provide extensive urban and architectural guidelines in order to manage cityscape and to ensure safe and healthy living. Through recommendations on design and layout of tall buildings and open spaces the guidelines seek enhancing the visual experience, improving the microclimate conditions, and fostering active social life. These guidelines help in providing enjoyable urban experiences through the examination of spatial relationships, human scale, genius loci, perceptual characteristics, local identity, built heritage, economic activities, and social life.

Making full use of material strength, maintaining sufficient ductility of structural components, and ensuring simple and robust connections are crucial to the development of steel-concrete composite structures. The steel-tubed concrete structure uses thin-walled steel tube to provide confinement, so that the strength and ductility of the concrete core are improved. Meanwhile, the thin-walled steel tube is terminated at the beam-column joint to avoid the local buckling problem and simplify the connections between steel tube and RC members. A brief overview of the development of steel-tubed concrete structures is presented. Through the discussion on the structural behavior of steel-tubed concrete and the introduction of typical practical projects, the prospects for future research are highlighted.

The purpose and hypothesis of the article was the need to solve the following research tasks: Analysis of psychological and pedagogical literature on the research problem. Research methods: analysis of philosophical and psychological-pedagogical literature on the problem under study; pedagogical experiment; modeling, questioning, testing, analysis of the products of students' creative activity (essays, creative works, creative projects) and the implementation of educational tasks, conversations, observations.

This paper aims to evaluate the interfacial stress concentrations on connection between vertical through-plate and H-beam in CFT column. Full-scale experiments were performed on three specimens with varying thickness of the vertical through-plate to investigate the interfacial stress concentration factor in the connections. The specimens underwent brittle failure at the location where the steel beam is connected to the vertical through-plate before the steel beam reached its plastic moment. The strain data of the part were analyzed, and the sectional analyses were conducted to determine appropriate residual stress models. In addition, the stress concentration factor was quantified by comparing the analytical local behavior in which the stress concentration is not reflected and the experimental data reflecting the stress concentration. The results showed that the maximum reduction of the stress concentration factor due to an increase in the thickness of the vertical through-plate is 50.3%.

In Harbin, a network of underground commercial spaces has been developed to occupy spaces that were originally created as civil defense shelters. With the gradual extension of the local metro rail system, the existing underground commercial space is no longer an isolated regional development, but a space that represents "three-dimensional city" and coordinated development taking place in many Chinese cities. Based on the analysis of the unique development process taken in underground space of Harbin, this paper summarizes three characteristics of its early model of "fragmented development" of underground space. By conducting a comprehensive field research and survey, the researchers analyzed 472 questionnaires related to the development trend, and proposed multi-level synergistic elements for the renewal and development of underground commercial space. The paper concludes by discussing the trend of "three-dimensional and collaborative development," suitable for the development needs of the new era, and the corresponding development strategies for the renewal of underground space.
