Effectiveness of Direct Safety Regulations on Manufacturers and Users of Industrial Machines: Its Implications on Industrial Safety Policies in Republic of Korea

  • Background: Despite considerable efforts made in recent years, the industrial accident rate and the fatality rate in the Republic of Korea are much higher than those in most developed countries in Europe and North America. Industrial safety policies and safety regulations are also known to be ineffective and inefficient in some cases. Methods: This study focuses on the quantitative evaluation of the effectiveness of direct safety regulations such as safety certification, self-declaration of conformity, and safety inspection of industrial machines in the Republic of Korea. Implications on safety policies to restructure the industrial safety system associated with industrial machines are also explored. Results: Analysis of causes in industrial accidents associated with industrial machines confirms that technical causes need to be resolved to reduce both the frequency and the severity of such industrial accidents. Statistical analysis also confirms that the indirect effects of safety device regulation on users are limited for a variety of reasons. Safety device regulation needs to be shifted to complement safety certification and self-declaration of conformity for more balanced direct regulations on manufacturers and users. An example of cost-benefit analysis on conveyor justifies such a transition. Conclusion: Industrial safety policies and regulations associated with industrial machines must be directed towards eliminating the sources of danger at the stage of danger creation, thereby securing the safe industrial machines. Safety inspection further secures the safety of workers at the stage of danger use. The overall balance between such safety regulations is achieved by proper distribution of industrial machines subject to such regulations and the intensity of each regulation. Rearrangement of industrial machines subject to safety certification and self-declaration of conformity to include more movable industrial machines and other industrial machines with a high level of danger is also suggested.

Effective Operation Policies of AS/RS with Two Different Sized Units (두 가지 크기의 단위를 가진 자동창고의 효율적인 운영방안)

  • Most studies related to AS/RS are about operation policies or system designs. However, the studies on operation policy could not deal with various products using the single unit load system. In this paper, two different sized units are introduced and six different AS/RS operation policies are developed to process the different sized items. Computer simulation is used to evaluate AS/RS performances on various operation policies and to find the most effective operation policy for each case. The simulation model is developed using GPSS/PC and operation policies include COL-FIFO-SP, SIL-FIFO-SP, COL-RN-SP, COL-FIFO-LP, SIL-FIFO-LP and COL-RN-LP. The policies are evaluated based on the criteria of crane utilization, rack utilization, crane moving time, throughput and waiting time.

A Study on the Influence of Organizational Justice on the Industrial Security Supervisors' Compliance Motivations towards Security Policies: With a Focus on Organizational Attachment and Empowerment (조직공정성이 산업보안담당자의 보안정책 준수의지에 미치는 영향 : 조직애착과 임파워먼트를 중심으로)

  • This paper is a study on the industrial security specialists of organizations in possession of industrial technology and their compliance motivations towards security policies. The focus is on organizational justice, organizational attachment and empowerment based on our hypothesis that compliance motivations are shaped, not only by the organization itself but, also by the attitude and principle of the organization's members. The objective is to propose a direction for administrative security policy to increase prevention of industrial technology leakage by identifying the factors' significance through hypothesis testing and thereafter investigating the influencing relationship. Survey questionnaires are collected from the participants of a regular educational program provided by the Korean Association for Industrial Technology Security (KAITS) and analyzed using SPSS 21.0 and AMOS 21.0 software. Through various statistical analyses, following results are acquired. First, procedural fairness and organizational attachment are found to motivate security supervisors to comply with security policies. Particularly, the relationship between procedural fairness and compliance motivations towards security policies is fully mediated by organizational attachment, suggesting that improved fairness at the organizational level will lead to an increase in organizational attachment, which will encourage the individuals to comply with security policies. Additionally, empowerment of the individuals in organizations partially mediates the relationship between procedural fairness and organizational attachment, confirming that procedural fairness empowers each individual and increases his organizational attachment. Specifically, in order to maximize compliance of security policies, businesses should demonstrate procedural fairness when compensating their employees for their work to empower them and increase their organizational attachment, which can increase their will to comply with existing security policies. This research provides insights into how to encourage security supervisors to comply with security policies by increasing their empowerment and organizational attachment.

  • Based on the known results of the expected busy periods for the triadic Min (N, T, D) and Max (N, T, D) operating policies applied to a controllable M/G/1 queueing model, a relation between them is constructed. Such relation is represented in terms of the expected busy periods for the simple N, T and D, and the dyadic Min (N, T), Min (T, D) and Min (N, D) operating policies. Hence, if any system characteristics for one of the two triadic operating policies are known, unknown corresponding system characteristics for the other triadic operating policy could be obtained easily from the constructed relation.

Warranty Cost Models for a Second-Hand Products

  • A warranty cost analysis for new products have received a lot of attention. In contrast, there is hardly any literature on similar analysis for second-hand products. The market of second-hand products has been increasing and along with that the importance of warranties for second-hand products has also been increasing. However, warranty policies similar to new products are not economically acceptable to dealers. One needs to formulate new warranty policies and models to estimate expected warranty costs for second-hand products. This paper proposes one-dimensional cost sharing warranty policies and develops models at system level to analysis warranty cost for second-hand products sold with these policies.

  • The importance of trade cooperation with foreign countries is becoming higher in order to utilize the competitiveness of its own country's industries. In Korea, the government has made various efforts to respond to the expansion of foreign trade cooperation. As time goes by, it is needed to redefine and reestablish the functions of industrial polices in order to improve the effectiveness and efficiency of foreign trade cooperation. We focus on the industrial and trade policies related to FTA. Mainly we do research the impact (before and after FTA) of industry, trade policies, and firms' management activities on the export-oriented firms. For this end we conduct a survey on the firms' evaluation of the trade related policies and analyze with the panel data regression model. According to the results, in order to enhance the utilization of FTA, the connection with export support program, the training of expert HRs, and the prohibition of double regulation are the main influential policies.

Preventive Maintenance Policies for a System with Two Types of Units Subject to Deterioration

  • This paper considers preventive maintenance policies for a system with two types of units which is subject to deterioration. Two generalized models are investigated ; a preventive maintenance policy based on the cumulative operating time and a policy based on the number of minimal repairs performed. Optimal preventive maintenance policies which minimize the expected average cost per unit time including the earning loss due to the deterioration are discussed and some numerical examples are given.

Sustainable Urban Industrial Space Policy: Experiences and Implications from US Cities (지속가능한 도시산업공간 정책 -미국 주요 도시의 경험과 시사점-)

  • This study attempted to seek policy directions for development of sustainable urban industrial space through reviewing recent policies and projects of US cities that experienced urban industrial land replacement and industrial suburbanization. The policies and regulations for the urban industrial space preservation include the New York City's Industrial Business Zone, Chicago's Planned Manufacturing District, the no-net-loss framework in San Jose, and the subdivided and the state of the art in zoning systems in Philadelphia and Seattle. These policies and zoning systems have been effective for preventing the conversion of urban industrial lands to other uses, promoting business activities, and creating jobs for urban residents. In addition, the updated and innovative zoning systems allow for a wide variety of urban industrial spaces to meet newly emerging industrial demands. On the other hand, we suggested several policy implications through reviewing the cases of urban regeneration projects in Portland's Willamette Industrial Urban Renewal Area, Atlanta's BeltLine, and Milwaukee's Menomone Valley as follows: 1) updating and reinforcing spatial planning and policies for preservation and revitalization of urban industrial land; 2) considering existing businesses and local workers first; 3) setting up a participatory planning for local workers and residents; 4) preparing policies for brownfield cleanups.

  • The most generalized form of the triadic operating policy for an M/G/1 queueing model is developed. It consists of three simple N, T and D operating policies and has a peculiar structure possessing concepts of dyadic policies. Using the concept of the pseudo probability density function of the busy period, its expected busy period for the controllable M/G/1 queueing model is derived. Since the obtained result is the most generalized form the triadic polity, the expected busy periods for all known dyadic policies are recovered as special cases from it.
