e-Learning has been mushrooming with wide range of teaming groups from pedagogy to andragogy As e-teaming opportunities increase, many people raise question about whether e-teaming show positive teaming effects. The related research emphasized that e-learning would be a failure in terms of understanding of e-Learners and activating intuitive teaming activities from learner's long-term memory span. The e-teaming strategies based on the traditional classroom and resulted boring and ineffective teaming outcomes, should be changed to provide authentic and effective teaming results. This paper analyzed that how learners have received e-Learning for the last few years from the research and explained what could be the failing aspects in e-Learning. To be successful, e-loaming should consider the e-learner's individualized teaming style and thinking patterns. When considering of various e-Learning components, the quality of e-teaming should not be focused on any specific single factor, but develop every individual factor to be integrated into high level of quality. In conclusion, this paper suggest that it is needed new understandings of e-Loaming and e-Learner. Also the e-Learning strategies should be examined throughly whether they are on the side of learners and realized how they learn from e-Learning. Finally, we should add enormous imagination into e-loaming for next generation because new generation's teaming patterns significantly differ from their parent's generation.

In this paper, we propose a sliding mode controller for a robot manipulator with passive joints. A robot manipulator with passive joints which are not equipped with any actuators is a kind of underactuated system. Underactuated systems have some advantages compared to fully-actuated ones. For example, they weigh less and consume less energy because they have smaller number of components than fully-actuated ones. However the control of an underactuated manipulator is much more difficult than that of fully- actuated robot manipulator. In this paper a complex dynamic model of a manipulator with passive joints is manipulated for sliding mode control. Sliding mode controllers are designed for this complex system and the stability of the controllers is proved mathematically. Finally a simulation for this control system is executed for evaluating the effectiveness of the designed sliding mode controller.

This paper presents active-clamp class-E high frequency resonant inverter with single-stage. The proposed circuit is integrated active-clamp class-E circuit to boost converter with the function of power factor correction. Boost converter is operated in positive and negative half cycle respectively at line frequency(60Hz), Such a operating in discontinuous conduction mode(DCM) of boost converter performs high power factor. By adding active-clamp circuit in class-E inverter, main switch of inverter part is operated not only ZVS(Zero Voltage Switch) but also reduced the switching voltage stress of main switch. This paper shows that simulation result using Psim 4.1 prove the validity of theoretical analysis. This proposed inverter will be able to be practically used as a power supply in various fields as induction heating applications, DC-DC converter etc.

For effective management and processing for civil affairs, online public services are in operation in every administrative organizations. However, due to the lack of links in each government departmental business processes on e-Government system, the satisfaction of the civil petitioners has not improved. In this paper, we propose an improved business process for the implementation of one-stop integrated civil affairs and suggestions services on e-Government system to reduce the time and cost for processing civil affairs and to improve the efficiency of the public services by cutting down the cost and time. This paper also suggests the ways to improve the quality of public service through redesigning civil affairs processing in the light of integrated system for the civil affairs and its suggestion.

This paper focus on building online trust in electronic commerce between partner that have never traded with each other before, the so-called first trade situation. For this, this paper proposes the model to build trust for conduction first trade transaction in e-trade(so-ca1led Trust Matrix Model : TMM). The TMM is based on the idea that for business to business electronic trade a balance has to be found between anonymous procedural trust, i.e. procedural solutions for trust building, and personal trust based on positive past experiences within for first trade situation, because of the lack of experience in these situations. The procedural trust solutions are related in the notion of institution-based trust, because the trust in the procedural solutions depends on the trust one has in the institutions that issued or enforces the procedure. The TMM can be used as a tool to analyze and develope trust-building services to help organizations conduct first -trade electronic trade.

In this paper, we particularly deal with no $F_p$-rational two-torsion elliptic curves, where $F_p$ is the prime field of the characteristic p. First we introduce a shift product-based polynomial transform. Then, we show that the parities of (#E - 1)/2 and (#E' - 1)/2 are reciprocal to each other, where #E and #E' are the orders of the two candidate curves obtained at the last step of complex multiplication (CM)-based algorithm. Based on this property, we propose a method to check the parity by using the shift product-based polynomial transform. For a 160 bits prime number as the characteristic, the proposed method carries out the parity check 25 or more times faster than the conventional checking method when 4 divides the characteristic minus 1. Finally, this paper shows that the proposed method can make CM-based algorithm that looks up a table of precomputed class polynomials more than 10 percent faster.

This paper disscusses about the e-commerce and the various types of e-commerce disputes. Through empirical examination on the dispute consiliation system and by comparative analysis it is derived out of the weakness of current system and finally some suggestions for improvement. First, it is recommended that the more sophisticated knowledge concerning e-commerce should be proliferated through the existing institutions. For example, disputes for B2C could be managed by the consiliation system of consumer dispute consiliation in Consumer Protecion Board of Korea, while B2B by the arbitration system of the Korean Commercial Arbitraion Board. Second, the role of Korea Institute for Electronic Commerce established for the purpose of consiliation of e-commerce disputes is much emphasized. For successful achievement, it is necessarily required to reinforce the related laws, systems, institutions and human resources. Finally, it is also suggested that the the Korean Commercial Arbitraion Board and Consummer Protection Board of Korea fully cover consiliation and arbitration, while Korea Institute for Electronic Commerce activates its proper role of consulting and ad hoc arbitration by using electronic information. The paper points out the last one as the most desired practice.

With the ever-increasing queries related to temporal (or time-related) information, such as the product launching time, in search engine, most web pages will be augmented with such information in the future. Meanwhile, the gradual emergence of the use of electronic textbooks (or e-Textbooks), which enrich the traditional paper-based textbooks with multimedia contents such as interactive quizzes and multimedia-based simulations, has led us to infer that e-Textbooks will be blended with temporal information to support learning. The use of temporal information helps teachers and students to understand the level of prior knowledge required to study a topic, as well as the sequence of learning activities and related sub-topics, that best attains the educational goals. This paper presents a simple yet efficient tool called TimeMap, which is based on mind mapping, to create an e-Textbook called TimeBook that takes account of time-related curriculum and the ability of students to learn via collaboration.

A lot of existence e-learning are connected SCORM and LMS. And u-learning was researching as one of the new trend. But there are few research paper to connect the existing SCORM and LMS. In this paper, we proposed u-learning framework with connect the SCORM and LMS. And we used the mobile equipment transform module and learning object reconstruction module to apply each different characteristics of mobile equipment. Especially, information of the mobile equipment was stored and managed using the meta-data of the equipment.

Decision-making in the crisis management happens in dynamic, rapidly changing, and often unpredictable distributed environments. Crisis management Decision Support Systems (DSSs) in E-Government are challenged by the need to use it availably at anytime, from anywhere, and even under any-situation. In this paper the reasons of developing distributed architecture for crisis management Decision Support Systems (DSSs) in E-Government are analyzed. Consequently, a distributed architecture for crisis management Decision Support System (DSS) is proposed in this paper. Finally it is implemented by Web Services. If crisis management Decision Support System (DSS) based on distributed architecture is implemented by Web Service, then it can provide decision support for decision-makers to deal with crisis at anytime, from anywhere, and even under any-situation.
