우리나라 간호인력 수급 현황 및 향후 전망 (Current Situation and the Forecast of the Supply and Demand of the Nursing Workforce in Korea)

  • Purpose: The plan proposed by the Ministry of Health and Welfare in 2012 did not reflect the position of nurses and focused only on how to increase the number of nurses. There is a need for coming up with a specific and viable alternative plan considering the qualitative aspect of nursing, delegation of nursing tasks, the in-death analysis of the reasons for leaving the nursing profession, and the legal standards based on varying nursing tasks. Methods: Drawing on a review of existing literature, this report was written to examine policy directions and the factors that influence the institutional environment that regulates the supply and demand of the nursing workforce in Korea. Results: Implementing the government's plan for introducing a new type of nurse, the registered practical nurse, which generally requires a two-year associate's degree, must be reconsidered. Also, a concrete plan to make use of unemployed nurses and to close the salary gap between nurses working at hospitals in cities and those working at hospitals in rural areas must be prepared. Furthermore, there is a need for introducing a new rating system aimed at boosting the quality of nursing care in small-and medium-sized hospitals, thereby increasing the number of nursing professionals who provide high quality care. Conclusion: In preparation for expected poor quality of care and looming unemployment crisis due to the increase in the number of nursing professionals, a practical and concrete plan for the supply and demand of the nursing workforce should be made. The Korean Nurses Association should mount a profession-wide campaign to make the government formulate a new and viable policy on the supply and demand of the nursing workforce.

Nutrition Policies in the Republic of Korea : Expert Opinions and Recommendations

  • Considering the increasing global burden of disease attributable to nutrition, the demand for national nutrition policies is growing stronger and stronger. The Republic of Korea is beginning to respond to this growing demand and there have been numerous recent achievements in the area of nutrition. The purpose of this paper is two fold. In the first part of the paper, an overview is provided about existing nutrition action in Korea. In the second part, information is elicited from Korean experts in the field of public health and nutrition. A structured questionnaire was sent directly to renowned Korean experts and was disseminated through the list serve of the Korean Nutrition Society. It asked about existing nutrition related policies, obstacles to nutrition policies in Korea, which professions are 'responsible' for the prevention of nutrition-related diseases and for example about existing nutrition programs within settings. Twenty-two questionnaires were returned. Based on the results, the following actions were considered crucial to develop and implement a nutrition policy in Korea: having a clear advocacy strategy for nutrition to raise awareness about the importance of nutrition, increase transparency of nutrition-related action and make the information easily accessible for all stakeholders, ensure the enforcement of regulations regarding misleading and incorrect food advertisements, strengthening the (public health) nutrition workforce, strengthen the settings-based approach and build and maintain partnerships, and last not least: educate and empower the citizens and ensure that healthy choices are 'easy choices'! Acknowledging the past and ongoing efforts in Korea, it is pivotal that the nutrition workforce grows stronger and the voice of nutritionists even louder, in order to promote and ensure the health and quality of life of the country's citizens. 구강보건인력의 예방치과진료에 대한 인식 및 교육요구도 (Awareness and educational needs on preventive dental treatment among oral health workers)

  • Objectives: The objective of this study is to provide basic data needed in developing an educational program designed to upgrade capacity and awareness of preventive dental treatment among oral health workers, by analyzing levels of awareness of preventive dental treatment and educational needs among dentists and dental hygienists. Methods: The collected data was analyzed with SPSS program ver. 19.0. The data was under t-test. Results: The frequency level of giving preventive dental treatment to patients among dentists and dental hygienists is below mid-point, 3 on the 5-point Likert scale. In terms of frequency level per item, scaling & polishing was ranked the highest, followed by periodontal maintenance, tooth-brushing instruction, and prescription and instruction of oral care product in descending order. On the questions asking how important preventive dental care they perceive to be, both dentists and dental hygienists perceived it to be highly important. When they were asked to rank those items by the importance of education, they considered periodontal maintenance as the most important one, followed by individual education of oral health, incremental oral health care, scaling& polishing, toothbrushing instruction, and prescription and instruction of oral care product. Respondents pointed out problems in running a preventive dental treatment program as follows: overwork, lack of dedicated workforce, un-fixed costs, and lack of necessary equipment. When they were asked to point out items needed to run such a program, the largest number of respondents indicated dedicated workforce placement, followed by improving awareness of the customer, and improving awareness of the dental workers. Conclusions: In order to effectively run a preventive dental treatment program, it is necessary for oral health workers to clearly understand the concept of it. It is also necessary to develop and operate an education program on preventive dental treatment targeting oral health professionals.

경상남도 간호사의 직장선택, 직무수행의 어려움, 이직의도에 영향을 미치는 요인 (A Study on Factors Affecting the Workplace Selection, Job Performance Difficulties, and Turnover Intention of Nurses in Gyeongsangnam-do)

  • Purpose: This study aims to provide primary data for policy alternatives by identifying the problem of the nursing workforce shortage. Methods: For quantitative data, 446 questionnaires were analyzed. The mean and standard deviation were used for content description. ANOVA analysis and Scheffe? test were used to compare the differences according to the hospital level. For qualitative data, 1:1 in-depth and group interviews were conducted for six participants. Results: The factors nurses prioritized when choosing a workplace were salary, commuting distance, and work-life balance. Clinical nurses cited low wages, heavy workloads, and burnout as the most considerable difficulties in performing their duties. Factors influencing nurse's turnover intention were low wages, unmanageable workload, and rotation to unwanted departments in that order. New nurses tend not to apply to small-medium-sized hospitals, experienced nurses in their 30s-40s leave hospitals due to childcare and shift work difficulties, and nurses in their 50s and older tend to move to nursing homes rather than acute hospital settings. Conclusion: In this study, wage and workload were mentioned as the most critical factors in nurses' workplace selection, job performance difficulties, and turnover intention, so it is necessary to pay attention to this aspect when improving treatment for nurses.

한국, 미국, 일본의 간호인력 양성 및 활동 현황 비교 (Comparisons of the Nursing Workforce with Japan, and the U.S.)

  • 본 연구의 목적은 미국과 일본의 간호인력 양성 및 활동현황과의 비교를 통해 현재 우리나라 간호인력 정책 및 관리에 주는 시사점을 도출하는 것이다. 우리나라는 간호사, 간호조무사 및 간호보조인력의 높은 이직율과 이로 인한 간호서비스의 질 저하, 수급관리, 인력관리 비용의 증가 등 간호인력 정책제도 운영에 있어 여러 가지 어려움을 겪고 있으며, 이를 해결하기 위한 다양한 정책방안의 모색이 시급하다. 미국, 일본 등 간호인력 부족에 대한 어려움은 공통적이나, 이들 국가는 간호사 취업률이 우리나라의 40% 수준 대비 70~80% 수준으로 높고, 간호인력 확충을 위한 간호사 배치기준 법제화 및 수가정책, 근로조건 개선 등의 정책 마련이 중요함을 시사하고 있다. 우수한 간호인력의 안정적인 수급을 통해 환자안전 및 간호서비스의 질 향상을 달성하기 위해서는 보건당국의 보다 적극적인 간호인력 확충, 근로조건 개선 의지가 필요하며, 이를 위한 법 제도 개선이 요구된다.

임상간호사 분포에 영향을 미치는 요인 (Factors Affecting the Distribution of Practicing Nurses)

  • 연구배경: 현행 간호인력정책이 간호사의 불균형 분포를 심화시킨다는 논란이 지속되고 있으나, 이를 확인한 연구는 매우 드물다. 이에 본 연구는 간호정책과 관련된 변수를 포함하여 지역수준에서 임상간호사 분포에 영향을 미치는 요인을 규명하고자 하였다. 방법: 2020년 기준 250개 시군구의 총 225,462명의 임상간호사 분포를 대상으로 분석하였다. 2020년 시군구별 국가통계자료를 수집하여 회귀분석을 실시하였다. 결과: 임상간호사 분포에 영향을 미치는 요인은 연간 입원일수, 간호간병통합서비스 병상 수, 공공보건의료기관 수, 상급종합병원 수, 종합병원 수 등으로 나타났다. 비수도권 지역에서는 간호학과 졸업생 수와 간호1, 2등급 기관 수도 임상간호사 분포에 영향을 미쳤다. 결론: 간호사 불균형 분포가 심화되지 않도록 간호간병통합서비스 병상의 확대 지역을 신중하게 결정해야 한다. 또한 간호사가 부족한 비수도권 지역을 중심으로 간호학과 학생을 늘리고, 비수도권 간호사의 임금과 근무환경을 우선적으로 개선해야 한다.

보건관리자 제도의 발전과 전망 (Overview of Occupational Health Management System in Korea)

  • Purpose: Regarding workers' health promotion and disease prevention, the law on the health management system has been enacted and implemented since 1961. However, regulations related to health managers do not meet recent demands for changes in fields such as industrial structure, occupational health problems, or the improvement of occupational health skills. This study aimed to suggest improvement strategies regarding the health management system in the workplace. Methods: We summarized past empirical or theoretical literature. Results: This study summarized the overview and history of the Korean occupational health management system, advanced foreign occupational health management system, and the effectiveness of the health management at workplace. Further, this study proposed various strategies to improve the occupational health management system in Korea. Method: We summarized past empirical or theoretical literature. Conclusion: The effective operation of the health management system in the workplace would improve workers' health, in addition to enhancing national competitiveness through securing a healthy workforce.

Occupational Health Could be the New Normal Challenge in the Trade and Health Cycle: Keywords Analysis Between 1990 and 2020

  • This brief report aims to establish the keyword content of studies on occupational health and safety-the key framework of the world of work in the trade and health domain. Data were collected from the SCOPUS database, focusing on articles on occupational health and safety and related keywords, with an emphasis on abstracts and titles. Data were analyzed and summarized based on keywords included from the MeSH database. There were 24,499 manuscripts in the domain and 1,346 (5.40%) occupational health-related keywords, including those that overlapped. The most frequently referenced occupational health-related keyword was "occupational health" (452 articles), followed by "occupational safety" (141 articles). There were fewer keywords on occupational health in the trade and health literature. As the world of work has been prioritized because of the recent new normal of work life since the COVID-19 pandemic, examining the focus of occupational health priorities within the global perspective is crucial.

노령근로자의 안전의식 설문조사에 관한 연구 (A Study on the Safety Consciousness Survey of Old Workers)

  • Recently unemployed construction workers are increasing because of construction recession. But the lack of manpower occurs at the same time, in construction sites. So, the excess of workforce supply and demand exists in construction sites. Construction companies have a difficulty in seeking young skilled workers due to this problem. In this study, construction accidents reported by Korean Occupational Safety and Health Agency from 2007 to 2010 were analyzed. It has shown that 50-54, 45-49 and 55-59 year old workers formed 22%, 18% and 17% respectively. This means that old workers becomes a real problem in construction. This research has shown that old workers didn't have much more accidents than young workers, construction accidents related to the employment period of workers.

이공계 인력의 미래 유망직업 연구동향: 한국.미국.호주의 직업전망을 중심으로 (Trends for the Promising Career of Science and Engineering Workforce: Job Outlook of Korea.USA.Australia)

  • The purpose of this study was to compare and analysis researches related the promising career and job outlook and to provide the direction for job choice to engineering students. Literature review and expert council were used to achieve the objectives of study. The result of this study was analyzed that these jobs were promising, that is, environmental scientist and specialist, earth scientist and hydrologist(education and research related career), architecture and architectural engineer, civil engineer, landscape technician, land surveyor map production expert photo surveyor surveying technician(construction related career), material engineer (mechanics and material related career), mine and geology engineer(chemistry, fiber and environment related career), computer system design and analyst, system software engineer, application software engineer, web specialist, and computer support specialist (electrical and telecommunication related career) and food engineer(food related career). In addition, health silver specialist, bio biomedical engineer, renewable energy specialist etc. were promising by considering social and economic trend for demographic change like aging and green growth.
