Analysis on Students Background Factors Influencing to ICT literacy Level of Elementary and Middle School Students (ICT 리터러시 수준에 영향을 미치는 초·중학생의 배경 요인 분석)

  • This study analyzed the impact of ICT usage on elementary and secondary school students on the result of ICT literacy levels for finding out why most of students were 'normal' or 'basic'. As a result, we found out that the learning action, information searching and leisure action of student using ICT had correlation with ICT literacy level. The higher the rate using ICT for learning, information searching and leisure, the higher the ICT literacy level of student. But the higher the rate using ICT for communication, the lower the ICT literacy level of student. Accordingly, we proposed the policy not to increase simply ICT using of student, but to teach how to use ICT for learning and information searching.

A Study on ICT Usability and Availability of Between Korean Students and OECD Students : Focus on PISA 2015 (OECD 국가들과 한국 학생들 간 ICT 접근성과 활용성 연구-2015년 데이터를 중심으로)

  • It is in the vortex of the Fourth Industrial Revolution in all areas of our society. Education is no exception. We all know that software is at the center of the education in the 4th industry revolution. It is very important for students to survey the ICT background in order to be good at software education. The OECD PISA has surveyed ICT background of students in a three-year cycle from 2003. This study analyzes PISA ICT statistical data based on the data released in April 2017. We compare and analyze the availability and usability items among the 81 items of the ICT background of the students. The results of linear regression analysis showed that Korea was the lowest among OECD countries. ICT availability is ranked 28 out of 30 countries and ICT usability is ranked 31 out of 31 countries. This reflects the fact that ICT education is not implemented in the country since 2008. For the students who will be the leaders of the future society, ICT education that had implemented in 2000 should be carried out quickly.

  • With changing to the new information technology society, education has also been urged to utilize the Information Ccmmunication Technology(ICT). Thanks to the recent efforts by the government, a large number of schools has been equipped with advanced educational technologies. While there has been a lot of studies on how to use ICT more effectively, relatively few is the studies about the activating factors of ICT utilization. More than often than not, those studies have been conducted about the survey of current situations of ICT utilization and have never had implemented based on the theory of diffusion of innovation. As a result, the current study surveyed the previous studies about encouraging and resistance factors of ICT utilization in light of the theory of diffusion of innovation and environmental encouraging factors by Ely. Then, the efforts were made to present suggestions to encourage the utilization of ICT in schools.

Utilization of ICT in Higher Education within ASEAN Countries (아세안 국가 고등교육에 있어서의 ICT 활용 분석)

  • The purposes of this study were to examine the current status of ICT in all ASEAN countries and to provide implications for Korea to find appropriate ways to support and collaborate with HEIs in ASEAN countries. To achieve these purposes, ASEAN countries were categorized into 3 groups based on the development stages of ICT, and the key ICT initiatives, current facts about ICT, and related issues were analyzed. The results of the study were as follows: Group 1 countries, Brunei, Malaysia, and Singapore, with relatively well-established ICT infrastructure, have established their own ICT policies and initiated e-learning programs. Group 2 countries, Indonesia, Philippines, Thailand, and Vietnam, which have relatively well-developed ICT infrastructure with existing regional gaps, showed different uses of ICT in higher education. Philippines and Thailand established their own policies based on national ICT master plans while Indonesia focused on MOOCs and Vietnam initiated cyber university projects. Group 3 countries, Cambodia, Lao PDR, and Myanmar, with the least developed ICT infrastructure in ASEAN, have also tried to develop national level strategies to utilize ICT in higher education. However, insufficient and inadequate ICT infrastructure created issues and challenges for these countries to successfully initiate ICT policies. This study suggested that it is necessary to take into serious consideration the national differences when collaborating with and supporting ASEAN countries due to the variation of ICT development stages and different levels of using ICT in higher education among ASEAN countries.

  • 본 연구는 와이어 하네스의 불량 여부를 정확하고 빠르게 감지하기 위해 컴퓨터 비전을 활용하여 압착된 단자의 길이, 단자 끝단 치수(너비), 압착된 부분의 폭(와이어부, 심선부)의 6가지 측정값을 계산하는 것을 목표로 한다. 단자 영역별 특징과 배경과 객체 간 음영 차이를 이용하여 기준점을 생성함으로써 값들을 추출하였다. 최종적으로 각 측정 유형별로 99.1%, 98.7%, 92.6%, 92.5%, 99.9%, 99.7% 정확도를 달성하였으며, 모든 측정값에서 평균 97%의 정확도로 우수한 결과를 얻었다.

  • 본 연구의 목적은 개인정보 개념을 재검토하여 신뢰 기반 ICT 인프라가 주는 새로운 개인정보 활용 비즈니스 기회들을 모색하는 것이다. 이를 위해, 개인정보가 ICT 활용 비즈니스에 이용된 배경에 대해 살펴본 후, 이러한 비즈니스 환경에서의 불신요인과 파급력을 파악해 신뢰 기반 ICT 인프라가 줄 수 있는 새로운 개인정보 생태계 비즈니스모델들을 제시한다. 새로운 비즈니스 기회로는 옵트인 방식 적용 범위의 확대, 데이터 수집 없는 앱의 출시, 이용자 통제 기반의 개인정보 부가가치화, 그리고 신뢰 추구 업체 친화적인 개인정보 생태계 조성등이며, 이와 관련한 비즈니스모델들은 기존의 블록킹 툴 무료 제공 및 데이터 수집 없는 앱 외에 개인정보저장소 앱, 신뢰 기반 브랜드화된 쿠키 앱, 게이미피케이션이 가미된 자가분석 앱, 평판관리 앱, 개인정보 기부 앱 등으로 무한 확장이 가능할 것이다. 또한, 이러한 앱 생태계가 마련되기 위해서는 신뢰를 추구하는 앱 개발자들의 욕구를 충족시킬 수 있는 있는 업체 최적화 플랫폼(VOP)의 역할이 매우 중요할 것으로 보인다.

  • As a countermeasure to the increasing workforce diversity worldwide, this study addresses the need for an ICT (information communication technology) based diversity management function and identifies the role of e-HRM (electronic-human resource management), which enables this function. ICT has essential for the survival and growth of a company. And it is strategically crucial to recruit and manage a workforce efficiently that comprises individuals not only with diverse demographic backgrounds in terms of gender, race, and age, but also with diverse personal history in terms of educational background, functional background, and the number of years working at a previous job, because these are directly related to organizational performance. Based on the fact that only the organizations that utilize ICT adequately in managing diversity can gain a competitive advantage, this paper discusses the implications of ICT-based diversity management for organizations and managers.

An Analysis of ICT Accessibility and Subjects Utilization of Korean Students Based on PISA 2018 Data (PISA 2018년 데이터를 기반으로 한국 학생들의 ICT 접근성과 교과 활용도 분석)

  • This study analyzes PISA's ICT background survey on OECD countries published in December 2019 to analyze ICT accessibility and utilization of each subject. In Korea, ICT accessibility at home is 40.40%, ranking 17th, slightly higher than the OECD average (43.01%). Access to schools is 40.40%, ranking 21st below the OECD average(43.01%), which has improved from the lowest group to three in the middle three years ago. In nine subjects, the proportion of students using digital device in the classroom is 2.96%, well below the OECD average(8.22%), and ranked 31st in the OECD country. This shows that the state needs a change in education policy in order to cultivate the talent needed for the AI era.

  • 4차 산업혁명이 언급되면서 3D 프린터, 로봇, 인공지능, 빅데이터 등 신기술이 발전하고 이는 사회 구조를 변화시킬 것으로 예상된다. 이에 새로운 디지털 기기, 기술들을 이해하는 디지털 리터러시가 중요해지고 있다. 2015 OECD PISA에서 ICT 배경조사 중 한국은 접근성, 활용성 부분과 2018 국가수준 디지털 리터러시 수준 측정연구, 학생들의 디지털 기기의 인식 여부 및 활용 여부 실태조사를 바탕으로 디지털 기기 활용 공간 구성 및 디지털 기기 활용 콘텐츠를 다음과 같이 제안하였다. 먼저 구체적 조작기인 초등학생임을 고려하여 디지털 기기 위주 프로그램으로 선정하였다. 디지털 기기 활용 공간은 기반 기기로 컴퓨터(노트북), 유 무선 인터넷, 디지털 기기로 3D 프린터 및 3D 프린팅 펜, 스마트폰 기반 VR기기, AR마커, 블록코딩 기반 피지컬 컴퓨팅 교구 등을 이용해서 구성하였다. 활용하는 콘텐츠는 학생들의 인식 여부 및 수준에 맞춰 체험 위주의 프로그램과 학습, 콘텐츠 제작, 문제해결 프로그램으로 제시하였다.

특허 분석을 활용한 ICT 산업혁신체제(SIS)의 역동성에 관한 연구

  • The transformation of sector system in ICT, a prominent character in sector systems, has been paid much attention in innovation theory since Information technologies and technological environment have rapidly changed. In this context, we employ US patent data and proxy variables, measuring the basic elements for analyzing SIS and its technological characteristics in order to explore how SIS is transformed. By utilizing patent analysis, it is demonstrated that technological regimes, key links and Schumpeterian patterns of innovation have transformed drastically over last 3 decades in overall ICT sector. Consequently, our research shows clear evidence that Schumpeterian patterns of innovation have shifted from Mark I to Mark II in ICT. Our study provides a glimpse picture of dynamics of SIS since 1970 in the technological level by utilizing patent analysis.
