  • This research analyzed the operational status of fire protection system managers who execute self inspection of the fire equipment in the specific fire protection facilities and presented the improvement scheme. Being made up inquiry for job environment, institutional environment, and operational environment for the subject of fire protection system managers who execute self inspection to complement the fire equipment inspection by city public fire protection service, the issues of the operational status of the institution of fire protection system managers were positively understood. The research result showed the conflict among building owner, fire equipment inspector, and fire protection system manager was existed due to the legal and institutional inertia to the self inspection, so it is judged that mutual complementary and cooperative relation should be established.

  • The actual condition of safety management and problems for hazardous material facilities in national industrial complex are investigated and analyzed in fields of hazardous material facilities safety, fire fighting equipment safety, building safety, space safety. In most cases, the failure to comply with legal requirements and the maintenance of fire safety have been pointed out. As a result, the total number of problems identified was 466 and problems in the field of hazardous material facilities safety have been pointed out the most. Also, it was analyzed that the number of problems identified in the manufacturing facilities and general handling centers among the hazardous materials facilities was the highest. Therefore, it will contribute to strengthening the safety management capability of the national industrial complex in the future by suggesting the convergence direction of the safety diagnosis system and the systematic introduction of the precise safety diagnosis.

  • This research has set up the fire protection and early suppression plan for Asan Oeam folk village which is composed of traditional wooden building instinct or complex. The results of this study are as follows. 1. The traditional wooden buildings require attentive considerations about the fire property of the Waga and the straw roofed house. Especially, as the straw roofed house has property that the transfer and development of the fire is fast. Therefore we studied on the transferring possibilities of the fire dangerous instinct through measuring the distance from of the eaves edge and trees in neighboring house. 2. This research proposes the tools for the priority protective building through consideration of fire risk and cultural priority because the fire prevention for all is impossible at the same time. 3. The most important thing is preserve the cultural identities of traditional folk village in establishing the fire hydrant and fire prevention facilities. Traditional folk village landscape should be considered.

  • As the Performance Based Fire Protection Design is legislated, studies on a fire and evacuation are actively in progress. The Performance Based Fire Protection Design should be developed toward enlarging the Life safety. In addition, the Performance Based Fire Protection Design shall not merely review the aspects of fire fighting but it shall also include regulations pertaining to evacuation stipulated in laws and regulations for buildings. This study performed an evacuation time prediction based on OO Night Club, one of the multiplex use facilities located in Gwang-ju Metropolitan City in order to suggest as a referential data for the Performance Based Fire Protection Design implementation. To do this, I investigated domestic and foreign regulations and research papers related to evacuation and went to visit the actual site and collected materials. The collected data was then used as ones to input in Simulex, an evacuation program to measure evacuation time. Through this particular research and results, the study was able to suggest a few concerning areas.

  • This study analyzes remaining repair rate and applied repair rate with the presentation of profit model for the purpose of pursuing maximization of added value through remodeling of apartment house. Objects of remodeling and item applying the whole replacement of functionality evaluation items include exterior of building (3 items maintaining the current conditions, 8 items requiring the whole replacement), water supply/sanitary/gas/ventilation facilities (6 items maintaining the current conditions, 6 items requiring the whole replacement, electric/fire fighting/elevator facilities (8 items maintaining the current conditions, 20 items requiring the whole replacement) and heating/water heater facilities (2 items requiring the whole replacement).

A Study on the Consciousness Survey of Improvement of Emergency Rescue Training -Based on the Fire Fighting Organizations in Gangwon Province- (긴급구조훈련 개선에 관한 의식조사 연구 -강원도 소방조직을 중심으로-)

  • Purpose: Fire-fighting organizations are the very first agencies that take actions at a disaster scene, and emergency rescue training is carried out for prompt and systematic response. However, there is a need for a change due to the limitations in emergency rescue trainings such as perfunctory trainings or trainings without considering regional or environmental characteristics. Method: This study is to conduct theoretical review with regard to emergency rescue training and present a measure to improve the emergency rescue training through attitude survey targeting fire-fighting organizations in Gangwon area. Result: Facilities that cause difficulties when doing emergency rescue activity were mostly hazardous material storage and processing facilities. In terms of the level of emergency rescue and response task, most respondents answered that the emergency rescue was insufficient. The respondents answered that the effectiveness of emergency rescue training was helpful, but some responses showed that the training was not helpful because of scenario-based training, seeming training, similar training carried out every year, unrealistic training, and lack of competent authorities' interest and perfunctory participations. Most respondents answered for the appropriateness of emergency rescue training and evaluation that they were satisfied, however, they were not satisfied with the evaluation methods irrelevant to the type of training, evaluation methods requiring unnecessary training scale, and evaluation methods leading perfunctory participations of competent authorities. Lastly, respondents mostly answered that training reflecting various damage situations are necessary regarding the demand on the improvement of emergency rescue training. Conclusion: The improvement measures for emergency rescue training are as follows. First, it is necessary to set and prepare various training contents in accordance with regional characteristics by reviewing major disasters occurred in the region. Second, it is necessary to revise the emergency rescue training guidelines and manuals for appropriate training plan for each fire station, provide education and training for working-level staff members, and establish training in a way that types, tactics, and strategies of emergency rescue training could be utilized practically. Third, it is necessary to prepare a scheme that can lead participation and provide incentive or penalty from the planning stage of training in order to increase the participation of supporting and competent authorities when an actual disaster occurs. Fourth, it is necessary to establish support arrangements and cooperative systems by authority through training by fire stations or zones in preparation for disaster situations that may occur simultaneously. Fifth, it is necessary to put emphasis on the training process rather than the result for emergency rescue training and evaluation, pay attention to the identification of supplement points for each disaster situation and make improvements. Especially, type or form of training should be considered rather than evaluating the execution status of detailed processes, and the evaluation measure that can consider the completeness (proficiency) of training and the status of role performance rather than the scale of training should be prepared. Sixth, type and method of training should be improved in accordance with the characteristics of each fire station by identifying the demand of working-level staff members for an efficient emergency rescue training.

Improvements on the Status of Fire Fighting Facilities and Teacher's Fire Safety Awareness about Special School (특수학교 소방시설 및 지도교사의 화재안전의식 개선방안)

  • 장애학생들이 생활하는 특수학교의 경우 화재 발생빈도는 낮지만, 장애인은 초기 대응능력과 피난능력이 현저히 부족하므로 화재 발생 시 막대한 인명피해를 초래할 수 있다. 장애인의 안전한 피난을 위해서는 초기 소화설비와 피난에 필요한 경보설비, 피난설비의 설치 및 운영 그리고 피난보조자의 역할과 책임이 중요하기 때문에 특수학교를 대상으로 하여 소방시설의 설치 및 운영, 피난보조자의 화재안전의식에 대해 조사하였다. 그 결과 Fail-safe 원칙에 따라 2방향 이상의 피난이 가능해야 하지만 6개교 중 5개교가 평상시 안전을 이유로 비상구에 자물쇠를 채워 통행이 불가능하였고, 특수학교 교사들 중 피난시 교사들의 역할분담에 대해 54.2%가 모르고 있었으며, 피난보조자에 대해서도 64.5%가 모른다고 답하였다. 또한 소화기와 옥내소화전을 실제 사용해 본적 있는 교사는 각각 32.2%, 7.9%로 조사되어 화재발생시 초기소화를 담당해야 하는 교사들의 소화설비의 사용 경험이 부족한 것으로 나타났다.

  • According to the statistics released by Ministry of Public Safety and Security, the number of restaurant fires in Korea reached around 2,400 and 169 damages of human life and damages to property was approximately over $8.8 billion for recent 3 years. It could be desirable having automatic commercial fire-extinguishing equipment at commercial facilities excluding housing facilities for the safety, applying at the place first where it has been more risky and expected fire can be occurred relatively because economical burden can be accelerated. In order to do this, adjust its level to meet the same level of the kitchen for 'Specific Target for Fire Fighting' that "gas leak alarm" has be equipped relevant regulations and it is considered and reasonable to expand the limit of application gradually.

A study on use of quantitative risk analysis on life safety performance for the effect of fixed fire fighting system at road tunnel fires (정량적 위험성 평가를 활용한 도로터널 화재시 물분무 소화설비의 피난 안전 효과 연구)

  • This paper tried to verify whether the fixed fire fighting system (FFFS) that is installed in road tunnel improves evacuation performance or not. Verification was performed according to the Disaster Prevention Facilities Installation and Management Guide at Road Tunnel. Twenty seven different fire scenarios were set up for the verification and the cases that FFFS was installed were compared with the cases that FFFS was not installed. The result of the comparison showed that the average equivalent death was reduced in 26 cases out of 27 cases when water spray extinguishing system was installed. It was confirmed that the risk when was not installed was unacceptable in Hong Kong and the Netherlands. On the other hand, it was confirmed that the risk was reduced to as low as reasonably practicable (ALARP) when was installed. The cumulative frequency of average death in case with FFFS was compared against the frequency of death without FFFS: death of one or more is about 50 times less; 10 or more is about 100 times less; and the death of more than 100 is four times less. It was verified that FFFS makes improved conditions to escape from the fires in road tunnel.

Impact of Fire Demand on Fire Service Budget (소방수요가 소방예산에 미치는 영향)

  • This paper aimed to statistically analyze the impact of fire needs not considered in previous reports based on preventive and preparedness strategies of fire administration and fire budget.. The panel data came from 16 metropolitan councils from 2008 to 2018 and was statistically analyzed based on the preventive measures of the fire administration (agreement for building permission, specific target for fire-fighting, public use facilities, and special fire inspection [SFI]), preparedness of the fire administration (fire safety education [FSE]), response of the fire administration (mobilization for fire suppression [MFS] and mobilization for ambulance service [MAS]), and fire budget. In the results, SFI, FSE, and MFS had a significant negative influence on the fire budget. Meanwhile, MAS had a significant positive effect on the fire budget (p < 0.01). These results reflect public policy in Korea; there has been a paradigm shift in fire administration: from disaster acceptance (focusing on recovery) to disaster response (focusing on field response) to disaster preparedness (focusing on preparedness).
