Perceptual Differences of Success Factors for a Maritime Tourism Complex Using Fuzzy Theory (Focusing on Golden Harbor, Incheon) (퍼지이론을 활용한 인천 해양관광단지 성공요인의 인식차이 분석에 대한 연구(인천 골든하버를 중심으로))

  • The maritime industry is recognized as an important national industry in the world today, and its importance is increasing. One of the most important marine industries is the marine leisure industry. Korea attracts many foreign visitors, and a wide variety of cultural and tourist resources are worth accessing. Among the visitors are Chinese tourists, who are called Youke and who represent a constantly increasing trend since 2007, when 1.06 million people visited, to 2015, when 5.98 million people visited Accordingly, a budget of about one trillion won has been committed to creating a resort complex called Golden Harbor at Incheon, which will focus on the development of a marine tourism complex In this study, we conduct a survey on the potential of Chinese tourism and marine tourism professionals only success of the targets of the Incheon Port Authority was analyzed by comparing the difference. A fuzzy analysis of the questionnaire results on Chinese tourists showed the importance of giving the highest priority to services being friendly(0.823), followed by safety(0.823) and convenience(0.773), highlighting the importance of recognize a variety of tourism products(0.755). Targeted surveys were conducted on 20 of Incheon Port Authority s employees They showed that various tourism products are the main issue(0.852), following by accessibility(0.850) and immigration(0.810), showed that convenience is important to recognize the order of (0.793).

Forecasting the Steel Cargo Volumes in Incheon Port using System Dynamics (System Dynamics를 활용한 인천항 철재화물 물동량 예측에 관한 연구)

  • The steel cargoes as the core raw materials for the manufacturing industry have important roles for increasing the handling volume of the port. In particular, steel cargoes are fundamental to vitalize Port of Incheon because they have recognized as the primary key cargo items among the bulk cargoes. In this respect, the IPA(Incheon Port Authority) ambitiously developed the port complex facilities including dedicated terminals and its hinterland in northern part of Incheon. However, these complex area has suffered from low cargo handling records and has faced operational difficulties due to decreased net profits. In general, the import and export steel cargo volumes are sensitively fluctuated followed by internal and external economy index. There is a scant of research for forecasting the steel cargo volume in Incheon port which used in various economy index. To fill the research gap, the aim of this research is to predict the steel cargoes of Port of Incheon using the well established methodology i.e. System Dynamics. As a result, steel cargoes volume dealt with in Incheon port is forecasted from about 8 million tons to about 10 million tons during simulation duration (2011-2020). The Mean Absolute Percentage Error (MAPE) is measured as 0.0013 which verifies the model's accuracy.

A Case Study on Conflicts Regarding the Regeneration of Incheon Inner Harbor (인천시 내항 재생의 갈등 사례 연구)

  • The regeneration of Incheon Inner Port is a recent, representative case of conflict related to urban policies. This study aimed to analyze the conflicts that have arisen during the urban regeneration process. This study was a qualitative study, and the conflict management strategy was derived by analyzing the conflict process, subject, and content. The results of the analysis are as follows. First, central governmental agencies have proposed a clear plan that is mainly focused on the port redevelopment project through the participation of private sector businesses. Second, Incheon is pursuing a new vision called "Creative City" with specific urban regeneration. Third, the Incheon Port Authority is required to maximize the efficiency of the regeneration projects. Fourth, organizations such as port logistics companies and port trade unions are demanding the use of port space. Fifth, local residents and civic groups insist that the entire Inner Harbor should be returned to the citizens. Therefore, the establishment of city planning and administrative guidelines is necessary to manage Incheon Inner Harbor and surrounding areas in a desirable manner in order to develop a regeneration philosophy for Incheon Inner Harbor. Furthermore, the establishment of cooperative governance is required for the participation of various stakeholders.

An analysis of the Factors of Moving in and Activation Strategies for Incheon Cold-Chain Cluster using LNG cold energy (LNG 냉열을 활용한 인천항 냉동·냉장 클러스터 입주요인 분석 및 활성화 방안 연구)

  • The construction of a "cold-chain cluster," which is a complex of cold-storage warehouses is emerging as an issue in the logistics industry. The Incheon Port Authority, in partnership with Korea Gas Corporation, is carrying out a project to build a cold-storage cluster using cold energy generated in the Songdo LNG receiving terminal. This study proposes a method of activating the cold-storage cluster using the CFPR methodology. An analysis of major factors showed that the most important factor was stability and profitability, which scored 0.281. For sub-factors, sustainable trade volume was the highest in importance, followed by rent level, the sustainability of LNG cold energy utilization technology, competition with general cold-storage warehouses, and exclusion of duplicate investments in facilities. For the future study, the evaluation of complex of cold-storage warehouses using major factors drawn out from this study is needed.

  • 낙동강 하류역은 최근의 퇴적우세 지형변화와 더불어, 기후변화에 따른 태풍강도 강화 등으로 인한 해일고 증가가 우려된다. 따라서, 과거 태풍자료를 수집 분석한 후 연구지역에 가장 큰 영향을 미친 태풍을 모델 태풍으로 선정하여 낙동강 하류역에 위치한 주요지점별 폭풍해일고 변화를 파악하였다. 실험결과, 최대 폭풍해일고는 태풍 매미 내습시에 나타났으며, 하단 매립지 전면에서 1.1~1.5m, 명지주거단지 전면에서 1.2~1.3m, 녹산국가산업단지 전면에서 1.3~1.5m로 하단 매립지 전면이 가장 크게 나타났다. 향후, 과거 지형변화를 고려한 폭풍해일고 검토를 통하여 최근의 급격한 지형변화로 인한 영향을 파악한 대비를 해야 할 것으로 사료된다.

Study of major issues and trends facing ports, using big data news: From 1991 to 2020 (뉴스 빅데이터를 활용한 항만이슈 변화연구 : 1991~2020)

  • This study analyzed issues and trends related to ports with 86,611 news articles for the 30 years from 1991 to 2020, using BIGKinds, a big data news analysis service. The analysis was based on keyword analysis, word cloud, relationship diagram analysis offered by BIG Kinds. Analysis results of issues and trends on ports for the last 30 years are summarized as follows. First, during Phase 1 (1991-2000), individual ports such as Busan, Incheon, and Gwangyang ports tried to strengthen their own competitiveness. During Phase 2 (2001-2010), efforts were made on gaining more professional and specialized port management abilities by establishing the Busan Port Authority in 2004, the Incheon Port Authority in 2005, and the Ulsan Port Authority in 2007. During Phase 3 (2011-2020), the promotion of future-oriented, eco-friendly, and smart ports was major issues. Efforts to reduce particulate matters and pollutants produced from ports were accelerated, and an attempt to build a smart port driven by port automation and digitalization was also intensified. Lastly, in 2020, when the maritime sector was severely hit by the unexpected shock of the COVID-19 pandemic, a microscopic analysis of trends and issues in 2019 and 2020 was made to look into the impact the pandemic on the maritime industry. It was found that shipping and port industries experienced more drastic changes than ever while trying to prepare for a post-pandemic era as well as promoting future-oriented ports. This study made policy suggestions by analyzing port-related news articles and trends, and it is expected that based on the findings of this research, further studies on enhancing the competitiveness of ports and devising a sustainable development strategy will follow through a comparative analysis of port issues of different countries, thereby making further progress toward academic research on ports.

On the Effective Oil Spill Response Model along the Coastal Waters in Korea - Evaluation of the Regional Response Capabilities at the Port of Ulsan - (한국연안해역에서의 효과적인 유류오염방제 모델에 관한 연구)

  • To find characteristics and areas of greater risk of oil spill at the coastal waters in Korea, some of risk factors were analyzed with historical data of oil spill and marine traffic. As a result, it is characterized that frequency of oil spill is increasing year by year and greatest percentage of spill source is fishing boat. It is proposed that the ports of Ulsan, Yeosu, Incheon and Pusan will be designated as primary area of risk as they have a higher risk of oil spills and its response authority is required to maintain appropriate regional response capability for prompt and effective response to a future spill incident. In addition, the regional response equipments at Ulsan are examined under a assumption of a medium size spill and it is found that the use of chemical dispersant can be an alternative when mechanical containment and recovery is not feasible in this area, and the existing response equipments may be appropriate to address that size of spill. However, the response authority is required to maintain more numbers of stronger boom for unsheltered waters and more quantity of concentrate dispersant to disperse all spilled oils on the water, furthermore the response authority should be prepared for a possible future catastrophic spill with sufficient equipments.

Commercial Districts and Amenities of Seaport Hinterland in Gwangyang Port (광양항 항만배후단지 업무.편의시설 구상)

  • The Korean Government is planning to build commercial districts and amenities for the major port such as Busan, Gwangyang, and Incheon in order to activate the hinterland in each port. The foreign ports in Germany, Japan and China is competing with Korean ports are developing the commercial districts and amenities of seaport hinterland in order to support urban functions. The purpose of this study is to predict the demand for the facility of commercial districts and amenities planned in the Gwangyang seaport hinterland, then to propose its utilization plans. By the demand forecasting, the districts and amenities need to be full of office, accommodation and commercial facilities, etc. In addition, the districts need to be developed gradually for the target of 2035, considering the demand growth. Leasing out the property to secular tenants, it needs to charge rent for profits of port authority. Therefore, it is required to revise the National Ports Act for the private agency to take part in building the facilities of the commercial districts and amenities.

A Brief Efficiency and Clustering Measurement Way of Containerport by Using the Game Cross-efficiency Model (게임교차효율성모형을 이용한 컨테이너항만의 효율성 및 클러스터링 측정방법 소고)

  • The purpose of this paper is to show the brief efficiency and clustering measurement way by using the game cross-efficiency model which is newly introduced in this paper for 13 container ports during 3 years(2009, 2010, and 2013) with 3 input variables(depth, total area, and number of crane) and 1 output variable(container TEU). The main empirical results are as follows. First, the average rankings of game cross-efficiency model are Ningbo, Hongkong, Shanghai, Dubai, Singapore, Qingdao, Kaosiung, Busan, Tokyo, Incheon, Nagoya, Manila, Gwangyang ports in order. Second, according to ANOVA analysis, three models show the similar results in terms of the efficiency rankings. Third, in the clustering analysis using dendrogram, group A(Shangahi and Busan), group B(Ningbo and Nagoya), and group C(Incheon and Manila) show the common clustering ports during 3 or 2 years. The policy implication of this paper is that Korean port policy planner should introduce the game cross-efficiency method when measuring the individual port efficiency. Also port authority should consider the merits of the clustering ports for improving the port management and operations.

Evaluating the Levels of Port Services by the Average Waiting Cost of Ships (선박당 평균대기비용에 의한 항만의 서비스 수준 평가)

  • This study estimates the port waiting cost of international trade ports in Korea by an opportunity cost approach. In the next step, we present a method to assess the levels of port services by the average waiting cost of ships derived from the results of the first step. Because the port waiting cost reflects the social cost, it is difficult to use as a service indicator even though it is the decision support information for a particular port facility expansion. The percentages of waiting ships and time also are insufficient indicators to reflect only the quantitative aspects by the time. However, the average waiting cost of ships in this study can be utilized as a service indicator to reflect waiting time and the loss of economic value simultaneously. It is also very useful information for a shipper and a carrier to select a port. Based on the average waiting cost of ships in 2007, it is analyzed in order of lowest service ports sequentially such as Pyeongtaek-Dangjin, Pohang, Donghae, and Samcheonpo. It is different from the sequential order of ports by the port waiting cost such as Pohang, Incheon, Gwangyang, Pyeongtak-Dangjin, and Ulsan. The port waiting cost is to a port authority as a key indicator what the average waiting cost of ships is to a port user as a useful indicator to evaluate the levels of port services.
