Analysis of Global Trends in the Cross-border Transfer of Personal Data and Its Implications for Korea (개인정보 국외이전 관련 규범 국제 동향 분석 및 한국에의 시사점)

  • To review the theoretical background of regulatory approaches to cross-border transfer of personal data, this paper divides major digital trade participating countries into four types according to the OECD - non-regulatory, post-intervention, pre-supervision, and national control. It then analyzes the US, Japan, the EU, and China respectively that belong to each type. South Korea, which is currently about to pass the amendment by the National Assembly, has identified that it is in the middle of post-intervention and pre-supervision, and needs to evolve into pre-supervision norms like the EU while it has to participate more actively in the process of establishing international digital trade rules. Korea first needs to sign digital trade agreements and promote mutual certification projects more actively from the standpoint of a medium-sized open country with growing digital companies and digitally-open consumers. Second, the government should fully consider the interests of not only companies but also various trade stakeholders including domestic consumers, when drafting and implementing trade policies. To this end, 'a single window approach' is needed not only at the Ministry of Trade, Industry, and Energy, but also at the level of the entire government which require an integrated form of digital trade policy governance.

Effect of Annealing Temperature on the Properties of NaNbO3:Eu3+ Phosphor Thin Films Deposited on Quartz Substrates (석영 기판 위에 증착된 NaNbO3:Eu3+ 형광체 박막의 특성에 열처리 온도가 미치는 영향)

  • NaNbO3:Eu3+ phosphor thin films were grown on quartz substrates by radio-frequency magnetron sputtering at a growth temperature of 100 ℃, with subsequent annealing at temperatures of 800, 900, and 1000 ℃. The effects of annealing temperature on the structural, morphological, and optical properties of the thin films were investigated. The NaNbO3:Eu3+ sputtering target was synthesized by a solid-state reaction of raw materials Na2CO3, Nb2O5, and Eu2O3. The X-ray diffraction patterns exhibited that the thin films had two mixed phases of NaNbO3 and Eu2O3. Surface morphologies were investigated by using field emission-scanning electron microscopy and indicated that the grains of the thin film annealed at 1000 ℃ showed irregular shapes with an average size of approximately 300 nm. The excitation spectra of Eu3+-doped NaNbO3 thin film consisted of a strong charge transfer band centered at 304 nm in the range of 240-350 nm and two weak peaks at 395 and 462 nm, respectively, resulting from the 7F05L6 and 7F05H2 transitions of Eu3+ ions. The emission spectra under excitation at 304 nm exhibited an intense red band centered at 614 nm and two weak bands at 592 and 681 nm. As the annealing temperature increased from 800 ℃ to 1000 ℃, the intensities of all the emission bands and the band gap energies gradually increased. These results indicate that the higher annealing temperature enhance the luminescent properties of NaNbO3:Eu3+ thin films.

  • Spectral properties of europium activated intermediate compounds in the system R2O3-P2O5(R=La, Y, and Gd) are presented, including also phosphors with bismuth and vanadate sensitization. The sensitized phosphors are less efficient than unsensitized phosphors. (The ratio of oxygen to phosphorus effects the charge transfer band) Most phosphors have low efficiencies, but La3PO7 and Gd3PO7 hosts are possible for commercial luminescent materials.

The Management Planning of Pollutant Loading Allocation in the Kumho River Basin (금호강 유역의 오염총량 관리 대책 수립)

  • This study was performed to plan pollutant loading allocation by sub-watershed at Kumho river basin located in the north Kyeongsang province. HEC-geoHMS which is extension program of ArcView was used to extract sub-watershed. To simulate water quality, Qua12eu model was calibrated and validated. BOD was simulated under several scenarios to evaluate reduction effects of pollutant loading. Uniform treatment and transfer matrix method was considered. Effects of headwater flow rate and efficiency waste water treatment plant were also considered.

Employment Protection Legislation Concerning Service Provision Change in Great Britain (노무용역 공급업체의 변동에 관련된 영국의 고용보호 법제)

  • Most of all the transfer of undertakings in such a service provision business as labour-intensive operation creates uncertainty of employment, aggravates terms of employment and breaks a trade union. However there are no regulations in Korea to protect employees from these undesirable situations. On the other hand Great Britain has introduced the concept of a transfer of undertakings by service provision change in 2006. It was intended to remove or at least alleviate the uncertainties and difficulties created by the need under TUPE 1981 and EU Directive to establish a transfer of a stable economic identity which retained its identity in the hands of the alleged transferee. In contrast to the words used to define transfer in the 1981 Regulations 'service provision change' is a wholly new statutory concept and distinguished from the economic entity. The new provisions seems to be straightforwards and the circumstances in which service provision change is established are clearly set out in Regulations. In this context there is no need for a judicially prescribed multi-factorial approach, as advanced by European Court of Justice like Spijkers test. The new concept of service provision change apply even though there are some minor difference or differences between the nature of the tasks carried on after service provision change as compared with before it. A commonsense and pragmatic approach is required and It is enough only to ask whether the activities carried on by the alleged transferee are fundamentally or essentially the same as those carried out by the alleged transfer. TUPE 2006 of Great Britain far exceeding the scope of the Acquired Rights Directive is full of suggestions as a model of legislation to secure a stable employment itself and favorable and fair conditions of employment. More active efforts are needed for lawmaking to prohibit a dismissal and vary conditions of employment for the reason of the transfer of undertakings itself.

Search for new red phosphors under NUV/blue excitation - the stimulating future for solid state lighting

  • Research on down conversion phosphor materials is the key for the development of solid state lighting (SSL). Especially finding alternative red phosphor for white LEDs based on blue or NUV LEDs are important research task. Under this view, we have synthesized a series of $Eu^{3+}$ substituted $La_2W_{2-x}Mo_xO_9$ (x = 0 ~ 2, insteps of 0.1) red phosphor and characterized by X-ray diffraction (XRD) and photoluminescence. XRD results reveal a phase transition from triclinic to cubic structure for $x\;{\geq}\;0$. All the compositions show broad charge transfer band due to charge transfer from oxygen to tungsten/molybdenum and red emission due to $Eu^{3+}$ ions. Select compositions show high red emission intensity compared to the commercial red phosphor under NUV/blue ray excitation. Hence, this candidate can be possible red emitting phosphors for white LEDs.

Synthesis and Luminescent Properties of $RE^3+(Eu^3+\;and\;Tb^3+$) Ions Activated CaGd4O7 Novel Phosphors

  • Trivalent rare-earth ($RE^{3+}=Eu^{3+}\;and\;Tb^{3+}$) ions activated $CaGd_4O_7$ phosphors were synthesized by a sol-gel process. After annealing at $1,500^{\circ}C$, the XRD patterns of the phosphor confirmed their monoclinic structure. The photoluminescence excitation spectra of $Eu^{3+}$ and $Tb^{3+}$ doped $CaGd_4O_7$ phosphor shows the broad-band excitations in the shorter wavelength region due to charge transfer band of completely filled $O^{2-}$ to the partially filled $Eu^{3+}$ ions and f-d transitions of $Tb^{3+}$ ions, respectively. The photoluminescence spectra show that the reddish-orange ions and green emission for $Eu^{3+}$ and $Tb^{3+}$ ions, respectively. Owing to the importance of thermal quenching property in the technological parameters, the temperature-dependent luminescence properties of these phosphors were measured for examing the suitability of their applications in the development of light emitting diodes (LEDs). In addition to those measurements, the cathodoluminescence properties were examined by changing the acceleration voltage and filament current. The calculated chromaticity coordinates of these phosphors were close proximity to those of commercially available phosphors for LED and field emission display devices.

Ce3+ sensitize RE3+ (RE=Dy, Tb, Eu, Sm) doped LaPO4 nanophosphor with white emission tunability

  • Crystalline $Ce^{3+}$ co-doped $LaPO_4$:RE ($RE=Dy^{3+}$, $Tb^{3+}$, $Eu^{3+}$, $Sm^{3+}$) and mix doped rare earth ions of $Dy^{3+}$, $Tb^{3+}$ and $Eu^{3+}$ were prepared by the polyol method at $150^{\circ}C$. Strongly enhance luminescence intensity is obtained with the co-doping of $Ce^{3+}$ with $LaPO_4$:$Dy^{3+}$ and $LaPO_4$:$Tb^{3+}$ due to charge transfer (CT) occurring from $Ce^{3+}$ to $Dy^{3+}$ and $Ce^{3+}$ to $Tb^{3+}$, where as there is no significant changes in luminescence intensity of $Ce^{3+}$ co-doped $Eu^{3+}$ and $Sm^{3+}$ doped $LaPO_4$ samples. The luminescence color can be tuned from green to white by varying the excitation wavelength for the mix ions $Ce^{3+}$, $Dy^{3+}$, $Tb^{3+}$ and $Eu^{3+}$ doped with $LaPO_4$.

Site spectroscopy probing of Eu3+ incorporated into novel LiYxSryZrO3+α host matrix

  • In this work, we investigated the spectroscopic properties of $LiY_xSr_yZrO_{3+{\alpha}:Eu^{3+}$, a red emitting nanophosphor based on $SrZrO_3$ perovskite. The synthesis process was an auto-combustion process. X-ray diffractograms show the orthorhombic structure of $SrZrO_3$. Photoluminescence (PL) excitation spectra display a split charge transfer band revealing the presence of two possible sites for the $Eu^{3+}$ ions. The emission spectra at 231 nm excitation illustrate the dominance of the $^5D_0-^7F_1$ transition, which is an indication that the smaller sized $Eu^{3+}$ ions are mostly situated at the more ordered (symmetric) $Sr^{2+}$ sites. The emission spectra at 292 nm & 397 nm excitations show the dominance of $^5D_0-^7F_2$ transition which suggests some of the $Eu^{3+}$ ions are also situated at the distorted $Zr^{4+}$ sites. Both the intensity parameters, asymmetry ratio and the decay lifetimes of the nanophosphors show dependence on $Y^{3+}$ concentration, signifying a modification in the host structure. Maximum quantum efficiency value of ${\approx}46%$ was obtained for the nanophosphors which indicate the need for improvement for practical applications. CIE coordinates show the suitability of this phosphor for both red emission in LED and as a complementary colour for white LED applications.

Effect of Coordination Environment on the Photophysical Properties of Luminescent Europium(III) Complexes

  • A series of Eu(III) complexes with various neutral ligands (2,2’:6’,2"-terpyridine (T), diglyme (D), 1N-(2-dimethylamino) ethyl)-1N, 2N, 2N-trimethylethane-1,2-diamine (PT), di-(2-picolyl)-amine derivative (HT), and multidentate terpyridine derivative (DT)) were synthesized to investigate the effect of coordination environment on the sensitized luminescence of Eu(III) complexes. The nine coordination sites of the $Eu^{3+}$ ion are occupied by three bidentate carboxylate moieties and one neutral ligand. The highest emission intensity is obtained for $Eu^{3+}$- $[NA]_3$ (PT), due to the difference in energy transfer efficiency and symmetry of the first coordination sphere of $Eu^{3+}$ ion. But, the lowest emission intensity is obtained for $Eu^{3+}$-$[NA]_3$(T). Terpyridine may not play an important role antenna for photosensitizing $Eu^{3+}$ ion. It could be attributed to the weak spectral overlap integral J value between its phosphorescence band and $Eu^{3+}$ion absorption band. Therefore, different coordination environment of $Ln^{3+}$ ion play an important role in providing sensitization of lanthanide ion emission.
