미국 멕시코만 오염사고 분석을 통한 국가방제정책 개선방안 연구 (A Study on the Improvement of National Marine Pollution Response Policy based on the Analysis of Gulf of Mexico Oil Spill Incident)

  • 2010년 4월 20일, 반잠수식 시추선 Deepwater Horizon호가 폭발, 침몰하는 사고가 발생하였으며, 이로 인해 490만배럴(약 77.8만톤)의 원유가 미국 멕시코만으로 유출되었다. 이 사고로부터 1년 이상이 경과함에 따라 정부 측과 오염행위자 측의 각종 분석보고서와 사고로부터 얻은 교훈 등이 발표되고 있다. 본 연구에서는 미국 버락 오바마 대통령의 지시로 구성된 "Deepwater Horizon 기름유출과 원해 석유시추에 관한 국가위원회"의 최종보고서와 미국 해안경비대(USCG)와 미국 에너지 관리 규제 집행국(BOEMRE) 합동조사반의 중간보고서를 바탕으로 기름오염 사고 원인과 사고대응에 대한 측면을 중점적으로 검토 분석하였다. 또한, 분석결과를 토대로 우리나라 정부에서 유출구 봉쇄조치 지도감독 능력 강화, 현장소각과 임시방제정 프로그램의 도입검토 및 향후 미국의 연구개발성과에 대한 지속적인 모니터링 등 국가방제정책의 개선방안을 제시하였다.

  • 오늘날 다양한 서버 내 가상화 기술 중 도커(Docker)는 기존의 방식보다 경량화된 서비스 운영 환경을 제공함으로써 많은 기업 환경에 도입되고 있다. 도커는 이미지, 컨테이너 개념을 통해 서버 환경 구축, 업데이트, 이동을 효율적으로 할 수 있게 지원한다. 도커가 많이 보급될수록 도커 이미지를 배포하는 서버나 도커 기반의 호스트에 대한 공격 유인이 증가할 것이다. 이에 본 논문에서 도커 데몬이 비활성화 된 상태에서도 컨테이너의 파일 시스템을 추출할 수 있는 방안을 포함하여 도커를 사용하는 호스트에 대한 포렌식 조사 기법과 그 절차를 제시하였다.

초음속 공중발사 로켓의 모선 간섭현상 수치적 연구 (Numerical Investigation of Mother Plane Interference Effect on the Supersonic Air-launched Rocket)

  • 새로운 개념의 위성발사 방식으로 연구되고 있는 초음속 공중발사로켓의 모선분리 현상을 파악하기 위하여 모선-로켓의 단순화된 형상에 대하여 발사속도, 장착각, 수평-수직방향의 장착위치 변화에 따른 발사체의 피칭모멘트의 변화를 고찰하였다. 정상상태의 유동해석을 위하여 삼차원 Euler 방정식을 수치적으로 해석했고, 이러한 연구를 통하여 모선날개에 장착된 초음속 공중발사로켓의 모선분리에 큰 영향을 주는 장착변수를 확인하였으며 각 변수의 변화에 따른 발사체의 거동의 변화를 반응면 모델을 구성하여 도식으로 나타내었다. 본 연구를 통하여 초음속 공중발사 메커니즘에 대한 공력특성과, 비정상 모선분리를 위한 최적 장착 위치에 대한 유용한 데이터를 제공하게 되었다.

  • The propulsion system which apply the diesel engine with reduction gear as prime mover, generally installs the elastic coupling between engine and intermediate shaft, This coupling can isolate the vibratory torque excited by diesel engine, or the excess transient torque and moment occurring by external impact. So, diesel engine and reduction gear can safely operate by elastic coupling. Unfortunately, the elastic coupling for skimmer vessel was repeatedly broken by unknown vibration during the sea trial In this paper, the authors are searching for the possibilities and causes of the elastic coupling failure, via the global vibration measurement and the past incident investigation.

Impact of the masonry infills on the correlation between seismic intensity measures and damage of R/C buildings

  • This paper investigates the role of the masonry infills on the correlation between widely used earthquake Intensity Measures (IMs) and the damage state of 3D R/C buildings taking into account the orientation of the seismic input. For the purposes of the investigation an extensive parametric study is conducted using 60 R/C buildings with different heights, structural systems and masonry infills' distributions. The results reveal that the correlation between the IMs and the seismic damage can be strongly affected by the masonry infills' distribution, depending on the special characteristics of the structural system, the number of stories and the incident angle.

  • The recent fire incident in an elementary school of Chonan city causes the media focus on the fire safety of residential container buildings. In this study, real fire tests were conducted in this kind of buildings. Combustion products including $O_2$, $CO_2$, CO, $NO_x,$, $SO_x$, HCI, HCN were measured, in order to investigate the hazard-reduction effects of employing gas mask protected with filter during the fire emergency of residential container buildings. According to the test results, whether or not employing the filter showed a sheer difference in the toxicity of the fire-induced gases, and then the importance of wearing a gas mask was evidently demonstrated.

  • As the kind of IT service on the internet is more and more diversifying and increasing, IT service's adverse effects also consistently occurring. Among them the incident of private information exposure is becoming social issues, especially the exposure of private information entered on-line resume is very serious. This paper investigates whether or not data is encrypted in data transfer section of major on-line job-search sites of Korea by using the packet analyzer such as "Wireshark." This paper judges whether or not the vulnerability, private information exposure, exists from the result of the investigation above and suggests countermeasures.

공공부문의 서비스품질 측정모형 개발 (Developing the Measurement Model of Service Quality in the Public Sector)

  • Beyond SERVQUAL-based service quality research, we develop a measurement model of public service quality that would provide researchers and practitioners in the public sector with a foundation for systematic investigation and implementation. Firstly, we explore the attributes of public service quality that lead to customer satisfaction by using the critical incident technique (CIT). We identified four dimensions of public service qualities. We also found that the critical attributes of service quality differ according to the types of customers. Secondly, to achieve a high degree of empirical confidence, we conduct statistical tests and analyses on the classification scheme and on the attributes of service quality that we derived from the CIT analysis. Through these analyses, we could remove the redundancy among attributes and group the attributes into new constructs, which are mutually exclusive and exhaustive; we built a more sophisticated measurement model of service quality.

난류예혼합화염이 음파의 산란에 미치는 영향에 관한 연구 (The Effect of Turbulent Premixed Flame on the Wave Scattering)

  • Analytical investigation of acoustic wave scattering from turbulent premixed flames was conducted to evaluate the acoustic energy amplification/damping. Such acoustic energy change is attributed to the acoustic velocity jump due to flame's heat release. Small perturbation method up to second order and stochastic analysis were utilized to formulate net acoustic energy and the energy transfer from coherent to incoherent energy. Randomly wrinkled flame surface is responsible for the energy transfer from coherent to incoherent field. Nondimensional parameters that govern net acoustic energy were determined: rms height and correlation length of flame front, incident wave frequency, incidence angle, and temperature ratio. The dependence of net acoustic energy upon these parameters is illustrated by numerical simulations in case of Gaussian statistics of flame front. Total net energy was amplified and the major factors that affect such energy amplification are incidence angle and temperature ratio. Coherent (incoherent) energy is damped (amplified) with rms height and correlation length of flame front.

3D finite element analysis of the whole-building behavior of tall building in fire

  • In this paper, a methodology to simulate the whole-building behaviour of the tall building under fire is developed by the author using a 3-D nonlinear finite element method. The mechanical and thermal material nonlinearities of the structural members, such as the structural steel members, concrete slabs and reinforcing bars were included in the model. In order to closely simulate the real condition under the conventional fire incident, in the simulation, the fire temperature was applied on level 9, 10 and 11. Then, a numerical investigation on the whole-building response of the building in fire was made. The temperature distribution of the floor slabs, steel beams and columns were predicted. In addition, the behaviours of the structural members under fire such as beam force, column force and deflections were also investigated.
