Damage to the natural environment is becoming increasingly complex in modern society, expanding to impact not only the environment but also society and the economy. Various systems and policies based on sustainability have been promoted internationally. Legal systems and policies based on evaluation systems such as land environment assessment and urban ecological status maps, have been implemented in Korea. However, most of Korea institutions and policies related to the natural environment have been directed toward the conservation of the natural environment, and restricted to in simple theoretical frameworks with various limitations. Therefore, this study analyzed the definition and value of the natural environment for a fundamental conceptual approach to the valuation of the natural environment. Based on this, we modeled the policy process for a flexible evaluation system suitable for the actual situation of Korea natural environment through a review of the integration of environmental policy proposed in Europe.

Recently parks and green spaces contribute not only as a place of leisure but also for environmental welfare, social education, new jobs and $CO_2$ Emissions Reduction. Parks and green spaces are understood as urban infrastructures like roads and rivers. They are also included in social infrastructures like education, culture, and welfare facilities. These changes are applied to policies for parks and green spaces, many governments and local authorities make investments on them. The modification of policies for parks and green spaces in England is a good example about this trend From this view point, this study now deals with the changing process of policies, results, and evaluation. Some implications have been deducted. The first is the inducement in participation in policies and implementation of practices through policy papers. They are more practical than written laws which are composed of abstract sentences and generalizations. Secondly, the status of parks and green spaces is highly raised with the establishment of CABE Space and so on. This organization controls many different policies and programs related to parks and green spaces. Third is the funding for the improvement of parks and green spaces. Fourth, are the short-term measures, such as funding and management, and the long-term measures such as pursuing building of partnership and training. Fifth, the government strives to establish its partnership with the local authorities and communities through a spectrum of support in terms of information, monitoring, and developing good practices among networks. Finally, parks and green spaces are being addressed from multiple directions through the participation of numerous agents like voluntary groups, development companies, communities and so on. Recently, in Korea, the influences of the Sunset Law for Park Site, Landscape Architecture Law, Urban Forest Law, and other related ordinances have encouraged the review on the policies on parks and green spaces needed. However, there are not many studies about them. Owing to these reasons, the cases of England will he helpful.
Information can be visualized as information technology and computers have recently made dramatic improvements. Thanks to the brisk effects of providing information in 3D on the web with the technological developments of Web 3D and virtual reality implementation in the Internet, there has been the trend to present geographic information in images and 3D. In this study, the Web 3D GIS technique was adopted in analyzing the current state of urban landscape and examining and predicting the urban landscape affected by new urban development businesses. As a result, it was expected that the study would be able to help the government agencies to reduce their errors in making urban landscape plans and policies and implementing them to provide objective and visual data, and to come up with a simulation system that could be used to reflect the residents opinions in plans and policies.

Under the Korea Building Act, anyone planning to build a building or buildings on a site over $200m^2$ must plant plants over a specific area. In large scale development this rule is adhered to well, but such is not the case in small scale development. Therefore, special attention must be given to small scale development. Thus, the purpose of this research is to analyze the current situation and practice of planting at small scale development sites in Seoul, and then suggest policies for improving them. In this study using the data covering Seongbuk-Gu and Gangnam-Gu, which was surveyed in 2002, the current situation and practice of planting at small scale development sites was analyzed. After a questionnaire survey was conducted with government officers and building owners, the same analysis was made. Then the policies for improvement were extracted. The results are as follows: 1. In superordinate planning stage, because the minimum standards are too low, those must be strengthened. Any district plan does not control planting in private building lots. This requests active application of planting in private building lots as a design control measure in district planning. 2. In the building design stage, there are no guidelines. The obligation of building set-back between adjacent buildings by the Korean Building Act produces mass shaded and inferior planting beds. The act also is blocking landscape architects' participation in small scale development. And wall installations deteriorate the streetscape and growth of plants with shading. Therefore guidelines must be made. 3. In each stage of the building permit, the permit for building completion, and maintenance the Korean Building Act is blocking landscape architects' participation in small scale development, so the planting plan is completely handled by nonprofessional persons. Therefore, the act should be amended in order to make way for landscape architects' participation in each stage of the small scale development process.

Brownfield sites are beginning to be considered as potentially useful areas for landscape design and planning, with post-industrial areas such as water treatment facilities and military training bases being converted into useful landscapes such as parks and recreation areas. These redevelopments bring broad benefits through revitalizing communities and increasing property values, thus, increasing the demand for comprehensive management and planning policies. This study examines changes in U.S. brownfield policies and programs and, identifies their periodic characteristics over the thirty years since the Superfund program was introduced in 1980. A descriptive and interpretive approach was utilized, focusing specifically on a time sequential analysis of the data gathered from the overview of the Environmental Protection Agency's web-based documents and related literature. The primary changes in and characteristics of programs and policies were analyzed and divided into three periods : environmental protection, remediation and reuse, and comprehensive planning. Four major features were identified: relaxation and readjustment of regulation, diversification of support programs, a mix of top-down and bottom-up approaches, and database system building. The study examines how common brownfield problems such as site identification difficulties and assessment and remediation cost have been dealt with in the regulatory context and has implications for future policies and programs for effective brownfield planning and management in Korea.

This study was conducted to report background, organism and activities of Greenspace Scotland, which was established for creation and management of green environment in urban Scotland, UK, and to help discussing an efficient structure for green environmental management in future Japan. As a result, it was confirmed that Greenspace Scotland plays a key role to develop and offer the framework - structure of partnership - for creating, regenerating and managing green environment from a large-scale point of view. Rich varieties of projects, which are difficult to manage by individual organization, have been brought to realization through circulating national funds and policies among local communities in partnership with existing charities and voluntary sector keeping their identity and independence. Greenspace Scotland also put stress on the aspects of social, cultural and economic regeneration in urban communities, and emphasizes a partnership development for above purposes.

The goal of vocational school is to provide students with basic skills and help develop them to have satisfactory careers. With the knowledge they have learned, it helps them to find their interests and aptitudes when they graduate. The government is putting a lot of effort into clarifying the goal accomplishment and the vision proposals of vocational schools, and the structure-oriented guidance controlled by the government is thought to be very influential to the social structure and individual perceptions. Social stereotypes(discrimination) and perceptions that can be the core of a social structure need to be transformed for people to be fulfilled in their careers in the upcoming advanced Korean society. The important solution is to form correct values and a system of career selection which can ensure a stable future for students. Therefore, to carry out research regarding training human resources in terms of students from vocational schools' landscape architecture majors in an approaching method with a new perspective, we analyzed education plans from vocational schools in 11 regions, textbooks used in common, governmental publications regarding career education policies of vocational schools and questionnaires from students who are majoring in landscape architecture at vocational schools. As a result, we were able to find out the types and the frequencies of career-occupation education at each school through analysis of education plans and the necessity to control the amount and the level of the contents for high school students to have careers in analyzing textbooks. In addition, in Ministry of Education, Science and Technology's analyzing career education policies of vocational schools, we figured out the government's policies and directions of training. From the questionnaires from students majoring in landscape architecture, we were able to compare and analyze the satisfaction level of students on career education(education plans), textbooks, governmental career policies and career selection.

The purpose of this study is to understand the current status of the pet plant kit industry and determine the priorities for support policies to revitalize the industry. SWOT analysis assessed the industry's current state, and the Analytic Hierarchy Process (AHP) was used with industry professionals to prioritize support policies. The SWOT analysis results indicated that SO strategies involve leveraging government support policies to enhance marketing and developing eco-friendly DIY products. WO strategies include launching advertising campaigns to increase market recognition and establishing strategic partnerships to expand distribution. ST strategies focus on strengthening price competitiveness and proposing unique values, while WT strategies involve improving production processes and enhancing product quality based on consumer feedback. The AHP analysis identified 3 top-level and 12 sub-level evaluation items, with data collected from 17 expert surveys. The results showed the 'entry phase' (0.482), 'activation phase' (0.397), and 'advanced phase' (0.121) were prioritized, with 'organizing seminars' (0.181) as the most crucial subcategory and 'support for kit development' (0.020) as the least. The pet plant kit industry is in its early stages, and appropriate policy incubation can help activate the garden industry. This study provides foundational information on the industry's needs for activation.
The study aims to draw out implications regarding systematic reservoir management through analyzing the reservoir conservation activities and policies in Hyogo Prefecture which has the most agricultural reservoirs in Japan and similar agricultural form to that of Korea. The results are as follows. First, it turns out that consistency in policies and persistent drive are key to success. Since the late 1990s, the Hyogo Prefectural government has expanded the reservoir conservation policies, consistently trying to ellicit the multifunctionality of reservoir, and also has shown persistent drive toward the conservation policies through systematic process. Second, it is clear that the Prefectural government has shown a great degree of activeness. It established ordinances before acts were legislated by the central government. In addition, the Hyogo Prefectural government ran a supportive organization with its own funds. Third, the establishment of systematic enforcement system played a critical role. The efficiency in the policy enforcement derived from the dual conferences, Prefectural-level conference dealing with the related policies throughout the Prefecture, and local-level conference discussing policies based on regional characteristics.

Nowadays, in the European countries, landscape is spoken of its importance as often as environment, by those who are engaged in such fields as politics, administration, research and civil society. In Korea, while recognizing such an international trend, academics and administrators have made a series of efforts to reflect landscape concept on a variety of policies. However, it is recognized that the effects of these policies have not been satisfactory. Under these circumstances, this paper aims to examine the complex values and multiple meanings in the landscape, which have been discussed by landscape experts in the European countries. Then, it aims to the explore the future direction of policy and research on the landscape to be pursued in Korea, where there is relatively less interest in the issues of landscape. It is argued that landscape should be approached and understood from a holistic perspective, because it is a very complex concept with multiple meanings that have been coined differently depending on the situation. All the academic fields, involved in the landscape research, should try in co-operation to develop the comprehensive approach rather than the inter- and multi-disciplinary approach to the landscape study. In Korea, moreover, it is also necessary in the legislation to recognize the fact that degradation and retreat in the quality of landscape would make a negative effect on the quality of human daily life. Natural and cultural heritages contained in the rural landscape are also now in danger of disappearing. These heritages, therefore, should become an important subject for research and policy on landscape before the countryside is completely evacuated after the aging population die out. To make this happen, it is very urgent that evaluation and classification of landscape character should be undertaken from the holistic perspective, which is equipped with a methodology overcoming as well as encompassing the boundaries of academic fields. It is also equally very urgent that education on landscape should be provided to the politicians, citizens and students as well as the officials dealing with landscape matters. Finally, government should strive to make the landscape concept penetrate deeply as well as widely into the spatial planning and legislation process while designing and implementing a comprehensive landscape policy at the national level.
