민간투자사업의 제안서 작성 업무 개선에 관한 연구 - 운영관리비 산정 업무를 중심으로 - (Study on the Improvement of Proposal Works for PPP Project: Focused on Operation and Maintenance Cost)

  • 사회기반시설은 국가 경쟁력 지표로써, 전통적으로 정부의 SOC 재정으로 건설되어 왔다. 그러나 SOC 예산 축소에도 불구하고 사회기반시설의 확충 요구를 해결하기 위해 민간투자사업제도가 도입되었으며, 이 중 도로사업의 비중이 높다. 본 연구는 기 제안된 도로사업 사업계획서의 운영관리비와 사업계획서와 연계되는 재무모델의 운영관리비 항목을 분석하고, 도로사업의 특성을 반영하기 위해 한국도로공사의 사업비 항목과 운영관리 업무를 분석하였다. 분석 결과를 통해 분류체계를 마련하여 비용산정 기준을 마련하는 것이 요구된다. 또한 업무의 효율성을 고려하여 기존의 업무 도구를 웹기반으로 통합하여 하나의 시스템으로 개발하는 것을 제안하였다. 이를 통해 민간투자사업의 전체적인 사업성 확보에 기여하고, 수익성을 기반으로 하는 사회기반시설의 확충에 기여할 것으로 기대된다.

  • CHP system supplies electricity and heating together with high efficiency. Current utility's CHP system uses electric power by itself and sells thermal energy to KDHC(Korea District Heating Corporation). CHP's operation cost except sales revenue of heating was covered by the sale revenue of electricity. Thus Electric generation cost in district Heating CHP system has close relationship with the level of heating price. However, after the restructuring of electricity industry, the operation cost could not be covered by sales revenue of heating and electricity. This loss was compensated by energy subsidy program in the electric power industry infrastructure fund. This paper suggests reasonable evaluation and improvement methods of the loss calculation of CHP system utilizing the infrastructure fund efficiency In terms of the direction of support by the fund, it provides the methods to prevent inefficient operation through setting up the upper limit of subsidy and to improve the loss calculation. Moreover, it suggest fixed rate support by heating supply level and reducing subsidy gradually for an efficient operation of CHP system.

  • An algorithm was embodied to automatic pump operation Pattern for remote control located in 60 km far. This automation pattern included least cost operation, peak load time response, pump operation time balancing etc. It was programmed four kind of operation mode as following; normal operation nude, before peak load time nude, peak load time operation, after peak load time operation.

  • Maintenance is classified preventive maintenance before performing equipment failure and corrective maintenance after performing equipment failure. In preventive maintenance, we may analyze the failure data to end from beginning of equipment and allocate maintenance method and calculate maintenance cycle quantitatively by the failure data analysis. So, it has a merit to reduce system maintenance cost and to operate effectively but, it require high cost in system introducing and continuous operation to end of system. In corrective maintenance, we may calculate MTTR(mean time to repair) quantitatively based on function failure time. it can be based on establishing maintenance system for operation efficiency. In this paper, we may reflect the MTTR for the onboard equipped in Tilting train to establish maintenance system for Tilting train operation efficiency.

자주포 경제수명 결정에 관한 연구 (A Study on the Determination for the Economic Life-Time of a Self-Propelled Artillery)

  • This research paper deals with the problem of determining the optimal life time in terms of economical sense for a self-propelled artillery. Equivalent Annual Cost Method(EACM) is used to evaluate the optimal life time, based on the acquisition cost, and the operation and maintenance cost. It is assumed that the operation and maintenance cost includes the costs for spare parts, petroleum and ammunition for training. From the result of this study, the optimal life time for a self-propelled artillery is between 13.9 years and 16.1 years with 95% confidence interval.

일부 K-DRG 환례의 의료기관 유형별 수술 및 처치 진료비의 변이 분석 모형 (Statistical Model for Analysing Variations in Inpatient Procedure and Operation Costs of Some Selected K-DRGs by Type of Hospitals)

  • Analysis of practice variations has been one of important issues in trying to contain costs as well as to manage quality in health care. This study was conducted to provide statistical model for analysing variations in inpatient costs by type of hospitals. Four K-DRGs including Cesarean section, appendectomy, cataract extraction, and pediatric pneumonia with CC class 0 were selected, and means and dispersions of inpatient procedure and operation costs were simultaneously compared between type of hospitals. The results indicated that joint modelling of means and dispersions by gamma distribution was a very useful analytic tool for identifying factors which might have relationship with variations in inpatient costs. This model can be expanded to test the significance of several independent variables in analysing cost variations. In surgical conditions, means and unit variations of procedure and operation costs showed consistent pattern which was tertiarty hospital, general hospital, and hospital in descending order. Different findings were identified in pediatric pneumonia, from which mean and unit variation of procedure and operation cost was the highest in general hospital. The practical implication of this difference could not be drawn from this study. It will be done by further sophisticated researches. In order to develop health policy for cost containment and quality management in Korea, it is essential to find out manageable factors affecting variations in practice patterns which include characteristics of population, providers, regions, and so on. The statistical model presented in this study will give health services researchers useful insights for future investigations in analysing cost variations.

도시철도 예비타당성을 위한 운영비용함수 모형의 개발 (Development of the Operation Cost Models for Preliminary Assessment of the Urban Railways)

  • 본 연구에서는 도시내 보조간선도로의 역할을 하고 있는 도시철도의 운영비용을 추정할 수 있는 함수를 개발하고자 하였다. 이를 위하여 서울 지하철 1호선$\sim$8호선의 운행실적을 바탕으로 운영비용에 영향을 줄 수 있는 23개의 변수들을 추출하여 최종변수간의 인과관계 분석을 위한 회귀분석(Regression)을 활용하였다. 분석결과 총 6개의 최종변수가 선정되었으며 그 중 도시철도 운영비용함수를 설명하는 변수는 전동차보유량, 차량소유_첨두 및 역수인 것으로 나타났다. 연구 결과 도시철도의 투자우선순위나 정책 격정과정에 큰 기여를 할 수 있을 것으로 기대된다.

실증규모 하수처리장에 적용된 스마트 운영시스템의 경제-환경적 기여도 평가 (Assessment on Economies-Environmental Affect of Smart Operation System(SOS) in Sewage Treatment Plant)

  • Generally, Sewage Treatment Plants(STPs) are complexes systems in which a range of physical, chemical and biological processes occur. However, their performance strongly depends on the know-how acquired by the field-engineer. Recently, in order to solve this situations, various operation and management technologies based on the Instrumentation, Control and Automation(ICA) have been developed. As a economies-environmental affect point of view, this study was for the performance evaluation and assessment of results from the Smart Operation System(SOS) in full-scale STP. The SOS in STP consisted of the process monitoring module, including real-time influent prediction and effluent simulation, and the Smart Air Control(SAC) module. According to the results from field test for 2 years, the results of economical evaluation, amount of benefits and cost saving by the SOS have shown to be much higher than that of traditional operation. Nevertheless, the removal load(kg/yr) of BOD 13.3 %, COD 28.2 %, TN 44.4 % and TP 20.8 % were increased, respectively. Remarkable improvement of removal load could be achieved after the SOS was adapted. It was concerned that the SOS offer a user friendly functionalities and cost saving needed by the field-engineers. In addition, it was expected that the results of this study would supply helpful information for design and cost saving for the SOS in full-scale STP.

연장된 운용기간을 활용하는 그룹보전모형 (A Group Maintenance Model with Extended Operating Horizon)

  • This paper presents another maintenance policy for a group of units under finite operating horizon. A group of identical units are subject to random failures. Group maintenances are performed to all units together at specified intervals, and the failed units during operation are remained idle until the next group maintenance set-up. Unlike the traditional assumption of infinite operating horizon, we adopt the assumption of the finite operating horizon which reflect the rapid industrial advance and short life cycle of modern times. The units are under operation until the end of the operating horizon. Further, the operation of units are extended to the first group maintenance time after the end of the horizon. The total cost under the proposed maintenance policy is derived. The optimal group maintenance interval and the expected number of group maintenances during the horizon are found. It is shown that the proposed policy is better than the classical group maintenance policy in terms of total cost over the operating horizon. Numerical examples are presented for illustrations.

철도차량 획득을 위한 수명주기비용 모형 및 적용 절차 (A Life Cycle Cost Model and Procedure for the Acquisition of Rolling Stocks)

  • 일반적으로 철도차량의 운영 유지보수 비용은 구입비용보다 높다. 따라서 철도차량의 수명주기비용(LCC)을 낮추기 위해서는 운영 및 유지보수가 용이하고 비용이 적게 드는 차량이 설계되고, 효과적이고 효율적인 운영 유지보수 지원 시스템이 공급되어야 한다. 이를 위해서 운영사는 획득초기단계에서 LCC 요구사항을제시하여 LCC가 낮은 철도차량이 설계되고 제작될 수 있도록 해야 한다. 본 연구에서는 운영사가 차량의 구매사양을 공고하고 제작사가 차량을 제작하여 공급하는 일반적인 차량의 획득절차에서 운영사와 제작사의 LCC업무 및 절차를 제시한다. 또한 이 때 사용될 수 있는 검증 가능한 LCC 산출모형을 제시한다.
