Trend and Cause of Information Security Workforce's Job Turnover (정보보호인력 직무이동의 추이 및 요인)

  • A significant proportion of information subjects experience information security breaches, and the number of reports and counseling cases of personal information infringements is increasing. Increased awareness of the importance of information security has raised interest in the personnel in charge of such tasks. However, hiring excellent new workers and preventing turnovers in information security remain unresolved. In this paper, by modeling the job career path of information security workforce as a Markov chain, we analyze the workforce turnover process and long-term turnover trends by information security jobs, and further analyze the number and duration of turnovers required to engage in specific jobs. The results of this study are expected to be a reference to balancing the supply and demand of information security workers for the government and to ensuring efficient management of the workforce for businesses.

  • The career orientations of an individual are affected by his/her career anchors that are comprised of needs, values, and capabilities. This study is intended to understand the career orientations by way of discovering the career anchors that are possessed by IT workforce in Daegu-Gyeongbuk regions. In particular, such demographic factors as gender, age, job tenure, and job title were investigated to see if these factors in fact affected the career anchors of IT workforce. To achieve this purpose, we collected questionnaires from 269 IT workers in the regions. The results of this study is expected to contribute to our understanding of the career orientations of IT workforce in the region.

The Effect of Workforce Restructuring on Withdrawal Behavior: The Role of Job Insecurity, Career Plateau and Procedural Justice

  • This study examines the direct effect of workforce restructuring on the withdrawal behavior and mediating effect of perceived job insecurity. Empirically it also explores the moderating effect of career plateau and procedural justice on the above relationship. The study focuses on the mediating role of job insecurity and the moderating role of career plateau in relations to procedural justice, which will concentrate on the relationship between workforce restructuring and withdrawal behavior. For the empirical study, we collected and analyzed 442 survey data from employees of Korean companies. SPSS 24 is used for reliability, correlation and regression analysis. The results of the empirical analysis are as follows. First, perceived job insecurity mediated the relationship between workforce restructuring and withdrawal behavior. Second, content career plateau had a negative moderating effect on the relationship between workforce restructuring and job insecurity. Finally, the moderating effect of procedural justice was not supported. This research extend workforce restructuring and career plateau related studies; by exploring the mediating variable and moderating variable on the relationship between workforce restructuring and the pertaining outcomes. Based on the results, we provide theoretical and practical implications along with future research recommendations.

A Study on the Improvement of Software Workforce's Working Conditions to Meet Their Increasing Role

  • At this time, it is very urgent and important that the new high value-added industries with convergence and embedded software technologies are promoted to make the driving force for new growth. Moreover, software is used as an essential part or material of nearly all products. However, the economic and social treatment over the software workforce, which is the core of software development, is very weak. In addition, the discussion or study on the treatment improvement and value awareness of software practitioners is almost non-existent. Therefore, this study suggests some measures for software workforce's improved treatment to meet their increasing role. We examine the present state of software workforce, discuss their status and role, and suggest some measures for the improvement of their working conditions and social treatment.

  • The purpose of this study was to conduct a dynamic analysis of married women's return to the workforce following first childbirth. We have based our investigation on the data compiled by the KLIPS, where the workforce performance is the focal point of it's research, and by these materials, this study has analyzed the aspects of the factors that decide post-childbirth return to the workforce. We have applied the Cox Regression Hazard Model, where corroborative evidence are statistically applied. The following are the conclusions that were derived from this research: First, according to the study, academic background is a vital factor in reducing the gap and time of women's return to the workforce. Second, whether having active child-care after giving birth or not doubles the chances of women returning to the workforce. Third, if the pre-birth employment form was a wage-work and the rate of returning to the workforce was lower than the non-wage, relatively speaking, this reflects that the non-wage form of work, which provides a better possibility to return to the workforce after giving birth, could be another way to prevent women's career discontinuation.

  • The issue of increasing the number of physicians is emerging. Because the physician workforce is a critical component of the health care system, and substantial costs are involved in training personnel, a cautious approach is required. The demand to increase the number of physicians is based on the contention that there are difficulties in accessing essential health services and the need to prepare for future demands such as fostering physician-scientists. However, simply increasing the number of physicians is not an appropriate approach to address these demands, especially considering that the effects of such an increase will appear 10 years later. Moreover, it is concerned that the current argument for increasing the physician workforce is intertwined with political interests. When considering the impact on the health care system, decisions regarding the expansion of the physician workforce should be based on evidence. Additionally, rather than temporarily responding to social issues, it is expected that a governance system will be established to continuously discuss and decide on fostering medical personnel.

A Comparative Analysis for Projection Models of the Physician Demand and Supply Among 5 Countries (주요 국가 의사인력 수급 추계방법론 비교분석)

  • Background: In Korea, the problem of physician workforce imbalances has been a debated issue for a long time. This study aimed to draw key lessons and policy implications to Korea by analyzing projection models of physician demand/supply among five countries. Methods: We adopted theoretical framework and analyzed detail indicators used in projection models of demand/supply comparatively among countries. A systematic literature search was conducted using PubMed and Google Scholar with key search terms and it was complimented with hand searching of grey literature in Korean or English. Results: As a results, Korea has been used a supply-based traditional approach without taking various variables or environmental factors influencing on demand/supply into consideration. The projection models of USA and Netherlands which considered the diversity of variables and political issues is the most closest integrated approach. Based on the consensus of stakeholder, the evolved integrated forecasting approach which best suits our nation is needed to minimize a wasteful debate related to physician demand/supply. Also it is necessary to establish the national level statistics indices and database about physician workforce. In addition, physician workforce planning will be discussed periodically. Conclusion: We expect that this study will pave the way to seek reasonable and developmental strategies of physician workforce planning.

The Meaning and Challenges of Health Care Workforce Support Act (보건의료인력지원법의 의미와 과제)

  • The 「Health Care Workforce Support Act」 was came into effect on 29 October 2019. Health care workforce is the most important national health resource, and the quantity and quality of them is also related to the level of national health care. This study examined the background and major contents of this Act and suggested future improvement by analyzing main issues. Th e Act was enacted to support the health care workforce for their recruitment and better working environment. By stipulating the establishment of the master plan, management of the supply and demand, improvement of working environment for health care workforce, the act contributed to raise the quality of health service and health promotion. Given that the act was developed in consideration to support of health care workers, it has many meanings. However, it is necessary to reexamine the above-mentioned five issues in order to develop the effective law while utilizing the significance of the law for health care workforce support and has to revise as soon as possible.

  • The majority of financial institutions are complying with the ratio of the total number of IT staff to total IT regulatory regulations, regardless of the size of the financial institutions and the scope of the information security work. The risk is spreading as a result of the information security workforce neglect their own work because of having multiple tasks. In this study, we propose a method to estimate the number of workforce needed in consideration of the size of financial companies and the characteristics of information security work, and to establish a systematic information security organization to respond more effectively to financial security accidents.

  • This paper considers the workforce assignment problem to minimize both the deviations of workloads assigned to workers and to maximize the total preference between each worker and each machine. Because of the high expense of technology education and the difficulties of firing employees, there is no part time workers in semiconductor industry. Therefore, multi-skilled workers are trained for performing various operations in several machines. The bicriteria workforce assignment problem in this paper is not easy to obtain the optimal solution considering the aisle structure and it is belong to NP-class. The proposed heuristic algorithms are developed based on the combination of spacefilling curve technique, simulated annealing technique and graph theory focusing on the multiple-row machine layout. Examples are presented for the proposed algorithms how to find a good solution.
