Trade Practice of Surrender Bill of Lading and Prevention of Its Disputes (권리포기 선화증권의 실무관행과 분쟁예방)

  • Two solution approaches have been suggested globally to solve the crisis of bill of lading; that is to say, electronic bill of lading and sea waybill. Electronic bill of lading is not unsettled as a solution to solve the crisis of bill of lading but sea waybill is used on a global basis to do so. The surrendered bill of lading is applied for practical usage instead of sea waybill in a short voyage among Korea, China, and Japan, owing to faster delivery at destination and lower cost than bill of lading. To surrender the original bill of lading, the consignor should submit all originals with a request letter to the carrier of goods with necessary surrender charges, if any, in doing so. Once after receiving the original bills of lading consisting of normally three originals but in some cases five, the carrier stamped "Surrendered" on the front of original bills of lading and sent a message to his counterpart at the port of destination, stating that the original bill of lading surrendered at the port of shipment and the consignee can take delivery of the goods without production of the original bill of lading at destination. The legal regime of the surrendered bill of lading is not settled as it is not considered legally as bill of lading, and the decisions rendered by each nation's courts are different according to the usages of the surrendered bill of lading. The purpose of this paper is to prevent the disputes between parties with regard to the surrendered bill of lading by studying the causes and precautions of disputes in relation to the surrendered bill of lading.

  • Remarshalling operation is one of the operations considered important in an automated container terminal to perform quickly loading operations and delivery operations. It arranges the containers scattered at a verticla yard block in order to reduce the transfer time and the rehandling time of ATC(Automated Transfer Crane)s. This paper deals with the remarshalling planning problem minimizing the weighted operation time. This problem can be decomposed into 2 subproblems, storage space assignment problem and operation sequencing problem Storage space assignment problem decides to where containers are transported in terms of transportation time cost.. With results of a previous subproblem, operation sequence problem determines the ATC operation sequence, which minimizes the dead-heading of ATC This study formulates each subproblem with mixed integer program and dynamic program. To illustrate the proposed model, we propose an instance to explain the process of remarshalling planning.

A Study on Trade Structure of Furniture and Port Logistics Business Model in North-east Asia (동북아 가구류 무역구조 분석을 통한 항만물류 비즈니스 모델의 탐색)

  • In general, furniture industry, with its high foreign dependency, has serious logistics issues that are commonly raised in such countries as Korea, China and Japan. This leads to my different possibilities & ways of rationalizing the logistics systems that utilize port hinterlands. Thus the purpose of the present paper is to create new logistics systems which will work effectively across the three countries. In this research study, we came up with 2 logistics models in which the port hinterland of Busan serves as the distribution center for furniture industry, and the models were suggested as the cooperative logistics business systems for the North-east asian region. In the proposed models, 'Busan furniture logistics center' has the dual functions of 'the cross-docking center from China to Japan' and 'the assembly & delivery center for furniture imported by Japan'. To have this logistics business center materialized, we propose that policy-level supports from the relevant port authorities be provided in the following three aspects: overseas investment promotion focused on the furniture industry of Japan, protection & enhancement of competitiveness for the port of Busan, and uilization plans for the new port hinterland of the city.

  • The free-trade-zone system has been implemented in industrial-complex-type free-trade zones with a focus on the manufacturing industry since 1970, and was intended to attract foreign investment and increase trade by providing benefits such as tax reduction and deregulation to tenant companies. However, foreign investment in these industrial-complex-type free trade zones has decreased significantly. On the other hand, port-type free-trade zones have great potential to attract foreign investment for development due to the increase in port traffic. The developmental trends in the free-trade-zone system have been studied primarily in the manufacturing industry, and those studies must be extended. In this paper, the role and operation of free-trade zones are examined and problems highlighted. We analyzed a business model specialized in port-type free-trade zones to identify problems, propose measures to improve the system for re-exporting domestic goods to the customs area for storage, and upgrade overall operations. The effects of our measures were analyzed by simple simulation. These proposed improvements in the operation of port-type free-trade zones will help attract foreign companies to these international logistics hubs and global delivery centers.

A Study on the Application of Digital Twin Technology for Container Terminals (컨테이너 터미널의 디지털 트윈 기술 적용에 관한 연구)

  • Digital Twin Technology is currently being utilized in many industries and logistics seems soon to follow that trend. Currently, technology introduction to container terminals is restrictedly developing. In reviewing the existing literature, it became clear that research on the application of Digital Twin technology for container terminals is deficient. This study fulfilled AHP and IPA analysis causing fields to adjust priority at the container terminal. The result of analysis on the urgent necessity of adjustable fields' detailed elements from Digital Twin Technology, ATC, intelligent CCTV, and container yards, and showed that they were of the highest priority level. Also, VR/AR Equipment, AYT, Smart Container, Automated Container Delivery Facility, Refrigerated/Freezer Container, Wearable Device for Port Maintenance, and Smart Buoy were reviewed in detail. Our group suggests AQC, Berth, AGV, ASC, Apron, and Automated Mooring as potentially useful Digital Twin Technologies. Finally, our research suggests the OSS equipment, intermodal linkage facility, intelligent drone, and hazardous material storage are areas of low priority.

  • This paper implements MOD system using multicast delivery. Conventional system provide server-based system in multicast delivery but implemented system provides on-demand client-based multicast system. The scheduler aggregates clients' request and it generate multcast group addresses and port numbers according to requested video items and service request time. Then it transmits immediately multicast address to MOD server and client who request service. And then MOD server transmits requested streams with a multicast group address and the client joins the group automatically. The scheduler assigns the same multicast group address when other clients request an identical video within the same scheduling duration. The system can reduce load of server and support many clients at the same time.

A Case Study on Final Voyage of the Time Charter (정기용선계약의 최종항해에 대한 사례연구)

  • Every time charter must have a final terminal date, that is a date by which the charterer is contractually obliged to redeliver the vessel. Where the law implies a margin or tolerance beyond an expiry date stipulated in the charter party, the final terminal date comes at the end of such implied extension. When the parties have agreed in the charter party on the margin or tolerance to be allowed, the final terminal date comes at the end of such agreed period. But the nature of a time charter is that the charter is for a finite period of time and when the final terminal date arrives the charterer is contractually bound to redeliver the vessel to the owner References to delivery and redelivery are strictly inaccurate since the vessel never leaves the possession of the shipowner, but the expression are conventionally used to describe the time when the period of the charter begins and ends. The legitimacy or otherwise of what is to be regarded as a vessel's final voyage must be judged at the time when the charterers give an order for the vessel to carry out the voyage in question, and then by reference to what they order her to do. The purpose of this paper aims to analyse cases on the final voyage of time charter, and specially to explore implications of the final voyage in time charter through the Gregos case.

A Study on the Combustion Characteristics and the Control on the Fuel Flow Rate of LPG Intake Port Injection Engine (흡기포트 분사식 LPG 엔진의 연료량 제어 및 연소 특성에 관한 연구)

  • In this paper, characteristics of a port injection type LPG fuel system were investigated to adopt the system to a spark ignition engine through rig test. Engine combustion characteristics for limited conditions and the precise control method of LPG fuel supply were also studied. As a basic experiment, the effects and the relationships of parameters such as orifice area, fuel delivery pressure, fuel temperature and flow coefficient were established. From this, one dimensional compressible flow equation can be applied to control gaseous fuel flow rate by setting pressure difference between vaporizer and manifold to a certain range, for example about 1.2 bar in a naturally aspirated engine. The combustion analysis results of LPG engine were also compared with those of gasoline engine according to spark timing and load change. At part load and stoichiometric condition, the MBT spark timing of LPG fueled engine is retarded by 2$^{\circ}$ - 4$^{\circ}$CA compared to that of gasoline engine. On the contrary, the spark timing of LPG fueled engine can be advanced by 5$^{\circ}$- 10$^{\circ}$ CA at WOT, which results from higher Octane Number and burned fraction of LPG fuel compared to gasoline.

  • This case study for a homeshopping company shows that the management of returned apparels by the partnership system increases the velocity of the returned goods, which not only minimizes the products' value loss but also improves the company's management performance. By incorporating the partnership system, following significant performance improvements have been identified: First, decrease in transaction cost and time between the homeshopping company and the partnering companies. Second, concentration of production line, accurate schedule management of receipt/delivery as well as collection of goods. Third, improvement of efficiency in procedures of returned goods and quality improvement of product provided by the partner.
