Recent Development of Drinking Water Quality Standard and its Application (음용수질 기준과 관리방안)

  • Recently water demand is increasing as the industry prospers. The increase of water demand is followed by the increase of wastewater discharge which pollutes rivers and ground water extensively. These rivers, reservoirs and ground water are sources for drinking water and their contamination affects the quality of water supply and other potable water. In Korea there are 776 water treatment plants which supply drinking water from main rivers or reservoirs. Rivers are the biggest water source for drinking water is being contaminated, the innovation of treatment process is needed. The construction and operation of water supply facilities is under the control of the Ministry of Construction and the water supply offices of cities and provinces. However, drinking water quality is under the control of the bureau of sanitation in the Ministry of Health and Social Affairs. There are 33 items in drinking water quality standards of Korea. Trihalomethanes, Selenium, Diazinone and other three of pesticides have been included lately, The Ministry of Health and Social Affairs is planning to enhance. the level of $VOC_S$(Vola-tile Organic Compounds) standard. Drinking water quality standard is the goal to protect the quality of supply water and ground water. In order to protect the source water from domestic or industrial water, technological improvement and adequate investment should be urgently made. The ultimate goal of drinking water quality is safety and health of consumers. The more stringent the standard are, the better the water quality will be. As the drinking water quality standards become more stringent this year, various and positive solutions by the authorities concerned must be prepared.

A Study on the Indoor Air Pollution Levels in the Classrooms at Public Schools in Suwon (수원지역 초.중.고등학교 교실의 실내 공기오염도에 관한 연구)

  • This study has researched the indoor air Pollution in the school classrooms. It focused on the school classrooms in which the students take part in many loaming activities for a long time, not focused on the offices or underground facilities that have occupied the interest so far. First, I investigated the origination sources of indoor air pollution which influences on our health, and researched the data on the consequences of it on the human body. Second, I measured the indoor air Pollution level of the classrooms in which the students take part in activities. I selected CO, $CO_2,{\;}SO_2,{\;}NO_2$and $PM_{10}$ as the research items. Each two schools were chosen in the elementary schools, middle schools and high schools as the ones for measurement. And I distinguished the boys' schools from the girls' schools in the middle and high schools. CO, $SO_2{\;}and{\;}NO_2$were comparatively low comparing with the recommendation of the Ministry of Environment. But, $CO_2{\;}and{\;}PM_{10}$ exceeded the standard concentration in most schools and there was a difference between boys'classrooms and girls'classrooms about them. Also, it was different by the number of members a classrooms. Third, I made a questionnaire on the on the indoor air pollution. The questionnaire showed that many students feel the indoor air pollution directly and they are under the influence of it.

The Removal Effect of Fine Particles Applied Platform Screen Door in Seoul Subway Station (지하철 역사 승강장의 PSD 설치에 의한 미세먼지 감소 효과)

  • The most principal approach to improve indoor air quality(IAQ) of subway was to examine the fine particulate(PM-10) from the emission sources. Therefore, this study was carried on the investigation the fine particulate for comparison with the removal efficiency of PM-10 in divided the PSD(Platform Screen Door) and Non-PSD subway station from July, 2007 to May 2008. In the monitoring results, the range of PM-10 concentration of Non-PSD station was $44.6{\sim}116.5{\mu}g/m^3$ and the range of PM-10 concentration of PSD station was $23.9{\sim}81.1{\mu}g/m^3$. And then the range of PM-2.5 concentration of Non-PSD station was $17.4-56.6{\mu}g/m^3$, and then the range of PM-2.5 concentration of PSD station was $17.9{\sim}34.4{\mu}g/m^3$. In comparison with the results of the PSD and Non-PSD subway station, we found that the PM-10 removal efficiency of PSD was 30-40%. In conclusion, the PSD will be applied the effective facilities of decreasing PM-10 in subway station in Korea.

Uncontrolled Landfill Maintenance Plans through the Environmental Evaluation (환경성평가를 통한 비위생 매립지 정비방안)

  • In this study, we intend to present the uncontrolled landfill maintenance plans by diversely reviewing the operating conditions of landfill and environmental effects and economical issues resulted from the operation of landfill for the purpose of suggesting the optimal maintenance plans applicable to the uncontrolled landfill and unused landfill located in Korea. We perform the basic and precise surveys against three landfill sites showing the biggest problem out of 8 unsanitary landfills sites located in Y County. We compare and review the treatment plans prepared and operated by the N Landfill. The compared and reviewed results show that the local stabilization plan is more effective than the excavation and transfer treatment plan when considering the economic efficiency only. However, the excavation and transfer treatment plan is valid when considering the diverse elements. The G Landfill is operated with separated into living waste landfill section and construction waste landfill section. However, some landfill gas collection bores or holes are installed in its living waste landfill section, which has not been used for about 20 years, as a part of follow-up control. The element causing the environmental damage is considerably reduced in its living waste landfill section. However, the effort to keep the follow-up control through the local stabilization work is required. The landfill is under processing in the construction waste landfill section. However, most of buried wastes are the inorganic wastes such as waste materials and concrete, so the maintenance plan focused on the use of top land by installing the local stabilization facilities is considered as an effective plan. The landfill is under processing in the K Landfill. It seems to be difficult to maintain this landfill through the local stabilization. The excavation and transfer treatment plan to completely remove the potential environmental pollution source is considered as the valid plan.

A Comparison of Hygiene and Safety Management Execution depending on the Characteristics of Children's Food Service Facilities (어린이 급식소 특성에 따른 위생·안전관리 수행도 비교)

  • The objective of the current study was to compare the execution of hygiene and safety management according to the characteristics of children's food service stations, with the ultimate objective of providing sanitary and safe food service to children. To this end, the study conducted surveys of 73 public and private pre-schools with fewer than 100 children in district A from July 30 to October 31 2015. The differences were evaluated by t-test and analysis of variance. The confidence and validity of the results were analyzed by six food ingredient and facilities management questions, three personal hygiene and facilities management questions, four environmental management questions, and five storage and treatment management questions; for a total of 18 questions. The cumulative distribution of the four factors was 61.569%, and the Cronbach's alpha was 0.821, which indicated that the results were reliable. The results revealed that public pre-schools (a) and home-based pre-schools (b) had different levels of food ingredient and facility management, but no differences in the number of cooks, number of children served, type of food distribution, and the existence of mass food service facilities. The results of the study may be used to develop hygiene and safety management manual and educational contents to promote the health of the children served.

Application case of odor management applied direct olfactory method in Iksan (익산지역에서 직접관능법에 의한 악취관리 사례 연구)

  • In Iksan city, there have been a lot of complaints caused by offensive odor from residents living near the public environmental infrastructures and the Iksan industrial complex. To solve these problems, it is important to know the present condition of odor pollution level in these areas, the emission characteristics of malodorous gases in temporal and spatial variations in addition to meteorological components, and the facilities of major sources emitting malodorous compounds. The objectives of this study is to make the odor monitoring network for 20 people who lived and worked in areas where the environmental infrastructures and the Iksan industrial complex are located and their neighboring areas for six months from June 1st to October 31st in 2008 in Iksan and to monitor the temporal and regional frequency and characteristics of odor intensity using direct olfactory methods. As a result of odor monitoring, the highest frequency of sensed odor per month and 20 people for six months was found to be 107 in July, followed by 84 in September, 80 in August, 54 in June, 38 in October, respectively. Odor intensity trend showed a regional trend in the decreasing order of Dongsan-dong, Busong-dong, and Palbong-dong. Odor was widely perceived from night through next morning and considered as the sense of excreta, chemicals, sewage, compost, waste, etc. When high odor intensity was sensed, there were constant meteorological characteristics: relative humidity was 80~90%, wind speed was less than 0.5~1 m/sec, and main wind directions were from the east, the southeast, and the south.

Han River Management Policy (한강수질의 관리방안)

  • Among the rivers in Korea, the Han River is the largest, most important one, which runs through the Seoul metropolitan region in the west toward the yellow sea. In the Han River basin there live as many as 17.1 mil. people including appr, 11 mil, citizens in Seoul. The Seoul Metropolitan region, already containing appr. 40% of the nation's total populating, expectedly poses an ever-growing polluting burden to the Han River. Due to Korea's vigorous industrialization and heavy urbanization in the past quarter century, water pollution was observed to be increasing in the Han River until the mid-1980's, but thereafter the Han River began to improve little by little by virtue of the government's massive investment and all-out efforts in water preservation. Public awareness on the importance of environmental protection is increasing unprecedentedly. With a view to meeting people's growing demand for clean water and pleasant environment, the government established the "Comprehensive Mid-Term Environmental Conservation Plan" (1992∼1993) in 1991. According to the plan, 1,315 bil.won(1.7 bil.us$ ) is to be poured into the Han River Basin to install 113 water pollutant abatement plants including 43 treatment facilities. To successfully cope with the future's challenging need for the environmentally sound sustainable development, a variety of measures and an array of policies are going to be incorporated with emphasis on, -redistributing such polluting sources as population and industries -tightening control of the water pollutant discharge -restricting the pollution-accompanying land use -enhancing the assimilation capacity of the river -stirring up the public awareness and participation in the environment protection We hopefully anticipate that with those e(forts the Han River will improve as drawn in the attached "1996's Envisioned Han River Quality".

Implementation of HACCP System of Dairy Products for Safety and Hygienic Quality in Korea (낙농제품의 안전관리 체계 구축)

  • Dairy products eatable instantly have lots of nutriment, but on the other hand they are susceptible to putrefy with careless. Therefore, dairy products should be implemented the critical control points to produce both standard good qualities and hygiene ones without the contamination of hazards, because they could not been produced the perfect products only with ISO 9000 application like other industry. The application of HACCP system for dairy products produced domestically is important to certify hygiene quality and safety. It is necessary to examine regular inspection for the persistent maintenance of HACCP system. If environmental changes and improvement of manufacture facilities by expansion of new system in factory turn shift into HACCP plan, then, it is persistently accomplished the supplementation of deficiency for new hazard analysis through the periodical inspection. So far, HACCP system is mainly applied in dairy plants. If farms producing milk directly set up a sanitary plan, it can also practice sanitary control from farm to table in our country. The only dairy products produced in these conditions can be compatible to ones of other countries, they can be provided consumers over forty million with reliable foods, and contributed to the improvement of public health.

The Assessment on the Effect of Discharge and Variation of Water Quality from the Sewage Treatment Plants in Seoul (서울시 하수처리장 수질의 변동 및 방류수의 영향 평가)

  • This study was conducted to evaluate the variation characteristics of influent and effluent quality from sewage treatment facilities using activated sludge processes and to assess the impact caused by discharge of treated sewage on the receiving water Monthly data of five water quality items (BOD, COD, SS, T-N, T-P) were used to understand the water quality at three sewage treatment plants in Seoul for five years from 1999 to 2003. Concentration differences of water quality parameters were observed between upstream and downstream site at the sewage treatment plant outfall to investigate the impact of discharge in Tan stream and Han river basin. 1. Due to the effect of continuous improvement in sewer system, the concentrations of influent went on increasing generally. 2. Effluent concentrations of BOD, COD and SS showed the trend of a little decreasing, but the trend of increasing in T-N and T-P. 3. In Tan stream basin, the impact of sewage treatment plant discharge was not observed directly, because concentration of discharge was lower than stream water's. But discharges from sewage treatment plants affected water quality at downstream site in Han river, concentration of T-P especially.

A Study on the Analysis of School Health Program by the Chronological Events in Korea (우리나라 학교보건사업 변천에 관한 연구)

  • The purpose of this study was to identify and name clusters of school health program, and to describe some of the characteristics of administrative supports. The literature, materials and public documents were analysed by the chronological events from 1945 to 1989. The result of this study is as follows : 1. A brief summary of the history of school health program was included as an introduction to the analysis of the current programs of school health. Five current school health-program clusters were identified from findings of a study of programs ; 1) Physical assessment, laboratory examination and health services for the students, 2) health insturction 3) healthful living condition(environmental health), 4) health clinic management 5) administrative supports. 2. The earliest school-based efforts focused on communicable disease prevention by the ministry of health and social affairs. Annual medical inspection(health assessment) for school children for eyes, ears, nose, and throat were mandated nation-wide in 1951 by physical Assessment Act. 3. In 1979, the health instruction of schools to improve the health status of students was improved by health department in the Ministry of Education. 4. Experiences in healthful environment were basic components of the school health program. However, without careful planning and supervision these experiences were not contributed to the goal of school health. The formal program of school health environment were initiated in 1979. 5. In 1980, the guidelines of school health clinic management were prepared by Ministry of Education such as guidance of essential degrees and facilities in school health clinic. 6. Two patterns of administration of school health programs existed in Korea. In one the school health department operated its own health program and in the other the physical education department operated the health program within the school system. The school health department was established in Ministry of Education from 1979 to 1982. Improved school health programs will be a key element in the comprehensive national child health policy whic I will ask the Ministry of Education to develop for the Department.
