This study has examined how the welfare system has changed as it has passed through the most controversial period in Korean modern history. The welfare system has changed in a way that adapts to the need for export-led economic growth. Industrialization centered on light industry, which started in the mid-1960s, absorbed the labor force that existed in the rural areas and commodified them, thereby creating a momentum for Korean society to get out of poverty. However, the public de-commodification, ie social security system, adapted to the commodification of the labor force has been institutionalized only in a very limited area and people. Indeed, the de-commodification system was confined to the area directly linked to the reproduction of the labor force. Even so, the target was very limited in the abundance of labor in rural areas. Compulsory medical insurance was rejected because of corporate burden, and industrial accidents insurance was introduced centering on large-scale workplaces. As the Korean economy began to move from the light industry to the heavy industry in the 1970s, the commodificated labor force changed from a low skilled labor force to a skilled male labor force. It is at this time that dual structures have begun to be created between workers employed in export-oriented large enterprises and workers employed in domestic-oriented SMEs. Therefore, the system of de-commodification that supports the reproduction of labor power in response to social risks has also been institutionalized centering on large-scale workplaces.

In recent years, fast growing cities in Korea are showing signs of being vulnerable to more disasters as their population and facilities increase and intensify. In particular, fire is one of the most common disasters in Korea's cities, along with traffic accidents. Therefore, in this study, we analyze what type of factors affect the fire that threatens urban people. Fire data were acquired for 10 years, from 2007 to 2017, in Jinju, Korea. Spatial distribution pattern of fire occurrence in Jinju was assessed through the spatial autocorrelation analysis. First, spatial autocorrelation analysis was carried out to grasp the spatial distribution pattern of fire occurrence in Jinju city. In addition, correlation and multiple regression analysis were used to confirm spatial dependency and abnormality among factors. Based on this, OLS (Ordinary Least Square) regression analysis was performed using space weighting considering fire location and spatial location of each facility. As a result, First, LISA (Local Indicator of Spatial Association) analysis of the occurrence of fire in Jinju shows that the most central commercial area are fire department, industrial area, and residential area. Second, the OLS regression model was analyzed by applying spatial weighting, focusing on the most derived factors of multiple regression analysis, by integrating population and social variables and physical variables. As a result, the second kind of neighborhood living facility showed the highest correlation with the fire occurrence, followed by the following in the order of single house, sales facility, first type of neighborhood living facility, and number of households. The results of this study are expected to be useful for analyzing the fire occurrence factors of each facility in urban areas and establishing fire safety measures.
A comprehensive safety management system will be required in accordance with the implementation of the Major Disaster Punishment Act for close-up safety management of construction sites. Safety management level evaluation management requires a comprehensive relationship between safety management under the Construction Technology Promotion Act and health and health management system under the Industrial Safety and Health Act. Purpose: As corn oil is semi-drying oil, it has more double bonds than non-drying oil and is easier to combine with oxygen. In addition, among the causes of spontaneous ignition, accidents caused by oil-soaked cloths due to oxidative heat are gradually increasing. Therefore, the purpose of this study is to understand the characteristics of spontaneous combustion according to the number of towels and the amount of corn oil at 65℃. Method: After setting the test temperature to 65℃, 25ml, 50ml, 75ml of corn oil per towel was sprayed. The central temperature of the sample rises above the set temperature. It was determined, and when the central temperature of the sample became similar to the set temperature, it was determined as non-igniting. Result: After evenly distributing 25ml of corn oil per towel, as a result of the experiment, 5 towels did not ignite, and 10 and 15 towels ignited. Also, as a result of an experiment using 50ml and 75ml of corn oil per towel, spontaneous ignition occurred when the number of towels was 5, 10, or 15 sheets. Conclusion: Even a small amount can cause a fire if the conditions for spontaneous ignition are met.

In this study, the performance of a honeycomb-type hydrogen oxidation catalyst to remove hydrogen in a hydrogen economy society to secure leaking hydrogen. The Pd/TiO2 catalyst was prepared based on a liquid phase reduction method that is not exposed to a heat source, and it was showed through H2-chemisorption analysis that it existed as very small active particles of 2~4 nm. In addition, it was found that the metal dispersion decreased and the active particle size increased as the reduction reaction temperature increased. It was meant that the active metal particle size and the hydrogen oxidation performance were in a proportional correlation, so that it was consistent with the hydrogen oxidation performance reduction result. The prepared catalyst was coated on a support in the form of a honeycomb so that it could be applied to the hydrogen industrial process. When 20 wt% or more of the AS-40 binder was coated, oxidation performance of 90% or more was observed under low-concentration hydrogen conditions. It was showed through SEM analysis that long-term catalytic activity can be expected by enhancing the adhesion strength of the catalyst and preventing catalyst desorption. It is a basic research that can secure safety in a hydrogen society such as gasification, organic resource, and it can be utilized as a system that can respond to unexpected safety accidents in the future.
Following ISO 20471, in this study, first, two sets of safety clothes and safety vests were made by designing and attaching animal and bird patterns preferred by children to retroreflective films and black fabrics on those fluorescent fabrics and retroreflective materials prescribed by international standards. Second, by mounting a smart photonic device on the safety clothing so that the body can be recognized from a distance even without an ambient light source at night, children can emit three types of light depending on the situation with just one-touch of the button. From a result of comparison with visibility a day and night by dressing a mannequin in the made smart safety clothing, the difference in visibility was evident at night, it was confirmed that we can see the figure of a person even at a distance of approximately 70 m. Therefore, it is expected to contribute to the prevention of traffic and other accidents on the road, as the drivers driving at night or in bad weather can recognize a person from a distance. Third, in case of the energy is exhausted and cannot maintain the stability of the light-emitting function of the optical faber, we can use energy harvesting device, and the light-emitting time will be extended. As a result it comes up to emit light stably for a long time. And this prove that smart photonic safety clothing can also be used for night workers. Therefore, optical fiber safety clothing is expected to be highly wearable not only in real life but also in dark industrial sites due to stable charging by applying the energy harvesting provided by solar cells.

Purpose: The Ministry of Employment and Labor has been working hard to ensure the safety of workers due to heavy rain during natural disasters as the responsible ministry in charge of preventing industrial accidents and health problems for workers. Accordingly, the Ministry of Employment and Labor intends to analyze actual cases of responding to heavy rain disasters and suggest ways to improve the response system. Method: An emergency response system implemented to respond to heavy rain disasters with an internal expert group composed of those in charge of disaster work at headquarters, local government offices, and Korea Occupational Safety and Health Agency, and an external expert group composed of professors, consulting representatives, and disaster managers from other ministries. Contents on self-inspection by industry, workplace inspection, use of serious siren, safety management and restoration work guidance were reviewed. Result: First of all, it is necessary to check the regular contact system from time to time, and it is also necessary to prepare and distribute detailed self-checklists for each industry. In addition, it is necessary to check the implementation of self-inspection when inspecting workplaces, and it seems necessary to have measures to increase the readability of information notified through serious disaster sirens. Objectives: Personal protective equipment (PPE) is an essential means for protecting workers against hazardous agents or risks that threaten their safety and health. Governmental organizations related to safety and health in the workplace regulate the PPE rules to protect workers and to minimize damage from hazardous agents. This study discussed current PPE rules overseen by the Korea Ministry of Environment and explores future perspectives on the matter. Methods: This study was based on a review of PPE regulations with which every stakeholder should comply in the workplace. Both South Korean regulations enforced by the Ministry of Employment and Labor and the Ministry of Environment and cases from other countries were reviewed. Results: Regulations related to the PPE required for handling chemical substances in the workplace are enforced by the Occupational Safety and Health Act, Enforcement Decree, Enforcement Rules, and Notification of Protective Equipment Certification under the Ministry of Employment and Labor. The Ministry of Environment also regulates the PPE standards for 97 substances requiring preparation for accidents and adjustment of work conditions, but a recent amendment (partially amended on September 30, 2022) loosened some unreasonable or excessive provisions. It requires workers simply to carry or otherwise keep PPE handy instead of wearing it for some tasks in which hazardous chemicals are not handled directly. Conclusions: It is important to regularly review provisions that need to be improved or supplemented to help all stakeholders. Considerations should be also made to build a reasonable regulatory system that can induce more mature safety management in each workplace.
In this study, a catalytic oxidation-heat recovery system was designed that can remove unreacted with a concentration of about 1% to 6% in the exhaust gas of hydrogen fuel cells and recover heat to ensure safety in the hydrogen economy. The safety system was devised by filling hydrogen oxidation catalysts at room temperature that can remove unreacted hydrogen without any energy source, and an exhaust-heat recovery device was integrated to efficiently recover the heat released from the oxidation reaction. Through CFD analysis, variations in pressure and fluid within the system were shown depending on the filling conditions of the hydrogen oxidation system. In addition, it was found that waste heat could be recovered by optimizing the temperature of the exhaust gas, flow rate, and pressure conditions within the heat recovery system and securing hot water above 40 ℃ by utilizing the exhaust gas oxidation heat source above 300 ℃. Through this study, it was possible to confirm the potential of utilizing hydrogen processes, which are applied in small to medium-sized systems such as hydrogen fuel cells, as a safety system by evaluating them at a pilot scale. Additionally, it could be a safety guideline for responding to unexpected hydrogen safety accidents through further pilot-scale studies.
