This study explored issues related to the library in the COVID-19 era in YouTube videos in Korea. This study performed social network analysis and topic modeling analysis by collecting 479 YouTube videos, 20,545 words, and 8,379 channels related to COVID-19 and the library from 2019 to 2020. The study results confirmed that YouTube, a social media platform, was used as an important medium to connect users and physical libraries and provide/promote online library services. In the study, major topics and keywords such as quarantine, vlog, and library identity during the COVID-19 pandemic, library services and functions, and introductions and user guides of libraries were derived. Additionally, it was identified that videos about COVID-19 and the library are being produced by various actors (news and media channels, libraries, government agencies, librarians, and individual users). However, the study also identified that the actor network is fragmented through the channel network, showing a low density or weak linkage, and that the centrality of the library in the actor network is weak.

This study is to evaluate the performance and suggest alternative plans of the public libraries in Taegu Metropolitan City. Regression analysis is used to fit a log-log equation to the total budget-output for all the public libraries. The results of the performance evaluation confirm that there is diseconomies of scale in library operations(${\Sigma}b_n$ 3,732). Therefore, all the public libraries should be improve productivity by restructuring of library identity, rational selection of physical sites and new branch library planning, userbased budget allocation and collection development, staffing and reengineering, optimalization of web site, and enforcement of service functions, etc.

This research attempted to examine the concept of social capital and intellectual capital for re-conceptualizing the library's total values. This approach enabled research to analyze that social capital formation is created by public libraries as functioning agencies. Intellectual capital consisted of human capital, structural capital and social capital was examined on applicability in the public libraries by understanding social capital. The research outlined the mechanism for total values of libraries. Finally the findings of this research were expected to help to research for libraries' identity.

This thesis is to discuss and prove the identity of the acts of the library and the character of the library which regards these as its objects. And this study is analyzed in view of per ceptual problems and scientific problems and scientific problems, in order to make clear the character of the acts of the library. In these processes, some basic propositions are extracted. First, culture can be found in arranged order. Second, human being can create culture by the acquisition of accmulated culture. Third, an individual is purposely related with culture. Fourth, culture is antonomous to mankind. And in this thesis, library science is defined as the systematic formation of mankind's pursuing acts, and to identify this definition, some theoretical models of library science have been offered as follows : Model I 1. Theory of making culture assets informative. 2. Theory of making culture assets empirical; that of imformation treatment. 3. Theory of medial acts of librarians. Model II 4. Theory of organic systems of libraries. Model III 5. Theory of guiding school activities. 6. Theory of extending the inhabitants' interests of communities. 7. Theory of a kind of resources in social improvement. Model IV 8. Theory of a means of principal approach to the succession of culture. In conclusion, this study is to prove that acts of libraries are the universal ones of those human being that are gualified to be the unique means to the creation of culture and, library science is a science that shapes concepts and rules to describe, to make explanation and to foretell these acts.

This research intends to identity problem and to suggest improvement through examples of the children for Reading Camp connected on Reading with Library Program for Children of Alienation in the National Library for Children and Young Adult and to investigate the way of effective the reading camp. The study investigated the operational practices of reading camp programs in 6 areas in the country. Further, it conducted a survey with children and librarians participated in the reading camp program. Based on the results, effective reading camp operation has been suggested and some suggestions have been made to improve administration strategies for reading camp.

The purpose of this study is to derive the operation strategies for establishing the mid-to-long-term comprehensive library development plans considering the identity and specificity of Anyang City. For this purpose, this study proceeded as follows. First, to understand the internal and external environment and regional characteristics of Anyang City, various literature and statistical data related to Anyang City were collected, analyzed, and organized. Second, the operation status of Anyang municipal libraries was analyzed with data such as 「National Library Statistics System」, 「Gyeonggido Public Library Yearbook」, and various library-related laws. Third, a survey with open-ended questions was conducted for twenty-six librarians working in Anyang municipal libraries to collect opinions on the identity of Anyang and the overall operations of the libraries. Lastly, by reflecting the current status analysis, the latest library trends, policies, and sociocultural environments, detailed operation strategies that can serve as a basis for establishing mid-to long term development plans for Anyang municipal libraries in the future were proposed. The above operating strategies were proposed by dividing into six areas such as (1) the plans for organizational system and manpower composition, (2) the facility plans for balanced regional development, (3) the collection development and preservation direction, (4) the special subject materials service plans, (5) the for establishing cooperation system, and (6) the public relations plans.

The core competence of the library originates from the huge analog collections and the high-quality digital contents. And when the interaction between two entities strengthens, it will be able to secure the identity as the time capsule and the gateway of knowledge information. Based on these prerequisites, this research analyzed the spectra of digital collection development and presented the various strategies about license of the electronic journals, internet collection development, institutional repository. When the library does not concentrate in digital collection development, the position as information common will be under losing.

This study attempts to show the reasons why the academic field, which has been called 'Library and Information Science', should change its paradigm for both research and practice. To this end, this study investigates the essence of the current academic crisis, which is seriously threatening the survival of the LIS as an independent academic field in South Korea. In details, this study discusses the identity problem of the LIS, the poverty in scholarship, the low self-esteem of the profession, etc. Also investigated are the reasons why the profession, which includes both scholars and practitioners, is facing with such a crisis. This study emphasizes that both researchers and practitioners in the LIS field should keep their eyes on the ongojng information revolution, and that in order to thrive as well as to survive from the midst of such an academic crisis they should notice and understand the essence of the revolution. The conclusion of this study includes the philosophies and strategies for survival, which the profession should keep in mind and follow in a hurry.

Needs of our society for information professional have been changed continuously. The purpose of this paper is to study a direction of Library and information Science(LIS) education which can response properly the change. For this purpose, 1) the characteristics of information socitey, the demand to information profession, and the qualification required by the emerging job market of information professionals are examined. 2) the identity of LIS and its educational achievement for information professionals are considered. 3) Information Resources Management (IRM) which in some sense shares the common goal of effective information transfer with LIS is also considered. 4) the similarities and the differences between the two are discussed to seek their interrelationship and cooperation possibiity. While there are differences in focus and practice between LIS and IRM, interdisciplinary partnership between these two can enhance theory and practice of each other's area. Particulary, LIS school can take advantage for their students to penetrate the emerging job market as well-rounded information professionals.

The National Library of Korea (Sejong), which was launched in December 2013, has been in the spotlight as a specialized library for Korean policy information and as a Sejong city complex cultural facility. Nevertheless, the essential identity, organizational status, division of affairs and core competencies, policy information collection, and services of the NLK (Sejong) are weak and inadequate. Therefore, this study developed a job model for establishing an essential identity and providing high-quality policy information services nationwide and suggested a strategic organizational reorganization plan. The job model was proposed as a total of 110 by adding 38 to the existing 72. Based on this job model, the short-term reorganization model (2023-2024) changed the grade of the library director from the current grade 4 (administrative officer) to Senior Executive, and the grade of the director by division from grade 5 (secretary) to grade 4. The sub-organization has expanded the current 3 divisions (planning management, policy information, and service use) to 4 divisions (planning administration, library collection and development, policy information service, and public service and culture, with a total of 51 personnel. In the mid-to-long-term model (2025-2032), the sub-organization was expanded to 4 divisions and 1 office (planning administration, library collection and development, policy information service, public service and culture, and policy information research), and presented a total of 61 personnel. To this end, it is necessary to persuade stakeholders with the argument of advocating the Korean policy information center, which is a macro-strategic goal, and focus all capabilities on strategic reorganization and revision of 「Decree on the Organization of the Ministry of Culture, Sports and Tourism」.
