국방연구개발 시험개발사업 성과평가지표 개발에 관한 연구 (A Study on Developing the Performance Evaluation Indicators of Defense R&D Test Development Projects)

  • In this paper we develop a model for the performance evaluation of defense R&D test development projects based on analytic hierarchy process. First, evaluation indicators are collected through the related literature survey and a delphi inquiry method. Second, stepwise multiple linear regression is used for developing a hierarchical structure for analytic hierarchy process in the evaluation model, which can make the selected evaluation indicators of the hierarchical structure independent. Also we verify the effectiveness of proposed indicators of the performance evaluation by comparing with the existing evaluation indicators. The developed indicators for the performance evaluation is more reasonable and practical than the previous indicators on defense R&D test development projects.

  • This study introduced various theories and related studies on the evaluation of informal environmental education programs and suggested an evaluation procedure for them. The case study on the procedure and the result of Non-indigenous, Invasive Species Management/Education program evaluation was provided, which was conducted by Cornell University in cooperation with Cornell Cooperative Extension, The Nature Conservancy, and Finger Lake Land Trust. The procedure model that was used in this study was based on Herman et al. (1987) and slightly modified for the environmental education program evaluation. The procedure and results indicated that the implementation of NIS management/education program properly accomplished it's intended goal and objectives. This study also specifically described its implications for the evaluation of environmental education programs in informal settings.

An Extended Model Evaluation Method under Uncertainty in Hydrologic Modeling

  • This paper proposes an extended model evaluation method that considers not only the model performance but also the model structure and parameter uncertainties in hydrologic modeling. A simple reservoir model (SFM) and distributed kinematic wave models (KWMSS1 and KWMSS2 using topography from 250-m, 500-m, and 1-km digital elevation models) were developed and assessed by three evaluative criteria for model performance, model structural stability, and parameter identifiability. All the models provided acceptable performance in terms of a global response, but the simpler SFM and KWMSS1 could not accurately represent the local behaviors of hydrographs. Moreover, SFM and KWMSS1 were structurally unstable; their performance was sensitive to the applied objective functions. On the other hand, the most sophisticated model, KWMSS2, performed well, satisfying both global and local behaviors. KMSS2 also showed good structural stability, reproducing hydrographs regardless of the applied objective functions; however, superior parameter identifiability was not guaranteed. A number of parameter sets could result in indistinguishable hydrographs. This result indicates that while making hydrologic models complex increases its performance accuracy and reduces its structural uncertainty, the model is likely to suffer from parameter uncertainty.

  • 최근 정보화에 대한 성과평가는 투자성과에 미치는 효과를 정량적, 정성적으로 분석하여, 전통적인 투자 수익률에 근거한 가치평가방법의 한계를 극복하기 위한 다양한 성과평가방법이 응용되고 있다. 하지만 공공분야의 성과평가는 평가영역에 대한 정성적 평가 중심의 성과여부를 도출하는데 머무를 뿐, 정보화 품질을 향상시키는 데까지는 이르지 못하는 단점이 있다. 따라서 본 논문에서는 기존 공공분야 성과평가의 한계점을 개선하고 품질평가와 정량적 평가를 반영함으로써, 정보화 품질 향상과 평가결과의 객관성 및 신뢰성을 보장하는 통합성과평가모델을 제안한다. 그리고 정보화사업으로 추진된 행정정보DB구축사업을 대상으로 사업목적을 고려한 평가영역별 반영비율 및 가중치를 적용한 평가결과를 도출하였다.

CIPP모형을 활용한 R&D과제기획 선정평가 도구 개발 연구 : K연구원 중심으로 (A Study on R&D Project Planning Selection Evaluation Indicators based on CIPP model)

  • 본 연구는 K연구원의 상향식 R&D과제기획 차원의 신규 연구기획과제 선정평가를 위한 평가도구 개발에 목적을 두고 진행하였다. 이를 위해 CIPP모형과 연구기획평가를 위한 선정평가 및 평가지표에 관한 선행연구를 중심으로 R&D과제기획 선정평가 항목과 문항을 개발 한 후, 2회에 걸친 델파이 조사를 실시하였다. 개발된 평가도구는 13명의 전문가를 대상으로 설문조사를 실시하여 내용타당도, 합의도 및 수렴도를 검증하였다. 최종 선정된 R&D과제기획 선정평가 도구는 8개 항목에 총 21개 문항으로, 상황평가 5 문항, 투입평가 2문항, 과정평가 8문항, 산출평가 6문항으로 구성되었다. 개발된 평가 도구는 상향식 기획 과정상의 문제점을 해소하고 연구자들의 기획역량을 제고하는 데 기여할 것이다. 또한, 선정평가 시 평가에 대한 일관성과 효율성 제고에 기여할 것이다.

서비스 품질 향상을 위한 컨테이너 터미널의 효율성 평가 모형에 관한 연구 (A Model of Evaluating the Efficiency of Container Terminals for Improving Service Quality)

  • It is difficult but very necessary to measure the productivity of container terminals as logistics service provider. It is meaningful to find the appropriate inputs and outputs of the logistics service delivery systems and to measure the relationship between these inputs and outputs. This study proposes a model of evaluating the efficiency of container terminals. The evaluation consists of three phases. First, DEA(Data Envelopment Analysis) phase, determines the efficiency score and weights of DMUs(Decision Making Unit). This phase performs through four steps : selection of DMU, selection of DEA model, determination of input and output factors, calculation of efficiency score and weights for each DMU. Secondly, CEM (Cross Evaluation Model) phase, is to calculate the cross-efficiency scores of DMUs. This phase performs through three steps: selection of CEM, determination of cross-efficiency score for each DMU and development of cross-efficiency matrix. Finally, average cross-efficiency analysis phase is to compute the average cross-efficiency score. The proposed model discriminates among DMUs and ranks DMUs, whether they are efficient or inefficient.

  • A functional suspension model is proposed as a kinematic describing function of the suspension, that represents the relative wheel displacement in polynomial form in terms of the vertical displacement of the wheel center and steering rack displacement. The relative velocity and acceleration of the wheel is represented in terms of first and second derivatives of the kinematic describing function. The system equations of motion for the full vehicle dynamic model are systematically derived by using velocity transformation method of multi-body dynamics. The comparison of test and simulation results demonstrates the validity of the proposed functional suspension modeling method. The model is computationally very efficient to achieve real-time simulation on TMS 320C6711 150 MHz DSP board of HILS (hardware-in-the-loop simulation) system for ECU (electronic control unit) evaluation of semi-active suspension.

  • The purpose of this study is to contribute to escalation of a management quality of local public enterprise through integrating local public enterprise evaluation(LPEE) and Malcolm Baldrige Model(MBM). In order to achieve the purpose, I suggested that develop an integration model of LPEE and MBM criteria and use AHP(Analytic Hierarchy Process) as a technique posting weight value to criteria. Of two suggests, it is the former to date or discuss seriously. Therefore the integration model is redesigned for leadership/strategy category(leadership, strategy), management system category(customer management system, business management system, measurement/knowledge management system), and management result category(business result, customer satisfaction result, human resource management result, financial management result).

헤도닉 모델을 활용한 공동주택 리모델링 사업성 평가방법 (A Feasibility Study Method for Apartment Remodeling by Hedonic Model)

  • This study aims to evaluate the feasibility of remodeling business by predicting the future price of apartment house after remodeling using Hedonic Price Model. The data concerning such 8 independent variables as location, unit size, unit plan, landscape, parking, the number of elapsed years after completion, number of units, brand per apartment unit from 25 regions in Seoul metropolitan city were collected and evaluated by established evaluation criteria. The coefficients affecting the price of apartment unit were made by way of linear multi-regression and put into Hedonic Price Model. The feasibility evaluation model for apartment was made and verified by data of remodelled apartment. The predicted results using suggested evaluation model coincide with actual apartment market situations.

  • In R&D project evaluation, we consider the technical couple. And we set technology modular alternatives, after evaluating technical group based on technical couple. So we solve the problem extracted from existing research of R&D project evaluation. We use Conjoint Analysis(CA) for this research. CA is usually used for confirming customers' preference. However we use it for researchers' preference in the side of technology. This research is followed by the next 4 steps. (1) Hierarchical model of goal technology (2) Composition model of modular alternatives (3) Evaluation model of modular alternatives (4) Setting model of technology modular alternatives.
