Oceanographic and Meterological Information Service System Construction using Yeosu Area Aid to Navigation (여수권역 해양교통시설을 이용한 해양기상정보 서비스 시스템 구축)

  • 여수권역 해양교통시설에 해양기상 수집 시스템을 구축하여, AtoN AIS를 이용하여 주변을 항해중인 선박에 해양기상 정보를 직접 제공하고, AIS 기지국을 통해 해양기상 정보를 수집 처리하여 연안여객터미널, 해경 파출장소, 유관기관을 해양기상 정보를 제공함으로서 도서민이나 해양에 종사하는 사람, 레져 인구에게 제공하는 서비스로서 해양교통시설을 활용하여 좀 더 안전한 해양 업무를 수행하고 사고로 인한 인명 및 물적, 환경적인 피해를 줄일 수 있도록 한다. 여수권역 해양교통시설에 6개 국소와 별도의 기상관측 부이를 설치하여 대기기상(풍향/풍속, 기온/습도, 기압, 시정) 과 해양기상(유향/유속, 파향/파고, 수온)을 관측 할 수 있도록 구축하였으며, 기상관측 표준화법에 맞게 센서를 검정하고, 설치하여 관측 자료의 신뢰성을 확보하였다.

Maritime Security of the Republic of Korea: year 1998 and year 2018 (한국의 해양안보: 1998년과 2018년)

  • Security situations are fundamentally and rapidly changing on the Korean Peninsula. Above all, as North Korea(NK) is heightening its nuclear and missile capabilities, Republic of Korea(ROK) is facing an existential threat. At the same time, as China's economic, diplomatic and military power is quickly rising, the balance of power is shifting and strategic competition between the Unite States(US) and China is accelerating in the Asia-Pacific region. Under the pressure of development of these situations, ROK seems to face allegedly the most serious crisis in its national security since the end of the Korean War. In the current grim geopolitical situation, maritime security may become the most difficult security challenge for ROK in the years to come. The purpose of this paper is to compare major changes in maritime security affairs of the ROK during last twenty years from 1998 until now(2018). 1998 was when this journal 『Strategy 21』 was published for the first time by the Korea Institute for Maritime Strategy. Then, this paper tries to identify challenges and risks with which this country has to deal for its survival and prosperity, and to propose some recommendations for the government, the Navy, and the Coast Guard as they are responsible for the maritime security of the country. The recommendations of this paper are as follows: strengthen ROK-US alliance and expand security cooperation with regional powers in support of the maintenance of the current security order in the region; building-up of maritime security capacity in preparation for crisis on the maritime domain with the navy targeting to acquire 'a non-nuclear, balance-of-terror capability, to improve interoperability with the Coast Guard based on 'a national fleet,' and to actively pursue innovation in naval science and technology. Finally, this paper proposes that naval capability the country needs in another twenty years depends on how effectively and rigorously the navy put its utmost efforts towards building 'a strongest navy' today.

A Study on the Introduction of the ETV for Disaster Prevention - Focusing on the Role of the Korea Coast Guard for the Prevention of Radioactive Waste Accidents and Marine Accidents - (재난 예방을 위한 ETV 도입에 관한 연구 - 방사성폐기물 사고 및 해양사고 예방을 위한 해양경찰의 역할을 중심으로 -)

  • Korea has disposed of medium and low level radioactive waste generated by operating nuclear power plants permanently through the radioactive waste repository located in Gyeongju. However, the maritime transport of radioactive waste is exposed to the risk of marine accidents, and it will be necessary to introduce a system to secure safety from the viewpoint of the function and role of the Korea Coast Guard. Especially, Korea is affected by large-scale marine accidents, such as the Hebei Spirit or Sewol accidents. From this point of view, we analyzed the current status of Korea radioactive waste shipping and examined the response systems of major foreign countries. As a result of examining major cases of accidents, we have operated an Emergency Towing Vessel (ETV) fleet centering on European countries in order to respond urgently to marine casualties that may have social, regional and international effects, such as accidents of similar nuclear material carriers and dangerous cargo ships. It proves a partial effect. Based on this, we propose the introduction of the Korean ETV System. In other words, it is necessary to respond to large-scale marine accidents that could lead to enormous environmental, property, and personal damage, such as marine accidents involving nuclear material ships, large oil tankers, and large passenger ships. For this, it seems necessary to introduce Korea ETV, which can carry out emergency towing, oil pollution control function, large - scale rescue equipment and manpower. This will lead to the enhancement of the Korea Coast Guard response to marine accidents, and will not miss the golden time of the initial response to the national disaster, which will help protect precious people, property and the environment.

How to Improve Self-Check System for Marin Pollution Prevention in Korea (해양오염예방을 위한 자율점검제도 개선방안)

  • For marine pollution prevention, Korea Coast Guard has enforced the self-check system on excellent workplace of marine facilities and ships since 2007 as part of the government policy for deregulation of administrative inspection. The self-check system had much effect amid interest from the workplaces and with their participation and cooperation. But the system has become stagnant because KCG has missed the proper timing to reflect the social and environmental change, marine workers' consciousness changes and the transformation of its relevant inner organization in the operation of the system for several years. To accommodate the changes of internal and external environments, this study surveyed 332 workers of ships and marine facilities through questionnaire about the self-check system for marine pollution prevention, reflected on the system, and focused on how to improve the existing system effectively. To increase the effect of self-check system, the enhancement of public relations efforts and improvements in marine pollution control system for ships of 5 gross tons and above are necessary. In addition, for relieving the burdens of business activity and visit inspection by KCG on excellent workplaces of ships and marine facilities, Marine Environment Management Act is needed to be amended so that the self-check system can be reflected in its amendment.

An Analysis of Legal System for Strengthening Actions against Operating Vessels Under the Influence of Alcohol at Sea (해상에서의 선박 음주운항 단속 강화를 위한 법 제도 분석)

  • In the last 5 years, a total of 567 accidents of operating vessels occurred under the influence of alcohol at sea, most of which occurred in fishing boats. Accidents caused by operating vessels under the influence of alcohol at sea are causing human and physical damages. There were 69 accidents caused by operating vessels under the influence of alcohol, leading to five deaths and one missing. The social damage due to operating vessels under the influence of alcohol is also increasing. Under the current law, punishment is given lightly compared to the seriousness of violation. In order to prevent the recurrence of accidents caused by operating vessels under the influence of alcohol, cases in Korea need to be analyzed. Regulations on the crackdown in foreign countries were compared to those in Korea and reviewed. In addition, risks of operating vessels under the influence of alcohol should be provided to ship workers while improving related laws and systems. In addition, efforts should be made to reduce the number of accidents due to operating vessels under the influence of alcohol by strengthening crackdowns on ships at sea so that accidents caused by operating vessels under the influence of alcohol could be prevented in advance in the future.

  • With the rapid development of oil and chemical industry in the late 20C, massive transportation of oil by oil tanker vessel has grown and it caused the big oil pollution accidents. When oil spill from the oil tanker, damages reach into the astronomical figures in economically and damages affect wide area and many people with break the balance of ecosystem. Recently in Korea, the oil pollution accidents has occurred frequently as growing of oil consumption and it caused large-scale damages to the victim. Oil pollution in Korean offshore takes not only korean fishermen from their life ground and break the ecosystem but it takes too much time and money to recover. To minimize oil pollution damages, it is necessary to make pre-caution effort as a ship owner and relevant government bodies should endeavor to prevent from more damages. But once oil pollution accidents occurs in territorial sea, compensation for victim fishermen is very important. But it is true that compensation is not paid to victim smoothly. So this study aims at the problems of oil pollution compensation to the Korean victim and find the best way to get reasonable compensation.

Effect of OPRC-HNS Protocol on Industry (OPRC-HNS 의정서 가입이 국내 산업계에 미치는 영향)

  • OPRC-HNS Protocol places the responsibility for having on-board a pollution incident emergency plan, notifying other States the incident facts in case of being affected by that incident, development of national contingency plan, international co-operation in pollution response, research and development, technical co-operation, promotion of bilateral and multilateral co-operation in preparedness and response, providing of information service, promotion of education and training, providing of technical services and technical assistance, etc. on parties to pursue their goals. After joining OPRC-HNS protocol, the government is required to inspect current status of matters related to HNS for its relevance on any laws. Additional items including establishment of component organization playing a role of managing response institution, manpower and resources, purchase response resource, development of response technique, and those also to enforce education and training to promote the party's duty. The facts described above drive up to analyze the benefits and burdens of relevant industry which appears in those procedure.

  • Ships' tracking data are being monitored and collected by vessel traffic service center in real time. In this paper, we intend to contribute to vessel traffic service operators' decision making through extracting ships' tracking patterns and models based on these data. Support Vector Machine algorithm was used for vessel track modeling to handle and process the data sets and k-fold cross validation was used to select the proper parameters. Proposed data processing methods could support vessel traffic service operators' decision making on case of anomaly detection, calculation ships' dead reckoning positions and etc.

A Study on the Health and Organizational Effectiveness of Korea Coast Guard Substation organization: Focused on Recognition of Workers (해양경찰 파출소 조직의 건강성과 조직효과성에 관한 연구 - 근무자의 인식을 중심으로 -)

  • By analyzing the data collected through surveys conducted on coast guard officers, this paper measures the level of organizational health and explores indicators of organizational health that influence organizational effectiveness. The findings of the analysis can be summarized as follows: First, the scores of all the organizational health indicators except job stress exceed average, which leads a conclusion that coast guard organizations' organizational health is in considerably good condition. Second, the indicators of organizational health included in the analyses are found to have both positive and negative effects on organizational effectiveness. While such variables as pay, co-worker relationship, job autonomy, job itself, organizational trust, job orientation influence positively, other variables including development-oriented culture, promotion system and supervision influence negatively on organizational effectiveness.
