The necessity of research for EA service and performance is surfacing while nation-level and individual agency level performances utilizing Government-wide EA information. In this study, performance model for EA service has been developed categorizing characteristic elements of EA as service. And weight differences between quality items that constitute performance model have been calculated using AHP analysis method. To achieve the stated, SERVQUAL applied performance model for EA service has been developed working through logical reasoning and a broad range of theoretical studies concerning EA service. Moreover, relative weight differences between quality items that constitute the model have been calculated. The results of weight analysis find that importance differences between quality items in order of significance are as follows: EA administrator > EA information > EA education > EA policy > EA operating system. This study, as the nation's first research to graft the public-sector EA service onto SERVQUAL Model that is capturing remarkable attention, has considerable practical and theoretical implications.

체계적인 정보화 투자 및 관리를 위한 전사적 아키텍처(EA)를 도입한 기관과 기업이 늘어남에 따라, EA 도입의 성과를 명확하게 평가해야 할 필요성도 높아지고 있다. EA를 도입한 나라의 약 36%에서 EA의 도입 현황과 성과를 측정하고 있으며, 국내에서도 범정부 정보기술아키텍처 성숙도 평가모형을 개발하는 등, 다양한 접근 방법으로 EA 평가를 위한 방안을 연구하고 있다. 그러나 EA를 통해 추구하는 목적이 매우 다양하고, EA의 활용과 관리에 대한 표준체계가 없어 EA 평가모형의 적용 범위와 효용성은 매우 제한적이다. 본 연구는 조직의 EA 평가목적에 적합한 평가 대상 및 척도를 체계적으로 도출하기 위한 EA 평가모형 개발 프레임워크를 제안한다. 프레임워크는 IEEE Std 1471의 아키텍처 표현 개념 프레임워크를 EA에 적용하여 EA 평가모형 체계를 구성하고, EA 내부와 외부 이해당사자의 관심사항을 토대로 GQM 기법을 적용하여 EA 평가의 대상인 관점(viewpoint)과 평가 척도(metric)를 도출한다. 제안된 프레임워크를 적용하면 기업 및 조직의 EA 이해당사자가 의도하는 목적이 반영된 EA 평가모형을 개발할 수 있다. 모형의 상세화와 더불어 프레임워크를 실무에 적용하기 위해서 필요한 객관적인 평가기준과 모형 개발과 적용을 지원하는 도구에 대한 연구가 향후 과제이다.

Korea has won 3 times in a row in the evaluation of e-government services in 2014. And the last year, the government-EA has been awarded the UN Public Service Award. Because of the development and execution of personalized integrated services based on the government-EA, Korea has won the two award from the UN. EA has been selected and proceeded as one of the 31 e-Government projects in early period, in 2005 the law which public sector must adopt the EA for efficient informatization had been enacted. Many public agencies in which actively utilized to derive such as internal and external performance through the EA. On the other hand, in the last 10 years, some public agencies have still been as recognized level of management in the EA. In this study, the main purpose is that to find out what is a major factor for successful use and result of EA, what is the EA success Model and how to examine it. To do that, this study will study the related prior research such as EA services, information systems success factors, performance measures, and develop the success model for EA and then examine the model. This study will contribute great implications in practical and theoretical in EA success model because this is the nation's first research that SERVQUAL model and the IS Success Model(DeLone & McLean 2003) has been combined and examined.

본 연구에서는 엔터프라이즈 아키텍처(Enterprise Architecture:EA)의 운영 및 성과에 영향을 미치는 요인으로 EA의 핵심성공요인과 EA 전담조직의 역할을 선정하였으며, 특히 EA 전담조직의 중요성을 증명하고자 한다. 구체적으로 EA 관리 및 운영단계에서의 핵심성공요인을 기반적, 문화적, 제도적의 세 요인으로 분류하였고, EA 전담조직의 역할은 계획관리, 체계관리, 인적자원관리, 정보관리, 위험관리의 다섯 가지 분류로 나누어 각각의 요인이 EA 성과에 어떠한 영향을 미치는지 알아보고자 한다.

The study focuses on EA experiences of Korea in public sector in terms of three distinguishing periods: preparation, adaptation, and utilization. Analyzing those experiences would lead to understanding of EA performance in Korea, and to derivation of future policy directions. EA efforts of Korea shows results in several areas, especially in prevention of duplicative investments, savings in IT expenses, and optimization of information resource management. The study suggests sustainable strategy for futre EA growth.

The purpose of this research is to propose a practical guideline for activating EA which has been operated in the public institutions. For this purpose, how EA is being operated in the public sector, was analyzed from the viewpoint of IT Governance and on the basis of the result, key activities for EA managers could be developed. The key activities were also compared between the two different groups in terms of EA Maturity Level and the difference in the key activities between the two were examined. As a result, it was found that the use of EA has effect on building and improving IT management systems. It is suggested that the Relational Mechanism should be better understood and recognized as necessary activities for activating EA. In addition, the higher the level of EA maturity is, the more likely such various effects as the enhancement of IT management system, user satisfaction, IT utilization, and the improvement of business can be produced. This result could be interpreted that such desired outcomes of EA could be realized only when EA is actively utilized.

ITA법 제정 이후 많은 공공기관들이 ITA/EA 도입 및 구축을 추진하고 있으나, 명시적인 성과를 보여주는 경우는 많지 않은 것으로 조사되고 있다. 특히, 공공기관 EA 성숙도 수준 평가 결과 EA 도입에 비하여 관리 및 활용 영역의 수준이 낮게 나타나고 있다. 본고는 EA의 활용성을 저해하는 제 원인 중 EA 관리체계의 부실에 주목하였다. EA 도입과 함께 EA관리 체계가 수립됨에도 불구하고 EA 관리 및 활용 수준이 낮은 이유는 첫 번째로, EA관리 조직 설계 시에 EA 산출물의 작성 주체 및 협업 방안이 구체화되지 않은 상태로 관리 조직 및 역할이 수립되는 경향을 지적할 수 있다. 두번째로 EA 관리체계 설계 시에 각 EA 산출물의 특성이 고려되지 않은 획일적 관리 프로세스의 설계로 인하여 관리체계가 오작동하는 문제를 지적할 수 있다. 본 연구에서는 이러한 문제의식을 근간으로 개별 산출물에 대하여 요구되는 정확성과 정합성 수준에 따라 범정부 EA 산출물들을 구성도/정의서(Diagram/Description)형, 모델(Model)형, 정보자동생성(Auto Description)형, 설계서(Description)형, 서지정보(Metadata)형으로 유형화하고, 각각의 산출물 유형에 따른 조직의 역할과 협업 방안, 관리 프로세스를 제시하였다. 본 연구를 통해 향후 EA 관리체계 수립 및 조정 시에 산출물 유형별로 작성 주체 및 관리 조직간 요구되는 역할과 관리절차를 명확히 함으로써 효율적인 EA 산출물 관리가 이루어지도록 하고, 이를 통해 궁극적으로 EA 활용도 증진 및 EA의 근원적 목적 달성이 가능할 것으로 기대한다.

Today, a corporate and the government is making significant investments in informatization in order to enhance competitiveness however, question on the outcome of information-oriented investment has continuously been posed and in order to resolve such problems, the technique of Enterprise Architecture (EA) Despite such fact, in the case of the central administrative institute, even if the EA maturity standard has continuously improved through continuous investment when compared to the past without deviation between institutes, the establishment of EA and the work utilization of EA compared to the management competence still is analyzed to be relatively weak. This study completed the preliminary feasibility study in 2012 for Korea Customs Service which has been appointed as the representative institute that best utilizes EA in the field of information operation and evaluation field in the 2010 EA Maturity Evaluation and it can become a case study that can contribute to more continuous development and improvement of other public institute EA by introducing the performance of EA-based 4th Korean National Customs Information Network which has entered into total reconstruction in 2013 and by identifying the implications of EA performance arising from such.

Korean government has operated EA by the act on efficient introduction of information system and operation, etc. But the evaluation system for EA and the criteria don't prepare well. Particularly, There is no model for EA performance measurement and the way is insufficient. In this study, we derived 8 areas and 17 criteria for the performance evaluation based on the Performance Reference Model of U.S FEA and Korea. And we also derived 8 areas and 10 criteria for it based on the OMB EA Assessment Framework and the EA maturity model in Korea. We propose the performance evaluation model of the five areas that consists of the business performance, customer performance, process, human resource and the technology for EA performance evaluation. To verify the model, we applied the model to three organizations and evaluated EA performance. In addition, we compared the performance result with the performance evaluation area of EA maturity model of Korea to verify the result. We also analyzed the criteria of the proposed performance evaluation model with the current EA maturity model and Performance Reference Model of Korea. As a result of the evaluation, we verified of the proposed performance evaluation model, too.

Many government offices have been proceeding a development of Enterprise Architecture(EA) according to apply Government-wide Enterprise Architecture'. Each office and working-level officials have had a hard time because of no guides related to a EA development method such as the Framework, Standards, Principle, Reference Model, Etc. This paper propose a method for developing e-Government Enterprise Architecture considered a characteristic of public institutes through analyzing existing cases. The method for development e-Government EA includes the EA Performance Management Model to monitor objectively each office's long-term business promotion because the e-Government EA development is a job of long duration and cooperation with many institutes. This method also combines the EA Change Management Activities for the officials to improve general knowledge about EA's idea and EA's value, etc. We show the EA case study of the Ministry of Government Administration and Home Affairs to demonstrate feasibility of our approach. As a result, public offices will carry out their BPR(Business Process Re-engineering) and ISP(Information Strategy Planning) more efficiently based on this EA development method.
