The purpose of this study was to review national mental health policy goal in Korea and America, and to suggest strategies for advancing the national mental health policy in Korea. Objectives: First, the review of nation mental health policy in Korea. Second, the review of nation mental health policy in America. Third, the development of nation mental health plan in Korea. Methods: To achieve this objectives, review the books, journals, and national published papers and so on. Results: First, 15 goals are planned for mental health promotion in Korea Health Plan 2010. Second, 14 goals and multiple strategies are planned for mental health promotion in America Healthy People 2010. Third, 3 plans are suggested for mental health promotion in Korea. Conclusion: Mental Health is essential dimension in holistic health. And mental health promotion has been increasingly emphasized in national health plan. Therefore, effective nation mental health policy establishment would be needed continuously.

The purpose of this study was to suggest a stratege of promoting school health. This study examined the historical aspacts of school health and conducted a mail questionnaire survey for 24 school health specialists who work in school and educational administration from November 1 to November 30, 2000 and the reply rate was 79.2%(19 persons). The results were as follows. The most important fields in schools were answered health related field. The most important field of school health were health education(89.5%), the supervisor of school health project should be office of school health ward in Educational administration(42.1%), and problems in conducting health project in school were lack of policy(63.5%), awareness of the importance of school health(63.2%), and budget(63.2%). They answered that the cause of food poisoning in school were negligence of sanitation of cook(42.1%) and prevention methods were thorough inspection of food stuffs(31.6%). 72.2% replied that school health project were not being operated in a proper way. They answered that tasks of promoting school health were development of school health policy, increase of man-power for school health, expansion of school health budget, systematic health education, and development of independent health subject program, connection with local society. 94.7% of those replied answered that school health organization is necessary. Common sense on health and sex education are needs to be handled most importantly in health education. 63.2% of those replied answered that appropriate time of education for health service is more than once a week. The person appropriate for health education were school nurse(63.2%). In conclusion to improve the problems of school health and to activate it, development and support of policy of health project and preparation of various conditions that can establish health courses independently is, above all, immediately required. Many efforts need to be made to make the president of schools and education authorities recognize the importance of health in schools. These efforts need to link to the transformation of awareness, and process of development of concrete method of practicing various school health education and school health is necessary.

Background: This study aimed to demonstrate the association between the education level of parents and adolescent depression feeling. Methods: We used the chi-square test and the multiple logistic regression model to analyze the data of the "Korean Youth Health Behavior Survey in 2018" (n=43,220) conducted by the Korea Centers for Disease Control and Prevention. Results: As a result of the analysis, a group whose parents' education level is 'above the university graduation (including the graduation of the college)' had statistically significant experience of depression than a group whose parents' education level is 'high school graduation.' Conclusion: When preparing a policy on adolescent depression feeling, we need to consider the association between the education level of parents and adolescent depression feeling. Especially, a higher level of education of parents needs attention and management to foster positive mental health rather than excessive academic pressure, especially in the parent-child relationship of the same gender.

Objectives: This research was conducted to suggest a recommendation for the Korean credentialing policy of health education specialist as the primary human resource in community health promotion activities from the special group perspective of the Korean Society for Health Education and Promotion. Methods: This research was conducted by the professional focus group discussion and descriptive literature review on health education and promotion. Results: This draft recommendation for Korean credentialing system development of health education specialist was based on the four background reasons for modifying health promotion related acts, for developing better policy of health education credentialing, for keeping the public and ethical responsibilities as the competitive professional society, and for improving health promotion activities in Korea. Theoretical background of the four reasons was Ottawa Charter. We classified three credentialing levels of health education specialist based on health education own competencies, coordiating competencies with environmental factors, and research competencies. Furthermore, we developed 10 major roles and categorized 53 sub-roles based on these competencies above. We recommended 10 classes required to take to become Health Education Specialist. These 10 classes were developed based on the credentialing systems in the United States and Japan. These 10 classes were about health education and promotion methods and strategies not health intervention topics. We also built the draft plan for continuing education to keep KCHES based on the NCHEC in the United States. Conclusions: Further research should be conducted to build better health education specialist credentialing systems modifing current communtiy-based health promotion activities in terms of modifying public regulation, developing KCHEC examination system, protecting job security both in public and private sectors, and creating professionalism in KCHEC.
For happy life, it is first of all essential to live healthily although wealth is important too. Korean government has enforced National Health Insurance Program and has improved it every year. However, health security still leaves something to be desired in Korea. Although Korean government also enacted National Health Promotion Law in 1995, the national health promotion policy has not been effectively carried out because of the problems of institution related to policy implementation and expenses of organizations. Also, community health services have failed to realize the anticipated results. Especially, health education services which are deeply related to national health consciousness are not well accomplished. Therefore, the average life span of Korean people is 73.5 years which display the level of the developing countries, while it is 74.7 years in the developed countries. Various health education services which Korean government and private organizations are carrying out are not activated. At this time, national health behavior and Quality of life will be greatly enhanced if "Mobile Health Education Teams" play active roles with new image, visiting vulnerable areas to health problems all over the country.e country.
Purpose: This study aims to analyze the factors affecting the agenda-setting process and the formation process of school-based mental health policies by applying a policy stream model. Methods: For this purpose, Kingdon's policy stream model was used as the analytical framework. Results: First, when establishing a school-based mental health policy, the agenda was set going through unpredictable and nonlinear changes. Second, for the school-based mental health policy to be selected onto the agenda and to be developed and implemented as an actual policy, the role of policy makers was considered most important in the process. Third, the policy window for school-based mental health policy was closed around the year 2013. Finally, an analysis of the school-based mental health policy stream identified two key features. One is that the school-based mental health policy first emerged when school violence prevention policy expanded its scope into relevant neighboring policies. The other is that the school-based mental health policy has taken shape through a linear decision-making process (being put on the government's agenda, searching for an alternative, selection, and implementation) during the policy implementation period after it has been selected as an alternative policy. Conclusion: Conclusions can be summed up as follows. The school-based mental health policy needs continuous development and improvement in case the window for the policy may open in the coming future. The government's support is needed to draw policy makers' interest and participation who play the biggest role in establishing policies.
Purpose: To analyze the current status of health education and problems of elementary, middle, and high schools by national health education guideline. Methods: Study subjects were 991 school health teachers of elementary, middle, and high schools in one province and the data was collected by mail. The data was analyzed by $x^2$-test and Fisher's exact test. Results: The rates of school health education implementation were 99.6% in elementary school, 98.1% in middle school, and 96% in high school. The rates of school health education were reported much higher than former studies. The most barrier in providing school health education was 'health room management during health education'. During health education by school health teachers, the health rooms were managed by other teachers in elementary schools or by locking the health room with announcement memo in middle and high schools. Conclusion: To improve the school health education, higher school health teacher placement and administrative supports for health clinic were recommended.
Objectives: To review policy contents which can have a direct impact on health-enhancing physical activity(PA) prevalence in Korea. Methods: The web-search and a literature was undertaken to identify reports and documents related to policy contents of PA. The web-search mainly focused on the web site of the departments and organizations relevant to PA policy and was supplemented by the literature searching. Results: The results of this study are as follows: First, the goal of PA does not match the established number of the Health Plan(HP). Second, the recommended levels of PA is not the same as levels of the year of establishment of the HP. Third, the questions of monitoring tool were inconsistent across years. Conclusions: Therefore, policy contents of physical activity should be improved to ensure accurate PA prevalence in Korea.
Objectives: A great number of the elderly are not aware of having metabolic syndrome, and this pattern differs among regions of the nation. This issue is particularly important for the elderly people with chronic diseases. This study was conducted in order to identify the prevalence, predicting factors of perception and exercise behaviors of among the elderly population. Methods: Using data from the 2009 Korean Community Health Survey, we employed two-level logistic regression models to determine whether individual and community factors are associated with perception and exercise behaviors among the elderly population. Results: Results from weighted two-level logistic regression analyses indicated the individual-level factors of smoking, education level, health center education, community exercise program participation and unmet needs in men, and marital status (being separated), health center education women predicted the elders' perception. As for the community-level predictors, higher smoking and living in regions with high suicide rates significantly predicted the elders' perception and exercise behaviors of metabolic syndrome. Conclusions: These findings demonstrate that education according to stage would increase the perception and motivation toward healthier behavior particularly for the elderly with lower perception levels of metabolic syndrome.
Purpose : This study was undertaken in order to find out the actual condition and barriers of health education in elementary school after introduction of 7th curriculum modification. Method: A questionaire was sent by mail on November 1, 2003, and received a total of 230 till November 30, 2003. Among them, 198 were included in fmal analysis. The collected data was analyzed through frequency, percentage, mean and standard deviation. Results : The results of this study were as follows: Among of the school health task, the most time spending task was emergency treatment and medication. The health education content which now being taught was sex education and prevention of drug abuse in the 6th grade, prevention of obesity in the 5th grade, emergency treatment, safety education in the 4th grade and prevention of disease of teeth in the 3rd grade. The most difficult problem in health education was pointed to no subject, no hour about health education by policy. Conclusion : It was necessary to formalize the health education subject, to ensure of health education hour by policy and to establish of extra health education room to improve health education at elementary school.
