An Case Study of the Direct Payment Program for Rural Landscape Conservation - Environmental Stewardship in England - (농촌경관 보전을 위한 보조금 지원제도 연구 -영국의 환경관리제(Environmental Stewardship)를 중심으로-)

  • Recently the program of direct payment for rural landscape conservation attracts great interests as it may help disadvantaged rural people. Recognized the effect of the program to improve the rural landscape and economy, it has been suggested that the program of direct payment for rural landscape conservation should be expanded. This paper presents the measures and status of Environmental Stewardship, the direct payment program for landscape conservation in England, as following; 1) rural development policies in UK organized under EU, 2) measures and agreements for rural landscape management, 3) the statues of ES enforcement. We sampled a pilot farm, surveyed inside and outside landscape of the farm, and interviewed local government officers and farmers in order to find policy implication.

  • The direct payment program for rural landscape conservation in practice since 2005. Recently it is the policy or plan of direct payment for rural landscape conservation attracts great interests as they may help rural people who are very disadvantaged. This paper presents the status of the direct payment program for landscape conservation in rural area and proposed improvements to the program as following; 1) to diversify the plant species, 2) to include other rural elements than plants, 3) to enlarge the areas of crop plantation, 4) to simplify and clarify application process. We sampled two pilot programs, one of spring flower crop and the other of autumn flower crop, and questionnaire surveyed visitors, local government officers and farmers in order to find problems and suggest improvements.

  • The purpose of this study is to evaluate the differences of recognition of the actual conditions, performances, problems and issues of the Direct Payment Program for Rural Landscape Conservation(DPPRLC) between interest groups who are residents, officials and experts. In the results of this study, there were differences in awareness of DPPRLC depending on interest groups and whether the program participation. It is determined to be caused the limitations of the program that the target district farmers recognised the program as a source of income and seldom act to manage the rural landscape except cultivating "landscape crops". Therefore, the efforts will be demanded to clarify and share the goals, contents of the project. The following measures are proposed in this study for the direction of improvement of DPPRLC: First, the various efforts are needed to overcome the differences on the interest group's recognition for goals, contents, performance of the Direct Payment Program for rural landscape conservation. Second, it is needed to conduct the program based on the rural landscape plan and participant's capabilities. Third, the various programs to attract voluntary participation from residents should be implemented. Forth, it demands the entrusted implementation to professional organizations to support resident's voluntary activities of surveying rural landscape resources, planning rural landscape conservation, execution of village landscape conservation, etc. Fifth, the various programs to strengthen participant's capabilities should be implemented.

  • The purpose of this paper is to evaluate optimum rate of payment and to [md the new advanced direction for the program for rural landscape conservation. We used direct evaluation method for income and production costs. According to the survey, we had done from 41 complexes(farmers) joined this program, the average production cost of landscape crops of type1 is calculated at 178,582 won per 10a and 111,517 won as type2. If the classification of crop type is adjusted, the problem formulated is improved to make possible support at the current payment rate.

  • The purpose of this study is evaluate the direct payment program for rural landscape conservation and deduce facts to improve. This research is composed with a survey on local government officials and farmers joined this program, and used monitering in selected 41 zones. According to the surveys, this program showed a positive contribution to the effects: village harmony, visitors increase, village income. However, It's contribute in short term objectives, but has not yet reach the ultimate goal such as regional development through visitors and village income. We found some problems in the monitering, on the agreement with farmers, range of village activities, operating AgriX program, etc. Finally, we suggest some proposals ; 1) to redefine the aims and range for the program, 2) to clarify a village action program, 3) to strength the admission procedure, 4) to designate district based on landscape resources survey.

  • The Direct Payment Program for Rural Landscape Conservation (DPPRLC), introduced by the Korean government, currently offers subsidies to rural villages to encourage the growing of flower crops or wild flowers instead of common grain. However, in many of these villages, major landscape elements like walls and roofs of houses are built with cheap, urban materials, and kept in poor condition. This is a poor reflection of the DPPRLC goal to improve the aesthetic of korean rural landscape. This study surveyed and analyzed traditional style walls and roofs in ten selected villages taking part in the DPPRLC program. Villagers were interviewed for a proposed direct payment program for building and maintaining traditional walls and roofs. Major findings are: First, more than 86% of residents are willing to build and maintain traditional walls if subsidies are given. They would like to be reimbursed 75% to 100% of construction and maintenance costs. Second, about 64% of residents would be willing to build and maintain traditional roofs with the subsidies. They also would like to receive 75% to 100% of construction and maintenance costs. The policy implication of this study is that extending the DPPRLC program to include walls and roofs in rural villages will make rural landscape more attractive.

Analysis of the Landscape Conservation Direct Payment System Based on Spatial Information Data and Utilization of Rural Area Regeneration (공간정보데이터 기반의 경관보전직불제도 실태분석과 농촌공간 재생의 활용방안)

  • There is a clear need to enhance the attractiveness of rural areas by leveraging their core assets to respond to emerging mega-trends. This paper analyzes the progress of the direct payment program that has been implemented to preserve agricultural landscapes in rural areas, using spatial information data. The study identified the planting characteristics of landscape crops, spatial utilization characteristics of the system, and utilization characteristics of the system by the beneficiaries. According to the analysis, the spatial utilization characteristics of the system could be classified into eight types: tourism resources and nearby agricultural areas, designation across the entire rural area, agricultural areas around villages, large-scale agricultural areas, small-scale agricultural areas, scattered and dispersed areas, independent parcels of land, and ranches. Based on the characteristics and limitations of the landscape preservation direct payment system, this study provides directions for future rural specialized zones. The landscape preservation direct payment system focuses on income support for farmers and providing agricultural benefits in terms of public interest. Meanwhile, the landscape agricultural zone serves as a rural specialized zone, highlighting the need to explore the direction of integrated rural landscape management. It is important for farmers, as the key stakeholders, to preserve the agricultural landscape in rural areas. Forming community-level cooperatives and engaging in relevant activities are crucial for achieving this goal. In order to actively preserve the agricultural landscape, it is necessary to consider the resumption of financial support for village landscape preservation activities, along with the designation of landscape agricultural zones. There is a need to conduct a specific review and explore measures to accommodate the designated landscape complexes at the local government level. The higher the ratio of designated landscape complexes, the more agricultural landscape management based on public value has been carried out. The designation of such landscape complexes can be seen as a demand for voluntary utilization of agricultural landscapes in the region. Moreover, as the ratio of designated landscape complexes increases, it becomes evident that farmers at the village level actively participate in agricultural landscape preservation and contribute to providing public value or utilize it as a tourism resource. This highlights the need for managing agricultural landscapes at the village level within the appropriate context.

  • Recently, it is demanded to study about agri-environmental indicators including rural landscape indicators. However, there are deficiency to establish the policy of int landscape. This is the base study for the policy decision or management for conservation of agricultural landscape or rural landscape. The objectives of this study were 1) to analyze the supporting elements in the foreign policies, 2) to analyze the agricultural landscape elements and visual values in the field and 3) to make the classification form about the agricultural landscape. And finally, this study suggests the management guides for the conservation of agricultural landscape according to the teleological measures. Through this results, it would be expected to develop the efficient policy of rural landscape such as the direct payment program for rural landscape conservation.

A Study on the guideline of Visual Landscape Planning for Landscape Agricultural Region (경관농업지 경관계획 기준 연구)

  • This study provides a physical indicator of landscape that can be guidelines so as to evaluate landscape agricultural region for visual landscape planning, finds out the guideline for visual landscape planning lastly through examining importance of indicators and the preference of each indicator of landscape. The physical landscape indicators were derived from document study and questionnaire survey to evaluate visual landscape on landscape agricultural region. In addition, field study was conducted to examine and inspect the physical landscape indicator, managers' interview and photograph was took for evaluating the landscape simulation. Moreover, the important elements for visual landscape planning of landscape agricultural region, the importance of physical landscape indicator and the preferences of each indicator were derived by conducting questionnaire to experts and general publics. The physical landscape indicator guideline was established from the following procedures. In case of the land, flat area had higher preference than steep region. So, planning an agricultural area at a flat region with open space will be better than establishing an agricultural area on a steep region. In case of the kind of landscape crops, For the background of landscape agricultural region, the seashore type had the highest preference and mountain type and non-background type was followed in order. According to the study, facilities built with natural elements such as straw-roofed pavilion received high preference. Therefore, look-out shed and straw-roofed pavilion should be introduced in the landscape agriculture planning to select materials and colors to keep harmony with the nature. The result of this study could be used as a best choice for improving visual landscape of landscape agricultural region on selecting suitable land, facilities and so on. Moreover, the results of manager interview could be used as a useful tool in the management and formation of visual landscape. The landscape point evaluating visual landscape of landscape agricultural region could be used as a reference for establishing relative guideline for the direct payment program for rural landscape conservation and landscape agreement. In addition, it could be a useful reference to improve the general landscape and revitalize the rural area.

An Analysis of The Relative Importance for Target Selecting Criteria in Agricultural Environment Conservation Program (농업환경보전 프로그램 사업대상지 선정기준의 상대적 중요도 분석)

  • Agricultural environmental policies to reduce negative externalities and expand positive externalities became common around the world. However, literature regarding the efficient and effective implementation of agricultural environmental policies, such as optional direct payment, is limited. This study, thus, analyzes the relative importance for target selecting-criteria in order to enhance the cost-effectiveness of the Agricultural Environment Conservation Program in Korea. In this context, we conducted survey to 15 experts who are related in agricultural environment policies and analyzed survey results based on ANP method which can consider correlation between selecting criteria. The results show that, in the case field, "soil", "water", and "ecology" field have relative high importance than the other fields. Also, the relative importance for 'improving rural landscape', 'giving nutrient input moderately', and 'conserving agricultural heritage' activities is higher than the other activities. Furthermore, the relative importance among fields and activities of ANP is different from those of AHP. This result implies that it is necessary to consider the correlation between selecting criteria in order to design effectively. Finally, we suggest that in order to enhance the effectiveness of the program, it would be appropriate to assign differential points according to the importance of each activity when identifying appropriate farms.
