High speed railroad project management has been almost completed by starting operation of Seoul-Busan high speed railroad with the exception of a few constructing blocks currently in April, 2004. After Korea Rail Network Authority was established in 2004, it needs to develop new project management system for both conventional railroad construction and high speed railroad construction for domestic railroad projects, while it plans to invest in overseas railroad project for logistics innovation and improvement in passenger transport services on a large scale. Therefore this paper provides the method that we can adapt the project management system for high speed railroad containing experiences and know-how from construction of high speed railroad for both conventional railroad construction and high speed railroad construction or improve project management system for high speed railroad to use it as project management system for overseas railroad projects.

As a recent global trend, the majority of mega-size plant projects are delivered through EPC (Engineering, Procurement and Construction) contracts, where a single contract is awarded for engineering, procurement, and construction. Under this contracting mechanism, it is challenging for contractors to carry out the projects under traditional project management processes used in design-bid-build projects. A new EPC Plant, the POSCO Special Steel Plant in Changwon, was built successfully at the beginning of 2012 and it is currently in full-scale production. The project has encountered a number of major difficulties however, with some technical and managerial issues through its development process. As summarized in this paper, the authors (as project participants with the contractor) investigated it as a post construction analysis and recorded the Lessons-learned for future project management improvement.

Purpose This study is based on previous studies related to the function and operating system of the project management system for efficient project management. The purpose of the study is, first, to find out how the project performance is affected by the utilization of the project management system and the involvement of the PMO. Second, the mediating effect of implementing integrated management between the project management system and project performance is to be demonstrated. Design/methodology/approach Based on previous studies related to project management, this study designed a research model by integrating functional factors derived from project management system design studies, integrated management factors, and factors derived from PMO function studies. Findings As a result of the empirical analysis, this study first confirmed that high utilization of the project management system and high involvement of the PMO are factors that affect project performance. In addition, it was confirmed that the establishment of the system and the introduction of PMO do not guarantee project performance. Second, it was confirmed that the execution of integrated management has a mediating effect between the system and the project performance, and that the high utilization of the system has a positive effect on the mediating effect.

This paper tried to analyze cases of one year team-based project of gifted students who spent two year programs in a math-IT integrated class as part of formative evaluation and extracted the factors associated with future enhancement for the program. The researcher as an advisory professor tried to guide the students as minimally as possible considering their levels of IT skills so that they could self-directedly perform the IT-fused project on a team basis. The data collection included documents, annual report, photos, video, artifacts and interview data with the students for the whole team project carried out between February and December, 2015. The overall pattern of the project activities has been stabilized in the middle of the course compared to the initial stages of brainstorming and design work even though the students revealed the differences of their programming skills and preferences toward the project theme. Their project outcomes were qualitatively analyzed according to the 9 steps of R&E model and has shown individual differences according to low, middle and high level. At the end, the analysis suggested several implications for further improvement of the mentorship program.
After it was reorganized as the rural center revitalization project recently, there is an opinion that the nature of the project was changed to solve long-time aspired projects of some districts unlike various projects according to the previous project purposes. Therefore, this study analyzes the current status of revitalization project plans and operation monitoring to make rural center villages, establishes plans that can be applied to the rural center village revitalization project and suggests the improvement plans for monitoring. With the necessity of connectivity with centrality analysis for long-term and sustainable growth of the rural center revitalization project, the analysis on the 8 districts' centrality analysis and the function of the master plan were compared and analyzed, but there is not enough interrelation. Regarding the consulting methods for weak districts to activate facility operation after the project is implemented, the field consulting performed by the collaboration of Gyeongsangnam-do government, Gyeongnam Rural Revitalization Support Center and Gyeongnam branch of Korea Rural Community Corporation shows 87.6% of satisfaction level, which indicates it is the most effective. Based on the above results, it is necessary to reinforce the methods on resident demand survey, dimension and the reflection process of the project when preliminary plans are established for effective implementation of the rural center village revitalization project. It is also necessary to revise relevant standards not to change preliminary plans excessively during the master plan establishment process, and to oblige preliminary investigation of experts. The joint monitoring and consulting systems of experts and local governments should be applied from the establishment stage of the master plan, so that it can be sustainable rural center village revitalization project.

This report is the result of interim evaluation of a health promotion project which was operated by a public health center of K Gu in the year of 2000. It evaluated the aspects of the aim of a project, a target group. and adequacy and appropriateness of a approaching strategy by considering data of public health center's self-evaluation, and guidelines of a group assigned to evaluate the project. The way of evaluation was dividing the project into a colligated evaluation and a evaluation by projects in the aspects of the structure, the procedure. and the result of a result. Through this. a device to improve the health improvement project was derived. The target data for evaluation was the second data and data of self-evaluation, reported data, membership register data of a health management. and interview materials with the people in charge by projects that are all collected as a project management documents. The result of evaluation is stated below. 1. Main purpose of a health promotion project is building a environment of healthy life practicing and providing information through various ways to increase the rate of practicing healthy life. Through overall project. the ultimate purpose and definite purpose were same, however, it was not quite satisfied to offer planning of a time, and a target amount in detailed strategy. As the purpose was to build environment of healthy life practicing. most of the projects had the whole community citizen as a target group. That made difficult to operate detailed projects. so the result was hard to estimate as much as the effort put into it. Also, there were too many kinds of projects and target groups to be equal to by the human source of a health promotion project team. so we were just bent on operating a project. and could not prepare for the evaluation. As the most of former evaluation of public health service was just counting number of the objects, the new way of evaluating a project wasn't familiar to us. so the evaluation of a detailed project cannot be done well. Techniques and advices needed for all of these things weren't offered appropriately. For the forward direction of unfolding project. it is desirable to operate project by selecting focused target and considering a strategy of evaluation as a strategy of reasonable spread. The evaluation of the project became difficult as participation of citizen for it was poor. So, approach strategy that can lead the motivation of community citizen should be derived. 2. For the continuation of a health promotion project, technical assistance system. description of a field in charge, and arrangement of the amount of task should be developed as a central level. Furthermore, as the health promotion project focus on behavioral modification program whose purpose is to lessen dangerous factors. the public health service model which is incorporated with former project should be developed and spread out in the field for the object-centered project plan.
Purpose: The purpose of this study is to analyze the effects of risk perception and opportunistic behavior on project performance and the moderating effect of cooperation in this relationship through literature review to identify factors affecting the performance of large-scale nuclear power plant construction projects. Methods: This study conducted a survey on nuclear power plant construction project participants and verified the hypothesis using statistical methods. Results: The results of this study are as follows; First, risk perception appeared to have a positive effect on opportunistic behavior, and it was confirmed that opportunistic behavior among participating companies could occur even in nuclear power plant construction projects. Second, it has been proven that risk perception has a negative effect on project performance as suggested in previous studies. Third, in the relationship between opportunistic behavior and project performance, it was found that opportunistic behavior had a negative effect on project performance. Finally, cooperation was found to have a moderating effect on the relationship between performance risk and project performance. Conclusion: This study is a case of empirical analysis targeting nuclear power plant construction project workers, and provided a basis for reference in future related academic research and project implementation.

Cash management is a major concern for all contractors in the construction industry. It is arguable that cash is the most critical resource of all. A contractor needs to secure sufficient funds to navigate the project to the end, while keeping an eye on maximizing profits along the way. Past research attempted to address such topic via developing models to tackle the time-cost tradeoff problem, cash flow forecasting, and cash flow management. Yet, little was done to integrate the three aspects of cash management together. This paper, as such, presents a comprehensive model that integrates the time-cost tradeoff problem, cash flow management, and cash flow forecasting. First, the model determines the project optimal completion time by considering the different alternative construction methods available for executing project activities. Second, it investigates different funding alternatives and proposes a project-level cash management plan. Two funding alternatives are considered; they are borrowing and company own financing. The model was built as a combinatorial optimization model that utilizes ant colony search capabilities. The model also utilizes Microsoft Project software and spreadsheets to maintain an environment that incorporates activities, their durations, and other project data, in order to estimate project completion time and cost. Ant Colony Optimization algorithm was coded as a Macro program using VBA. Finally, an example project was used to test the developed model, where it acted reliably in maximizing the contractor's profit in the test project.

As interests in the quality of data in database systems are growing recently, analysis and improvement of data quality in databases have been an important issue. However, there has yet to be a clear agreement on how to reasonably calculate the total cost of such project. In this paper, based on real project data and budget statistics, we develop a model to estimate the cost for quality analysis and improvement project of a database. We first conduct statistical analysis to build our basic model. Throughout this analysis, we have identified factors that determine the scale of works required to conduct the project and eventually determine the cost. In addition, we have identified factors that determine the complexity of the project. These factors can adjusts the cost determined by the scale of works. Our model is verified and improved by surveys on experts. We apply our model to newly conducted projects and observe that our model estimates the cost of each project reasonably well.

Recently, the construction industry is getting more complex and sophisticated having the characteristics of a mega project. Mega project pursues a value that can't be gained with an approach of seeing a project as just a simple sum of different parts but a mutual combination. However, the current manuals can't fulfill the needs for supporting, therefore, need a tool to support the decision making and an IETM is expected to take this role. Despite the a lot of expected advantages of IETM, it is still difficult to apply because of the frequent changes of information of detailed process and its complexity. In this research, as part of developing an IETM, we aim to propose a system frame which is based on the analysis of processes of a project. It is basic part of IETM to give information to users and IETM consists of normal mode that offers general information about the urban regeneration project and user-specified mode that gives classified and reorganized information to user. For supporting these functions, IETM should be stored in a form that can classify the information about urban regeneration project and be tagged with meaningful tags. Moreover IETM developers have to consider the interoperability of IETM because it ultimately should be coordinated with overall Project Management System like an iPMIS. We used XML for solution of interoperability because it stores information as just text-file that doesn't need a special form.
