Blackbox-Based a Vehicle Emergency Situation Detection and Notification System (블랙박스 기반의 차량용 응급상황 감지 및 통보시스템)

  • The number of motor vehicle registrations in Korea is increasing steadily each year, driven by industry development and economic growth. The number of traffic accidents is also rapidly increasing. Korea has a relatively high number of traffic accidents among OECD member countries, and it ranks among the highest in traffic accident death rates. This death rate is higher compared to death rates as a proportion of the number of traffic accidents in each country. It is very common for drivers to lose consciousness in traffic collisions, which leads to a failure to carry out early emergency measures. In order to prevent such situations as well as hit-and-runs and people left uncared for after traffic accidents, there is a need for motor vehicle black boxes and accident report systems. This study addressed the need for an emergency evacuation system for people injured in traffic accidents and a secondary traffic accident prevention system by developing a motor vehicle emergency situation detection and report system combined with a black box, and materializing it as an actual system.

Development of Curriculum for the Emergency Clinical Nurse Specialist (응급전문간호사의 교육과정안 개발)

  • Various accidents and injuries are currently occurring in Korea at increasingly high rates. Good quality emergency care service is urgently needed to cope with these various forms of accidents and injuries. In order to develop a sound emergency care system, there need to be a plan to educate and train professionals specifically in emergency care. One solution for the on going problem would be to educate and train emergency clinical nurse specialists. This study on a strategy for curriculum development for emergency clinical nurse specialist was based on the following five content areas, developed from literature related to the curriculum of emergency nursing and emergency care situation : 1. Nurses working in the emergency rooms of three university hospitals were analyzed for six days to identify categories of nursing activities. 2. Two hundreds and eleven nurses working in the emergency rooms of 12 university hospitals were surveyed to identify needs for educational content that should be included in a curriculum for the clinical nurse specialist. 3. Examination of the environment in which emergency management was provided. 4. Identification of characteristics of patients in the emergency room. 5. The role of emergency clinical nurse specialist was identified through literature, recent data, and research materials. The following curriculum was formulated using the above mentioned process. 1. The philosophy of education for emergency clinical nurse specialist was established through a realistic philosophical framework. In this frame, client, environment, health, nursing, and learning have been defined. 2. The purpose of education is framed on individual development, social structure, nursing process and responsibility along with the role and function of the emergency clinical nurse specialist. 3. The central theme was based on human, environment, health and nursing. 4. The elements of structure in the curriculum content were divided to include two major threads, I, e., vertical and horizontal : The vertical thread to consist of the client, life cycle, education, research, leadership and consultation, and the horizontal thread to consist of level of nursing (prevention to rehabilitation), and health to illness based on the health care system developed by Betty Neuman system model. 5. Behavioral objectives for education were structured according to the emergency clinical nurse specialist role and function as a master degree prepared in various emergency settings. 6. The content of the curriculum consisted of three core courses(9 credits), five major courses(15 credits), six elective courses(12 credits) and six prerequisite courses (12 credits). Thus 48 credits are required. Recommendations : 1. To promote tile quality of the emergency care system, the number of emergency professionals, has to be expanded. Further the role and function of the emergency clinical nurse specialist needs to be specified in both the medical law and the Nursing Practice Act. 2. In order to upgrade the qualification of emergency clinical nurse specialists, the course should be given as part of the graduate Program. 3. Certification should be issued through the Korean Nurses Association.

  • In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations : Building up security system along with operational expansion, building up a system for emergency medical treatment, buliding up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119, we can review the following considerations : Improving the education for fire fighting trainging corps under Jeju Provicial Fire and disaster management department, providing rescue members with more opportunity for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. Provide little more superior quality high fire fighting service to jeju islander, and need long-term and elaborate research to correspond in rising fire fighting man-power demand newly and investment. Construction of well-matched disaster administration system is assignment that must hurry in international free city. That jejudo receives time factor about that is received for another thing area's number of persons or equipment when regional special quality large scale or disaster happens is that of course the support receives limitation immediately. Jeju fire fighting services is one story reform, specialization taking into account particular situation of jeju area to grow as sightseeing and center of culture intending international free city, should be upgraded. So, it may do big contribution naturally in jeju international free city phase that coincide jeju islander's social welfare promotion and safety desire.

Performance Evaluation of Emergency Medical Center (응급의료센터 성과 평가 기준개발과 적용)

  • Currently, there are 100 community emergency centers which expect to provide professional emergency care like Level 1 trauma centers in U.S.A. To evaluate perforance of emergency centers, most studies have been widely adopted death rate based methods such as Trauma and Injury Severity Score(TRISS) and A Severity Characterization of Trauma(ASCOT). However, these methods are only applicable in situation where registration process of trauma patients is well established. Therefore, an alternative method should be applied to evaluate performance of emergency centers in Korea which does not have well-developed registration scheme. This study aims to develop new performance measures which are applicable to Korea and evaluate performance of 35 community emergency centers through new measures. The new measures are included that 'W-statistic' ; death rate calculated on the basis of International Classification based Injury Severity Score(ICISS), and 'the degree of severity' ; rate of severe trauma patients of each emergency medical centers. The study results can be summarized as follows. First, about 34% of sample emergency centers show they provide proper care in terms of their function. Second, tertiary hospitals, university hospitals, and hospitals located in Seoul show higher severity degree of patients and lower severity-adjusted death rate.

  • The concern regarding inability to perform CPR properly was widespread, and few studies, however, have queried bystanders regarding their responses to an actual emergency. This study assessed how often CPR was performed by CPR-trained bystanders and what factors were associated with the performance and nonperformance of CPR by trained bystanders. From a 2,000 sample survey of the National Emergency Medical Center in Korea (2008), it extracted object persons who actually experienced an emergency situation, and examined closely the relationship of CPR education experience and CPR performance in an emergency. 169 completely interviewed, 23(13.6%) had CPR education experience and performed CPR in an actual emergency, 40(23.6%) had CPR education experience but didn't performed, 12 (7.1%) didn't have CPR education experience but performed, and 94(55.6%) neither had CPR education experience nor performed. Specifically, within bystanders who had CPR education experience, those who CPR was performed were different from those who CPR was not on medical emergency-related characteristics such as CPR knowledge(p=0.001), 1339 emergency phone number(p=0.006) and 1339 emergency services(p=0.001). Consequently, to consider social characteristics or an economic condition, various CPR teaching strategies should be prepared to continuously propel.

A Study on Emergency Communication Policy and System between Vehicles using Infrared Rays (적외선을 이용한 차량간 긴급통신 정책 및 시스템의 연구)

  • As the number of elderly drivers increases, traffic accidents from the elderly also increase. In particular, the emergency situation of the elderly driver is not transmitted to the following vehicle during cloudy days and night highway accidents, so it is extended to the second and third accidents, leaving serious aftereffects. Therefore, there is an urgent need to establish an economic and effective inter-vehicle emergency communication system between the accident vehicle of the elderly and the following vehicles. In this paper, we have proposed a policy and method that can take advantage of the special emergency light pattern of an elderly driver in an emergency and transmit it to the following vehicles, thereby providing secondary accident prevention and emergency relief. Furthermore, by introducing an infrared emergency communication system between vehicles using red brake lights and implementing it as a prototype of RC-Car, we have checked the feasibility of the system.

Interior Location Services Based Emergency Call System (실내 위치 서비스 기반 긴급 호출 시스템)

  • In this paper, we propose an emergency call system which makes a call to an institution or a guardian when an urgent case occurs to a user based on the indoor location service. In addition, it establishes indoor location service infrastructure assuming welfare institutions and hospitals. The proposed system receives the sensor value from the device that is in the form of a clock on the wrist and determines the emergency situation and delivers emergency information to the terminal. The location terminal transmits location and emergency information to the server, and the server accesses the database and stores the data. This enables the caregiver to communicate with the server through the application, monitor the user's status, receive notifications, and respond to emergency situations by using the emergency call function. If the proposed system is applied to the fields requiring urgent action such as medical field and welfare field, it will provide more stable and prompt emergency service to users and carers.

  • In this paper, we present a WebRTC-based emergency video call system structure that builds a service system in a constant monitoring environment to increase the usability and stability of elevator emergency call devices. The proposed system provides a smooth call environment between the emergency call system in the elevator and maintenance managers in case of an emergency, performs rapid response processing to elevator emergency calls through monitoring of the target elevator, and handles any emergency calls that may occur in the physical space of the elevator. The purpose is to build an environment that can implement low-latency, real-time video call services of voice and video by overcoming the physical constraints required for video calls. To this end, we have established a service environment based on OpenAPI, which is currently used in various fields and its performance has been proven, and provides video calls and emergency situation dissemination through rapid messaging by providing low-latency call quality. The presented system structure will be able to provide a basis for expanding various functions and constructing a reliable service environment and intelligent model for the elevator system through combination with the elevator control panel and various devices.

The Knowledge and Health Education Need of Physical Education College Student about First Aid (체대생의 응급처치 지식수준과 교육요구도)

  • This study examined the knowledge and health education about First Aid of Physical Education College Students. The survey had been done from September to November, 2007. Total subjects in this study were 193. The collected data were analyzed by SPSS. The results of the study were as follows : 1. Among total 193, 74.6% were male, 25.4% were female, 1st grade were 38.9%, 2nd grade were 61.1%. 58% of the subjects had not been trained first aid education. 2. For needs assessment about first aid education contents, the needs for first aid was high(2.36) of the lecture, and assessment of emergency situation(2.65) was high of the practice. Legal problems of first aid was low of the lecture and practice. 3. An average the knowledge score of the subjects was 55.1088(${\pm}19.09$) when the knowledge score of subjects converted 100 points. 4. There were significant difference in the knowledge of first aid according to subject's gender(t=2.907, p= .004), grade(t=-7.167, p= .000), and experience of first aid education(t=5.174, p= .000). These results will provide the base data for the development of first aid education program for physical education college students.
